Sri Lankan TID declares ‘shadow war’ on Tamil journalists in North

“We will not abduct you or take you for 4th floor for interrogations. But, we will make sure you die in the road hit by our encounter teams in natural accidents and dispute-like killings. You will not become heroes among your own people and die like street dogs,” is the message re-iterated by the so-called ‘Terrorist Investigation Department’ interrogators, who operate various interrogation-cells in the North chasing the journalists in Jaffna. A Colombo-based media rights activist observing the pattern of the psychological warfare by the TID on journalists in Jaffna described the unfolding scenario as Colombo's latest ‘shadow war’ on Tamils, similar to the one that preceded the 2009 genocidal onslaught.

On Friday, SL military intelligence officers claiming as investigators from the ‘Terrorist Investigation Department’ appeared at Valampuri Tamil newspaper office in Jaffna at 1:00 p.m. They instructed the Staff Reporter of the paper, Uthayarasa Chalin, to come to the TID station situated at Naavalar Road at the premises of former Namathu Eezhanadu Paper at 3:00 p.m.

The journalist went there after informing to all media watchdogs. The TID interrogators asked some initial questions and instructed Mr Chalin to come for a detailed session the following day.

The journalist was being harassed since he did a story on the collective rights of Tamils to observe remembrance of their war-dead Tamil fighters on Tamil Heroes Day.

In a story, he had interviewed the president of the University Teachers Union Mr I. Rajkumar, who had underlined the resolve to remember the war-dead Tamil fighters on November 27 remembrance, highlighting it as a collective right of Tamils.

On Saturday, when the journalist went for the second session, the interrogators asked him the address of the residences of Mr I Rajkumar and TNA MP S. Sritharan.

The journalist, seeking to avoid controversies, replied in the negative responding that he didn't know the addresses. The interrogators assaulted him as they pointed at a log of date and time when the journalist had, in fact, visited the residences of Mr Rajkumar and Mr Sritharan.

After assaulting the journalist, they placed a document written entirely in Sinhala and asked him to sign it. When he declined, the interrogators attacked him. They said that it was the explanation he had given to them which was recorded in Sinhala and forced him to place his signature on the document.

The interrogators have also questioned the journalist on his educational background, about fellow Tamil reporters in Jaffna. They also questioned him about the activities of the Jaffna Press Club.

The victim journalist has earlier escaped an encounter-like-accident from a killer-squad at Neeraaviyadi.

Another reporter working for Uthayan, Dileep Amuthan, also escaped a similar ‘encounter-accident’ recently, when he was chased and hit by a three-wheeler at Thellippazhai. Mr Dileep narrowly escaped from the accident but had sustained wounds from the accident-encounter.

The SL military intelligence is running killer squads in North and East. These squads are prepared to assassinate the targets in ‘road accidents’ or by creating dispute-like scenarios, the visiting media activist from Colombo said after concluding a fact-finding mission to Jaffna and Vanni on Monday.

Some time back, the TID operatives from Naavalar Road were approaching the Yarl Thinakkural newspaper management to provide personal details such as their residential address of two staff reporters, Punitharoopan Winslow and Tharmapalan Vinojith.

The paper management declined to provide such details to the TID investigators.

However, the SL military intelligence operatives were almost chasing the two staff reporters for a while.

Later, two other reporters of Yarl Thinakkural, Nitharshan and Hamshan, were being harassed by the SL military intelligence, including threats.

The threat, consistently coming from all the anonymous callers claiming to be TID operatives or the visiting interrogators of the TID to the residences of the journalists was to be ‘prepared for death’ like ‘street dogs’ in ‘encounter like’ killings. “We will not make you heroes”, was also a message being passed to the journalists. Such messages are provided after the journalists get assaulted at interrogation sessions. Anonymous callers claiming to be from TID also threaten journalists with the same message.

The TID interrogators usually have detailed translations of the news reports filed by the journalists and a log of their activities with time and places monitored by the intelligence network of the SL military and its agents.

Recently, In Vanni, the regional correspondent of Uthayan paper was attacked at his house. Three relatives of an EPDP operative were behind the incident. An investigation was launched on the incident, but nobody was punished.

