Colombo’s wildlife department appropriates lands in Paddippazhai for Sinhalicisation

Colombo government’s Department of Wildlife Conservation (DWC), deploying Sinhala settlers from Ampaa’rai district and paramilitary known as Home Guards, has put up a fence covering 800 acres of Tamil villages of Batticaloa district. The land appropriation is taking place under the guise of constructing a fence to prevent wild elephants from entering Batticaloa district from the jungles of Ampaa’rai district, according to Tamil National Alliance (TNA) councillor of the Eastern Provincial Council.

The occupying Sri Lanka Army also backs the fencing project.

On receipt of information Mr. Thurairatnam went to the site where Sinhalese from Ampaa’rai district are engaged in constructing fence to ‘prevent’ wild elephants from entering Batticaloa district.

Mr.Thurairatnam said about eight hundred acres of lands owned by Tamil people have been annexed with the Ampaa’rai district by the Colombo government under the pretext that the fence construction takes place at Kachchatkodi Suvaami Malai in Paddip-pazhai Divisional Secretariat division.

The matter was immediately brought to the notice of the Batticaloa District Government Agent and Paddipazhai Divisional Secretary.

They were unaware of the construction of elephant fence appropriating the lands belong to Tamil villagers in the Batticaloa district, Mr Thurairatnam said.

The occupying Sri Lankan military has almost transformed the narrow strip of Chu’ndik-ku’lam sandbar, which links the Jaffna peninsula with Vanni mainland, into a Sinhala Military Zone (SMZ), denying the Tamil fishermen of Vadamaraadchi East and Vadmaraadchi, access to the coastal strip and the seas off Chu’ndikku’lam. While the occupying SL military is carrying out a new kind of Sinhalicisation with settlements for Sinhala fishermen, who endanger the fishing environment, the SL Ministry of Wildlife Resources Conservation has schemed occupation under the so-called extended development of the Chu’ndik-ku’lam Natural Park, bringing 11,149 hectares and a coastal strip of more than 50 square km into the exploitation of Colombo.

The expansion scheme would also affect the bordering Kaa’ndaava’lai division of Ki’linohchi and Karai-thu’raip-pattu division of Mullaiththeevu district, Tamil civil sources say.

SL Minister of Wildlife Resources Conservation, Mr Gamini Vijith Vijayamuni Zoysa, last week declared open a modern tourist resort built in Chu’ndikku’lam using 22 million rupees.

EPDP's opposition member of Northern Provincial Council (NPC) and the district organizer of EPDP in Ki’linochchi, Mr Thavanathan, took part in the opening ceremony of the ‘Bear Garden’ resort together with the the SL Government Agent of Ki’linochchi district.

The Tamil families that were residing in Chu’ndikku’lam have been refused resettlement. The Sri Lanka Navy (SLN) has already seized the public buildings, including the post office building at Chu’ndik-ku’lam.

SL ministry of fisheries and resources development is targeting a corporate occupation from South as part of the Sinhalicisation scheme.

Having access to a major seabed along the narrow coast, Chu’ndikku’lam stood for the major portion of fish supply to Vanni and Jaffna, Tamil fishermen society representatives say.

Stealing the fishing industry from Tamils, Colombo would be exploiting an expected annual fish production from Chu’ndik-ku’lam lagoon alone amounting to 180 MT (Midterm Policy Framework 2013-2016 for Fisheries Sector Development by SL ministry of fisheries and resources development, 2012).

Before the occupation by the SL military, hundreds of Tamil fishermen from nearby villages, Uduth-thu’rai, Thaazhaiyadi and Maruthangkea’ni in Vadmaraadchi East and Vadamaraadchi, used to camp at Chun’dikku’lam on a permanent basis from March to October every year for seasonal fishing.

Between November and January, local and migrant birds frequent the lagoon.

The SL ministry for wildlife resources conservation has schemed the expansion of the area into a Natural Park, using the funding from UNDP and UNEP in the name of developing 11,149 hectares of the bird sanctuary.

In 2009, the SL military in Jaffna advanced into Chu’ndikku’lam during the last phase of the Vanni war.

Despite the end of war, the SL military has continued constructing military bases in the area.

After seizing the area, the occupying Sri Lanka Navy (SLN) imposed a complete ban on Tamil fishermen accessing their coastal strip for camping. Tamil fishermen are now not allowed to access the sea.

But, Sinhala fishermen were brought in with the backing of SL Navy to engage in fishing. The fishermen from the South were deploying illegal methods of fishing, causing an environmental disaster to the seabed, according to the representatives of fishermen societies in Jaffna.

The occupation and expansion of the occupied land, lagoon and sea is part of a calculated move by Colombo, political observers say.

The latest construction of the resort adding to already open facilities is compared with what has been taking place in Kaangkeasan-thu’rai (KKS) in Jaffna.

Colombo is engaged in strategic Sinhalicisation with an aim of permanently choking the Jaffna peninsula in all the three linking entries to Jaffna from Vanni mainland.

With an aim to convert Poonakari into a major hub of Sinhala militarization and colonization, more than 30,000 SL soldiers have been deployed there.

At Naavat-kuzhi, where the two highways A9 and A32, the only existing land arteries that lead into Jaffna from the south and the western coast, meet, a small Sinhala colony has been already established with SL military guarding the settlement.

Now, the strategic sandbar linking the mainland with Jaffna is being converted into a Sinhala zone under the so-called ‘Natural Park’ extension scheme.

A deputy director at the Department of Wildlife Conservation (DWC), Manjula Amarathna, has taken command of the expansion project, informed civil sources said. Another key area of his focus is Madu Road, a long time plan of Colombo for Sinhalicisation, the sources added.

