15-09-2012 அன்று -காலை தில்லி தமிழ்ச்சங்கமும் தினமணி நாளிதழும் இணைந்து தில்லி தமிழ்ச்சங்க வளாகத்தில்”அகில இந்திய தமிழ் இலக்கிய அமைப்புக்களின் மாநாடு-2012”தொடங்கியது.மாநாட்டை இந்திய குடியரசின் முன்னாள் தலைவர் ஆ.ப.ஜெ.அப்துல்கலாம் தொடங்கி வைத்தார்.தினமணி ஆசிரியர் கே.வைத்தியநாதன் தொகுப்புரை வழங்க,கவிஞர் வைரமுத்து சிறப்பு விருந்தினராகவும்,நல்லி குப்புசாமி செட்டி வாழ்த்துரையும் வழங்கினர்.பெங்களுரு,மைசூர்,மும்பை,நவி மும்பை,ஐதராபாத், திருவனந்தபுரம்,ஆகிய மாநில தமிழ்ச்சங்கங்கள்,மலேசிய எழுத்தாளர்கள் சங்கம்,தலைநகர் தமிழ்ச்சங்கம்,உலகத்தமிழர் பேரமைப்பு ஆகியவற்றின் பிரதிநிதிகள் அறிமுக உரை ஆற்றினர்.மதிய உணவுக்குப்பின் கருத்தரங்கு நடைபெற்றது.தமிழறிஞர் தமிழண்ணல் தலைமையில் திருவாளர்கள்:இரா.செல்வகணபதி,இராம.குருநாதன்,தெ.ஞானசுந்தரம்,சொ.சோ.மீ.சுந்தரம்,திருப்பூர் கிருஷ்ணன்,சந்திரசேகரன் ஆகியோர் பல்வேறு தலைப்புக்களில் உரையாற்றினர்.

திருக்குறளை தேசிய நூலாக மத்திய அரசு அறிவிக்க வேண்டுமென தீர்மானம் நிறைவேற்றப்பட்டது.
நிகழ்ச்சி தொடர்பாக…

பேசிய அனைத்து அமைப்புக்களும் மகாகவி பாரதிக்கு ஆண்டுதோறும் விழா எடுப்பதாக சொன்னார்கள்.ஆனால் அவர்கள் பேசத்தொடங்கும் போது “எங்கள் வாழ்வும் எங்கள் வளமும் மங்காத தமிழ் என்று சங்கே முழங்கு”என்ற பாரதிதாசனின் வரிகளைச் சொல்லிவிட்டு, பாரதிதாசனைப் பற்றி ஒரு வரிகூட சொல்லாமல் இருந்தது ஒருதலைப்பட்ட அமைப்புக்களின் கூட்டமாக இருக்குமோ எனும் சந்தேகம் உண்டானது.”பல தமிழறிஞர்களின் பேச்சில் பல சமஸ்கிருத வார்த்தைகள் கலந்து இருந்தன.சென்னை மற்றும் பிற பகுதிகளில் இருந்து வந்திருந்த தமிழறிஞர்கள் கவனிப்பாரற்று இருந்ததையும் அவர்கள் வருத்தப்பட்டதையும் காணமுடிந்தது.நடிகர் ராஜேஷ் உட்கார முடியாமல் நின்றதும்,குன்றக்குடி அடிகளார் மதிய உணவுக்கு அதிக நேரம் கவனிப்பாரற்று இருந்ததும் உதாரணங்கள்.தமிழகத்தின் தென் மாவட்டங்களிலிருந்து மிகச்சிலரே வந்திருந்தனர்.அழைப்பே இல்லாத மாநாடு இதுதான் என பலர் விமர்சித்ததைக் காணமுடிந்தது.அதிலும் தமிழகத்தின் தென் மாவட்ட அமைப்புக்களின் பிரதிநிதிகளுக்கு பேச வாய்ப்பளிக்கப்படவில்லை.வழக்கம்போல் “வடக்கு வாழ்வதும் தெற்கு தேய்வதும்”இந்த மாநாட்டிலும் எதிரொலித்தது.கவிஞர் வைரமுத்து வழமை போல்”கலைஞர்”துதிபாடினார்.வள்ளல் பாண்டித்துரைத்தேவர் தொடங்கிய மதுரைத்தமிழ்ச்சங்கம்,தமிழவேள் உமாமகேசுவரனார் தொடங்கிய கரந்தை தமிழ்ச்சங்கம் போன்ற உண்மையான, பழமையான சங்கத்தின் பிரதிநிதிகள் எவரும் கலந்துகொள்ளவில்லை.