The SL military experimented already in 2001 in accident-style assassinations on media activists. Two key media workers of Uthayan paper were subjected to such attacks, and one was killed. Another key worker had sustained injuries.

Apart from harassments of psychological threats seeking to curb the activities of the journalists, the SL military squads are also prepared to commit assassinations on Tamil journalists, the media rights activist who has been interviewing the affected journalists told TamilNet on Tuesday.

In one of the strongest investigations and monitoring conducted so far on a foreign journalist visiting the island, the experienced interrogators of the notorious ‘Terrorist Investigation Department’ of Colombo had not only confiscated the electronic and non-electronic possessions from the young journalist from Tamil Nadu, but also monitored and traced all his contacts from the moment he landed at Colombo airport for the second time, informed media sources in Colombo told TamilNet Sunday. In the meantime 22-year-old Maga Thamizh Prabhagaran, when contacted by TamilNet after his deportation to Chennai, said he was subjected to ‘psychological torture’ like condition at the hands of the TID interrogators in Colombo and that the TID had his Tamil book of his first visit translated when they questioned him on his affiliations.

The journalist was arrested by the Sri Lankan military in Ki'linochchi on Wednesday and deported to India on Saturday after extensive interrogations in Vanni and Colombo.

A prominent member of a media rights group in Colombo told TamilNet on Sunday that anonymous callers from the TID had already issued threats at least to two local contacts, who were allegedly in touch with Mr Prabhagaran.

When contacted by TamilNet, Maga Prabhagaran said he was extensively questioned on his Tamil Nadu political links. The TID interrogators were questioning on the kind of relationship he had with Tamil leaders and activists in Tamil Nadu.

The TID interrogators were particular on his contact with Mr Vaiko, the general secretary of the MDMK and Mr Pazha Nedumaran. They had a photo of him and Mr Vaiko during their questioning. The interrogators were also interested to know about whether there was any link between him and Mr Seeman of Naam Thamizhar.

He also added that the TID interrogators were also questioning him on his contacts in the island. They were keen in knowing which Tamil politicians in the island, with whom he was in touch during his first and second visit to the island.

Mr Thamizh Prabhagaran, who was on a ‘tourist visa’ trip to the North, has defended himself by saying that he was only filming open facilities and that he had entered none of prohibited places as being claimed by the SL military.

However, it would not be possible to anyone filming activities in North to avoid SL military being captured in filming, as the SL military presence is virtually everywhere inseparable from the civilians, sources in Vanni told TamilNet.

Meanwhile, the Sri Lankan TID has stepped up threats against local journalists this weekend, rights activists in the island say.

The journalist from Tamil Nadu, Maga Thamizh Prabhagaran, who was arrested by the occupying SL military and police in Vanni, while he was visiting Ki’linochchi was still under the custody of the ‘Terrorist Investigation Department’ as late as Thursday night, informed sources in Colombo said. Earlier, the SL police spokesman in Colombo had stated that the Mr Thamizh Prabhagaran was being handed over to the immigration authorities for deportation. But, Colombo's TID officers were interrogating the Indian journalist on his contact network in the island by going through his article series that has appeared in Junior Vikatan, the sources further said.

In the meantime, journalist community and the political parties in Tamil Nadu have demanded New Delhi to intervene and secure the safe return of Indian journalist.

MDMK leader Vaiko in an urgent letter to Indian Prime Minister Manmohan Singh urged immediate and appropriate measures to be taken through the Ministry of Foreign Affairs to release the Indian citizen from Colombo’s custody and to make sure his safe return to Tamil Nadu.

Journalist associations in Chennai were preparing for the next action after sending urgent appeals to the Ministry of Foreign Affairs in New Delhi.

The occupying SL military interfering in the civil affairs arrested the journalist Maga Thamizh Prabahagaran on Wednesday in Ki’linochchi district while the journalist was talking to the parish priest of St. Antony’s Church at the presence of Tamil National Alliance parliamentarian S. Sritharan and fellow TNA politicians who were on a tour visiting Ponnaave’li and meeting the people there.

The TID department is manned by military intelligence officers, who receive direct instructions from SL presidential sibling and Defence Secretary Gotabhaya Rajapaksa.

