Washington film fest features Sri Lanka massacre, No Fire Zone

[TamilNet, Friday, 20 September 2013, 11:59 GMT]
"Please join us for our Pulitzer Center film festival featuring the beautifully crafted and heart-wrenching film, “No Fire Zone.” Carefully evidenced and powerfully measured, "No Fire Zone" is a feature length film about the final months of the 26 year long Sri Lankan civil war told by the people who lived through it. It is a meticulous and chilling expose of some of the worst war crimes and crimes against humanity of recent times - told through the extraordinary personal stories of a small group of characters and also through some of the most dramatic and disturbing video evidence of the conflict ever recorded," a publicity note ussed by the Pulitzer Center Film festival organizers said.

The film festival is labelled, "Global Crises, Human Stories" is a week-long celebration of reporting from around the world––featuring feature-length documentary films and shorts by award-winning Pulitzer Center journalists, such as "No Fire Zone": The true story of war crimes committed at the end of the Sri Lankan civil war in 2009, the organizers said.

Directed by Callum Macrae, the film follows two highly influential documentaries on the same subject for the UK's Channel 4. The running time is 93 minutes, the leaflet said.

Tickets are on sale at http://www.westendcinema.com/, and the Friday, September 20, 5 pm; Monday, September 23, 3pm; and Wednesday, September 25, 7 pm.

Recently Malaysian government charged a Human Rights official for screening the film in Kuala lampur.

Indian military intelligence visits Jaffna, Vanni

Indian military intelligence visits Jaffna, Vanni

[TamilNet, Friday, 31 May 2013, 10:18 GMT]
A team of high-ranking Indian military intelligence officials, led by Indian Armed Forces Intelligence Unit Director General R.N. Singh, visited Jaffna and Vanni on Wednesday and Thursday. The team was received by the genocidal Sinhala military occupying the country of Eezham Tamils. The Indian visit, that took place while Rajapaksa delegation was in Beijing and was signing major agreements on money and defence, follows China’s Vice Intelligence Minister’s visit to Jaffna and Trincomalee in April. Any visit of Indian officials is nowadays considered a jinx and is much feared by Tamils in the island, just as they fear sooth-saying persons coming in the middle of the night with curses from the cremation ground, because of the long history of such Indian visits foretelling escalation of miseries during the war and aftermath, commented news sources in Jaffna.

India and genocidal Sri Lanka have military to military relationship.

The commander of the occupying Sinhala military, Maj. Gen. Mahinda Hathurusinghe, first received the visiting team of Indian military intelligence at Palaali in the Sinhala military zone in Jaffna.

At Palaali, the visiting Indian team marked an important imperial ritual of paying homage at a recently opened memorial for the IPKF that had committed war crimes against Tamils quarter a century ago.

The Indian military doesn’t pay homage anymore at the abandoned memorial, remembering soldiers died in the war against Tipu Sultan, erected by its Madras Regiment at the fort of Sri Rangapatna, commented an academic in Jaffna.

After holding talks with the Sinhala commanders in Jaffna, the intelligence team left for Ki’linochchi. In Vanni the team was received by the commanding officer of the occupying Sinhala military headquartered in Vavuniyaa.

Even though it was said that the visiting team was discussing about ‘humanitarian activities’ taking place in the North, news sources said that there were strict orders from the visiting team to the Sinhala military that no news on the deliberations should be revealed.

Tamil media was not allowed to photograph the visit in Jaffna, but photos of the visit to Vavuniyaa were somehow released to Sinhala media in Colombo. In Jaffna, officials of the Indian diplomatic mission had made many restrictions on the release of news in the local media.

The team was on a visit to get first hand experience of the ground situation, commented news sources.

The presence of Indian military intelligence in Vanni during the genocidal massacre is a widely acknowledged secret among the SL military sources.

But this is the first time after the withdrawal of the IPKF in the early 90s that a high-ranking Indian military intelligence team is making an official and open visit to the island, news sources in Jaffna commented.

Occupying STF seizes 600 acres of farmland in Poththuvil

Occupying STF seizes 600 acres of farmland in Poththuvil

[TamilNet, Wednesday, 22 May 2013, 19:06 GMT]
Sinhala Buddhist extremists, with the backing of the occupying Sri Lankan government in Colombo, have planned to appropriate about six hundred acres of paddy fields belonging to Muslims and Tamils in Pasarich-cheanai in Poththuvil electorate in Ampaa'rai district, claiming that the said lands belong to Sinhala Buddhists. The paddy fields are located east of Naavilaa'ru at Poovarasadith-thoaddam in Poththuvil DS division. The Tamil-speaking farmers have been doing cultivation in these lands for more than five decades, civil sources said.

A group of Buddhist monks accompanied by Sri Lankan commandos of the Special Task Force (STF) entered the paddy fields on 16th May while Muslim and Tamil farmers were clearing their lands for the next season and ordered them to leave the area immediately. The STF commandos also threatened the Tamil-speaking civilians that they would face ‘serious consequences’ if they disregarded the instruction.

Since then, the Tamil and Muslim farmers are keeping themselves away from visiting their paddy fields although they are in possession of legal documents to prove their ownership.

