புகலிடம் கோரும் அகதிகளை எந்தவொரு நாடும் திருப்பி அனுப்பக் கூடாதென ஐக்கிய நாடுகள் சபையின் செயலாளர் நாயகம் பான் கீ மூன் சர்வதேச சமூகத்திடம் கோரிக்கை விடுத்துள்ளார். சமீபகாலமாக ஆபிரிக்க மேற்கு ஆசிய நாடுகளில் அகதிகளை திரும்ப அனுப்பும் பிரச்சினை அதிகரித்துள்ளது. இந்நிலையில் உலக அகதிகள் தினம் நேற்று புதன்கிழமை அனுஷ்டிக்கப்பட்டது. இதனை முன்னிட்டு பான் கி மூன் வெளியிட்டுள்ள அறிக்கையில் கூறப்பட்டுள்ளதாவது; தங்கள் உயிருக்கு பாதுகாப்பு இல்லாத சூழ்நிலையில் தான் சொந்த நாட்டை விட்டு வெளியேறி வேறு நாடுகளில் அகதிகள் தஞ்சமடைகின்றனர். எனவே அவர்களை வரவேற்க வேண்டும். உள் நாட்டில் பல்வேறு நிதிப் பிரச்சினைகள் இருந்தாலும் அகதிகளாக வருபவர்களை திரும்ப அனுப்பக்கூடாது. வேறு வழியில்லாத நிலையில் தான் அவர்கள் நம்மை நாடி வருகின்றனர். எனவே அவர்களுக்கு கண்டிப்பாக உதவி செய்ய வேண்டும் என்று அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது. கடந்த ஆண்டில் மட்டும் 43 இலட்சம் பேர் தங்கள் நாடுகளில் இருந்து வெளியேறி பிறநாடுகளில் அகதிகளாக தஞ்சம் புகுந்துள்ளனர். இவர்களில் பெரும்பாலானோர் தங்கள் உயிரைக் காப்பாற்றிக் கொள்ளவே நாட்டைவிட்டு வெளியேறியுள்ளனர். அகதிகளில் 5 இல் 4 பேர் வளரும் நாடுகளைச் சேர்ந்தவர்கள் என்று ஐ.நா. வின் அகதிகள் மறுவாழ்வு பிரிவு தெரிவித்துள்ளது. அகதிகளுக்கான போதியசட்டங்கள் இல்லாத நிலையில் 2 இலட்சத்துக்கும் மேற்பட்ட இலங்கை, திபெத் அகதிகள் இந்தியாவில் உள்ளனர். இது தவிர வேறு பலநாடுகளில் இருந்து 17 ஆயிரத்துக்கும் மேற்பட்டோர் இந்தியாவில் தஞ்சமடைந்துள்ளனர். ஆனால் 1940 ஆம் ஆண்டுகளில் உள்ள அகதிகள் சட்டத்தை வைத்துக்கொண்டு எதையும் செய்யமுடியாது.அகதிகள் இந்தியாவில் எளிதில் ஏற்றுக் கொள்ளப்படுகிறார்கள்.ஆனால் அவர்கள் பாதுகாப்பாக வசிக்க போதிய வசதிகள் செய்து தரப்படுவது இல்லை.எனவே அகதிகளை நிர்வகிக்க சரியான சட்ட நடைமுறைகளை இந்தியா கொண்டுவர வேண்டும் என்று தெற்காசிய மனிதஉரிமைகள் அமைப்பு தெரிவித்துள்ளது.

UN Secretary-General Ban Ki-moon stressed to the Sri Lankan government importance of dealing with accountability issues in themeeting on Wednesday at United Nations Headquarters in New York with Mahinda Samarasinghe, the Special Envoy of the President of Sri Lanka on Human Rights, the UN news agency said.

The agency said the meeting was part of the UN’s “ongoing dialogue” with the Sri Lankan Government as a follow-up to the Joint Statement made by the Secretary-General and President Mahinda Rajapaksa in May 2009, when Mr. Ban visited the country shortly after the end of the conflict.