The Chief Editor of Yarl Thinakkural, Mr Atputhananthan, has complained to the regional commissioner of the Sri Lankan Human Rights Commission in Jaffna on Monday that individuals claiming to be from the ‘Terrorist Investigation Division’ were intimidating two of the journalists in the paper, Mr Punitharuban Vinslow and Mr Tharmabalan Vinojith of the paper. “During the last two weeks the individuals claiming to be from the TID have been visiting this office and trying to collect personal data relating to above named two journalists. In the absence of of any official request and hence the inability to obtain any data, they are now engaged in collecting such information from the localities where they live,” the chief editor of Yarl Thinakkural has stated in his letter to the SL HRC.

The TID, which earlier functioned from Colombo is now operating district-wise interrogation offices and is engaged in issuing threats to political activists, student leaders, human rights activists and journalists.

Following the Northern Provincial Council elections, the TID operatives in Jaffna and Vanni have threatened activists who campaigned for the Tamil National Alliance (TNA).

The TID has also been targeting human rights activists who met UN Human Rights High Commissioner Navanetham Pillay during her recent visit to North and East.

The TID investigators have recently summoned the new student leaders from the Jaffna University Student Union by issuing unofficial invitations to their district office at Navalar Road and threatened them of abductions if they engaged in remembrance events or protests such as Pongku Thamizh.

The General Secretary of the Tamil National Peoples Front (TNPF) and former parliamentarian Selvarajah Kajendren was also ‘invited’ for investigations by the TID in Jaffna.

The TID, which operates under the direct command of SL presidential sibling and Defence Secreary Gotabhaya Rajapaksa, is said to have launched a fresh ‘counter insurgency’ styled operation targeting political activists, rights defenders and journalists.

There have also been reports of violent attacks launched on Tamil youth at Mallaakam where a hand grendae was lobbed at a place where the youth activists gather. The Tamil National Alliance (TNA) parliamentarian Suresh Premachandran has blamed that the SL military and its operatives have launched almost a war against the Tamil youth that rallied behind the TNA during the election campaign.

The General Secretary of the Tamil National Peoples' Front (TNPF) and former Tamil parliamentarian from Jaffna, Mr Selvarajah Kajendren, has been instructed over the phone by Sri Lanka's Terrorist Investigation Department (TID) to come for an inquiry on Wednesday at the TID office situated on Naavalar Road in Jaffna city, informed sources said adding that many human rights activists, journalists and student leaders have been ‘invited’ over the phone for such investigations in recent times. Mr Kajendren said he is being asked to come for such investigations for the 5th time in recent times.

The TID seems avoiding written invitations for investigations to evade complaints reaching the international human rights watchdogs. Except in a few cases such as the reported investigation of the BBC Tamil reporter Mr Manikavasagam Ponnaiah, almost all the invitations for such investigations are being extended over the phone.

The newly elected student leaders of Jaffna University were also ‘invited’ for such investigations at the Naavalar Road office of the TID, civil activists said. The student leaders were warned against observing remembrance events on Mu’l’livaaykkaal Day in May and during the Tamil Heroes Day in November. The student leaders were threatened with the message that there would be ‘disappearances’ if the students continued to observe such remembrance evens in the future.

Sri Lanka’s notorious Terrorist Investigations Department (TID), operated by SL Defence Secretary and presidential sibling Gotabhaya Rajapaksa, has now established district-level investigation offices in the country of Eezham Tamils.

In Jaffna, the office functions on Naavalar Road at the building of Namathu Eezhanadu daily, which has been seized by the SL military after the Vanni war in 2009.

Tension and fear continues to prevail among the families of former LTTE members, who have rejoined their families in the East, especially in Vaakarai in Batticaloa and in Moothoor East of Trincomalee district as the SL military thinks any resistance coming from the uprooted families that demand resettlement originates from people who were associated with the LTTE in the past. The SL TID squads have been visiting several houses in Kathirave'li and Puchchangkea'ni in Koa'ralaip-pattu North (Vaakarai) DS division in the Batticaloa collecting details of former LTTE members through Village level (GS) officers.

When the occupying SL State observed ‘independence day’ celebrations in Trincomalee, posters appeared in Trincomalee condemning the Sinhala celebration in the country of Eezham Tamils.