The affected Tamils and Muslims have now appealed to the Sri Lanka Muslim Congress Party General Secretary Mr. Hassan Ali to intervene in this dispute and to ensure their safety and the legal right to do cultivation in their lands.

Indian housing aid to be used for demographic genocide in East

Indian housing aid to be used for demographic genocide in East

[TamilNet, Tuesday, 21 May 2013, 23:53 GMT]
A part of the 50,000 housing aid promised by New Delhi for the war-affected people in the North and East is planned to be used for demographic genocide in the East at the village of Kachchat-kodi in the Paddip-pazhai division of Batticaloa district, according to Eastern Provincial council member R. Thurairatnam. The village, which was predominantly Tamil a few years ago and was affected by displacement during the war, now has 2 new Sinhala Buddhist Viharas constructed and a number of Sinhala families brought from outside settled with the assistance of Buddhist priests.

75 houses are being constructed for the settlers with the financial assistance of Buddhist establishments. In addition, the Indian housing assistance also would be used in settling the newcomers. There were only 12 Sinhala families in that village before the war.

The assistance, coming from the Buddhist establishment, is being channelled to the Sinhala settlers without involving the divisional administration and without informing the GS officer or the Divisional Secretary.

The colonisation scheme is situated between 19th Mile Post and 21st Mile Post along both the sides of a 3 km long road in the Paddip-pazhai division.

The Sinhala settlers have been brought from Uhana, Piyangala, Nugelanda, Ampaa'rai, Maha-Oya and 36th Colony.

Colombo brings 1500 Sinhalese from South to Mannaar

[TamilNet, Tuesday, 21 May 2013, 22:11 GMT]
Stepping up the process of colonisation of the country of Eezham Tamils, the occupying Sri Lanka has brought in 1,500 Sinhalese in buses to Musali DS division in Mannaar District, which is bordering the North Western and North Central provinces. The occupying Colombo government had already planned to settle down five thousand Sinhalese families from the South in Mannaar district in an attempt to change the demography of the district before holding the Northern Provincial Council election, according to a confidential document received by the Mannaar district secretariat.

The Sinhalese colonizers brought in have been settled in temporary sheds, news sources in Mannaar said.

The latest move by Colombo comes while the uprooted Tamils and Muslims from the Musali area are still residing as refugees in temporary huts without basic facilities.

The Tamil National Alliance (TNA) in participation with Tamil and Muslim civil representatives is to conduct a detailed discussion shortly on the land appropriation in Mannaar district, said TNA parliamentarian Mr Selvam Adaikkalanathan.

Jaffna University remembers Vanni genocide amidst SL military oppression

Jaffna University remembers Vanni genocide amidst SL military oppression

[TamilNet, Sunday, 19 May 2013, 13:39 GMT]
Sri Lankan military harassments continue at Jaffna University where a memorial event was silently observed by hundreds of students on Friday, news sources in Jaffna told TamilNet. The occupying SL military is on a continuous war with the university community of students and teachers in the last four years on the issue of remembering the slain. It took a serious turn on the Heroes Day last November. The arrests and the military ‘rehabilitation’ of the student leaders didn't deter the students from paying tribute to those who sacrificed their lives in the genocidal war at Vanni. Despite refusal by the University administration to provide a hall to the event this year, hundreds of university students and teachers gathered at the Paramesvara temple premises in the university on Friday for a silent memorial without any speeches.

Last year, the students of the University observed remembrance events for one week.

This year, the Jaffna command of the occupying SL military was seeking to suspend all lectures for one week and exerted pressure through the University administration.

Lectures were suspended for one week only at the faculty of arts.

At the same time, students from South, both Sinhalese and Muslims, had left the University fearing confrontations between the Sinhala military apparatus and the Tamil student community.

Amidst the monitoring by the SL military, the students have managed to successfully mark the event, said a student activist of the Jaffna University providing photos of the event and urging media to conceal the identity of the students who participated in the memorial event.

Following the remembrance event observed on 17th May from 11:00 a.m. to 12:30 p.m., the SL military intensified its military deployment at the entrance of the University on Saturday and Sunday.

The ground situation had once again demonstrated that the lip service by the so-called international community in pleading with the genocidal Sinhala State to tolerate or provide outlet for the Eezham Tamils to at least remember their dead, will never work, commented political observers in Jaffna.

Denmark calls for independent international investigation on Sri Lanka

Denmark calls for independent international investigation on Sri Lanka

[TamilNet, Tuesday, 07 May 2013, 15:31 GMT]
In an official Parliamentary release on Friday, four major Danish political parties, including two parties of the ruling coalition, called “for the establishment of an independent international investigation into violations of international humanitarian law and human rights committed during the end of the civil war in Sri Lanka.” Welcoming the move as a positive step, the alternative political activists in the country of Eezham Tamils said that the call for international investigation would have been more meaningful had it come at the time of the US-tabled Geneva resolution undermining it.

The Danish statement is a follow-up of the conference “A forgotten conflict: Conference on Human Rights in Sri Lanka” held in the Denmark parliament on April 17 which saw the participation of Danish politicians from both the ruling left parties and the opposition party, academics, Eezham Tamil politicians from the island and the diaspora, Sinhala journalists, and other civil society activists.