சாதிப்பட்டத் துறப்பிற்கு வழிகாட்டிய முன்னோடி இராமச்சந்திரனார்

ஒவ்வொருவரும் தத்தம் பெயர்களுக்குப் பின்னால் சாதிப் பெயர்களைப் பெருமையாக இணைத்துக் கொள்ளும் அவலமான வழக்கம் இந்தியாவில் உள்ளது. இத்தகைய போக்கு தமிழ்நாட்டை விடப் பிற மாநிலங்களில் பெரும்பான்மை இருப்பதையும் நாம் காணலாம். சான்றாக இராய், இராவ், எக்டே, ஐயர், கோசு, கௌடா, கௌர், சட்டர்சி, சர்மா, சிங், சோனி, சௌத்திரி, திரிவேதி, தேசாய், நம்பியார், நாயர், நாயுடு, பட், பட்டேல், மிசுரா, முகர்சி, மேனன், வர்மா, என ஆயிரக்கணக்கிலான சாதி ஒட்டுகளைக் கூறலாம். பிற மாநிலங்களின் தலைவர்கள் சாதிப் பெயர்களாலேயே அழைக்கப்படும் நிலையும் உள்ளது. தமிழ்நாட்டில் ஒரு காலத்தில் (ஈ.வெ.இராமசாமி) நாயக்கர் என்றழைக்கப்பட்ட பெரியார் ஈ.வெ.இரா. ஆனார்; (காமராசு) நாடார் என அழைக்கப்பட்டவர் காமராசர் ஆனார். பொதுவாக இன்றைய தலைவர்கள் சாதிப்பெயர்களுடன் அழைக்கப்படுவதில்லை. பொது மக்களிலும் பெரும்பான்மையர் சாதிப் பெயர்களுடன் குறிக்கப்படுவதில்லை. சாதி வழக்கமும் சாதிச் சண்டைகளும் சில இடங்களில் சாதிக் கொடுமைகளும் இருப்பினும் பொதுவாக வெளிப்படையாகச் சாதியைக் குறிப்பிடும் பழக்கம் குறைவு.

தமிழ்நாட்டில் மட்டும் இந்த மாற்றம் ஏற்படக் காரணம் என்ன? நீதிக்கட்சியின் தொண்டும் தொடர்ந்து திராவிட இயக்கங்கள் மேற்கொண்ட பரப்புரைப் பணிகளுமே இந்த நிலை மாற்றத்திற்குக்காரணம். நீதிக்கட்சியும் திராவிட இயக்கங்களும் மேற்கொண்ட அமைதிப்புரட்சியைப் பலர் உணரவில்லை.

இத்தகைய அரும்பணிக்கு முன்னோடியாக வித்திட்ட ஆன்றோர் யார்? அவர்தாம் பகுத்தறிவுச் சுடர், தன்மதிப்பு இயக்கத் தலைவர், சிவகங்கைச் செம்மல் இராமச்சந்திரனார்.

அனைவருக்கும் கட்டணமில்லாக் கல்வி! மாணவர்க்கு உணவு வழங்கும் திட்டம்! முதலான அவர் கொணர்ந்த தீர்மானங்கள் பல இன்றைக்குப் பகுதி அளவில் அரசுப்பள்ளிகளில் இலவசக்கல்வி, சத்துணவுத் திட்டம், என வெவ்வேறு பெயர்களில் செயலாக்கம் பெற்றுள்ளன. ஆனால், தொலைநோக்கில் இவற்றை அறிமுகப்படுத்திய ஆன்றோரை மறந்துவிட்டோம்.

பிறப்பொக்கும் எல்லா உயிர்க்கும் என்னும் வள்ளுவர் வழியில் வாழ்ந்த அவர், சாதி இருக்கின்றது என்பானும் இருக்கின்றானே என்ற அவலத்தைப் போக்க எடுத்த புரட்சிச் செயலே சாதி வால் இல்லாத் தமிழ்ப் பெயர்களைப் பார்க்கும் நிலையை ஏற்படுத்தி உள்ளது.

செங்கற்பட்டில் தமிழ்மாகாணத் தன்மதி்ப்பு மாநாடு 1929 ஆம் ஆண்டு பிப்ரவரி 18, 19 ஆகிய இரு நாட்களும் நடைபெற்றது. இம்மாநாட்டில் வரலாற்றுச்சிறப்பு மிக்க இரு தீர்மானங்களைக் கொணர்ந்தார். அவைதாம் தமிழ் நாட்டில் பெரும்புரட்சியை ஏற்படுத்தின.