Wednesday’s discussion, according to information provided by the Secretary-General’s spokesperson, also touched on the importance of an inclusive national dialogue aimed at achieving genuine political reconciliation, as well as ongoing progress with regard to recovery and resettlement efforts in the north.

Last month, Mr. Ban forwarded a report by a three-member UN panel of experts on accountability issues during the civil war to the Human Rights Council and the Office of the High Commissioner for Human Rights (OHCHR).

The panel found there were credible reports that both Government forces and the LTTE committed war crimes during the war’s final months.

In particular its report said up to 40,000 civilians perished in indiscriminate heavy shelling by the Sri Lankan armed forces, part of a military campaign that constituted “systematic persecution” of the Tamil people.

Following publication of the report earlier this year, the Sri Lankan government denounced the report, its authors and Mr. Ban, a stance Colombo maintains.

ஐநா சபை, ஜூன்.22: ஐக்கிய நாடுகள் சபையின் பொதுச்செயலாளராக இரண்டாவது முறையாக பான் கி-மூன் ஒருமனதாக தேர்ந்தெடுக்கப்பட்டார்.இவர் ஜூன் 13, 1944 அன்று கொரியாவின் சுங்ஜு நகரத்தில் பிறந்தவர்.மரண தண்டனைகள் ஒழிக்கப்பட வேண்டும் என்ற கொள்கையில் உறுதியாக இருப்பவர் பான் கி-மூன் என்பது குறிப்பிடத்தக்க அம்சமாகும்.67 வயதான தென் கொரிய முன்னாள் வெளிவிவகார அமைச்சரான பான் கி-மூனை 192 நாடுகள் ஒருமனதாக ஏற்றுக்கொண்டன. அவரது இரண்டாவது பதவிக்காலம் 2012 ஜனவரி 1-ம் தேதியில் இருந்து தொடங்குகிறது.மீண்டும் ஐநா பொதுச்செயலர் பதவிக்கு போட்டியிட இருப்பதாக பான் கி-மூன் 2 வாரங்களுக்கு முன்பு அறிவித்தார். பாதுகாப்பு சபையும் அவருக்கு ஆதரவு அளித்தது.தன்னை மீண்டும் பொதுச்செயலர் பதவிக்கு தேர்ந்தெடுத்து மிகப் பெரிய கெளரவம் அளிக்கப்பட்டிருப்பதாக பான் கி-மூன் மகிழ்ச்சி தெரிவித்தார்.

கொழும்பு, ஜூன்.11: பான் கி மூன் இரண்டாவது முறையாக ஐநா பொதுச்செயலர் ஆவதற்கு இலங்கை அரசு ஆதரவு தெரிவித்துள்ளதாக அந்நாட்டில் இருந்து வரும் தகவல்கள் தெரிவிக்கின்றன.இலங்கையின் போர்க்குற்றங்கள் தொடர்பான ஐ.நா. நிபுணர் குழு அறிக்கையை மையமாக வைத்து இலங்கை அரசுக்கும் ஐநா சபைக்கும் இடையே சமீபகாலமாக கருத்து வேறுபாடு ஏற்பட்டிருந்தது.இந்த நிலையில் பான் கி மூனின் பதவிக்காலம் விரைவில் முடிவடையும் நிலையில் உள்ளது. இரண்டாவது முறையாக அவர் போட்டியிட விரும்புகிறார். அவருக்கு பல்வேறு நாடுகள் ஆதரவு தெரிவித்துள்ளன. பான் கி மூன் ஐநா பொதுச்செயலர் ஆவதற்கு இலங்கையும் ஆதரவு தெரிவித்துள்ளதாக அந்நாட்டின் தமிழ் இணையதளங்களில் செய்தி வெளியாகி உள்ளது.

ஐக்கிய நாடுகள் சபையின் பொதுச்செயலாளராக பான் கீ மூன் இருக்கிறார். இவரது பதவிக்காலம் 5 ஆண்டுகள் ஆகும். கடந்த 4 1/2 ஆண்டுகளுக்கு முன்பு இவர் இந்த பதவிக்கு தேர்ந்தெடுக்கப்பட்டார்.

