SL military ‘rehabilitation’ for detained University student leaders

After releasing 7 of 13 students of the University of Jaffna, the Sri Lankan ‘Terrorist’ Investigation Department has handed over detained students, comprising President of the Jaffna University Student Union (JUSU) V Pavaananthan, Secretary of the JUSU P. Tharshananth, President of the Arts Faculty Students Union K. Jenemajeyamenan and S. Solomon of the science faculty, to the headquarters of the SL military in Vanni, which placed the students at the torture chamber of the notorious Joint Services Special Operations (JOSSOP) camp in Vavuniyaa and transferred the students to Sri Lankan military ‘rehabilitation’ detention at Welikanda in Anuradhapura Batticaloa border where ex LTTE cadres and members are detained under a brutal ‘rehabilitation’ programme. In the meantime, SL military has stepped up threats against civil protests in the peninsula.

The JUSU leader had earlier sought humanitarian protection from the SL Human Rights Commission in Jaffna, but the office in Jaffna had rejected to provide such protection. The SL Human Rights Commission in Jaffna had ‘explained’ to him that it was not operating during the weekend when he had approached the office.

Later, accompanied by a Dean and two other students of the University of Jaffna, he went to the TID office in Vavuniyaa.

Tamil activists in Jaffna blame the University administration, particularly the Vice Chancellor of the University Ms Vasanthy Arasatnam, for not revealing the details on how the students were getting transferred to the SL military torture chamber and military ‘rehabilitation’.

The TID unit operated by Colombo's defence ministry has obtained 3-months detention order to detain the four students.

However, informed sources said that the students were being sent to Welikanda with a motive to keep them under SL military ‘rehabilitation’ programme for at least one year.

In the meantime, a TID investigation unit had visited the University taking photos of the site where the board of Pongku Thamizh Declaration was made in 2001. They were taking photo of the destroyed memorial for Tamil Heroes inside the University premises and recorded statements from the guards.

The SL military, which has been waging a terror campaign against the students, has also started to threaten the civilians participating in the protests.

The Sri Lankan military on Monday attempted to stage a ‘demonstration’ by bringing in around 30 collaborators and goons attached to the SLFP to counter the demonstration jointly organised by a an umbrella group consisting Tamil National Peoples Front (TNPF), the Tamil National Alliance, the Democratic Peoples Front (DPF) and New-Democratic Marxist-Leninist Party (NDMLP) together with the Nava Samaja Party (NSSP).

However, hundreds of participants, including the civilians from Ki'linochchi, foiled the attempt by the SL military by their active participation in the TNPF-organised protest in front of the District Secretariat in Ki'linochchi.

Although Mr Suresh Premachandran of the TNA took part in the protest, the participants were disappointed at the conduct of certain ITAK parliamentarians who were not present at the protest.

In the meantime, the University Teachers' Association and the Jaffna University Student Union have said they would continue their protest campaign against the detention of the students.

The ‘Terrorist’ Investigation Department operated by the Sri Lankan Defence Ministry is engaged in fabricating a false accusation against 13 students of the University of Jaffna and a few other students in the peninsula, informed sources close to paramilitary circles in Vavuniyaa said. The TID interrogators were working on a false accusation that ‘instructions’ and ‘money’ were provided by the Tamil diaspora in the West to observe Heroes Day in the homeland. Already, nine students of the University of Jaffna are illegally detained by TID interrogators at Vavuniyaa. According to news sources in Jaffna, two student leaders chose to seek humanitarian protection with the SL Human Rights Commission office in Jaffna on Friday. Two more students from the ‘wanted list’ of the TID are yet to seek protection, news sources in Jaffna said.

SL Police in Jaffna has no idea of the ongoing investigations by the TID division operated from Colombo.

A Sri Lankan TID operative had handed over a ‘wanted list’ consisting 10 names to the administration of the University of Jaffna on Wednesday.

On Thursday, six students of the Medical Faculty, Abarajithan Tharmaraja (24) from Point Pedro, Janahan Selvarasa (25) from Jaffna, Sanjeevan Kanagarasa (24) from Kanakaampikai-ku'lam, Prasanna Sathiyamoorthy (26) from Punnaalaik-kadduvan, Sabesvaran Paranthaman (24) from Nalloor and Sasikanth Sinnaiah (25) from Pa'ndaarik-ku'lam in Vavuniyaa were handed over to the investigators of the Sri Lankan ‘Terrorist’ Investigation Department.

