Ban reminds Sri Lanka -again- about accountability

Ban reminds Sri Lanka -again- about accountability

[TamilNet, Thursday, 27 October 2011, 01:29 GMT]
UN Secretary-General Ban Ki-moon stressed to the Sri Lankan government importance of dealing with accountability issues in themeeting on Wednesday at United Nations Headquarters in New York with Mahinda Samarasinghe, the Special Envoy of the President of Sri Lanka on Human Rights, the UN news agency said.

The agency said the meeting was part of the UN’s “ongoing dialogue” with the Sri Lankan Government as a follow-up to the Joint Statement made by the Secretary-General and President Mahinda Rajapaksa in May 2009, when Mr. Ban visited the country shortly after the end of the conflict.

Wednesday’s discussion, according to information provided by the Secretary-General’s spokesperson, also touched on the importance of an inclusive national dialogue aimed at achieving genuine political reconciliation, as well as ongoing progress with regard to recovery and resettlement efforts in the north.

Last month, Mr. Ban forwarded a report by a three-member UN panel of experts on accountability issues during the civil war to the Human Rights Council and the Office of the High Commissioner for Human Rights (OHCHR).

The panel found there were credible reports that both Government forces and the LTTE committed war crimes during the war’s final months.

In particular its report said up to 40,000 civilians perished in indiscriminate heavy shelling by the Sri Lankan armed forces, part of a military campaign that constituted “systematic persecution” of the Tamil people.

Following publication of the report earlier this year, the Sri Lankan government denounced the report, its authors and Mr. Ban, a stance Colombo maintains.

Scars of genocide to serve culture of imperialism

Scars of genocide to serve culture of imperialism

[TamilNet, Thursday, 27 October 2011, 12:42 GMT]
“When the emissary of India, a country that backed Sri Lanka in its genocidal campaign against the Tamil people, marks out an artist to promote ‘cultural revival’ in their homelands, can this act and the performance be devoid of politics,” asks Mr. RM Karthick, a social science researcher from Tamil Nadu working in a British university, commenting on the recent ‘cultural tour’ of Chennai based Carnatic singer T M Krishna in the occupied country of Eezham Tamils. The Hindu on October 23 carried an article by Krishna on his visit to Jaffna, saying the performance went ‘beyond the scars’. “Artistes don't stand for elections, don't fight on the battlefield but we offer to everyone the very breath of life —happiness,” Krishna said in The Hindu article.

Full text of the article by Mr. RM Karthick, a research scholar studying Political Theory at University of Essex, UK., follows:

ART IN THE TIME OF GENOCIDE

The recent cultural tour of T.M. Krishna, a Chennai based Carnatic singer, in the Northern areas of the occupied territory of Tamil Eelam, was praised by quite some in the Indian media and the Sri Lankan media. It was reported that there was a substantial turn out in Jaffna, where the artist had performed solely in Tamil. While observing the “conflicting images” in the Tamil homelands and asking some moral questions to himself, the singer concludes with an apolitical message in an article published later in The Hindu that “Artistes don't stand for elections, don't fight on the battlefield but we offer to everyone the very breath of life —happiness.”

The following article is, of course, not a comment on the performer’s artistic talents, but rather an introspection of the politics behind the performance.

Those familiar with Marxism would agree that there is no art that stands above politics. This is all the more true when art is placed in the context of a nation facing structural genocide. Krishna’s performance in Sri Lanka last year was held in memory of the collaborator Neelan Tiruchelvam, a virulent opponent of the Eelam Tamil struggle.

Krishna was then sought out by the Indian Ambassador to Sri Lanka Ashok K. Kantha who requested the artist to do a tour of the northern regions so that there could be a ‘cultural revival’.

When the emissary of India, a country that backed Sri Lanka in its genocidal campaign against the Tamil people, marks out an artist to promote ‘cultural revival’ in their homelands, can this act and the performance be devoid of politics? And what sort of ‘revival’ can one expect when the performance is allowed by a state that is bent on keeping the Eelam Tamils in a condition of permanent trauma?