 

இவரது பதவிக்காலம் இந்த ஆண்டு டிசம்பர் மாதம் 31-ந்தேதியுடன் முடிகிறது. இதை தொடர்ந்து புதிய பொதுச்செயலாளரை தேர்ந்தெடுப்பதற்காக தேர்தல் நடக்க இருக்கிறது. இந்த தேர்தலில் மீண்டும் போட்டியிடப்போவதாக பான் கீ மூன் அறிவித்து இருக்கிறார்.

நாகசாகி அணுகுண்டு தாக்குதலில் உயிர் தப்பிய சுமித்ரூ தானிக்சியை சந்தித்துப் பேசுகிறார் ஐ.நா. பொதுச் செயலர் பான் கி-மூன்.

நாகசாகி, ஆக. 5: அணு ஆயுதங்களை முழுமையாக அழிக்க வேண்டும் என்று ஐ.நா. பொதுச் செயலர் பான் கி-மூன் வேண்டுகோள் விடுத்துள்ளார்.  ஜப்பானின் ஹிரோசிமா, நாகசாகி நகரங்கள் மீது அணுகுண்டு வீசப்பட்டதன் 65-வது ஆண்டு நினைவு தினம் ஹிரோசிமாவில் வெள்ளிக்கிழமை (ஆகஸ்ட் 6) நடைபெறுகிறது. இதில் பங்கேற்க பான் கி- மூன் ஜப்பான் சென்றுள்ளார். நாகசாகி நகரில் உள்ள அணு குண்டு தாக்குதல் நினைவு அருங்காட்சியகத்தில் வியாழக்கிழமை நடைபெற்ற நிகழ்ச்சியில் பங்கேற்ற அவர், 1945-ம் ஆண்டு தாக்குதலில் உயிர் தப்பியவர்களை சந்தித்துப் பேசினார்.  அப்போது பேசிய அவர், உலகில் எந்தப் பகுதியிலும் மீண்டும் அணுகுண்டு தாக்குதல் நடைபெறக்கூடாது, அதற்கு அணு ஆயுதங்களே இல்லை என்ற நிலை உருவாக வேண்டும் என்றார்.  உலக நாடுகள் அனைத்தும் அணு ஆயுதங்களை முழுமையாக அழிக்க வேண்டும் என்றும் அவர் கேட்டுக் கொண்டார்.

We should not blame only America. They will not attack without any reason, do you know this IRAQ and AFGHAN has been attacked by America. Because twin tower attacked by 9 persons from Iraq,5 persons from Afghanistan and 3 from Pakistan. Financial supported from Iraq.(17 guys went there for higher studies, you have to know americans have conscience and good heart - they are helping more than 50% orphange center all over the world). Japan also attacked because of Pearl harbour attacked by Japan. With out reason they will not do anything.

உலகின் ஜனநாயகத்தின் பாதுகாவலன் என்று தன்னைத்தானே கூறிக்கொள்ளும் அமெரிக்காவின் கடந்துவந்த பாதைகளை கண்ணுற்றால் அவை அந்நாட்டின் கோரமுகத்தை காட்டும் கண்ணாடியாக விளங்குவதை காணமுடியும். இராண்டாம் உலகப் போரின்போது ஜப்பான் நகரங்களான ஹிரோஷிமா மற்றும் நாகசாகி மீது அணு ஆயுத குண்டுகளை வீசி அழித்தது. அமெரிக்காவின் இந்த அணுஆயுத தாக்குதலில் முதலில் ஹிரோஷிமா மீது வீசப்பட்ட 'லிட்டில் பாய்' என்ற குண்டின் மூலம் ஒரு லட்சத்து நாற்பதாயிரம் பேர் உயிரிழந்தனர். பல்லாயிரம் பேர் கதிர்வீச்சால் பாதிக்கப்பட்டனர். இரண்டாவதாக நாகசாகி மீது 'பேட்மேன்' என்ற அணுகுண்டை அமெரிக்கா வீசியதில் அந்த நகர் நிர்மூலமாக்கப்பட்டதோடு, கதிர்வீச்சால் சுமார் இரண்டு லட்சத்து முப்பதாயிரம் பேர் மாண்டதாக கூறப்படுகிறது. அமெரிக்காவின் அத்தகைய மோசமான மனிதப்படுகொலையின் நினைவு நாள் இன்று அனுஷ்டிக்கப்படுகிறது. அன்று அமெரிக்காவுக்கு ஒரு ஹிரோஷிமா- நாகசாகி; இன்று ஒரு ஈராக்-ஆப்கானிஸ்தான். அமெரிக்க பயங்கரவாதத்தின் முடிவு நாள் எப்போது....? வேண்டாம் அணு ஆயுதம்; வேண்டும் அன்பு எனும் ஆயுதம்.

