China's vice minister of intelligence finds Jaffna a place to visit

Following US, UK, Indian, Japanese, Australian and Canadian diplomats, a vice minister at China's Ministry of State Security (MSS) too finds Jaffna a ‘must to be visited’ place, political observers in Jaffna commented on the visit of the Chinese Vice Minister Zhou Qing, on Wednesday. The Chinese deputy minister's visit was marked by intense security arrangement to him by the occupying genocidal military of Sri Lanka. China's assistance to the Sinhala military in building permanent cantonments and camps in the country of Eezham Tamils is well known. The MSS is China's primary agency for internal and external intelligence.

China elected a new President, Xi Jinping, to head its government, party and military since March 14, 2013.

Genocidal Sri Lanka's president Mahinda Rajapaksa was one of the first five people contacted by China's new leader, Indian media reports highlighted recently.

Of all the countries involved in the affairs of the island of Sri Lanka, China has the distinction of neither speaking on ‘human rights’ nor deceiving anyone by casting the image of saviours of human rights, but silently and potentially contributing to the genocide in the island, political observers in Jaffna further said.

China joined the USA in voting against North Korea in the UN Security Council in January 2013, but it voted against even an empty US Resolution on Sri Lanka at the UN Human Rights Council in March 2013.

On Wednesday, the delegation headed by the Chinese vice minister landed at Palaali military base and visited the city of Jaffna in a Sri Lanka Air Force helicopter. The delegation led by Mr Zhou Qing visited the Jaffna fort.

The occupying Sri Lanka Army's 512 Brigade Commander Col Ajith Pallawela accompanied the visiting Chinese defence diplomat and his delegation that toured the Jaffna Fort.

Earlier, the visiting vice minister was received by SL presidential sibling and Defence Secretary Gotabhaya Rajapaksa in Colombo. In Jaffna, the Chinese minister was received by the SL military commander Major General Mahinda Hathurusinghe.

Mr Zhou Qing's visit to Jaffna on Wednesday comes after his visit to strategic port of Trincomalee in the East on Tuesday.

Meanwhile, informed sources in Vavuniyaa said Chinese were getting involved in highly classified projects with the Sri Lanka Navy in the Gulf of Mannaar. The details were being kept confidential as an earlier move to invite China to build an airport of international standard at Poonakari was abandoned after India's opposition, the sources further.

China Machinery and Engineering Corporation has already been engaged in the closest coastline to Tamil Nadu in Jaffna 'develop' wind/solar hybrid power project inside the former SL miitary High Security Zone now being converted into a Sinhala Military Zone.

யாழ்.குடாநாட்ட்டில் மட்டும் 44 ஆயிரத்து 559 பேர் தொடர்ந்தும் அகதி வாழ்க்கையை வாழ்ந்து வருவதாக இடம்பெயர்ந்தோர் நலன்புரி அமைப்புக்கள் தகவல் வெளியிட்டுள்ளன.

இவர்கள் அனைவரும் 12 ஆயிரத்து 459 குடும்பங்களை சேர்ந்தவர்களாவர். இவர்களில் பெரும்பாலானோர் 53 நலன்புரி நிலையங்களினிலும் உறவினர் நண்பர்கள் வீடுகளிலும் அடைக்கலம் புகுந்துள்ளனர். இவர்களுள் பலரும் அடைக்கலம் புகுந்திருந்த ரயில் நிலைய கட்டடங்களிலிருந்து ரயில் வரப்போவதாக கூறி வெளியேற்றப்பட்டு நடுவீதியில் விடப்பட்டுள்ளதாகவும் இடம்பெயர்ந்தோர் நலன்புரி அமைப்பு வட்டாரங்கள் தெரிவித்தன.

குறிப்பாக உயர்பாதுகாப்பு வலயமாக தொடர்ந்தும் பேணப்பட்டுவரும் வலிகாமம் வடக்கில் மட்டும் மீளக்குடியமர விண்ணப்பித்து விட்டு சுமார் 9 ஆயிரத்து 904 குடும்பங்களை சேர்ந்த 31ஆயிரத்து 524 பேர் காத்திருப்பதாகவும் அவ்வட்டாரங்கள் மேலும் தெரிவிததன.

45 கிராமசேவையாளர் பிரிவுகளை கொண்ட வலிகாமம் வடக்கு பகுதியினில் 2;0 பிரிவுகளினேயே இது வரை மக்கள் மீளக்குடியர அனுமதிக்கப்பட்டுள்ளனர். எஞ்சிய 25 கிராம சேவையாளர் பிரிவுகளில் ஒன்பதில் மட்டும் பகுதியாக மக்கள் மீளக குடியமர்த்தப்பட்டுள்ளனர். மற்றைய 16 கிராம சேவையாளர் பகுதிகளில் மக்கள் மீள்குடியமர்வு பற்றி பாதுகாப்பு தரப்பு மௌனம் காத்தே வருகின்றது.