Before philistines point out that promotion of such performances proves the liberalism of the Lankan state and that there is no threat to Tamil culture, let it be stated that that Lanka allows these performances precisely because they pose no threat to the state.

Indeed, performances like these also serve the purpose of numbing the effects of trauma.

The reports that the audience in Jaffna was enthralled by Krishna’s performance are believable.

Considering that this is the first tour of the occupied homeland of the Eelam Tamils by an Indian Tamil musician since 1983, the enthusiasm of the people who participated cannot be doubted.

All the same, it should be noted that when such performances are disconnected from real politics of the ground – structural genocide in this case – they only serve the purpose of providing a false illusory relief to the subject.

And this is precisely what the governments of India and Sri Lanka would want - a Tamil art form without a spine to stand as a reflection of the social life of the people, instead an impotent abstraction that is tolerated by the Lankan regime as such an art is powerless to accomplish anything substantial in the political sphere.

A culture in abstract may give a people some sense of identity, but it neither has the substance to resist assimilation nor the power to combat annihilation. Which is why the liberation struggle led by the LTTE followed Ho Chi Minh’s dictum “culture at the service of resistance, resistance at the service of culture” – there was no more talking of an abstract Tamil culture.

Culture was concretized in the Eelam Tamil resistance and its finest, progressive aspects were filtered and deployed by the movement. A simple historical practice of the subaltern Tamil classes, like the veneration of ‘veerakal’, symbolic stones installed to honor heroes fallen in battle, was revolutionized by the Tigers.

The result was ‘Maaveerar thuyilidam’ – the heroes’ graveyard, which got the dimensions of a sacred but secular space.

The popular enthusiasm of the Eelam Tamil people to honour the fallen cadres, irrespective of their gender, caste, subcaste or religion, produced a horizondalizing effect on a formerly vertical society.

For all practical purposes, the Eelam Tamil resistance was the pinnacle of Tamil culture.

But while the Sri Lankan government systematically destroys these popular symbols, hunts down Pongu Tamil activists, and ensures that no cultural traces of Eelam Tamil resistance is left, it promotes those forms of Tamil culture and art that are completely devoid of revolutionary content, that can be easily accommodated. Then, it goes without saying that the adherents of this Tamil culture can only be ‘cultural’ at the expense of the progressive culture of the Eelam Tamil resistance.

So T.M. Krishna is wrong when he claims that these types of artistic performances would give the Tamils “more self belief, pride and faith in themselves and their lives.”

For art to be emancipatory it cannot and it should not ever soothe a people facing oppression. Rather, it has to make them conscious of their existentialist condition, of the nature of the oppression they face and provoke them to fight it.

While Krishna’s tour was on, the SLA encroached a hundred acres of farmland in Kilinochi, forests were destroyed and lands were grabbed in Batticaloa, and foundations for Sinhala colonization were strengthened in Mullaitheevu with yet another Buddhist stupa built on Tamil lands.

Art, for it to be a true expression of the socio-cultural life of the Tamil masses, cannot but address these crucial issues. Else, it will just remain an opiate of a minority of Tamil elites in auditoriums in Jaffna or elsewhere.

The struggle for Eelam Tamil liberation, like all such liberation struggles, was in itself the highest expression of national culture. It is important for all cultural activists in the homeland and in the diaspora to carefully preserve this tradition and to invent and reinvent art forms, like those tried in the Pongu Tamil uprising and Maanudathin Tamil Koodal, and to provide a culture of progressive resistance to a people subject to meaninglessness.

The diaspora in particular has great potential to interact with cultural groups from various peoples fighting similar oppression and infuse into Eelam Tamil art forms new contents that dialectically enriches both the particular aspects of the art in the context of the struggle and the universal message it holds.

It goes without saying that for this, the political understanding of those dealing with culture must be rooted in the interests of the Eelam Tamil people. Failure to wage a resolute struggle in the field of culture will only allow the Sri Lankan state to destroy all progressive Eelam Tamil content in art while simultaneously promoting, with aid of its external patrons, depoliticized forms that are no expressions of Tamil reality.