வணக்கம் இலக்குவனாரே...... பான் கீ மூனை அருகதையற்றவர் என்று தாக்குகிரீரே... சரி...... இலங்கையில் மனித உரிமை மீறலை விசாரிக்க அமைத்த குழுவை உங்களது மாஆஆஆஆஆஆஆன்புமிகு கருணாநிதி ஆதரிக்கவில்லையே அது உங்களுக்கு நியாயமாக ப்டுகிறதா?

நியூயார்க், ஆக. 25: வாய்ப்பு மற்றும் வளர்ச்சியைக் கண்டறிவதே கற்றலின் பலன் என்று ஐக்கிய நாடுகள் சபையின் பொதுச் செயலர் பான் கி மூன் கூறினார். செப்டம்பர் 8-ம் தேதி சர்வதேச எழுத்தறிவு தினமாகும். அதைமுன்னிட்டு அவர் வெளியிட்டுள்ள அறிக்கையில் கூறியிருப்பதாவது: வெறுமனே எழுதுவதும் படிப்பதும் மட்டுமே எழுத்தறிவு பெற்றதாகாது. வாய்ப்புகளைக் கண்டறிவதோடு வளர்ச்சியை மையமாகக் கொண்டதாக இருக்க வேண்டும் என்றும் அவர் கூறினார். ஐக்கிய நாடுகள் சபை உறுப்பினர்களாக உள்ள நாடுகள் அனைத்தும் சர்வதேச அளவில் அனைவரும் எழுத்தறிவு பெறுவதை இலக்காகக் கொண்டு அதற்குரிய நடவடிக்கைகளை எடுத்தல் அவசியம். இதற்கு உறுதுணையாக தேவையான உதவிகளை அளிப்பதோடு உண்மையான வளர்ச்சிக்குத் தேவையான வளங்களை உருவாக்க வேண்டும் என்று அவர் குறிப்பிட்டார். உலகில் மிகுந்த அளவில் வளம் உள்ளது. ஆனால் இந்த உலகில் வாழ கல்வியும், அறிவும்தான் பாஸ்போர்ட் போன்றவை. ஆனால் உலகில் உள்ள மொத்த மக்கள் தொகையில் 77.60 கோடி பேர், பெரும்பாலான பெண்கள் அடிப்படை வசதிகளின்றி, எழுத்தறிவில்லாதவர்களாக வாழ்கின்றனர். அத்துடன் 7.50 கோடி குழந்தைகள் பள்ளிக்குச் செல்லாமல் இருப்பது மிகவும் கவலையளிக்கும் விஷயமாகும். மேலும் பாதியிலேயே பள்ளிக் கல்வியை கைவிடும் குழந்தைகளின் எண்ணிக்கையும் அதிகரித்து வருவது கவலையளிக்கிறது. குறைந்தபட்ச கல்வி மூலம் ஒரு மனிதனின் வாழ்க்கையில் எத்தகைய மாற்றங்கள் ஏற்படுகிறது என்பதை பிரபல கல்வியாளர் டாக்டர் லாலகே குறிப்பிட்டுள்ளார். அவரது கூற்றை அனைவரும் நினைவுபடுத்திக் கொள்ள வேண்டியது மிகவும் அவசியம். இதை மனதில் கொண்டு இந்த ஆண்டு கல்வியறிவு இயக்கத்தை முழுவீச்சில் செயல்படுத்தவேண்டும் என்றார் பான் கி மூன்.