Further pledging that Denmark would work with UN High Commissioner for Human Rights to continue to monitor the HR situation in Sri Lanka, they also resolved that Denmark would work to ensure that the Tamils who entered the custody of the Sri Lankan military in 2009 will be either released or produced in the Courts.

The statement was endorsed by the Social Democrats, the Social Liberal Party, the Red-Green Alliance and the Liberal Alliance.
Commenting further on the Danish move, Tamil political activists in the island said that any call which is not attending to the current plight, based on the recognition of the nation and territoriality of Eezham Tamils, will only pave way to another series of calls for post-mortem in future.

What is more urgent to Eezham Tamils today than belated investigations is arresting the on-going genocide –annihilation of the identity of the entire nation of Eezham Tamils, which is worse than the genocide in the war, they further said.

UK Tamils urged to boycott Conservative Party

UK Tamils urged to boycott Conservative Party

[TamilNet, Tuesday, 07 May 2013, 06:17 GMT]
If the British Prime Minister David Cameron is not prepared to boycott CHOGM hosted by Sri Lanka setting a new global paradigm on genocide, then the UK Tamils should have the guts to demonstrate the same sentiments they had showed to Rajapaksa visiting London to the British Prime Minister too, commented new generation Tamils for alternative politics in the occupied country of Eezham Tamils. As a first step, Eezham Tamils in the Conservative Party should resign, activists ‘instructed’ by the Establishment outfits should come forward to boycott them and the message should go to the Labour Party as well that was in complicity with the genocide. The individuals who continue in vain to cling to the Establishments and the ‘lobbyists’ in their service who do most of the lobbying on their own people have to be identified and ostracized, the alternative activists further said.
David Cameron
David Cameron
David Cameron will defy boycott calls to attend Sri Lanka Commonwealth Summit, reported The Telegraph on Friday.

Eezham Tamils shouldn’t anymore plead with such leaders as such of UK, Australia etc., but leave them to get exposed in standing politically naked with Rajapaksa at the CHOGM, which will enlighten Tamils as well as 99 per cent of the world on the importance of isolating and targeting the one per cent that is treading on humanity, Tamils for alternative politics said.

* * *

Further comments from the Tamil political activists in the island follow:

The CHOGM issue has been hotly discussed for well over two years now. But, Tamils have to realise that the CHOGM issue is ultimately decided by the stand taken by the USA and India at Geneva in protecting the genocidal Sinhala State. The diaspora that failed in realising the importance of vigorously denouncing the US-initiated deception at Geneva in toto, is deemed to fail in the CHOGM issue as well.

Immediately after ending the war with calculated genocide, the main propaganda of the crisis outfits of the West was that the Tamil people are ‘tired’ of the struggle for independence and now they should drop it, but they may democratically continue their struggle for ‘rights’.

Sections of Tamils fell into the trap, started organising simulated struggles guided by the very adversaries, without realising that the agenda of the adversaries is to deviate struggles from targeting them, to get as much as benefits from Colombo by citing or managing the struggle and above all to make Tamils tired politically too.

If the struggle is not addressed in the right direction it will certainly be vain and tiring.

* * *

Certain sections of Tamils who had already been hijacked by the adversaries detracted the spontaneous uprising of the people in the diaspora during the last stages of the war and asked what was the use, in order to cast defeatism, to silence the people and to lure them towards a ‘tangent’ polity.

It is time for the Tamils to ask them back that what was the use in the tangent polity of theirs for four years, when what is happening today in the form of structural genocide permanently annihilating the identity of the entire nation of Eezham Tamils is worse than the genocide in the war.

The diaspora, not merely in the UK but all across the world, especially the younger generation, should realise that in their future struggles, addressing their own governments is more important than targeting the agent in Colombo.

* * *

A very significant development in this regard has come from the youth of Tamil Nadu.

The pre-Geneva media exposures have at least brought in an uprising in Tamil Nadu in the right direction, thus bringing in hope for the future and even making the Tamil Nadu State to officially commit to a stand aspired by Eezham Tamils.

But the tempo built up by the media exposures resulted in only disappointment, lethargy and mental tiredness in the diaspora that had sacrificed people’s politics for counting on the US agenda.

Much depends on who take up the articulation of the struggle.

* * *

Tamils should also realize that the future struggle is not simply confined to them alone. It is a struggle of humanity and mobilisation has to be in that direction. There are other Commonwealth countries – Malaysia, Singapore, South Africa, Mauritius, Seychelles etc., where the public has to be vigorously mobilised whether their Establishments listen or don’t listen.

Maldivians in the immediate neighbourhood have a special responsibility in telling their government to keep out of genocidal Colombo. Maldives will be vulnerably affected by any dangerous paradigm cropping up in the region. Intelligent Maldivians might have realised that as long as the LTTE was there, none of the bold advances of the powers that now intensely affect their country could take place, but they all now come due to the post-war disposition of the Sinhala State.

* * *

New Delhi Establishment keenly engineers in favour of genocidal Sri Lanka hosting CHOGM and getting the Commonwealth in its hands for the next two years –Vijay Nambiar in the UN then and Kamalesh Sharma in the Commonwealth now – diplomatic sources in the West cite. But that is no excuse for the treachery played on the part of the West. Tamils have been witnessing the game of passing the ball for ages.