The 6 students of the Medical Faculty were handed over to the Sri Lankan ‘Terrorist’ Investigation Department (TID) by the Medical Faculty Dean, two lecturers of that faculty and the parent of one student, amid protests by the student representatives and University teachers.

On Friday, the leader of the Student Union of Jaffna University, S. Bavananthan from the Science Faculty and the leader of the Science Faculty Student Union S. Venuraj chose to seek humanitarian protection from the Sri Lankan Human Rights Commission office in Jaffna, where hundreds of Tamils had sought security between 2006 and 2009 when abductions by the SL military intelligence operated white vans were rampant in the peninsula.

Three students were already in the custody of the TID at Vavuniyaa after the SL Police and SL military intelligence arrested them after the students observed Heroes Day remembrance at the hostel of the Jaffna University on 27 November.

Two students, Solaman Sanmugam and Jenamajenth Kanagasundram, accompanied by a lawyer and lecturers of the University had presented themselves on 29 November at Koappaay Police and handed over to the TID. On 30 November two other students Tharshaananth Paramalingam and Sutharsan Kanesamoorthy, were arrested by Koappaay Police at their temporary residences and subsequently handed over to the TID. One of the students, Mr Sutharsan, of Medical Faculty was later released.

In the meantime, an 18-year-old student of Valveddith-thu'rai Chithampara College, reported missing since Wednesday, was being interrogated by the TID, according to a message conveyed to the parents of the missing youth.

The occupying SL military has stepped up the terror campaign against the students of Jaffna university as well as students of schools in Jaffna, despite the wide scale protests from the university teachers, Tamil political parties, trade unions and the civil society in the island, and despite protests in the diaspora.

23 religious leaders, 24 civil groups, media associations and women groups and more than 50 influential individuals across the island have voiced in support of the University Teachers Association of Jaffna and called on the Sri Lankan authorities to immediately release the detained students and to provide assurance in order to create a more secure and conducive environment for teaching and learning within the University that no further student arrests will be made.

During the last week, demonstrations have also taken place in 7 countries outside the island.

இந்தியா என்ற பெயரில் தமிழ் பல இடங்களில் அழிக்கப்பட்டு வருகிறது. அதுபோல் தமிழ்நாட்டில் தமிழ் மருத்துவம் என்று சொல்லாமல் இந்திய மருத்துவம் என்று சொல்வது தவறு. பல்கலைக்கழகத்தின் பெயரில் தமிழ் மருத்துவம் என்பது இடம் பெற வேண்டும் அதுபோல் மத்திய அரசின் விளம்பரங்களில் மாற்று மருத்துவமாக ஓமியோபதி மட்டுமே குறிக்கப்படுகின்றது. தமிழ் மருத்துவத்தையும் குறிப்பிடச் செய்ய வேண்டும்.

