Demonstrating the consolidation of power in the Sri Lankan unitary and military system, the colonial governor in North, Major General (retd) GA Chandrasiri is continuing to demonstrate his executive powers including the cadre management of the Northern Provincial Council (NPC) without giving room for the elected NPC to have any say in the affairs of the NPC.

The Chief Secretary of the NPC, Ms Viyaluxmy Ramesh, is continuing to receive instructions from the SL governor and she doesn’t cooperate with the elected representatives of the NPC.

The chief minister of the NPC has also gone on record stating that the chief secretary was not cooperating with him.

The SL governor would be running the show on cadre creation for the NPC.

A meeting scheduled to take place on Monday on the matter is also be chaired by him alone. The ruling party of the NPC has not been consulted.

Recent district coordinating committee meetings for Jaffna district and Ki’linochchi district have also been conducted according to the instructions of the SL governor, even after the NPC elections were won by the TNA.

When the elected representatives who form the governance of the NPC have no power to decide the administrative cadre of their own council, how are they going to use the PC system as a platform to serve the people in the North, political observers in Jaffna commented.

The intelligence operatives of the occupying Sri Lankan military have threatened Tamil Catholic priests in Mannaar and Jaffna, who have been active in exposing the genocide of Eezham Tamils by the Sri Lankan State. The threats against the priests in escalated following the visit by UN Human Rights Commissioner for Human Rights and have topped after British PM visited North on 15 November. The Catholic priests were active in exposing the recent genocidal experiment of birth control carried out by the Sri Lankan authorities and the priests joined the peaceful march by the kith and kin of the missing persons when they wanted to berate their plight to the visiting British PM and the foreign journalists who accompanied him to Jaffna.

The priests have complained to their respective Bishops on the threats coming from different corners of the Sri Lankan military system.

In the meantime, the Sri Lankan Defence Secretary and presidential sibling Gotabhaya Rajapaksa, called on Pope Francis at Vatican on Wednesday and handed over a letter to Pope Francis inviting him to the island on behalf of his brother. This is the second time within four months Rajapaksa siblings are campaigning Pope to visit the island.

Rev. Fr. E. Sebamalai in Mannaar, writing an appeal on behalf of the Citizens' Committee in Mannaar, on Friday said: “Even the people affected in various forms expressing their grievances, objections or protests in the internationally accepted democratic way and peaceful resistance are not tolerated in this country.”

Fr. Sebamalai also noted that the Police in Jaffna had manhandled Catholic priests who were with the people at a peaceful rally in front of Jaffna Public Library on 15 November.

However, the visiting PM didn't meet the grieving relatives of the missing persons in Jaffna despite the British mission officials were being fully aware of the peaceful gathering waiting outside the Public Library.



The Catholic priests and rights activists like Jude Bashil Sosai (Sunesh), who has now been subjected to the death threat by the SL military intelligence operatives in Mannaar, played a key role in bringing the families closer to the visiting Channel-4 journalists who were being waylaid by a camouflaged protest organised by the SL police and SL military intelligence operatives in civil who had blocked the road with their truck, shielding the visiting journalists from spotting the Tamil demonstrators.

Angered by the efforts of Mr Sunesh and the Catholic priests present with the protestors, the SL military has stepped up its threats.

In the East, Jesuit Priest Fr Veeresan Yogeswaran, who is one of the leading human rights activists, was at the receiving end of the SL government's ire after his meeting with Ms Navi Pillay during her visit to the East in August.

Ms Navy Pillay was told that what was going on in the island was a genocide against Eezham Tamils.

However, the Human Rights High Commissioner, in her intention to project the crime of genocide as a crime of bad governance on the part of the Sri Lankan State, came with an open lie to the press in Colombo stating that no one used the word genocide during her visit to North and East.

The operatives of the occupying Sri Lankan military on Friday arrested VIS Jayapalan, a well-known Eezham Tamil poet and an award-winning actor in Indian Tamil cinema, while the Norwegian passport holder was visiting the island on a tourist visa. The arrest took place in abduction-style. By arresting Jayapalan, Colombo was sending a message to Eezham Tamil diaspora that Tamils visiting the island should not address any meeting or gathering. Colombo's TID operatives could claim any meeting as a ‘gathering causing communal unrest,’ academic circles in Jaffna said. In the meantime, the SL Police in Ki'linochchi, on Friday told 40 people it detained that all gatherings and meetings have been banned until further notice in the district.

The occupying Sri Lankan military on Friday intercepted a group of 40 people, who attended an agricultural training workshop held by ZOA, an international NGO, at Vaddak-kachchi in Ki'linochchi and instructed the SL police to arrest and investigate them, blaming them as organising ‘tree planting’ ahead of Tamil Heroes Day on November 27.

The attendees of the workshop had purchased tree saplings for their use at the workshop. The people, who were detained by the SL police at Ki'linochchi Police Station for more than one hour, were told that they could not attend any gatherings or meetings until further notice.

In the meantime, sources in Vanni said that the SL military intelligence operatives, who were monitoring Mr Jayapalan since his arrival to the island, ‘arrested’ him when he was visiting his mother's gravesite at Maangku'lam in Vanni, a week after his visit to the North.