திராவிட இயக்கங்கள் உருமாறி ஆட்சிச் சுவையில் மூழ்கியதால் இதில் பின்னடைவு ஏற்பட்டிருக்கிறது. இதனை ஒரு கட்சி அல்லது இயக்கத்திற்குரிய கொள்கையாகப் பாராமல், சாதி இரண்டொழிய வேறில்லை என்னும் தமிழ்நெறி பிறந்த மண்ணில் சாதிக் கொடுமைகளும் சாதிப்பிளவுகளும் அடியோடு அகல வேண்டும் என்னும் உறுதிப்பாட்டை அனைவரும் எடுக்க வேண்டும். இது தமிழராய்ப் பிறந்த ஒவ்வொருவரின்பணி. தமிழ்நாட்டில் வாழும் அனைவரின் பணி.

சிவகங்கைச் செம்மல் பெருநெருப்பாய் பரவும் சிறு பொறியை விதைத்ததைப் பார்ப்போம்!

மாநாடுகளிலும் சிறப்புக் கூட்டங்களிலும் இராமச்சந்திரனார் கொண்டு வந்த தீர்மானங்களும் தீர்மான முன்மொழிவு வழிமொழிவுச் சொற்பொழிவுகளும் ஆற்றிய தலைமை உரைகளும் சிந்தனையை வெளிப்படுத்திய சிறப்பு உரைகளும் என்றென்றும் போற்றப்படவேண்டியவையே. இருப்பினும் இந்தியா முழுவதும் வழிகாட்டியாகக் கொள்ளக்கூடிய இரண்டு தீர்மானங்களை இப்போது பார்க்கலாம்.

சாதி வாலை வெட்டி எறியச் செய்த அத்தீர்மானங்கள் வருமாறு

1. மக்கள் தங்கள் பெயர்களுடன் சாதி அல்லது வகுப்பைக் காட்டும் பட்டங்களை இன்று முதல் வி்ட்டுவிடவேண்டும் என இம்மாநாட்டின் மூலம் தமிழக மக்களைத் தீர்மான வடிவில் கேட்டுக் கொள்கிறேன்.

2. மக்கள் சாதி அல்லது சமயப் பிளவுகளைக் காட்டக் கூடிய குறிகளை எதிலும் எங்கும் அணிந்து கொள்ளக் கூடாது என்பது எனது இரண்டாவது தீர்மான வடிவாகும்.

சாதிப்பட்டங்களைத் தூக்கி எறிய வேண்டிய தீர்மானங்கள் குறித்து அன்றைக்கே அவர் பேசிய பேச்சு இன்றைக்கும் நமக்கு வழிகாட்டியாகும்.

இத்தீர்மானங்களால் நாளையே நமக்கு நன்மை வந்து சேர்ந்துவிடப் போவதில்லை ஆயினும், நம் மனங்களில் ஒற்றுமை ஏற்படுத்த இது அவசியம். நம்மில் இத்தீர்மானம் சிலருக்குப் பயத்தையும் கோபத்தையும் ஏற்படுத்தலாம். யாரும் அஞ்ச வேண்டியது இல்லை. கோபமும் தேவை இல்லை. சுயமரியாதையைக் காட்ட வந்த நாமே நீண்ட காலமாக இந்தத் தவறுகளைச் செய்திருக்கக்கூடாது. இப்போதும் காலம் கடந்துவிடவில்லை.

நமக்குப் பின்னால் நாடார், சேர்வை, பிள்ளை எனும் வால் பட்டங்கள் நம்மைப் பிரித்து வைத்துள்ளன. இவற்றை நாம் மறந்து விட்டால் நம்மில் வேறுபாடுகள் இருக்க வாய்ப்பில்லை அல்லவா? மக்களும் அதுபோல் நடந்து கொள்வார்கள். எதிர்காலப் பகுத்தறிவுச் சமூகம் நம்மை இதற்காக நிச்சயம் வாழ்த்திப் புகழும்.

நாம் அனைவரும் பகுத்தறிவுவாதிகள். முதலில் நாம் ஒன்றாவோம். சாதி பேதங்களைக் களைந்து உலகக் குடிமக்கள் ஆவோம். பின்னர் இந்துக்களும் கிறித்துவர்களும் முகம்மதியர்களும் என்றே வித்தியாசப்பட்டு நிற்பர். இனிவரும் நாளில் உலகத்து மனிதர்கள் எனும் ஓர் அமைப்பிற்குள் அவர்களையும் கொண்டுவந்து சேர்க்கும் உரிமை நமக்கு வந்துவிடும்.

