A democratically elected government in the State of Tamil Nadu in India has unanimously resolved for international investigation of the crime of genocide committed against Eezham Tamils. The democratically elected Northern Provincial Council of Eezham Tamils has called for the same. These are democratic demands manifesting from people’s struggle and uprising. The Permanent People’s Tribunal also has come out with its verdict finding genocide and on-going genocide. Justice Wigneswaran’s diplomacy is people-oriented. But the nominated parliamentarian Sumanthiran’s argument for ‘domestic mechanism’ to implement anything, while downplaying the fundamental question, subtly sabotages logical solution to the genocidal context, tilting the diplomatic balance as the military balance had been tilted in the war, to keep the accused State intact for the agenda of the ultimate culprits.

The question of protracted genocide is for international investigation
and for logically appropriate remedy. Leaving it in the hands of the
State dominated by the accused nation, under any pretext of ‘domestic
mechanism’, is worse than leaving the ‘war crimes of both sides’
investigation with the accused regime, which the ultimate culprits did
by the LLRC and by placing it as the cornerstone at the UNHRC.
Those Establishments and individuals who come out with their own judgments, rejecting genocide and leaving no space for investigation, commit the injustice to entire humanity, for the case of Eezham Tamils is a paradigm-setting one, however hard they try to downplay it.
Demanding international investigation on genocide and demanding timely release of the OHCHR report, Justice Wigneswaran said that the Sinhalese people should know the truth for reconciliation.
The diplomacy implied was that it is essential for the Sinhala nation to know how the State in the island is viewed internationally for any real reconciliation for peaceful solution. Not the views of the Establishments that were a party to the genocide or the views of those orchestrated Tamil family congregations writing in ‘Democracy’ media advocating ‘reconciliation’ sans international investigation.
The nationalists are not the real problem. It is the so-called internationalists in the service of imperialisms that try to manipulate logical solutions to national questions are the problem.
The question before the Tamil people and their leadership is whether they are prepared for a struggle to stop the deception at the outset itself or whether they are going to succumb to it, leaving the burden to the posterity as envisaged by Mr. Erik Solheim.
There is only a small difference between the ultimate culprits of the Eezham Tamil genocide continuing with Rajapaksa till recently and Mr Erik Solheim coming back to ‘peace facilitation’ through NGOs or through gullible Tamil outfits.
The regime change simulated by Washington and New Delhi is only a camouflaged change of the original interests of the ultimate culprits as well as the congenitally genocidal State in the island. Yet, Rajapaksa has been removed. Changes took place in the governments in New Delhi and in the State of Tamil Nadu. Even the Norwegian government got rid of Mr. Erik Solheim, the peace facilitator.
But Mr. Solheim was given a berth in the EU system handling ‘development’ funds and he is fielded again on the question in the island through NGOs and some Tamil outfits.
Mr. Solheim once coupled him with the former US Asst. Secretary of State, Robert Blake, in facing the brunt of Tamil criticism after the war. Perhaps he has gone too much in cutting himself an important image.
Rajapaksa had agent-command responsibility and Blake was in an openly known executive position in implementing the agency work. Whether any investigation on war crime or genocide crime, the two along with New Delhi’s former National Security Advisors, could tell the world with authenticity the ‘virtues’ of the crime model deployed in geopolitical interest’s approach to a chronic national question.
But Mr. Solheim was used only in conning Eezham Tamils. He continued and continues to do the job. May be it is his ability at the art, or appetite for proving on behalf of the so-called IC that the world has no liberation solutions especially to Eezham Tamils, or the gullibility of a section of Tamils that finds him in the field, despite proven grave failure.
There could be nothing personal against Mr. Solheim. But he never accepted the blunders, may be because they were pre-decided. So he saw a star-crossed war. He was talking of a solution under the sleeves. He ultimately blamed the LTTE. He never accepted the genocide or the on-going genocide. May be because today we see that the genocide and structural genocide for many more years to come are the ways for the currently envisaged global order to set in.