Fertile Tamil village targeted for Sinhalicisation in Mullaiththeevu

Fertile Tamil village targeted for Sinhalicisation in Mullaiththeevu

[TamilNet, Thursday, 27 October 2011, 16:41 GMT]
An ancient Tamil village Tha’n’ni-mu’rippu, well known for its fertile landscape and resources in the Karaithu’raippattu division of the Mullaiththeevu district, has been brought under the newly created Sinhala division Weli-oya, and is targeted for fast Sinhalicisation of its land and water resources, while resettlement of the villagers is blocked. Sinhala and Muslim fishermen have started fishing in the Tha’n’ni-mu’rippuk-ku’lam tank and Sinhala businessmen have been given with acres of lands in the forest adjacent to the village for indiscriminate mining of gravel. While four fertile Tamil villages that have already gone into the Sinhala division have become Sinhalicised in practice, Tha’n’ni-mu’rippu faces a similar fate. Sri Lanka’s genocide of Tamils is geared to escalate while India particularly encourages it and the world Establishments delay justice.

The Tha’n’ni-mu’rippu village was particularly targeted by the ‘peace-keeping’ Indian military in the late 1980s. The atrocities committed by the Indian military on the people of this village are still fresh in the memories of many. The atrocities were committed on the pretext that the villagers helped the LTTE camping in the forests of Ma’nal-Aa’ru (now Sinhalicised as Weli-oya).

The fertile village, abounding with resources for agriculture throughout the year, freshwater fishing and cattle grazing, especially breeding of buffalos, has got its name from the breakwater bund and the tank of the village (Tha’n’ni: water; Mu’rippu: breakwater bund).

The prosperous villagers, who were always supplying food for others, held the prestige of never depending on others.

Out of the 820 families of the village only around 600 families have survived and registered for resettlement after the war. But on the pretext of demining their resettlement is blocked and many of them are staying with friends and relatives in other villages.

But people of the village say that there is not much for demining, as in 2008 itself the SL military has occupied this village and people escaped.

When the SL military occupied, escaping people took only a little of their personal belongings with them. But now every part of their houses has been systematically removed and taken by the occupying military, say the people of the village. Nothing is broken, but everything is carefully removed, people said.

At the commencement of ‘resettlement’ in Mullaiththeevu district, people have noticed long conveys of vehicles removing things from their villages in this locality. Such transportations usually took place late in the nights.

While Tha’n’ni-mu’rippu villagers are not resettled, currently, Sinhalese and Muslims fish in the tank and take the produce in refrigerated vehicles to Anuradhapura. Even the recently resettled people of the neighbouring Tamil village Kumuzha-munai are not permitted to fish in the tank for ‘security’ reasons.

Last week, local Tamil fishermen nabbed Sinhala and Muslim fishermen who encroached the Pu’liya-munai River of the neighbouring Kokku’laay lagoon. But the Tamil fishermen were brutally attacked and injured. Even though the encroachers were later arrested by fisheries officials and produced in the court, they were released as a gesture of ‘goodwill’. The following day, the encroachers were again seen fishing in the river.

Tha’n’ni-mu’rippu will see similar fate of Sinhalicisation, the Tamil villagers of the region say.

When a new Sinhala division was created and when Tamil villages were included into it the opinion of the people of the villages were never sought, because everything happened while keeping the original people of the villages not resettled.

Once an exclusive Tamil district, who ever now remains in the Tamil villages and what ever resettlement now takes place in these villages, they all have to play puppets to the Sinhala colonizers fast converting the demographical landscape, the villagers point out by showing the examples of the so-called resettled villages.

India, the so-called international community and the UN that were involved in every stage of the genocide and structural genocide, and were involved in the formulas of ‘resettlement’ are equally answerable like that of genocidal Sri Lanka, people of the villages accuse.