மாநாட்டுத தலைவர் சௌந்தரபாண்டியன் அவர்களை ஒன்று கேட்டுக் கொள்வேன். இது முதல் இருந்த சேர்வை என்ற பட்டத்தை நான் தூக்கி எறிகிறேன். இனி நான் இராமச்சந்திரன் மட்டும்தான். என்னை யாரும் சேர்வை என்று அழைக்க அனுமதிக்க மாட்டேன். சௌந்திர பாண்டியன் அவர்களும் இனித் தனது பட்டமான நாடார் என்பதைத் தூக்கி எறிய வேண்டுகிறேன். மற்றவர்கள் அவரை நாடார் என இனி அழைக்காமல் பார்த்துக் கொள்ள வேண்டியது அவர் கடமை. இது நாம் நம் எதிர்காலத்திற்குச் செய்யும் சேவை. சுயமரியாதைக்குத் தருகின்ற மரியாதையாகும்.

அன்றைக்கு இராமச்சந்திரனார் விதைத்த சிறு விதை இன்று பெரு ஆலமரமாய் தழைத்தோங்கி நிற்கிறது. எதிர்கால நோக்குடனும் சமநிலை மன்பதையை உருவாக்கும் இலக்குடனும் அவர் கொண்டு வந்த சாதிப்பட்ட ஒழிப்புத் தீர்மானங்களே இன்றைக்குத் தமிழ்நாட்டில் செயல்பாட்டாய் மலர்ந்துள்ளது.

ஒடுக்கப்பட்டவர்களை உயர்த்துவதற்காகத் தம் உழைப்பையும் செல்வத்தையும் நல்கிய இராமச்சந்திரப் பெருமகனார், சாதிப்பற்றில் ஊறியிருந்த மக்களின் நிலையை உணர்ந்தும் அதே நேரம் முயன்றால் முடியாதது இல்லை என்ற நம்பிக்கையிலும்தான் நாளையே நமக்கு நன்மை வந்து சேர்ந்துவிடப் போவதில்லை எனப் பேசி உள்ளார். அவர் எண்ணியவாறு ஒரே இரவில் என்றில்லாமல் படிப்படியாக இன்றைக்கு அக்கனவு பெருமளவு நனவாகி உள்ளது. தமிழ்நாட்டில் சாதிப்பட்டங்களும் சாதி, சமயக் குறியீடுகளும் பெருமளவு குறைந்துள்ளன. ஆனால், இந்தியா முழுமையும் மக்கள் தத்தம் சாதி வாலை அறுத்தெறியும் - சாதி, சமயக் குறியீடுகளைத் துடைத்தெறியும் - நாளை விரைவில் கொணர நாம் பாடுபடவேண்டும். உச்ச நீதிமன்றத்தை அணுகி, நம் சம உடைமை அரசில் சாதிவாலுடன் உள்ளவர்கள் தேர்தலில் நிற்பதும் அரசின் பதவிகளை வகிப்பதும் அரசமைப்பிற்கு எதிரானது எனக் கூறி தடை பெற வேண்டும். பிற மாநில அரசுகளையும் மத்திய அரசையும் இந்தியா முழுமையும் உள்ள தலைவர்களையும் அமைப்பினரையும் பொதுமக்களையும் அணுகி, மனமாற்றம் செய்து, ஒன்றே குலம் என்னும் நிலையை விரைவில் அடைய வேண்டும். இராமச்சந்திரனார் கண்ட கனவின்படி உலக மனிதர்கள் இயக்கம் என்னும் சாதி, சமய, நிற, பிற வேறுபாடற்ற உலகம் அமைய வேண்டும்.

தமிழ்நாட்டில் கலை உலகைச்சார்ந்த இறக்குமதியாளர்கள் சாதி வாலுடன் அறிமுகப்படுத்தப் படுகிறார்கள். சில தலைவர்கள் சாதி வாலுடனே இயங்குவதைப் பெருமையாக எண்ணுகிறார்கள். சாதி வாலுடன் உழலுபவர்களைத் தூக்கி எறியும் மனப்பான்மையை நாம் பெறவேண்டும். யாதும் ஊரே யாவரும் கேளிர் என்னும் தமிழ் நெறிப்படி உலகம் ஒன்றே என்னும் நிலையை நாம் அடையப் பாடுபட வேண்டும். அப்பொழுதுதான் பாரெங்கும் நிகழும் படுகொலைகளை நிறுத்த இயலும். அனைவரும் இணை என்னும் நிலையை அடைய முடியும். எல்லார்க்கும் எல்லாம் என்னும் உயர்வை எட்ட முடியும்.