Downing Street hopes that participation at Sri Lanka’s CHOGM would make that government to allow free provincial elections in September, The Telegraph said.

The Co-Chair countries that asked the people to go into the hands of the genocidal Sinhala State, washed their hands off once the Eezham Tamils herded into the barbed-wire camps were ‘released’ into open prisons and in jungle lands that were not their original villages. The IDP question has been successfully resolved amazingly at a short time, the culprits tell the world now. The deceptive provincial election will be another occasion to wash hands off and tell that the political solution too is over.

“Handing Sri Lanka the lead role for two years would “kill” the Commonwealth as a functioning diplomatic forum,” The Telegraph cited a Commonwealth diplomat.

The death of the Commonwealth is perhaps better than retaining it and providing a forum for the anti-people States to play ‘consensual’ villainy on humanity. Common humanity is not going to shed tears for the death of the Commonwealth. But the contrast between the geniuses of humanity and defaulters of civilisation – between those who started the UN, Commonwealth etc., and those who caused the death of them –would certainly get into history.

Indian envoy called on SLA commander to receive ‘best wishes’

[TamilNet, Monday, 06 May 2013, 21:26 GMT]
The outgoing High Commissioner and designated Secretary-East of New Delhi Establishment’s Ministry of External Affairs, Ashok K. Kantha, called on genocidal Sri Lanka’s military commander occupying Jaffna, Major General Mahinda Hathurusinghe, at Palaali on Monday. The “ SF-J Commander extended his sincere wishes to the outgoing Indian High Commissioner when he called on Maj. Gen. Hathurusinghe on Monday (06) at his official residence in Palaly,” reiterated SL military-run website in Jaffna, in addition to saying “Hathurusinghe wished all the best” to the Indian envoy leaving in a few days. Local media was not permitted to cover events related to the envoy’s visit.

However, the SL military-run ‘Civil Military Coordination in Jaffna’ website said that Mr Kantha, leaving Palaali attended an official ceremony of handing over “rehabilitated Kankesanthurai harbour to Sri Lanka Ports Authority,” and was also the Chief Guest for the opening of a fishing net factory at Gurunagar [Sinhalicised from Kurunakar] in Jaffna.

Noticeably, there were no Tamil civil faces in the New Delhi envoy handing over the Indian-rehabilitated KKS harbour at a foremost location of the country of Eezham Tamils to ‘civil’ port authority of the Sinhala State. It was exclusively a function of the outgoing New Delhi envoy, Sinhala military and Sinhala officials.

After fulfilling his mission for more than three years, Mr. Kantha visited Palaali and KKS, where a Sinhala Military Zone is now created after officially confiscating the houses and lands of 50,000 Eezham Tamils, news sources in Jaffna commented.

US draft on Maldives should open eyes of Tamils

Leaked US draft on Maldives should open eyes of Tamils

[TamilNet, Tuesday, 30 April 2013, 21:12 GMT]
A draft of US defence pact proposed to the Maldives, but leaked to media a few days ago, should open the eyes of Tamils in the island of Sri Lanka, in Tamil Nadu and in the diaspora, on the game played by the USA along with the Establishments in the region, either by exploiting or by treading on the struggles of peoples in the region, commented alternative political activists in the Sinhala military occupied country of Eezham Tamils. Maldivians had made a mistake in not checking their governments supporting the genocide of Eezham Tamils abetted by the USA, India and China. It reflects on them now. Meanwhile, Global Tamils should know where the struggle of Eezham Tamils should ultimately be addressed to in unison, and what ideological stand they should independently take with people’s strength, the activists said.
The US defence draft was in fact seeking to convert the entire Maldivian archipelago into an unquestioned US base: Free movement of US defence personnel in the land, air and sea of the Maldives, use of the Maldivian territory for US installations and technological deployment built by its own contractors, no boarding and inspection on US aircraft and vessels, border control of the facilities vested with the USA, diplomatic status to the US military personnel and there by no action by Maldives against any criminal activities of them, no claim by Maldivians on any death or destruction to property, and above all not taking any disputes to any national or international court, tribunal or similar body or any third party.

The current US draft aims at a worse infringement into the sovereignty of the nation of Maldivians than what the protectorate treaty of British colonialism did in 1885, Maldivian sources said.

A full perusal of the draft would show what the USA is aiming at in the region.

Meanwhile, Maldivian media Minivan on Wednesday, related the defence draft initiation to the challenges anticipated by the USA on its lease of Diego Garcia of the Chagos archipelago from Britain, where the USA is currently having a base of nuclear facilities.

The inhabitants of Chagos were evacuated to Mauritius in 1965, and the UK paid money to Mauritius to hand over Chagos to the USA in return for some defence benefits, Minivan said. The Indian origin Mauritius Prime Minister was later Knighted for his ‘services’.

‘Environmental’ protection issues are now manipulated by the West to retain the base to the USA and to deny rights of the original inhabitants.

But, Diego Garcia is not the issue; it is capturing the Maldives and the island of Sri Lanka in the given context of challenges from the East, political observers said. A section of Maldivians from the ruling faction had a meeting recently in a US aircraft carrier that was passing through the Maldives.