A Special team of ‘Terrorist Investigation Department’ in Colombo was dispatched to Moothoor East in Trincomalee and to Vaakarai in Batticaloa to monitor former LTTE members or those who voice for Tamil rights to be labelled as former LTTE members and harassed with SL ‘military rehabilitation’.

It was already reported that similar TID squads that arrived in Moothoor East had ‘arrested’ seven Tamil youths, sending them all for ‘military rehabilitation’. All of them are family members and two among them were from temporary sheds where uprooted Champoor families reside.

The uprooted families of Champoor have been demanding resettlement in their own village.

The arrested sent out of the district to a destination elsewhere and have been put on ‘military rehabilitation’.

Sri Lankan ‘Terrorist’ Investigation Department (TID) squads roaming around in Vanni and Jaffna peninsula have detained more than forty former LTTE members after abducting them from their residences and on the streets within the last one week alone, legal sources in Jaffna told TamilNet on Monday. Former LTTE members are also being summoned to the SLA camps and questioned over their contacts and friends. Relatives, friends and even employers of those who were summoned to the SL military camps live in fear. While every civil and social freedom of the ‘released’ former members of the LTTE is severely deprived by the occupying Sinhala military, the IOM and the UN that ‘certified’ their rehabilitation and release keep silent.

The stepped-up abductions took place while a 'security analysis' team of New Delhi was present and was visiting the North and East during the last week.

In the meantime, the Sri Lankan Human Rights Commission office in Jaffna confirmed that it had registered at least 30 complaints from the kith and kin of the missing, within the last 4 days alone.

However, while admitting that there were complaints from the Vanni mainland as well as from the peninsula, the SL-HRC office in Jaffna has declined to reveal the pattern of the complaints.

When the parents of the missing youth approached the nearby SL police station, the SL police confirmed some of the abductions as TID arrests and has issued papers documenting their detention by the TID.

Some of the abducted youth have been taken to the notorious Boosa detention camp in the Galle town in the southern province, informed sources in touch with the detainees in Boosa told TamilNet.

The move by the TID indicates that some of the youths taken by the TID are going to languish for a prolonged period of time at the prison without any legal proceedings or they are going to be charged with false accusations and put behind the bars.

Rights activists in Jaffna expressed concern on the plight of those subjected to extrajudicial detentions by the TID squads and blamed the International Organization for Migration (IOM) and the residential coordinators of the United Nations (UN) for being silent on the latest wave of abductions after witnessing and certifying the release of the former LTTE members from the SL military ‘rehabilitation’.

The IOM and the UN offices have earlier reported to their international headquarters on the release of the SL military ‘rehabilitated’ ex members of the LTTE by issuing identity cards and witnessing the release by registering the details in IOM's international database.

The IOM was also accused of revoking the identity cards and asking the former LTTE members to hand them back to it as the IOM found such identity cards were used by the former LTTE members to document their background when they sought political asylum elsewhere.

The IOM, when contacted by media, is saying that it has no information on such abductions.

Abductions and illegal detentions have been reported in Valveddith-thu'rai, Polika'ndi, Chunnaakam, Punnaalaik-kadduvan, Achchu-veali, Koappaay, Puththoor and Meesaalai in the Jaffna district. There were similar reports from Mullaith-theevu and Ki'li-nochchi districts in Vanni.

Questioning of the former LTTE members is taking place throughout the peninsula.

The SL military takes fingerprints, records statements and questions the former LTTE members who have been summoned to their camps about their current social and political connections as well as about their friends and relatives with whom they are in touch with.

Except the ex LTTE members who are working with the EPDP and the SLFP, all others having any contact with other political parties are threatened not to engage in politics. If they continue such affinities, they would be subjected to abductions without any trace, they have been warned by the SL military.

An allegedly India-backed paramilitary called Sri-TELO is also functioning in collaboration with the SL military in recent times.

The SLA is particular about former LTTE members having any affinity with the breakaway group of the JVP.

While ‘abductions’ have now become the de-facto method of arrest by Colombo's TID squads that come from Colombo without any prior notice to the local police stations, the parents and relatives of the former LTTE members express fear as hundreds of youth who had been abducted between 2006 and 2009 had gone permanently missing.