1884 ஆம்ஆண்டு செப்தம்பர் பதினாறாம் நாள் தோன்றி 1933ஆம்ஆண்டு பிப்பிரவரி 26 ஆம் நாள் மறைந்த இராமச்சந்திரப் பெருமகனார் வாழ்ந்த காலம் குறைவுதான். ஆனால், பகுத்தறிவுப் பாதையிலும் தன்மதிப்பு உணர்விலும் ஒவ்வொருவர் செயல்களிலும் அவர் வாழ்ந்து கொண்டுள்ளார். அவரது புவி வாழ்வு குறைவாக இருந்தாலும் புகழ் வாழ்வு என்றென்றும் தொடரும். அவரது புகழ்வாழ்வில் நம்மையும் இணைத்துக் கொள்ள சாதி என்ற சொல்லை அறியாத உலகை நாம் ஆக்குவோம்!

Sri Lanka in UN list of countries accused of intimidating critics

Sri Lanka has been included in the the United Nations list of 16 nations singled out for cracking down on critics, the Washington Post reported. The UN report added that most of those countries’ governments are going unpunished for their acts of reprisal. U.N. High Commissioner for Human Rights Navi Pillay told a special session of the Human Rights Council that the 16 nations detailed in a new report “have been far from sufficient” in preventing members of their own governments from resorting to intimidation and attacks on various activists, the Post further said.

The other 15 countries, named in the UN report covering mid-June 2011 to mid-July 2012, are: Algeria, Bahrain, Belarus, China, Colombia, Iran, Kazakhstan, Kenya, Lebanon, Malawi, Rwanda, Saudi Arabia, Sudan, Uzbekistan and Venezuela.

United Nations High Commissioner for Human Rights, Navi Pillay

U.N. High Commissioner for Human Rights Navi Pillay told the UN Rights session, “Reprisals and intimidation against individuals continue to be reported. People may be threatened or harassed by government officials, including through public statements by high-level authorities. Associations and NGOs may see their activities monitored or restricted.

"Smear campaigns against those who cooperate with the U.N. may be organized. Threats may be made via phone calls, text messages or even direct contacts. People may also be arrested, beaten or tortured and even killed,” Washington Post quoted Navi Pillay as saying.

While urging the UN Rights Council and the world's nations to do more to combat alleged cases of killings, beatings, torture, arrests, threats, harassment and smear campaigns against human rights defenders, Navi Pillay further said, “[w]e need more coherent and solid strategies to put an end to reprisals. Reprisals are not only unacceptable: they are also ineffective in the long term. Preventing people from expressing their will or their dissent freely, does not succeed. Ultimately, freedom will always prevail. And information will always find its way to the outside word."

"தமிழ்த் தாத்தா' என, போற்றப்படுபவர் உ.வே.சாமிநாத அய்யர். தமிழ் இலக்கியங்கள் ஓலைச்சுவடிகளாக இருந்து, செல் அரித்து, கொஞ்சம் கொஞ்சமாக மறைந்த காலத்தில், அலைந்து திரிந்து, கடின உழைப்பால் தேடி எடுத்து, சுவடிகளில் இருந்ததை, தாள்களில் அச்சாக்கி, நூல்களாக பதிப்பித்த பெருமைக்குரியவர்.

சிலப்பதிகாரத்தை முதன் முதலில் உரையுடன் பதிப்பித்தார். புறநானூறு, நற்றிணை, குறுந்தொகையை பதிப்பித்தார். அவர் கண்டெடுக்காவிட்டால், பத்துப்பாட்டு, எட்டுத்தொகை மட்டுமல்ல, பழந்தமிழ் இலக்கியங்களே நம் பார்வைக்கு வராமல் போயிருக்கும்.

சென்னை நுங்கம்பாக்கத்தில் உள்ள அண்ணா இல்லத்தில் தமிழ் உணர்வாளர் 70 பேருக்கு விருது வழங்கப்பட்டது.முனைவர் பொற்கோ உள்பட அறிஞர்கள் வாழ்த்திப் பேசினர். அறிஞர் அண்ணாவின் 104 ஆவது பிறந்த நாள் நேற்று சிறப்பாகக் கொண்டாடப்பட்டது. அண்ணாவின் இல்லத்தில், கண்ணியம் இதழ் ஆசிரியர் குலோத்துங்கனும், அண்ணா குடும்பத்தினரும் இணைந்து அண்ணாவின் பிறந்த நாளைக் கொண்டாடினர். இல்லத்தின் முகப்பில் உள்ள அண்ணாவின் திருவுருவச் சிலைக்கு மாலைகள் அணிவித்து மரியாதை செலுத்தினர்.