Failure of New Delhi’s foreign policy in the southern part of South Asia with its exposed involvement in the genocide of Eezham Tamils and its unsophisticated advances towards Maldives became gains for the USA, political observers said.

Similar to ultimately architecting the genocidal war and not resolving the national question of Eezham Tamils for eternal benefits in the island of Sri Lanka, the democracy issue and the fundamentalism issue were nurtured ultimately for the USA to demand the defence treaty from the Maldives, political observers opined.

Meanwhile, speaking to foreign media earlier this month, the ambassador of the Washington administration in Colombo was explicit in telling the main role played by her Establishment in eliminating the LTTE.

The ambassador, taking pride on the effect of the US mobilisation that took place just a few years before the genocide, said that the accountability and reconciliation process would take several years to come. There was nothing in her talk on righteous solutions aspired by the affected nation of Eezham Tamils.

Pre-emptive support is now given to the ‘counting-the-trees’ struggle of Eezham Tamils against the permanent Sinhala militarisation of the Valikaamam HSZ, just to silence the agitators from turning against the ultimate culprits. But no one who is aware of the military ambitions of the powers in the region would believe in the support, without seeing concrete policy perspectives, Tamil alternative political activists in the island commented.

Cautioning against powers-simulated mobilisations pre-empting people’s uprisings addressing the ultimate culprits, the activists said that the former would only lead to serve the interests of the powers, bringing in only deceit on the struggling the people. Eezham Tamils have a long experience in such deceptions, enough for the edification of the entire world, the activists said.

The strategy of targeting the struggle at agents and subordinates, that too at the advice of the very masters, without addressing the ultimate culprits face to face, is fundamentally ineffective, as the ultimate culprits will be left free to manipulate the situation with mirages as such as ‘regime changes’, the activists said.

Our so-called lobbying should not detract people’s uprisings addressed at the ultimate culprits. That is our only strength today and it should go side by side with political negotiation. If the lobbyists are in the service of our adversaries to do the work vice versa, then they are not our lobbyists, the activists in the island further said.

Toronto conference discusses international injustice on Tamil PoWs

[TamilNet, Sunday, 21 April 2013, 06:09 GMT]
The illegal confinement and brutal treatment of Tamil prisoners of war by the Sri Lankan state and the injustice by the International Community of Establishments (ICE) in facilitating this was elucidated by youth activist Krisna Saravanamuttu at the event ‘Criminalization of Dissent’ on the occasion of Palestine Political Prisoners’ Day held at the University of Toronto on Wednesday. Mr Saravanamuttu also gave examples of how former PoWs with legitimate claims to asylum were rejected by Western governments, noting that this put them at further risk from genocidal Sri Lanka. Activists from other communities also shared their opinions and experiences on other cases of incarceration for political reasons. Speaking to TamilNet, Issam Alyamani, veteran Palestinian activist, urged Eelam Tamils in the diaspora to make the release of Tamil prisoners of war and political prisoners as a priority.

“The Government of Sri Lanka was more brutal than the Israeli government in its attack against the Tamil population in 2009,” Mr Alyamani, Executive Director of Palestine House, a Palestinian cultural organization based in Canada said.

“As an appeal to the Eelam Tamils, specifically in the Diaspora, I urge you to make the freedom of Tamil prisoners of war and political prisoners one of your main priorities because their release will help unify your people and propel your liberation struggle forward,” he added.

Speaking at the event, Mr Alayamani commemorated ‘Palestinian Prisoners Day’ by describing the unifying force of Palestinian political prisoners that provide inspiration to the Palestinian Liberation Struggle from jail cells. Mr. Alyamani went onto say the political prisoners have not only been influenced by the Palestinian struggle but “our political prisoners are our heroes and they are the ones inspiring us to continue”.

Speaking on behalf of the Coalition for Tamil Rights, Mr Saravanamuttu discussed the routine rape and sexual abuse of former LTTE cadres as a tactic of state terror to continue the dehumanization of Tamils.

Referring to the Geneva resolution in March, he argued that the ICE’s insistence on an LLRC based solution gave confined the very idea of justice within the parameters of a genocidal Sri Lankan state, which only legitimized the torture and rape of Tamil PoWs in and outside of detention.

He told the audience that some western governments are favorable only to asylum seekers who are willing to provide testimony against the LTTE on alleged human rights violations, yet reject those asylum seekers who do not meet their agenda of selective evidence, giving an example of an ex-LTTE cadre and rape survivor whose asylum plea was rejected by the Swiss government.

“The global proscription regime against the LTTE perpetuates the physical and psychological torture experienced by ex-LTTE cadres seeking asylum. In fact, rejected asylum seekers who were former LTTE members face increased risk of arrest, torture, sexual assault and even death at the hands of the Sri Lankan state,” he said.

Placing the responsibility for the predicament of the Tamil PoWs on the co-chairs and their mismanagement of the peace process leading to the genocide in 2009, Mr Saravanamuttu added “We are not calling for the release of Tamil prisoners of war on abstract humanitarian grounds. We are doing so strictly on political grounds. The former LTTE members were freedom fighters that most Tamils supported and are a key stakeholder in building a just political solution”.