எனினும் அரச தரப்போ வடக்கில் மக்கள் முழுமையாக மீள்குடியமர்வு செய்யப்பட்டு விட்டதாகவும் வவுனியா மெனிக் முகாம் பகுதிகளிலுள்ள மக்கள் மட்டுமே சொந்த இடங்களுக்கு திரும்ப வேண்டியிருப்பதாக கூறிவருகின்றமை குறிப்பிடத்தக்கதாகும்.

Displacement continues 22 years for coastal people of northern Jaffna

[TamilNet, Wednesday, 04 April 2012, 23:14 GMT] Resettlement Committee of the Displaced Citizens of Valikaamam North (RCDCVN) and Valikaamam North Fishermen Societies Union on Wednesday handed over an appeal addressed to the Sri Lankan President Mahinda Rajapaksa through the SL Government Agent in Jaffna Ms. Imelda Sugumar, reminding the SL president that the people of Valikaamam North, especially those from the coastal villages, have not been allowed to resettle in their own soil for 22 years.

Even after three years have elapsed since the end of the war, the resettlement has not commenced, they said urging speedy resettlement of the people of Kaangkeasan-thu'rai, Oo'ra'ni, Mayiliddith-thu'rai, Mayiliddi North, Palaali North, Palaali North West in Valikaamaam North.

Mr A. Kunabalasingham, the president of the committe of the displaced civilians of Valikaamam North and the secretary of the organisation Mr V. Selvaratnam have signed the appeal, which was handed over to Ms Imelda Sugumar.

The copy of the letter was also forwarded to foreign diplomats, the representatives of the committee of the displaced citizens of Valikaamam North said.

Confederation of civil groups formed in Jaffna

A confederation of people’s forums for humanitarian work was formed in Jaffna on Saturday morning, when representatives of various civil groups and civil activists met at the NGO Centre located at the Temple Road in the city. The decision to form the confederation was unanimously resolved at the meeting. President of the NGOs in Jaffna, Mr. CVK Sivagnanam and the Jaffna University Students Union President, Mr S. Thavabalasingham were elected respectively as Coordinator and Secretary of the confederation. Student union of the University of Jaffna took the initiative to convene the meeting. Such a confederation of civil groups to face human rights violations was formed in Jaffna on an earlier occasion too, when the ‘peace keeping’ force of India was occupying Jaffna.

President of the Hindu priests association, S. Vasudeva Kurukkal, Rev. Fr. Ravichandran of the Catholic Church, Maulavi M.A. Faizer representing Muslims in Jaffna, President of the Koddoadai Fishermen Association, Mr Kandeepan, Secretary of the North Ilangkai Journalists Association, Mr. Ponraja, Secretary of the consortium of Community Centres, Mr P. Kanagaratnam and Vice President of the People’s Power Movement, Mr. Ariyakuddi Indraraja were elected as Committee Members.

The confederation in Jaffna plans to form similar umbrella organisations of civil activists in the other Tamil areas too to attend to the human rights situation.

The committee of the confederation has decided to form advisory panels having members from Tamil political parties committed to the Tamil national cause.

The president of the JUSU, Mr. Thavabalasingham, was recently attacked in a brutal way, allegedly by intelligence operatives of the occupying Sri Lanka military. Another student activist of the Jaffna University was also attacked in Vanni a few days ago.

The Jaffna University students who were engaged in a protest in boycotting classes since the attack on their student leader decided to resume attending classes after hopes that a wider civil society movement would attend to the existing situation in Jaffna.

Participants of the Saturday’s meeting felt the need for immediate formation of a confederation of civil groups, to project and attend to realities in Jaffna, after seeing how an international team of parliamentarians led by New Delhi’s Congress parliamentarian Sudharshana Natchippan on Thursday was misleading the perception of realities in the country of Eezham Tamils.

The successive SL governments in Colombo have been subjecting the student leaders of the University of Jaffna to state terror and harassment and the student community is not going to give up voicing for the rights of Eezham Tamils, said student leaders who addressed the gathering of more than 1,000 students at the University grounds Monday. The students carrying placards against the SL military boycotted their classes and came together in a meeting of condemnation against the attack on Student Union leader S. Thavapalasingam by alleged SL military intelligence operatives on Sunday.

Attackers alleged to be SL military intelligence operatives on Sunday followed the 24-year-old student leader in 8 motorbikes and severely attacked him with iron rods. Mr. Thavapalasingham was rushed to Jaffna Teaching Hospital. His condition was improving on Monday, according to medical sources.

All the student leaders in the past have been subjected to death threats by the SL military and its agents, the protesting students said. ‘Although this trend still continues, the student community is not going to give up voicing for the democratic rights of the Tamil people,’ was the message reiterated by the student representatives who addressed the protesting students Monday.

Male and female students from all the faculties of the Jaffna university took part in the protest. The students staged demonstration across the faculties inside the University premises after the meeting. The protest had brought the entire administration of the University to a standstill.

Hundreds of SL policemen were deployed around the premises of the University while the students were engaged in protest.

Jaffna University Student Union (JUSU) leaders did not give any details of future protests but said they will let the media know about their next action in the due course of time.