இதைத் தொடர்ந்து தமிழ் உணர்வாளர்கள் 70 பேருக்கு விருது வழங்கும் நிகழ்ச்சி நடைபெற்றது. நிகழ்ச்சிக்குச் சென்னைப் பல்கலைக்கழக முன்னாள் துணைவேந்தர் முனைவர் பொற்கோ தலைமை தாங்கினார். அண்ணாவின் பேரன் மலர்வண்ணன் வரவேற்றுப் பேசினார். மற்றொரு பேரன் சௌமியன் முன்னிலை வகித்தார். கவிக்கொண்டல் செங்குட்டுவன், முன்னாள் மேயர் சா.கணேசன், கந்தன், தமிழறிஞர் திருவள்ளுவன், கிருட்டிணமூர்த்தி உட்பட 70 மொழி இன உணர்வாளர்களுக்கு பொற்கோ விரிதுகள் வழங்கிக் கௌரவித்தார்.

செம்மொழித் தமிழாய்வு மத்திய நிறுவனப் பொறுப்பு அலுவலர் முனைவர் இராமசாமி, தமிழறிஞர் மறைமலையான், முனைவர் மதிவாணன் வாழ்த்திப் பேசினர். தமிழறிஞர் கண்ணியம் ஆ.கோ.குலோத்துங்கன் நன்றி கூறினார்.

Resettled Tamils again face displacement due to SLA camp expansion

Resettled villagers are again forced to leave Thoa'ni-thaadda-madu village, an agricultural village situated 90 km north of Batticaloa city in Koa'ralaippattu North DS division, are again forced to flee their village following the recent expansion of the military camp of the Sri Lanka Army in the village.

Seventeen Tamil civilians including three women and six children were killed in a massacre carried out by the occupying Sri Lanka Army in 1987.

The villagers had also suffered under the occupation of the Indian IPKF forces. The Villagers who had fled during this period returned and resettled in the lands after the village was brought under the control of the Liberation Tigers of Tamil Eelam (LTTE).

The entire village was displaced and fled for safety to elsewhere in 2006 following the massive air attack and multi-barrel artillery attack carried out by the Sri Lanka Army and Sri Lanka Air Force.

Since last year, the uprooted people from the village resettled with the assistance of several non-governmental organizations and have been residing under tremendous sufferings without basic facilities and amenities.

In the earlier displacement, the occupying SL military personnel had removed doors and valuable house hold goods from the abandoned houses left by villagers.

Meanwhile, the Sri Lanka Army personnel stationed at Maangkea'ni along Trincomalee-Batticaloa A 15 highway have also appropriated lands belong to civilians for the expansion of their camp.

At the same time some top officials in the Sri Lanka Army stationed at Vaakarai camp are reported to have been ‘purchasing’ lands from Tamils at low price, sources in Batticaloa said.

Tamil returnees from UK face possible torture in Sri Lanka: Report

Freedom from Torture (FfT),a medical foundation for the care of victims of torture, in a report released this week, pointed to the evidence of more than 20 Eezham Tamils who experienced torture after returning voluntarily to Sri Lanka in the post-conflict period, and said that the Organization "considers that the UK's removal policy for Sri Lanka is based on a flawed assessment of risk." Asserting that the examined cases "reveal that Sri Lankan Tamils who in the past had an actual or perceived association at any level with the LTTE but were able to leave Sri Lanka safely now face risk of torture on return," the FfT added that there "should be a pause in forcible removals of Tamils to Sri Lanka" while the UK Border Agency's policy on removals to Sri Lanka is changed to properly reflect the evidence presented in FfT's report.

The report adds, "[o]ur evidence demonstrated that torture continues to be perpetrated in Sri Lanka following the conflict and that those at particular risk include Tamils with an actual or perceived association with the LTTE, including those returning from abroad.

"In its concluding observations, the UN Committee against Torture emphasised its concerns about 'the continued and consistent allegations of widespread use of torture and other cruel, inhuman or degrading treatment of suspects in police custody' and 'reports that suggest that torture and ill-treatment perpetrated by State actors, both the military and the police, have continued in many parts of the country after the conflict ended in May 2009 and is still occurring in 2011," the Freedom from Torture said in its report.

The new evidence presented in the report included 6 cases of forensically documented Medico-Legal Report (MLR)s originally submitted to th U.N. Committee Against Torture, 6 additional cases of documented after the UN submission, and 12 cases referred to the Organization by the health care professionals in the National Health Service or the voluntary sector, the report said.

In a recent extradition case in Melbourne Federal Court, the Judge ruled that the Australian Attorney General failed to ascertain that a Tamil detainee accused by the US of assisting Liberation Tigers will not face torture in Sri Lanka. The man, Thulasitharan Santhirarajah, was released from remand jail.

International civil society urged to act on CHOGM meet in Sri Lanka

After seeing the behaviour of today’s establishments in the Commonwealth that was once known for its effective action against South Africa’s apartheid, and after seeing the Indian diplomat turned Commonwealth Secretary General Kamalesh Sharma stretching his position to uphold the genocidal state and regime in Sri Lanka, the gagged Eezham Tamil civil society activists in the island urged the International Human Rights Organizations to come out with an international civil society boycott of the Commonwealth Heads of Government Meet scheduled to take place in Sri Lanka in November 2013. They also urged understanding governments in Canada, Tamil Nadu state and elsewhere to lead the international civil society paradigm, and the international media to help such a paradigm. The diaspora should be awakened to new struggle strategies, they further urged.