When UN Secretary-General Ban Ki-moon visited Sri Lanka, he knew from his officials that at least 20,000 civilians had been killed by Sri Lankan troops in the offensive against the Tamil Tigers. Mr Ban never mentioned this figure to his Sri Lankan interlocutors. He saw, while travelling by air over a supposed "no-fire" zone, the evidence caught between the army and the insurgents. Yet he has still not confirmed the authenticity of photographs taken from the same helicopter setting out that scene of carnage and mass makeshift graves. There is terrible augury for such inexplicable reticence. The day after Bosnian Serb forces seized Srebrenica, deemed by the UN to be a "safe area", in 1995, Boutros Boutros Ghali, Mr Ban's predecessor, was asked whether this represented the organisation's greatest failure in Bosnia. He replied: "No. I don't believe this represents a failure. You have to see if the glass is half full or half empty." The name of Srebrenica, in which 8,000 Bosniak men and boys were slaughtered, has become synonymous with insouciance and failure by the UN, and not only with the barbarism of the perpetrators. Any parallel for the UN with what has happened in Sri Lanka must be scotched now. That can be done only by Mr Ban speaking forthrightly about what he saw. He is a civil servant rather than an executive; and the cause of historical truth as well as international protest depends on the UN Security Council having full and public knowledge of what he saw. There is no case for restricting diplomacy to private channels. There is no confidential quality to what Mr Ban can testify. British Foreign Secretary David Miliband was denied access to the north of the country when he visited Colombo a fortnight ago. He has a belated but important role now in pressing Mr Ban to speak. There is no question that the defeated Tamil Tigers were guilty of numerous depredations and horrific acts of suicide terrorism. Vellupillai Prabhakaran, the slain leader of the Tigers, denied, among other murderous acts, sending the assassin of former Indian prime minister Rajiv Gandhi but few doubt that he was lying. But the shelling of civilians in a supposed safe area and their deaths by the tens of thousands are not a matter for the Sri Lankan government alone. UN sources have described the offensive as a war waged without witnesses. However just the cause and brutal the adversary, there must always be disinterested witnesses to military campaigns. That is particularly so with adversaries that practise indiscriminate attacks; there is always a temptation, in response, to suspend the laws of war and the observance of due process in the name of higher necessity. And that temptation must always be restricted. The Sri Lankan government has much to account for. Yet it has responded with disingenuity and fantasy. It first denied the deaths of civilians and then claimed that the photographic evidence, repeated by independent witnesses, had been forged. In doing so, it is perpetrating sins of omission in order to obscure those of commission. Mr Ban must speak; the UN must investigate. Nothing else will demonstrate a decent respect for the opinions of mankind.

சிங்களர்கள்-காங்.அடிமைகள் நோக்கம் தமிழர்களை முற்றாக ஒழிக்க வேண்டும் என்பதுதான். அதற்கு உடந்தைதான் ஐ.நா. . அந்த நோக்கம் முழுமையாக நிறைவேறாத பொழுது எப்படியோ தப்பிப் பிழைத்தவர்களை அப்படியே விட்டு அழிப்பதுதான் இவர்களின் நோக்கம். அப்படி இருக்க எதற்கு இந்த நாடகம்? பான் கீ மூன் உண்மையிலேயே மனச் சான்றுக்கு வேலை கொடுப்பவராக இருந்தால் இவ்வாறு செயதியாளர்கள் மூலம் பேசி நடிக்காமல் ஐநா மன்றத்திலேயே நடவடிக்கை எடுக்க வேண்டும். பூனைக்குத தோழனாக இருந்து கொண்டு பாலுக்கும் காவல காப்பதுபோல் நடிக்கக் கூடாது. மனம் ஒட்டாதவர் பின்னே சென்று வாழ்வதை விட அழிவதே மேல் என்னும் தெய்வப்புலவர் திருவள்ளுவர் கூற்றை உணர்ந்து அழியும் தமிழ் இனத்தைக் காப்பாற்ற தமிழ் ஈழமே தீர்வு என்பதை உணர்ந்து அதற்கு ஏற்பிசைவு வழங்க வேண்டும். சிங்கள இந்தியக் கொடுங்கோலர்களைத் தண்டிக்க வேண்டும். இல்லையேல் நடிக்காமல பதவியை விட்டு ஓட வேண்டும். போலிப் புத்தர்களை புத்த நெறியில் இருந்து நீக்க வேண்டும். மலரட்டும் மனித நேயம்! வெல்க தமிழ் ஈழம்!