சென்னை, ஜன. 7: கடலூர், ராமநாதபுரம், திண்டுக்கல் ஆகிய மூன்று மாவட்டங்களில் மருத்துவக் கல்லூரிகள் தொடங்கப்படும் என்று தமிழக அரசு அறிவித்துள்ளது.  13-வது சட்டப்பேரவையின் 15-வது கூட்டத் தொடரை ஆளுநர் பர்னாலா வெள்ளிக்கிழமை தொடங்கி வைத்தார். முன்னதாக, அதிமுக, மதிமுக, இடதுசாரிக் கட்சியினர் அமளியில் ஈடுபட்டதால் வெளியேற்றப்பட்டனர். இதைத் தொடர்ந்து ஆளுநர் உரையாற்றினார். அதில் பல்வேறு முக்கிய திட்டங்கள் அறிவிக்கப்பட்டன.  "மாவட்டந்தோறும் மருத்துவக் கல்லூரி' என்ற நோக்கத்தை நிறைவேற்றும் வகையில், ராமநாதபுரம், கடலூர், திண்டுக்கல்லில் அரசு மருத்துவக் கல்லூரிகள் தொடங்கப்படும்.  இதன்மூலம், தகுதியுடைய மருத்துவர்களின் எண்ணிக்கை எதிர்காலத்தில் கணிசமாக உயர வாய்ப்புள்ளது என்று ஆளுநர் தனது உரையில் தெரிவித்தார்.  இந்திய மருத்துவ,  ஹோமியோபதி பல்கலைக்கழகம்  சித்த, ஆயுர்வேத, யுனானி, யோகா இயற்கை மருத்துவம், ஹோமியோபதி ஆகிய ஐந்து பிரிவுகளுக்கான மருத்துவக் கல்லூரிகளை அரசே நடத்தி வருகிறது. பாரம்பரியம்மிக்க இந்திய மருத்துவத்தையும், ஹோமியோபதி மருத்துவத்தையும் வளர்த்தெடுக்க, இப்போதுள்ள 6 அரசு இந்திய மருத்துவ, ஹோமியோபதி கல்லூரிகளையும், 26 தனியார் கல்லூரிகளையும் உள்ளடக்கி இந்திய மருத்துவ, ஹோமியோபதி பல்கலைக்கழகம் கன்னியாகுமரி மாவட்டத்தில் இந்த ஆண்டு தொடங்கப்படும் என ஆளுநர் தனது உரையில் தெரிவித்தார்.  புதிய கல்லூரிகள்  காஞ்சிபுரம் மாவட்டத்தில் உள்ள நெம்மேலி, தூத்துக்குடி மாவட்டம் நாகலாபுரம், தருமபுரி மாவட்டம் அரூர், விழுப்புரம் மாவட்டம் கள்ளக்குறிச்சி, விருதுநகர் மாவட்டம் திருச்சுழி ஆகிய 5 இடங்களில் புதிதாக கலை, அறிவியல் கல்லூரிகள் தொடங்கப்படும். நாகப்பட்டினம், திருவாரூர், தஞ்சை மாவட்டத்தினர் பயன்பெறும் வகையில் நாகை மாவட்டம் கீழ்வேளூரில் புதிதாக விவசாயக் கல்லூரி தொடங்கப்படும்.  தோட்டக்கலைப் பல்கலைக்கழகம்  வேளாண்மையின் எதிர்காலம் என்று கருதப்படும் தோட்டக்கலைக்காக தனியே, "தோட்டக்கலைப் பல்கலைக்கழகம்' கிருஷ்ணகிரியில் இந்த ஆண்டு தொடங்கப்படும்.  80 ஆயிரம் மாணவர்கள்  முதல் தலைமுறை பட்டதாரிகளுக்கான தொழிற்கல்விக் கட்டணத்தை அரசே ஏற்கும் என்று அறிவிக்கப்பட்டிருந்தது. இந்தத் திட்டத்தின் கீழ் 80,450 மாணவர்கள் இந்த ஆண்டு பயன்பெற்றுள்ளதாக ஆளுநர் உரையில் தெரிவிக்கப்பட்டுள்ளது.  பிற முக்கியத் திட்டங்கள்  கிராமப்புறங்களில் மட்டுமல்லாது நகர்ப்புற ஏழைகளுக்கும் கான்கிரீட் வீடுகள் கட்டிக் கொடுக்கப்படும் என ஆளுநர் உரையில் அறிவிக்கப்பட்டுள்ளது. மேலும், அரசின் விருப்புரிமையில் வீடுகள், மனைகள் ஒதுக்கீடு செய்யும் முறையை தமிழக அரசு ரத்து செய்துள்ளது.  