Commonwealth Secretary General Kamalesh Sharma visiting Colombo this week urged Canada to drop its boycott move of the CHOGM meet in Sri Lanka in November 2013.

Canadian Prime Minister Stephen Harper’s stand is that he would not attend the meet unless Sri Lanka addresses the war crimes charges. During the CHOGM meet at Perth last year, Canada and Australia were vocal at Sri Lanka’s accountability issue and Canada opposed the Sri Lanka venue of the 2013 meet.

The crime of genocidal Sri Lanka is worse than that of apartheid South Africa. Apartheid South Africa’s white minority government never made 150,000 people to disappear in a single war, using prohibited weapons, as did by the Sinhala military of the majority-elected state in Sri Lanka.

Yet, the genocide, the continued structural genocide and the right to protection of Eezham Tamils of their nation and its territoriality are not recognised by the establishments of the world. The crime is reduced only to the level of ‘war crimes of both sides’.

Heinous efforts are undertaken from several sides to absolve Sri Lanka even from the truncated accountability. New Delhi being in the forefront of it has been repeatedly proved in the UNHRC sessions and at Perth last year.

It is against this backdrop, the Indian diplomat turned Commonwealth Secretary General Kamalesh Sharma is seen stretching his position in discouraging voices in the Commonwealth that raise the issue of crimes-accused state in the island.

By completely ignoring the simmering situation of a genocide-affected nation in the island and by implying normalcy during his visit, the Commonwealth SG casts a profile worse than that of the UNSG and his staff including Vijay Nambiar, who were telling only half lies during the war, as in the case with the number of civilians trapped in the killing field, commented human rights workers in Jaffna.

A scrutiny of the statement by the Commonwealth on Thursday, on its SG’s visit to Sri Lanka would show that Kamalesh Sharma’s only offer specifically to the North and East, is a pilot project on “Sports for Development and Peace” in the North and East in partnership with Sri Lanka’s Department of Sports. Another general offer is training “Youth Ambassadors for Peace”, in collaboration with India’s Rajiv Gandhi National Institute of Youth Development.

Whether the Commonwealth SG, who earlier helped to rebuild independent East Timor, chooses to subtly ridicule the Tamil Nadu State that boycotts sports with Colombo and the nation of Eezham Tamils twice affected by Congress involved wars, or the Commonwealth in its affairs on Sri Lanka has been hijacked by New Delhi, is the question asked in Tamil political circles.

Civil society activists among Eezham Tamils appreciated and thanked the Assemblies of Tamil Nadu, Karnataka and Pondicheri for boycotting the Commonwealth Parliamentarians meet that takes place in Colombo now, ignoring the big show of over 800 participants from 53 countries and 175 branches, in which India had the largest contingent of 50 elected representatives.

Tamil Nadu government and political parties in unison have to seriously work on the civil society boycott and protest of the CHOGM meet, both inside of India and outside, the civil society activists urged. Even before the Perth meet, Tamil groups urged the Tamil Nadu government to think of an official external campaign against Sri Lanka, independent of New Delhi, at least in countries that have a Tamil diaspora.

A noted Indian academic Radha D’Souza recently said that “As one of the most significant movements since the end of the Vietnam War the Tamil struggle merits deeper analysis.”

But the establishments-orchestrated genocidal war on the liberation seeking Eezham Tamils has not invited enough international attention, says the very elements that kept the war and keep the war so, to excuse themselves.

On the contrary, pampering genocidal Sri Lanka is given unprecedented international highlight and attention, as in the insisting efforts of the culprits to hold the CHOGM in Sri Lanka.

“This will be the most prominent and by far the largest international event to be held in the country since the eradication of the three-decade long war against terrorism in 2009. It will also be a showcase event, which will not only project Sri Lanka as a safe and secure destination but also highlight its ability to hold international conferences of this magnitude and the availability of infrastructure and required resources,” said The Hindu, last Saturday.

“Your presence in Sri Lanka gives you a good opportunity to see for yourselves the progress of democracy in our country, after the major threat it faced under terrorism. This is important in the context of the barrage of lies being spread about Sri Lanka today […] You can now see the truth and return to your country with deeper understanding," said Mahinda Rajapaksa in inaugurating the Commonwealth parliamentarian’s meet.

The emerging truth is that to what extent the establishments of today and their organs could stretch their orchestrated engineering to absolve themselves from the crimes they have committed and continue to commit.