On Saturday, a Sri Lankan Police spokesman, Ajith Rohana, confirmed the arrest of Mr Jayapalan.

The SL police spokesman has accused the Tamil poet of violating Colombo's tourist visa. Lately, the SL military establishment has been citing this unknown visa regulation to expel foreign journalists, politicians and human rights activists.

Mr Jayapalan took part in a book release event in Colombo. He has also addressed journalists and media students in North at a workshop held at Jaffna Press Club.

Jayapalan managed to pass the information of his ‘arrest’ to some of his friends while unknown persons were taking him away.

He is being taken to Colombo for ‘further investigations’ sources in Vavuniyaa said.

Jayapalan’s poetry and short novels are among prescribed textbooks in the universities and colleges of Tamil Nadu. He received the best immigrant writer award from the Norwegian Writers Association in 1995 for a short novel written by him. His poetry, translated into English, was part of a recent publication from the Toronto University of Canada too.

In May 2011, he received Special Jury Award (national level) at the 58th National Film Awards of India for his performance in the Tamil film Aaduka’lam.

Jayapalan was student union president of the University of Jaffna in 1977.

மத்தியப் புலனாய்வுப் பணியகத்தின் முன்னாள் கண்காணிப்பாளர் தியாகராசன், அதிர்ச்சி தரும் உண்மையை வெளியிட்டுள்ளார்.  இராசீவு காந்திக் கொலைவழக்கு உசாவல் முடிவதற்குப் பல ஆண்டுகளுக்கு முன்பே, பேரறிவாளன் வாக்குமூலத்தில் தன் சொந்தக் கருத்தைச் சேர்த்துக் கொண்டதாகவும், இதனால்தான் வழக்கு  நின்றதாகவும் தூக்குத் தண்டனை வழங்கப்பட்டதாகவும் தெரிவித்துள்ளார்.

இவர் பிரிட்டன் ஒலிபரப்புக் கழகத்தின் தமிழோசைக்கு அளித்த செவ்வியில், "  தான் சிவராசனிடம் வாங்கிக் கொடுத்த சிறுதிறன் மின்கலம், என்ன பயன்பாட்டிற்கு வாங்கப்பட்டது எனத் தெரியவில்லை என்றுதான் தெரிவித்தார். நான்தான், இராசீவைக் கொல்லப் பயன்படுத்தப்படப்போகும்  வெடிகுண்டில் பயன்படுத்தப்படப் போவதை அறிவேன் எனக் கூறியதாகச் சேர்த்தேன். இவ்வாறு இருந்தால் வழக்கு நிலைக்காது என்பதால்நான்தான் அவரது வாக்குமூலத்தில் ஒரு பகுதியை நீக்கி இவ்வாறு சேர்த்தேன். இதற்காக நான் வருந்துகிறேன். எனக்கு ஒரு வாய்ப்பு கிடைத்திருந்தால், அதைக் கண்டிப்பாக மாற்றி இருந்திருப்பேன். "   என்று சொல்லியுள்ளார்.


கடந்த 1991ம் ஆண்டு ஆகசுட்டு 14 காலை 11.30 மணி அளவில் பேரறிவாளனிடம் வாக்குமூலம் பதிவு செய்யப்பட்டது. வெடிகுண்டு தயாரிக்கப்பட்டதற்கு வேறு எந்த ஆதாரமும் இல்லாத நிலையில், பேரறிவாளன் வாக்குமூலம் தகுதியானதாக இல்லாவிட்டால் அது நீதிமன்றத்தால் தள்ளுபடி செய்யப்பட்டிருக்கும்.  எனவேதான் நான் அவ்வாறு சேர்த்தேன். இந்த வாக்குமூலத்தின் அடிப்படையில் பேரறிவாளனுக்கு மரண தண்டனை கிடைக்கும் என்று நான் சிறிதும் எதிர்பார்க்கவில்லை.22 ஆண்டுகளுக்கு பின்னர் என் செயலுக்காக வருந்துவதற்குக் காரணம், இப்போது இல்லாவிட்டால் எப்போதும் முடியாது என்பதால்தான்.
இராசீவு கொலை வழக்கில் வெடிகுண்டு யாரால், எங்கு  உருவாக்கப்பட்டது என்பதற்கான ஆதாரத்தை  ம.பு.ப.வால்(சிபிஐயால்) கண்டுபிடிக்க முடியவில்லை. இவ்வாறு தியாகராசன் கூறியுள்ளார். 
பேரறிவாளன், முருகன், சாந்தன் ஆகியோர் சிறையில் தொலைத்த இளமையை, அமைதியை, வாழ்வை இப்போது திருப்பித்தரமுடியாதுதான். என்றாலும் கொடுமைக்குக்  காரணமான தியாகராசனே, மூவரும் விடுதலை பெற நடவடிக்கை எடுக்க வேண்டும். தமிழக அரசு உடனே மூவருக்கும் காப்பு விடுப்பு வழங்கிச் சிறையில் இருந்து விடுவிக்க  வேண்டும். பின்னர் தக்க நடவடிக்கை எடுத்து, மூவரின் விடுதலைக்கும் ஏற்பாடு செய்ய வேண்டும்.