மார்க்சிஸ்ட், விடுதலைச் சிறுத்தைகள் உள்ளிட்ட கட்சிகள் தொடர்ந்து வலியுறுத்தி வந்த பஞ்சமி நிலங்களை மீட்க வேண்டும் என்ற கோரிக்கையை ஏற்றுக் கொண்டுள்ளது. பஞ்சமி நிலங்களை மீட்பது குறித்து ஆய்வு செய்ய உயர் நீதிமன்ற ஓய்வு பெற்ற நீதிபதி தலைமையில் குழு அமைக்க அரசு முடிவு செய்துள்ளது.  சென்னை, கோவை, மதுரை, திருச்சி, ஈரோடு, ஓசூரில் 1100 ஏக்கரில் குறைந்த, நடுத்தர வருவாய்ப் பிரிவினருக்கு குடியிருப்புகள், மனைகள் உருவாக்கத் திட்டமிடப்பட்டுள்ளதாக ஆளுநர் உரையில் தெரிவிக்கப்பட்டுள்ளது.  சத்துணவுத் திட்டத்தில் பாமாயிலுக்குப் பதிலாக தேங்காய் எண்ணெய் பயன்படுத்தவும் முடிவு செய்யப்பட்டுள்ளது. சுற்றுலா மையங்களை அழகுப்படுத்தவும், அடிப்படை வசதிகளை மேம்படுத்தவும் ரூ. 450 கோடியில் சிறப்புத் திட்டம் வகுக்கப்படும் என்று ஆளுநர் தனது உரையில் கூறினார்.  சென்னையில் அறிவியல் பெருநகரம் அமைக்கப்படும் என்றும், மெட்ரோ ரயில் திட்டத்தின் 2-வது கட்டமாக மூலக்கடை-திருமங்கலம், மூலக்கடை-திருவான்மியூர், லஸ்-ஐய்யப்பன்தாங்கல் வழியாக பூந்தமல்லி வரை பாதைகள் அமைப்பது பற்றியும் திட்ட ஆய்வு மேற்கொள்ளப்படும் என ஆளுநர் உரையில் கூறப்பட்டுள்ளது.    ஆளுநர் உரையின் சிறப்பம்சங்கள்தமிழக சட்டப்பேரவையில் ஆளுநர் சுர்ஜித் சிங் பர்னாலா வெள்ளிக்கிழமை ஆற்றிய உரையின் சிறப்பு அம்சங்கள்:   *  கடலூர், திண்டுக்கல், ராமநாதபுரத்தில் புதிய மருத்துவக் கல்லூரிகள்.  *  நகர்ப்புற ஏழைகளுக்கும் கான்கிரீட் வீடுகள் திட்டம்.  அரசின் விருப்புரிமையில் வீடுகள், மனைகள் ஒதுக்கீடு செய்யும் முறை ரத்து.   *  பஞ்சமி நில மீட்பு குறித்து ஆய்வு செய்ய உயர் நீதிமன்ற ஓய்வுபெற்ற நீதிபதி தலைமையில் குழு அமைக்க முடிவு.   *  நாகை, திருவாரூர், தஞ்சாவூர், கடலூர் மாவட்டங்களில் வெள்ளப் பாதிப்புகளை நிரந்தரமாகத் தடுத்திட சிறப்புத் திட்டம்.   *  பச்சிளம் குழந்தைகளுக்காக ரூ.10 கோடியில் தீவிர அவசர சிகிச்சைத் திட்டம்   *  கிருஷ்ணகிரியில் தோட்டக்கலை பல்கலைக்கழகம்.   *  சென்னை, கோவை, மதுரை, திருச்சி, ஈரோடு, ஒசூரில் 1,100 ஏக்கரில் குறைந்த, நடுத்தர வருவாய்ப் பிரிவினருக்கு குடியிருப்புகள், மனைகள் உருவாக்கத் திட்டம்.   *  சேலம், நாமக்கல், திருச்சி மாவட்டங்களில் நிலத்தடி நீரைச் செறிவூட்ட சிறப்புத் திட்டம்.   *  சத்துணவுத் திட்டத்தில் பாமாயிலுக்குப் பதில் தேங்காய் எண்ணெய் பயன்படுத்த முடிவு.   *  சுற்றுலா மையங்களை அழகுப்படுத்தவும், அடிப்படை வசதிகளை மேம்படுத்தவும் ரூ.450 கோடியில் சிறப்புத் திட்டம்.   *  கள்ளக்குறிச்சி, நெம்மேலி, நாகலாபுரம், அரூர், திருச்சுழி ஆகிய இடங்களில் புதிதாக கலை, அறிவியல் கல்லூரிகள்.   *  நாகை மாவட்டம் கீழ்வேளூரில் விவசாயக் கல்லூரி.   *  சென்னையில், மூலக்கடை - திருமங்கலம், மூலக்கடை - திருவான்மியூர், லஸ் - ஐயப்பன்தாங்கல் வழியாக பூந்தமல்லி வரை புதிய பாதைகளில் மெட்ரோ ரயில் விடுவது குறித்து திட்ட ஆய்வு.