Unless the global civil society in unison admonishes, corrects and if not effective, disowns them, they would continue with their paradigm and would bring in violent crisis to the entire world, commented Tamil civil society activists.

Contrary to the adamant machinations of the so-called International Community, India and their protected partner in Colombo, the Eezham Tamils don’t want to see violence once again becoming the only option and this time it spreading into India, the Tamil civil society activists said.

Commonwealth parliamentarians hosted in SL occupied Jaffna

As a body of 54 English-speaking or English-knowing countries, the social power of the Commonwealth block in the contemporary world is extraordinarily significant.

While India manipulates to hijack it from inside, two powers outside of the Commonwealth, the USA and China, are also competing.

If making the Commonwealth to get tagged behind it is the aim of the USA thinking that it is the unquestioned leader of the ‘English-speaking’ world today, China would be happy if the Commonwealth breaks up.

A threat that came from the Maldives last week that the tiny country that receives significant assistance from China may “look to other relationships that reflect modern realities of the world,” if it is not removed from the Commonwealth scrutiny of human rights, should be carefully noted by the civil society of the Commonwealth as well as the world.

Commonwealth civil society should be prepared to operate independent of the establishments for the edification of the establishments.

If the prime ministers and presidents of the Commonwealth want to meet to endorse a genocidal state and regime in the island, without any care for values, let them do so. But the civil society should design a mechanism to tell in a powerful way that it denounces them.

Meanwhile, Canada and Australia are large countries in the English-speaking world to set the paradigm to save the values of the Commonwealth.

The international media should help the process and the role of Indian media is crucial in the particular case of Sri Lanka, which is also a test case for a global paradigm change, the Tamil civil activists said.

SL minister Douglas Devananda seeted in the front was the host of the commonwealth parliamentary delegates in Jaffna.

A 60-member group of Commonwealth parliamentarians visited Jaffna on Thursday. Four parliamentarians chose to visit Thirukkoayil in Ampaa’rai district of the Eastern Province. Kamalesh Sharma also notes that he had gone to Thirukkoayil and Kaagnchirang-kudaa in the Eastern Province.

The group that went to Jaffna was received by the occupying genocidal military’s commander in Jaffna, Maj. Gen. Hathurusinghe, had a guided programme to hear a lie from the officials that only 3,000 families are waiting to be resettled, and was later entertained by SL minister and paramilitary leader Douglas Devananda.

The SL Government Agent who very recently told media that 32,000 families had to be resettled in Jaffna alone, was silently watching when the lie on resettlement, amidst other lies, was told to the parliamentarians.

The group has not met the civil society, ex-LTTE cadres, social workers or any other sections that could have given them the true picture. Even though they are gagged, seeing their very faces could have told the truth, human rights workers in Jaffna said.

Perhaps the only useful part of their visit was seeing a housing scheme at Ma’ravan Pulavu in Thenmaradchi that is developed with Swiss aid. The group also visited an Indian housing scheme at Pazhai.

They might have seen for themselves the sharp contrast between the Swiss scheme having an understanding for the culture of Eezham Tamils and the monotonous, line-like housing scheme conceived by New Delhi, media circles that covered the visit commented.

The parliamentarians didn’t fail to amuse onlookers at the Nalloor Kanthasaami temple that has nowadays become a showcase for the occupying Sri Lanka that engages in genocidal destruction of temples and construction of Buddhist stupas in various parts of the country of Eezham Tamils.

All the parliamentarians who visited the temple broke coconuts in the name of the countries in the Commonwealth.

As coconuts are broken in a temple, usually for the success of what is in one’s mind or as a thanksgiving, the onlookers were joking at the ‘orchestrated intention’ of the Commonwealth countries in breaking coconuts at the temple.

The only ‘politicians’ the parliamentarians saw in Jaffna were the EPDP leader Douglas Devananda and his key operative Chandrakumar, who have hosted them at a hotel in Jaffna.

The very fact that the parliamentarians were received by the occupying military commander and were hosted by the SL minister accused in several international documents for his paramilitary activities should have conveyed the message to the parliamentarians that there is no normalcy, media circles that covered the events commented.

Civil society activists commenting on the unfolding scenario said that nowadays they don’t find much difference between Douglas Devananda and many of the articulating diaspora activists who are keeping the liberation struggle away from the masses and cling to the designs of the establishments, either because of their incapacity, gullibility or because of their self interest in political careers in the West.

It is time for the diaspora grassroot to remind the political articulators to change strategies to come out with mass civil society uprising to counter the orchestrated onslaught on Eezham Tamils by the establishments, the Eezham Tamil activists in the island further said.