There is now the talk of ‘forgiving and forgetting’ without solutions of precedence applied in other contexts and without even telling to the world what crime had been committed. Only the Eezham Tamils at the receiving end are pressurised. On the other hand, Tamils are welcomed to see the struggle as a mistake. Any writing on that will be published in New Delhi. Any film will get award at Cannes, which has to be taken as a challenge by Tamil Nadu literary and film circles.
Once again the question is whether the core Tamil polity is going to succumb to con or reformulate itself to meet the emerging scenario of pressure, deception and lure on one side and gullibility on the other.
Recently, a Tamil activist in Switzerland was talking of rats' race among disillusioned Eezham Tamils. But it seems, energized by foul steroids, fattened bandicoots and rodents are also there in the race.

NPC Councillor condemns premature donor-brokering involving Tamil diaspora

Tamil diaspora groupings don't need to get locked into any premature donor-brokering process that enables the Sri Lankan regime to claim that a domestic process of so-called reconciliation was being agreed upon by the Tamil diaspora, Northern Provincial Councillor M.K. Shivajilingam told TamilNet on Monday, responding to the news of a premature donor brokering by third parties through a South Africa facilitated twin-track process. All the donor States have their development agencies through which they can assist the resettling people in Valikaamam, Champoor and in other places, Mr Shivajiingam told TamilNet adding that Tamil diaspora should be firm in effecting internationally-guaranteed and internationally-mediated solutions including an international investigation on genocide as demanded by the Northern Provincial Council.
There are development agencies operated by the donor States such as the Switzerland Agency for Development Cooperation (SDC), United States Agency International Development (USAID) and several other organisations attached to other countries such as the United Kingdom, Shivajilingam told TamilNet.
While all of them were prepared to assist in constructing houses for the resettling Eezham Tamils, the former regime of Rajapaksa restricted the housing assistance to the Indian Housing Scheme of 50,000 units alone.
Now, there should be no such restriction and these development agencies should come forward to offer housing schemes, other rehabilitation and development projects to the uprooted people in the North-East, Mr Shivajilingam said adding that each donor State could be assigned the responsibility of assisting a particular district in the North-East.
The Chief Ministers of Northern and Eastern Provincial Councils have the necessary infrastructure to facilitate the housing schemes for the resettled people with foreign agencies until a negotiated settlement is reached, Mr Shivajilingam said.
The Office of the High Commissioner for Human Rights (OHCHR) has postponed its report on the investigations on Sri Lanka (OISL) to September and there are forces seeking to alter the direction of the yet-to-be-released recommendations in that report, the NPC Councillor said.
The NPC has demanded the OISL to either investigate the charge of genocide or to recommend a proper international investigation on genocide in its recommendations.
“We expected an independent international investigation at least in the form of a Commission of Inquiry (CoI). In 2014, the USA came with the resolution. The Geneva process didn't produce a CoI which was independent of the OHCHR. The three-member experts in the OISL have only advisory role,” Mr Shivajilingam observed.
“However, the Tamil people are expecting a reasonable verdict from the OISL process,” he said adding that if the OISL failed to recommend an international investigation into Tamil genocide, the Tamil diaspora, Tamil Nadu and the Tamils in the homeland should be waging a global struggle demanding international justice.
In the meantime, Diaspora Tamils should not be carried away by any premature process that seeks to facilitate their participation in the name of so-called development.
Mr Shivajilingam condemned the actions of M.A. Sumanthiran without explicitly mentioning his name.
A political solution should be arrived through international mediation, he said.
“The model of international facilitation has been already exhausted. We have witnessed how the process of Norway's facilitation ended,” he said adding that the Tamil people were demanding an international mediation in which the State actors, such as the USA, India and the European Union, take part along with non state actors. “The role of non-State actors is important to make sure that no geo-political injustice is committed in the mediation process by the State actors,” Mr Shivajilingam told TamilNet.

Before defending the Powers-designed ‘engagement’ with Colombo to ‘cater to present needs’, any articulating Tamil leadership is particularly answerable where its ‘diplomacy’ stands in the current global power competition between the ultimate culprits of the Tamil genocide that seek ‘closing files’ for their collective benefit, without any fundamental justice delivered to the victims, commented Tamil activists for alternative politics, citing a currently negotiated world monopoly agenda of the Obama administration leaked by Wikileaks on Wednesday that keeps BRICS (Brazil, Russia, India, China and South Africa) out. The activists responded to Mr. Sumanthiran’s talk in Theepam TV on Saturday, commenting that it was in the line of muffling the Eezham Tamil struggle by abandoning certain fundamentals of justice, for the collective ‘counterinsurgency’ benefit of the competing powers.
