புது தில்லி, அக். 27: "ஸ்பெக்ட்ரம்' ஒதுக்கீட்டில் விதிகள் மீறப்படவில்லை என்று மத்திய தொலைத் தொடர்புத்துறை அமைச்சர் ஆ. ராசா மீண்டும் கூறியுள்ளார்.
இதற்கு முன்னர் இத்துறைக்கு பொறுப்பு வகித்தவர்கள் பின்பற்றிய நடைமுறையைத்தான் தான் பின்பற்றியதாகவும், இது தொடர்பாக பிரதமருடன் ஆலோசனை நடத்திய பிறகே முடிவு எடுத்ததாகவும் அவர் குறிப்பிட்டுள்ளார். அத்துடன் சட்டத்துறை அதிகாரிகளின் ஆலோசனை பெறப்பட்டதாகவும் அவர் மீண்டும் தெரிவித்துள்ளார்.
தொலைத் தொடர்புத் துறையில் 2-ஜி அலைக்கற்றை ஒதுக்கீட்டில் முறைகேடு நடந்ததாகக் குற்றச்சாட்டு எழுந்தது. இதுகுறித்து விசாரணை நடத்திய மத்திய ஊழல் கண்காணிப்புத் துறை, இந்த விஷயத்தை சிபிஐ விசாரிக்கலாம் என பரிந்துரைத்தது.
இதனடிப்படையில் கடந்த வாரம் தில்லியில் உள்ள தொலைத் தொடர்புத்துறை அலுவலகங்களில் சிபிஐ அதிகாரிகள் சோதனை நடத்தினர்.
இதைத் தொடர்ந்து இப்பிரச்னை மீண்டும் பூதாகரமாக உருவெடுத்துள்ளது. சிபிஐ விசாரணை நேர்மையாகவும், நியாயமாகவும் நடைபெற வேண்டுமெனில் அமைச்சர் பதவியிலிருந்து ராசா விலக வேண்டும் என்று எதிர்க்கட்சிகள் வலியுறுத்தியுள்ளன. இந்நிலையில் முன்னர் கூறிய அதே கருத்துகளை ராசா மீண்டும் தெரிவித்துள்ளார்.
ஜனநாயகத்தில் இதுபோன்ற குற்றச்சாட்டுகள் எழுவது சகஜம். ஆனால் அதற்காக எதிர்க்கட்சிகள் கூறுவது எல்லாம் சரி என்று ஏற்றுக் கொள்ள முடியாது என்று கடந்த ஞாயிற்றுக்கிழமை செய்தியாளர்களிடம் பேசுகையில் பிரதமர் மன்மோகன் சிங் குறிப்பிட்டார்.
இந்நிலையில் தில்லியில் செவ்வாய்க்கிழமை செய்தியாளர்களுக்கு அளித்த பேட்டியில் ராசா கூறியது:
விதிமுறைகள் மீறப்பட்டதாகவோ அல்லது சலுகைகள் காட்டப்பட்டதாகவோ கூற முடியாது. இதற்கு முன்னர் வகுக்கப்பட்ட விதிகளின்படி, முதலில் வருபவருக்கு முதலில் என்ற அடிப்படையில்தான் உரிமம் வழங்கப்பட்டது. இந்த விதிமுறையை 1999-ம் ஆண்டில் வகுத்ததே பாஜக தலைமையிலான அரசுதான்.
இதே விதிமுறையைத்தான் எனக்கு முந்தைய தொலைத் தகவல் தொடர்புத்துறை அமைச்சர்கள் அனைவரும் பின்பற்றினர் என்றார் ராசா.
தொலைத் தொடர்புத்துறை சேவை வழங்கும் பெரிய நிறுவனங்கள் ஒன்று சேர்ந்து திட்டமிட்டு இத்தகைய சதியை செய்துள்ளனவா? என்று கேட்டதற்கு, ""மேலும் அதிக எண்ணிக்கையில் தொலைத் தொடர்பு நிறுவனங்கள் உருவாகாது என்ற எண்ணத்தில் சில நிறுவனங்கள் ஒன்று சேர்ந்து இத்தகைய முயற்சியில் ஈடுபட்டிருக்கலாம் என்று கருதப்பட்டது. ஆனால் அதிக போட்டிகளை உருவாக்க வேண்டும் என்ற நோக்கில் "டிராய்' விதிகளின்படி அதிக நிறுவனங்களுக்கு அனுமதி அளித்ததால் போட்டி சூழல் உருவானது. இதுவும் பெரும் புயலைக் கிளப்பியுள்ளது. எதுவாயிருப்பினும் விசாரணைக்குப் பிறகு விவரம் தெரியும்,'' என்று ராசா கூறினார்.
எதிர்க்கட்சிகள் பதவி விலக வேண்டும் என்று வலியுறுத்துவது குறித்து கேட்டதற்கு, ""இப்பிரச்னையில் பதவி விலக வேண்டும் என்ற கேள்விக்கே இடமில்லை,'' என்று கூறினார்.
டெலிகாம் அதிகாரிகள் ஏதேனும் நடைமுறை தவறுகள் செய்திருந்தால் அதுவும் சிபிஐ விசாரணையில் தெரியவரும். தற்போது அதுகுறித்து கருத்து எதுவும் தெரிவிக்க முடியாது. இவ்விதம் கருத்து தெரிவித்தால் அது விசாரணைக்கு இடையூறாக அமைந்துவிடும் என்று குறிப்பிட்டார்.
அலைக்கற்றை ஒதுக்கீடு பெற்ற யுனிடெக் வயர்லெஸ் மற்றும் ஸ்வான் டெலிகாம் நிறுவனங்கள் தங்களது பங்குகளை அதிக விலைக்கு விற்பனை செய்ததே, இப்பிரச்னைக்கு முக்கியக் காரணம் என்று கூறப்படுவது குறித்து கேட்டதற்கு, ""அன்னிய நேரடி முதலீட்டுக் கொள்கை அடிப்படையில்தான் இது அனுமதிக்கப்பட்டது. இதற்கு பொருளாதார விவகாரங்களுக்கான மத்திய அமைச்சரவைக் குழு ஒப்புதல் அளித்தது,'' என்று ராசா கூறினார்.