Political activists from other communities also shared their experiences on the topic.

Identifying the usage of arbitrary arrests by Canada, Mohammed Zeki Mahjoub, an Egyptian born Canadian, spoke about his arrest on a Canadian Security Certificate. In June 2000 Mr. Mahjoub was arrested in Toronto, Canada, without being charged or accused of having committed a crime. Canadian officicals had deemed Mr. Mahjoub a potential danger based on inaccurate information provided by the Egyptian Hosni Mubarak regime.

A Canadian Security Certificate allows for arbitrary arrest and detention based on the suspicion of a national security threat. The Canadian Supreme Court has declared security Certificates illegal and Mr. Mahjoub discussed in detail how he experienced torture, sexual assault, and the denial of medical treatment while being detained by the Security Certificate.

Perry Sorio an activist from Migrante Canada - a pan-Canadian alliance of Filipino migrant and immigrant organizations - described the torture he faced as a political prisoner under the regime of Ferdinand Marcos.
Mr. Sorio discussed the current government of Benigno Aquino’s attempts to pay restitution to political prisoners under the Marcos regime, but stressed restitution does not address the plight of over 300 political prisoners still held in the Philippines.

Jaroslave Avilia, spoke on behalf of the Women’s Coordinating Committee for a Free Wallmapu, a Toronto based indigenous Mapuche organization, which links the Mapuche struggle for indigenous sovereignty with other anti-colonial, and community based indigenous struggles. Ms. Avilia described current indigenous struggles taking place in order to reclaim traditional indigenous lands and reiterated that colonial institutions on indigenous lands is an illegitimate imposition on her peoples sovereignty.

The event was co-organized by the Coalition against Israeli Apartheid, the Coalition for Tamil Rights, the Latin American and Caribbean Solidarity Network and the Philippine Solidarity Network.

The event was endorsed by: Canadian Union of Public Employees - International Solidarity Committee, Bayan-Toronto, Greater Toronto Workers Assembly, Canadian Arab Federation, National Council of Canadian Tamils, Centre for Social Justice, Migrante-Canada, Socialist Project, Palestine House, No One is Illegal, Toronto Bolivia Solidarity, Ontario Coalition Against Poverty, Students Against Israeli Apartheid (York University), Students Against Israeli Apartheid (University of Toronto), Two Row Society, and the International Peoples Struggle.

China's vice minister of intelligence finds Jaffna a place to visit

[TamilNet, Wednesday, 03 April 2013, 23:41 GMT]
Following US, UK, Indian, Japanese, Australian and Canadian diplomats, a vice minister at China's Ministry of State Security (MSS) too finds Jaffna a ‘must to be visited’ place, political observers in Jaffna commented on the visit of the Chinese Vice Minister Zhou Qing, on Wednesday. The Chinese deputy minister's visit was marked by intense security arrangement to him by the occupying genocidal military of Sri Lanka. China's assistance to the Sinhala military in building permanent cantonments and camps in the country of Eezham Tamils is well known. The MSS is China's primary agency for internal and external intelligence.

Vice Minister of China's Ministry of State Security visited Jaffna Fort on Wednesday after visiting the strategic port of Trincomalee on Tuesday

China elected a new President, Xi Jinping, to head its government, party and military since March 14, 2013.

Genocidal Sri Lanka's president Mahinda Rajapaksa was one of the first five people contacted by China's new leader, Indian media reports highlighted recently.

Of all the countries involved in the affairs of the island of Sri Lanka, China has the distinction of neither speaking on ‘human rights’ nor deceiving anyone by casting the image of saviours of human rights, but silently and potentially contributing to the genocide in the island, political observers in Jaffna further said.

China joined the USA in voting against North Korea in the UN Security Council in January 2013, but it voted against even an empty US Resolution on Sri Lanka at the UN Human Rights Council in March 2013.

On Wednesday, the delegation headed by the Chinese vice minister landed at Palaali military base and visited the city of Jaffna in a Sri Lanka Air Force helicopter. The delegation led by Mr Zhou Qing visited the Jaffna fort.

Visit by Chinese vice minister

The occupying Sri Lanka Army's 512 Brigade Commander Col Ajith Pallawela accompanied the visiting Chinese defence diplomat and his delegation that toured the Jaffna Fort.

Earlier, the visiting vice minister was received by SL presidential sibling and Defence Secretary Gotabhaya Rajapaksa in Colombo. In Jaffna, the Chinese minister was received by the SL military commander Major General Mahinda Hathurusinghe.

Mr Zhou Qing's visit to Jaffna on Wednesday comes after his visit to strategic port of Trincomalee in the East on Tuesday.

Meanwhile, informed sources in Vavuniyaa said Chinese were getting involved in highly classified projects with the Sri Lanka Navy in the Gulf of Mannaar. The details were being kept confidential as an earlier move to invite China to build an airport of international standard at Poonakari was abandoned after India's opposition, the sources further.

China Machinery and Engineering Corporation has already been engaged in the closest coastline to Tamil Nadu in Jaffna 'develop' wind/solar hybrid power project inside the former SL miitary High Security Zone now being converted into a Sinhala Military Zone.