They are also nowadays vocal in expressing their anger at shades of Tamil polity playing stooges to the very powers that openly uphold genocidal Sri Lanka in the international arena.

New Delhi’s anti-Tamil manoeuvrings challenged in Jaffna

New Delhi’s anti-Tamil manoeuvrings challenged in Jaffna

[TamilNet, Thursday, 27 October 2011, 21:19 GMT]
New Delhi’s Congress parliamentarian Dr. Sudharshana Natchiappan who was leading a team of ‘international parliamentarians’ visiting Jaffna on Thursday, was asked by news reporters, whether the visit was planned by India to bail out Colombo from war crimes accusations when a momentum is building up for international investigations of the crimes. The visit of the team brought by Natchiappan was timed for the Commonwealth Meet in Perth where war crimes of Sri Lanka and even its expulsion is a topic of discussion and was also timed for the US visit of the Tamil National alliance (TNA). The Indian Foreign Secretary on Thursday supported Colombo to be the venue for the next Commonwealth Meet and rejected the idea of Commonwealth monitoring human rights and rule of law in the member countries. After being covert for sometime, India once again openly props up genocidal Sri Lanka.

Natchiappan visits Jaffna with foreign parliamentarians

India is more concerned than the Rajapaksa clan in denying and hiding the crimes of genocide committed and being committed against Eezham Tamils, because if the Rajapaksa clan is exposed there will be at least the chauvinistic section of the Sinhala nation to back it, but if the elements in New Delhi are exposed there will be nobody to back them and there will be only an uprising in Tamil Nadu, political observers in Jaffna commented.

Natchiappan visits Jaffna with foreign parliamentarians
Natchiappan visits Jaffna with foreign parliamentarians
Anxiously denying the accusing question of the Jaffna reporters, Natchiappan said that he had not brought the international parliamentarians but they had come on their own wish.

But while answering other questions, Natchiappan conceded that he had brought the delegation to help ‘development’ in the North and East.

In answering another question, he also conceded that there are allegations about Congress parliamentarians being pro-Sinhalese.

The visit of the team led by Natchiappan enraged civil circles in Jaffna as its one-way meeting held at the Sri Lanka Government Agent’s office was only showcasing the ‘development’ in the occupied country of Eezham Tamils to the delegates.

The civil society and NGO participants of the meet felt that the purpose of the visit was to simulate a feeling among the delegates that there is ‘normalcy’ in the occupied Tamil country and everybody is bothered only about ‘development’.

When the Sri Lanka Government Agent in Jaffna, Mrs Imelda Sugumar told the delegation about return of normalcy in Jaffna, she was interrupted and confronted by the Joint President of the NGOs in Jaffna, Mr. CVK Sivagnanam, citing the terror situation in Jaffna.

The NGO and business chamber representatives also accused India for failing to arrest the encroachment of Indian fishermen. Natchiappan cited ‘hearing’ about attacks on TamilNadu fishermen by the Sri Lanka Navy and was harping on fishermen of both sides talking on the issue.

When the business chamber representatives confronted him asking how could the encroachment take place without the joint connivance of the Navies of India and Sri Lanka, Natchiappan was silent.

Answering the questions of the news reporters after the meeting at the Sri Lanka Government Agent’s office, Natchiappan said that he had to lead the delegation to Jaffna, as the ten Tamil parties convened by him and met at New Delhi had failed to arrive at a consensus.

Confronting Natchiappan’s statement, TNPF stalwart Gajendrakumar Ponnampalam said that the Tamil parties that met at New Delhi had actually arrived at a consensus on the national question and when they were about to sign the document, intervening into the scene, Dr. Natchippan had told them that any declaration had to be ‘within the framework of the 13th Amendment.’ Thus the consensus failed to come in a document, Gajendrakumar said.

Talking to media, TNPF General Secretary S. Kajendren accused Dr. Natchiappan, a Rajya Sabha parliamentarian not popularly elected from Tamil Nadu, for scheming on behalf of New Delhi to disrupt Eezham Tamil polity polarising into asserting to its right to self determination.
