Sirisena's regime protects corrupt SL minister from Mannaar

Rishad Bathiudeen, the notorious Sri Lankan minister who has been unleashing communal hatred in Mannaar under the previous regime, continues to be a minister in the new regime of Maithiripala Sirisena. Mr Bathiutheen has been promoting and protecting the criminal Divisional Secretary (DS) of Maanthai West, Manickavasagar Sriskandakumar, to appropriate ‘public lands’, which had been properly allocated to the people during the times of the LTTE. As a favour in return for appropriating these lands for his voters, the SL minister backed the DS to grab some lands for himself and a collaborating Village Officer (GS). Mr Sriskandakumar and T. Sivanesan, the GS, were allegedly complicit in ordering the assassination of social activist K. Nakuleswaran last November. Now, their personal appropriation of lands have been exposed, the people of Ve'l'laang-ku'lam say.

In 2013, when the resettling Tamils started to complain against the appropriation by the SL minister and the DS, social activist Krishnasamy Nakuleswaran, who was earlier a Tamil Eelam policeman, took a keen interest in helping the resettling people deprived of their lands, to file cases and appeals to all possible levels at the SL State system.

Nakuleswaran was also communicating with the SL minister on behalf of the affected people of Ve'l'laangku'lam.

When the agitation surpassed the threshold of tolerance of the SL minister and his collaborators, the father of two was assassinated, the Tamil villagers say.

The District Secretary, Mr M Sriskandakumar, was earlier under the investigations by the Tamil Eelam Police for alleged misconduct in Vanni, where he served as SL government appointed Divisional Secretary of Karai-thu'raip-pattu in Mullaiththeevu district.

The DS Secretary has transferred a section of public lands, which had been earlier allocated for the villagers, in the name of his father Ilayathamby Manickavasagar, mother-in-Law Nalliah Varathaladchumy, the elder brother of his wife, Karunaharan, at least in three different places in Ve'l'laang-ku'lam DS division, informed sources told TamilNet. The wife of GS officer T. Sivanesan, Mrs Subasinithevy Sivanesan, was another recipient of such lands at least in two locations, the sources further said.

Mr Sriskandarajah is from Jaffna and a graduate from the University of Jaffna, the sources in Mannaar further said.

The DS has seized 50 acres of lands at Paali-Aa'ru situated on Mannaar - Jaffna Road. These lands had been earlier distributed to 50 families. However, before the people were allowed to resettle in the area, he had completed the transfer of these lands to the above mentioned four recipients. The transfer of ownership had taken place through forging new land deeds as if the lands were being sold from another owner having an old land deed.

The DS was also behind another appropriation to same recipients at Raamaiyan-ku'lam situated on Ve'l'laang-ku'lam - Mallaavi Road, the sources further said. Two of these recipients are living outside the island.

Mr Sriskandarajah has destroyed a large number of land related documents at the DS Secretariat of Maanthai West, the informed civil sources further told TamilNet.

The SL policemen who were investigating the assassination of Nakuleswaran were given a large sum of money by the DS Secretary on the advice by SL Minister Bathiudeen.

The DS has earned money through collecting 5,000 rupees from each of the family in order to distribute public lands at several other locations.

He has also been supporting the SL minister and the SL military to engage in smuggling of trees and other natural resources in the division, the sources further said.

Two high-ranking Sri Lanka Administrative Service officers from Colombo's Home Ministry were on a fact-finding mission to Maanthai West division on March 24. The people have complained the land appropriations, illegal activities and the corruption by the DS and the collaborating GS officers to the inspecting officers. However, it remains to be seen if the officials visiting from Colombo would take disciplinary action, the villagers of Ve'l'laang-ku'lam told TamilNet.

The SL police was told by the assassin of Nakuleswaran that he had received 300,000 rupees from the DS and 30,000 rupees from the GS. However, it is still not clear how the assassin got the automatic rifle and the hands of the Sri Lankan military intelligence in the killing of ex-LTTE member and former Tamil Eelam constable.

The Colombo government has been appointing Divisional Secretaries in North-East with the intention of deploying these officials to subject the so-called public lands in the country of Eezham Tamils for SL militarisation and Sinhalicisation.

Next to SL president, the Divisional Secretary of each division is the authority under the occupying Sri Lankan State in matters related to public lands, which are regarded as its property by the SL State in the South.