Rajapakse immune from war crime charges

Rajapakse immune from war crime charges while in office, rules US Court

[TamilNet, Sunday, 31 March 2013, 12:04 GMT]
United States Court of Appeals for the District of Columbia circuit in the opinion delivered this week on the appeal case against Sri Lanka's President Rajpakse filed by three Tamil plaintiffs claiming civil damages on war-crimes charges ruled that "as a consequence of the [U.S.] State Department’s suggestion of immunity, the defendant [Rajapakse] is entitled to head of state immunity under the common law while he remains in office...," and affirmed the judgment of the district court dismissing the plaintiffs’ complaint. The plaintiffs' attorney Bruce Fein told TamilNet that he will advise his clients and the sponsoring organization if they should consider filing a writ of certiorari keep the option open to move the case further forward to the Supreme Court.

The oral argument was heard by a three-judge court consisting of Judges Merrick Garland, Janice Brown, and Brett Kavanaugh.
The Court said that the Common Law relevant to the issue of immunity is established, and that “the diplomatic representative of the sovereign could request a ‘suggestion of immunity’ from the State Department,” and “[i]f the request was granted, the district court surrendered its jurisdiction.

The Court said that, therefore, it has no jurisdiction unless Congress intended the TVPA [Torture Victims Protection Act] to supersede the common law which governs the issue for the case at bar, as the court recognized that “The canon of construction that statutes should be interpreted consistently with the common law helps us interpret a statute that,” as here, “clearly covers a field formerly governed by the common law.

The court then considered "the language of the TVPA," to interpret if the Congress intended "torture," a crime accepted as a universal crime under international law, as a narrow exception to granting immunity to "an individual" including head of states.

The court said,"...plaintiffs contend supersedes the common law because it renders “an individual” liable for damages in a civil action, and a head of state is “an individual.” But as even the plaintiffs acknowledge, the term “an individual” cannot be read to cover every individual; plaintiffs agree that both diplomats and visiting heads of state retain immunity when they visit the United States.

Referring to an analogous statute the court concluded that "Congress did not intend that language to abrogate the preexisting common law of immunity applicable to executive officials," and "that the common law of head of state immunity survived enactment of the TVPA."

The spokesperson for the US-based activist group, Tamils Against Genocide [TAG] which seeks judicial redress for Tamil victims of war including sponsoring this case, commented: "Under contemporary norms of international human rights, head of States are not entitled to immunity for jus cogens norms violations. The appellate court's interpretation of common law immunity doctrine is incompatible with the universally recognized prohibitions of torture and crimes against humanity. If the ruling stands, the State Department's intervention to save Rajapakse symbolizes the human rights double standard at the center of the Obama administration's foreign policy, preaching its inviolability abroad, while pardoning it at home, in America's own courts," TAG said of the decision.

The complaint was filed first in 2011 at the District Court for this case alleged multiple violations of the Torture Victims Protection Act (TVPA) based on Sri Lanka's President Rajapaksa’s command responsibility for the extrajudicial killings of Ragihar Manoharan, the son of Plaintiff Dr. Kasippillai Manoharan, of Premas Anandarajah, a humanitarian aid worker for Action Against Hunger, and husband of Plaintiff Kalaiselvi Lavan, and four members of the Thevarajah family, all relatives of Plaintiff Jeyakumar Aiyathurai.

After the intervention of the U.S. Justice Department which "suggested" Head of State immunity, the trial court dismissed the case. The plaintiffs appealed.

SL military launches inteligence operations to monitor Muslim youth

SL military launches inteligence operations to monitor Muslim youth of Mannaar

[TamilNet, Friday, 29 March 2013, 13:43 GMT]
While the Sinhala Buddhist organizations, with alleged backing from certain sections of Colombo government, have stepped up attacks on places of worships of the Muslims in the South and a hate campaign against Halal meet is being whipped up, the Sri Lankan military intelligence operatives in Mannaar district have started to ‘observe’ Muslim youth under a military operation termed as ‘preventive measures’. The SL police sources in Mannaar said Muslim youth who might contemplate on armed resistance against the Sinhala extremist elements in South are being monitored in recent days, both day and night.

The Muslim organisations in the Mannar district, the activities of Muslim clergy and any other activities in relation to the Muslim places of worship are under scrutiny by the intelligence forces.

The SL operation has been launched following the Halal food controversies and the killing of two Sinhala officers in the district.

Information regarding any possible existence of a Jihad movement in Mannar district, whether there existed a Jihad movement earlier, the details of the Islamic organisations that function at present, information about the funding sources and the persons who provide leadership etc., are being collected in a confidential manner, news sources further said.

Muslim dominated areas of Mannaar city, such as Moor Street, Uppuk-ku'lam, Periya-kadai, Puthukkudiyiruppu, Karaisal are continuously monitored by SL intelligence operatives during the day time. SL military personnel have stepped up monitoring duties at nights.

Further, particulars relating to individuals who retired from government service are also being collected in a covert manner in the Mannaar district.

The SL intelligence operatives are also collecting details such as the department they belonged to, whether they receive funds from abroad, where and with whom they stay at present etc., the news sources further said.