கருத்துக்கள்

முந்தைய அமைச்சரை வம்புக்கு இழுத்தால் தயாநிதி மாறனும் கலைஞரும் குட்டு வெளிப்பட்டு விடும் என அஞ்சித் தன்னைக் காப்பாற்றி விடுவர்என இராசா எண்ணுகிறார். அதில் ஒன்றும் தவறில்லை. கூட்டுக் கொளளையில் ஒருவரை மட்டும் தண்டிக்கக் கூடாது அல்லவா? கொடுக்காமல் ஏமாற்றியதைக் காங்கிற்குக் கொடுத்து விட்டால் விசாரித்தோம் ஒன்றும் தவறு நடைபெறவிலலை என விசாரணை அதிகாரிகளைக் கொண்டே அறிவித்து விடலாம் அல்லவா? ஊழல் என்பது உயர்நிலையில் உள்ளவர்களின் பொழுது போக்காகவும் கொள்கை மூச்சாகவும் இருக்கும் பொழுது நாட்டை யார்தான் காப்பாற்றுவர்?

The minister does not know that every moment the value of products and services are changing and that accordingly the prices have to be determined. Will he say that in 1975 something was determined and hence he followed the same without any change? now. It is a uniform pattern adopted by party to involve a third person or quote another political bigwig to escape from the focus. If he takes shelter under TRAI, PM, Tribunal proceedings why a minister is needed? An authorized clerk will do the job. He has to read the story of a qheen's brother aspiring to become a minister in Krishnadevaraya's court. The minister has not clarified about the huge profits bagged by the Service providers who sold to other agencies immediately after getting the licences. How is he going to explain the huge overnight profits earned by a few persons as against his intention of providing cheap services to our people?

There is no need to investigate from 2001. Even in 2001 first come first served policy was followed. It is not this policy in question. It is valuation. Will people recommeding investigation from 2001 will sell their property (land or gold ) in 2007 at the same price of 2001. So it is a question of VALUATION, VALUATION. Second license given to people who have no previous experience in Telecom and that too so many circles at such low VALUATION. Imeediately after getting license these companies enter into negociations to sell the stake and make HUGE windfall profit. That is what stinks. Raja may not have control of this but he is the catalyst in this. Investigation need not be from 2001 as some people are saying in this blog and the same posts in EXPRESSBUZZ blog. This will only delay the investigation and make RAJA escape.

the CBI SHOULD START IN VESTIGATION FROM HE 2001 ALLOCATIONS, BECAUSE RAJA SAYS HE DID WHAT HIS PREDECESSOR DID. He is saying that he followed his predecessors.He knows very well that Market condition is different in different periods.By simply saying that he followed his predessors means its a convenient way of doing corruption.Then it shows that in the entire process corruption involved.I think he learned this techniqe from his maha corrupt guru Karunanithi.