The operations of the TID squads are undertaken under the direct supervision of the SL Defence Secretary and SL presidential sibling Gotabhaya Rajapaksa, informed police officials in Vavuniyaa said.

Some of the ex LTTE members have gone into hiding.

Many of the surviving former LTTE combatants had sustained serious injuries during the war and are struggling without proper livelihood as disabled persons. Meanwhile, ex female combatants are subjected to particular harassments by the occupying military that insists on their regular show up in the military camps.

TID interrogators fabricate accusation against 14 students in Jaffna

The ‘Terrorist’ Investigation Department operated by the Sri Lankan Defence Ministry is engaged in fabricating a false accusation against 13 students of the University of Jaffna and a few other students in the peninsula, informed sources close to paramilitary circles in Vavuniyaa said. The TID interrogators were working on a false accusation that ‘instructions’ and ‘money’ were provided by the Tamil diaspora in the West to observe Heroes Day in the homeland. Already, nine students of the University of Jaffna are illegally detained by TID interrogators at Vavuniyaa. According to news sources in Jaffna, two student leaders chose to seek humanitarian protection with the SL Human Rights Commission office in Jaffna on Friday. Two more students from the ‘wanted list’ of the TID are yet to seek protection, news sources in Jaffna said.

SL Police in Jaffna has no idea of the ongoing investigations by the TID division operated from Colombo.

A Sri Lankan TID operative had handed over a ‘wanted list’ consisting 10 names to the administration of the University of Jaffna on Wednesday.

On Thursday, six students of the Medical Faculty, Abarajithan Tharmaraja (24) from Point Pedro, Janahan Selvarasa (25) from Jaffna, Sanjeevan Kanagarasa (24) from Kanakaampikai-ku'lam, Prasanna Sathiyamoorthy (26) from Punnaalaik-kadduvan, Sabesvaran Paranthaman (24) from Nalloor and Sasikanth Sinnaiah (25) from Pa'ndaarik-ku'lam in Vavuniyaa were handed over to the investigators of the Sri Lankan ‘Terrorist’ Investigation Department.

The 6 students of the Medical Faculty were handed over to the Sri Lankan ‘Terrorist’ Investigation Department (TID) by the Medical Faculty Dean, two lecturers of that faculty and the parent of one student, amid protests by the student representatives and University teachers.

On Friday, the leader of the Student Union of Jaffna University, S. Bavananthan from the Science Faculty and the leader of the Science Faculty Student Union S. Venuraj chose to seek humanitarian protection from the Sri Lankan Human Rights Commission office in Jaffna, where hundreds of Tamils had sought security between 2006 and 2009 when abductions by the SL military intelligence operated white vans were rampant in the peninsula.

Three students were already in the custody of the TID at Vavuniyaa after the SL Police and SL military intelligence arrested them after the students observed Heroes Day remembrance at the hostel of the Jaffna University on 27 November.

Two students, Solaman Sanmugam and Jenamajenth Kanagasundram, accompanied by a lawyer and lecturers of the University had presented themselves on 29 November at Koappaay Police and handed over to the TID. On 30 November two other students Tharshaananth Paramalingam and Sutharsan Kanesamoorthy, were arrested by Koappaay Police at their temporary residences and subsequently handed over to the TID. One of the students, Mr Sutharsan, of Medical Faculty was later released.

In the meantime, an 18-year-old student of Valveddith-thu'rai Chithampara College, reported missing since Wednesday, was being interrogated by the TID, according to a message conveyed to the parents of the missing youth.

The occupying SL military has stepped up the terror campaign against the students of Jaffna university as well as students of schools in Jaffna, despite the wide scale protests from the university teachers, Tamil political parties, trade unions and the civil society in the island, and despite protests in the diaspora.

23 religious leaders, 24 civil groups, media associations and women groups and more than 50 influential individuals across the island have voiced in support of the University Teachers Association of Jaffna and called on the Sri Lankan authorities to immediately release the detained students and to provide assurance in order to create a more secure and conducive environment for teaching and learning within the University that no further student arrests will be made.

During the last week, demonstrations have also taken place in 7 countries outside the island.