Sinhala military takes over UN demining following Geneva resolution

Sinhala military takes over UN demining following Geneva resolution

[TamilNet, Wednesday, 27 March 2013, 07:10 GMT]
One of the immediate results of the US-resolution at Geneva “welcoming and acknowledging the progress” of genocidal Sri Lanka in various avenues, including in demining the country of Tamils, is the UN entirely handing over demining and supervision of demining to the occupying Sinhala military. This will pave way for the genocidal SL military to make money, Sinhalicize even demining and to come out with excuses for years in handing back lands, news sources in Jaffna said. The last international organisation involved in demining the country of Eezham Tamils and has an office in Jaffna, i.e., a UN outfit of Tamil staff that was supervising, monitoring and issuing certificates on demining, will be closed down in June. The work will be handed over to the SL military and its Sinhala staff.

Instead of Sri Lanka receiving the UN agencies, the US resolution has paved way for even the remaining UN agencies, that too involved in demining, to quit and to be replaced by the genocidal Sinhala military, the news sources in Jaffna said, addressing to the ‘lobbyists’ in the diaspora.

The outcome of the US resolution such as this may provide job for the OHCHR to ‘count trees’ for the next year’s session and may provide opportunities of paid tours for diplomats of the West, Australia and Japan to visit the island and give certificates absolving Sri Lanka, but the whole process would only facilitate another irreversible stage in the structural genocide of Eezham Tamils, the news sources said.

The Jaffna news sources made a particular note on the Japanese delegations whose primary aim was ‘patching up’ genocidal Sri Lanka with the West. They unfairly escape the diaspora radar of scrutiny, the news sources said.

The treachery of the UN and agencies like the IOM in the winding up of the IDP camps and the plight of the Keappaa-pulavu people were in the highlight last year, but peruse the net outcome and the statements of the visiting diplomats from the USA, UK, Canada, Australia, India and Japan, the news sources cited.

Unless the ultimate culprit the USA is not addressed against the absurd resolutions it brings out, the genocide of Eezham Tamils could never be stopped, the news sources in Jaffna were telling it as a priority to the activists in the diaspora who see ‘something progressive’ in the US resolution.

The part of the US resolution “Welcoming and acknowledging the progress made by the Government of Sri Lanka in rebuilding infrastructure, demining, resettling the majority of internally displaced persons,” was added in the third draft, perhaps by the prodding of India, but the USA is ultimately responsible for the larger framework and the bandwagon, alternative political activists in Jaffna commented.

* * *

Several international agencies were engaged in demining in the country of Eezham Tamils. They all had Tamil staff. All these agencies were winded up in the recent times, replaced by Sri Lanka’s occupying Sinhala military that has taken up the job for itself.

The UN agency is the last of the international agencies that has an office in Jaffna. In the recent months it was engaged only in supervising and monitoring the work and in issuing clearance certificates.

Even this office will be closed in June. The agency will continue for the next six months, until December, at the SL Government Agent’s Office in Jaffna just to handover the work to Sri Lanka’s military.

The local Tamil staff members, who now work with the UN agency, are given with contract only up to December.

The Tamil staff members are now instructed to ‘train’ the occupying Sinhala military or ex-Sinhala military personnel who are recruited to succeed the work of the UN agency.

Most of the Tamil staff has decided to quit the job when the UN leaves, as it would be impossible to work with the succeeding Sinhala military, informed circles told TamilNet.

Already hundreds of Tamil staff members who were earlier working with the other international demining agencies were out of job, as the Sinhala military had taken over the programme.

Demining is a lucrative area to channel international aid to the benefit of the genocidal Sinhala military patronized by criminal Establishments of the world; to give lucrative jobs and to station the Sinhala units in ‘civil’ among the Tamil population, and to manipulate demining to the requirements of the occupying military, alternative Tamil political activists in Vanni told TamilNet.

Demining, denied of authority or participation to the affected people and carried out by the very culprits, is indispensable in shielding the crimes and in passing the blame on the very affected people. Earlier, the staff that found evidence for cluster bombs and revealed that evidence were ‘penalised’ in Ki’linochchi for that ‘crime,’ news sources in Vanni said.

Meanwhile, the occupying Sri Lanka military has already claimed that it would take 10 years to clear the mines in some areas like the High Security Zone, which the military fast converts into Sinhala Military Zone.

The international assessment on the nature and process of demining in the country of Eezham Tamils, appreciation for the genocidal State on the demining and the policy of withdrawing international supervision are fundamentally faulty and scheming, leading to licensing irreversible structural genocide of a people, political activists in Vanni said.

* * *

News sources in the North and East of the island, reporting to TamilNet on such issues insist on ‘views’ preceding ‘news,’ challenging the so-called ‘media conventions’.

“Engineering the release of news to time agendas and interpretation of it are only their prerogatives, while the struggling people in the ground should only supply news for their polity – think the masters and their English-speaking followers in the diaspora.”

“Our news is always silenced, manipulated, suppressed and then when needed for their interests, anonymously ‘leaked’ in international reports and media. This is the so-called media convention we experience in practice. That’s why we want our views to be heard first, at least for the attention and edification of our diaspora misled by the forces of imperialism,” commented a veteran journalist in Jaffna.