It is a shame that UN is in capable of taking any action against the mass murderer Srilanka. I am confused about the existence of UN. Tamils be united atleast to get justice for the affected Ellam Tamils. Tamil Ellam is the only solution. There is no peace talk with a genocider who killed more than 1500000 tamils during last 60 years (since the srilankan independence). Singalese are majoritarians, they lack social integrity and are not yet civilized society to respect their minority community equal. So it is better that Tamils fight to establish their right. Tamils of the world be united and establish justice for your brotheren in the bloody island.

Srilanka has threaden India not to support United Nations' inquiry about the genocide 30,000 Srilankan innocent Tamils mass murder because if United Nations take up this genoide 30,000 inquiry in the international court srilanka would say that India did the genocide not by Srilanka. Therefore, India oppose the genocide inquiry in the United Natins. However, Srilankan Tamils never forget India's dirty work and hurt all Tamils around the world what Indian did for the Srilankan Tamils.

Continuation... You all know what happened. China didn't like India and supplied nuclear tech to Pakistan without realizing/understanding/expecting the consequences. What did Pak do? They sold the neclear tech to N.Korea, Libya and Iran I believe. Human beings are always looking for some sort of identity and they are selfish. In our example, its starts with Nation at the highest level, them comes down to State, religion, language, ethnicity, caste, relatives and it ends up in ones own family. Some even go one step further in selfishness and they don't have care about their family. Unless the whole world becomes one nation (which will never happen), there is no solution to all these problems. If anyone believes in GOD, then all these things out of its contorl as well.

Boobathi, I would point out few facts. UN gets most of the funding from US. When US went for Iraq was, UN did not approve. The 5 permanent members of Security council have the Veto power. UN neither has the power nor has its own military of its own to do anything. Pretty much UN is toothless. You are right in blaming the Indian govt as well as Tamizhians who voted for Congress/DMN in the parliament election, inspite of their neglect. Now let us look at few other facts. There are millions of people are displaced, thousands are killed in Darfur (Sudan). Not sure about you, but I do care about them. What do you think the Nations on their earth has done so far? Nothing, they are even afraid to call a spade as a spade (genocide). Because China has a vested interest in Darfur (Oil supply). India is not better either. Why don't anyone from UN or IC ask the Srilankan government (1) whether they are introducing Identity cards (even though it is voilating human right) to all age of Singhalese too? (2) Why don't they help and let the people suffered on war to go free, if the government has destroyed all LTTE members?........................................ The Singhalese people should know there is no life to them either they destroy the head & Shoulders (Tamil Eelam to Srilanka) or we (Tamils) seperate them from the body. From the beginning Obama, Canada and other European union countries were asking for cease fire. They even requested an inquiry into human rights violation (20000+ peoppe got killed.) As long as the Tamils are voting for rice and saree, the rights of the Tamils will not be protected. It is time every Tamil youth becomes another Prabakaran or Veerapan. Then the Inidan government and the International community will realize where they erred. The Tamilnad government must send some intellectuals with the help of the Indian army to find the pathetic plight of the ailing Tamils, especially Karunanidhi with his family must stay in the Sinhala Concentration camp, then let's see what would they do.

I think Eelam Tamils can leave atleast 50% of the Tamils here in Tamilnadu. They are not going to do anything for Tamil. They love and adore North Indians. They keep names of them. UN and all the western countries had only expressed concern to the Tamils plight in Sri Lanka but they never did anything useful to stop suffering of the Tamils. One of my relatives family in internment camp and the Sri Lanka Army has taken away their 13 year old daughter and they never hear of her since then. Tamil representatives and human right organisations are reporting that 13,000 Tamil civilians have been taken away by the Army from these interment camp and reported missing and there are evidence some of the these people including girls aged as 12 have used by sex slaves in the Army camps. It seems Tamils are left alone to fight for their survival and there is more valid reason for Tamil youth to take arms then ever before.