Revealing Obama administration’s secret plans for ‘One World Government’, a New Republic article on Thursday, based on some Wikileaks releases Wednesday, envisaged the fate of many nations coming under the agenda in the following words that “Social, cultural, and even public health goals would be sidelined in favor of a regime that puts corporate profits first. It effectively nullifies the role of democratic governments to operate in the best interest of their constituents.”
The article was citing the US desire to “fast track” trade authority manifesting into Trans-Pacific Partnership (TPP), Trans-Atlantic Trade and Investment Partnership (TTIP) and most importantly the 51-country Trade in Services Agreement (TiSA), including the EU, Israel, Norway, Switzerland, Canada, Mexico, Australia, South Korea, Japan, Turkey and others in Asia and South America.
Enlightening Eezham Tamils on the evolving world governance, geopolitics and blocs, the Wikileaks releases also have brought out the sharp divide and competition that looms large between Washington and New Delhi, the ultimate culprits of the genocide and on-going genocide of the nation of Eezham Tamils.
The Obama administration’s “fast track” move excludes BRICS (Brazil, Russia, India, China and South Africa).
It is time that Eezham Tamils have to see the unfolding scenario and be prepared in the orientation of their struggle, in the alliances and in diplomacy.
However, in closing the files on whatever little international investigations on the war in the island, in hiding skeletons in the cupboard and in achieving the ultimate agenda of the genocidal war, Washington and New Delhi are currently together because of mutual benefit and shared sin.
Tamils should note that in the current moves targeting Tamil leadership to come to ‘unequal reconciliation’ with Colombo, South Africa as well as Switzerland and Norway are involved, while New Delhi and Washington are in the background.
From militarisation to active demographic genocide, the responsibility even after the so-called ‘regime change’ sharply falls on the latter two.
Eventually the competition of the two is once again going to affect the struggle of Eezham Tamils if the fundamentals are compromised and the struggle is not firmly people oriented. The so-called elite diplomacy behind the back of people would be an easy prey for manipulations and would be disastrous.
Apart from the Rajapaksas and the earlier regimes of Colombo, who actually have to be investigated internationally are those who were openly known in the executive roles of policy directions in the genocidal war, such as the then US Asst. Secretary of State, Robert Blake and the Indian National Security Advisors, M.K. Narayanan and Shivshankar Menon. They have to tell the world whether the model set was their own or whether they were instructed, and in that case, who or what forces instructed them.
No investigation is ever complete without getting answers to the questions for the edification of the powers and for the future emancipation of humanity.
Rajapaksa may find salvation for him in history if he could come out with the truth. But he would not. He is not carved out for it.
The real reconciliation comes not exactly by the ‘defeated’ Tamils accepting mistakes and compromising with ‘Sri Lanka’, as some ‘democrats’ among Tamils have been staged to write, but by Eezham Tamils proving and by Sinhalese seeing that the struggle of Eezham Tamils cared for the land better than those who pawned it.
The real development also comes only when a people wage a struggle with universally noble values. Any oppressed nation would easily be disillusioned; socially and culturally be corrupted and would perish, in the absence of an appropriate ideology-oriented struggle.
Norwegian Council of Eezham Tamils (NCET) president, Mr P. Kanthaiah (Ramanan) and Global Tamil Forum (GTF) activist Mr. Suren Surendran accompanied Mr. Sumanthiran in the Theepam TV address on Saturday. The latter was well prepared in language and conviction in articulating the politics of deviation.
Besides the visibly defensive talk on the ‘engagement’ agenda, the programme that also discussed ‘constitution’ was conspicuous for the anchor always saying ‘Sri Lanka’ (not the participants), showing that sections of our diaspora journalism is yet to be orientated to uphold even the ‘constitutionally’ available aspects of Tamil identity, when the existing constitution itself sanctions the usage Ilangkai in Tamil.