A coordination project, linking the ministries and various stakeholders, was carried with international assistance, under the name of Integrated Strategic Environment Assessment (ISEA) - North.

The World Bank, Asian Development Bank (ADB), Global Environment Fund (GEF) United Nations Development Programme (UNDP), Food and Agriculture Organisation (FAO) of the United Nations and United States Agency for International Development (USAID) are providing support to the Sri Lankan ministry of fisheries and resource development as well as the wildlife conservation ministry of Colombo, Tamil civil sources in Jaffna said.

Colombo's ‘National Housing Development Authority’ (NHDA) and the Cvil Military Coordination Office (CIMIC) of the occupying SL military in Jaffna have been jointly engaged in legalising the Sinhala occupation of the strategic entrance to Jaffna city at Naavat-kuzhi this week. The NHDA and CIMIC have been distributing lands to 126 Sihana families that have been occupying the public lands at Naavatkuzhi under the security of SL military despite the protest by the Tamil residents and refugees still struggling to resettle at the locality. Naavatkuzhi is a place just 5 km east of Jaffna city where the two highways A9 and A32, the only existing land arteries that lead into Jaffna from the south and the western coast meet.

Sinhala extremist forces from South and the occupying SL military with the backing of the colonial military governor of Colombo in North have already provided housing and other assistance to the Sinhalicisation of Naavatkuzhi.

However, the Sinhala occupants need the clearance from Chaavakachcheari PS, the civic body in Thenmaraadchi, in order to obtain certain facilities such as electricity link.

Therefore, the NHDA and CIMIC have hurried the process of legalising the settlement by ‘officially’ dividing the public lands into 50 plots and granting them legally to the Sinhala settlers.

A military base has also been established at the at Kathithadi - Naavatkuzhi junction to provide security to the settlers, who have been occupying the lands for more than 3 years now.

Tamil people were chased out from the area in 1996 when the Jaffna peninsula was completely occupied by the SL military. Before that the LTTE had given the lands to landless people at the locality.

The Eezham Tamils who inhabit the areas since ancient times are living in temporary huts. 300 Tamil families, without proper basic facilities are living at low-lying lands near the site facing floods every year during the rainy season.

On Tuesday, the Tamil refugees staged a protest against the move to legalise the illegal settlement of Sinhalese. When journalists went to the site, the occupying SL military chased them away. Tamil National Alliance (TNA) parliamentarian S. Sritharan and civic council members of the TNA joined the protest.

As the protest gained momentum, the SL officials who had come there from the Civil Military Coordination Office vanished from the site. The occupyng Sinhala settlers confronted the protesters verbally abusing them. The Sinhala settlers claimed that Jaffna was lands of the Sinhalese and that the Tamils had occupied the lands from the Sinhalese.

The occupying Sinhala military is guarding the strategic junction and has imposed an unofficial identity control to enter the lands that have been occupied by the Sinhala settlers.

After keeping the Muslim residents of K'andal-kaadu village in Ki'n'niyaa division of Trincomalee district as uprooted people since 1990 and sabotaging their resettlement efforts after the war, the occupying SL military and Police are now blocking the villagers even from entering their village. The entire village and its paddy fields overgrown with bushes, is now being appropriated to construct a Sinhala settlement, complain the Muslim villagers who possess legal documents provided to them under the British rule. The Eastern Province Chief Minister, who is a Muslim from Ki'n'niyaa, has also failed to secure their village back to them, they say.

The entire Muslim population of around two thousand people were uprooted from their century old village in 1990 and fled to safety elsewhere leaving their lands and other properties.

The uprooted people were not allowed to resettle permanently in their lands thereafter.

But, huts were erected by a non-governmental organization.

In 2010, the Sri Lankan Police burned down these huts. The resettled people had left the village once again.

Now the occupying Sri Lanka Army and Police are not allowing uprooted people to resettle in the village.

The Sri Lankan military has also destroyed the mosque in the village.

Sri Lanka's University Grant Commission (UGC) has been admitting more Sinhala students to the universities in the North and East. About 600 to 700 Sinhala students have been enrolled to the faculties of Arts and Culture, Management, Science and Agriculture in the Eastern University (EUSL) in Batticaloa alone, news sources in the East said. A Sri Lankan police station has been established inside the University premises in the name of providing protection to Sinhala students. The SL policemen have been monitoring the activities of Tamil-speaking students with the assistance of paramilitary groups. A Buddha statue has been declared opened last month at the presence of the Vice Chancellor inside the campus by the Buddhist Students Forum, which was backed by the UGC.

Sri Lanka Army officials, Catholic priests and the Registrar of the Batticaloa University with Sinhala undergraduates participated at the opening ceremony of the Buddha statue.

A section of the university staff complain that the Vice Chancellor has been forced to administer the Eastern University according to the direction of the Colombo government without consulting the staff of the institution at all.

Informed sources in Trincomalee said that similar pressure has also been exerted on the administration at the Trincomalee campus of the Batticaloa University.

The entire operations are carried out on the theoretical basis of the LLRC recommendations of the genocidal Sinhala state, which have been endorsed and further nuanced by the Washington - New Delhi Establishments at international forums such as the UNHRC, political observers in the East commented.

The thrust of the LLRC-recommendation was erasing everything of exclusive Tamil identity, including land, in the island before 2020.

The Batticaloa University has been purposefully named as ‘Eastern University of Sri Lanka’ by the Sinhala State to erase the identity of Batticaloa.

Thousands of acres of land in the Batticaloa district in the Eastern Province are likely to be appropriated under the Land Reform Laws of the occupying Sri Lankan State, according to informed civil sources in Batticaloa. The Colombo government is to appropriate lands that have been legally possessed by Tamils for the last fifty years under the one-acre permit scheme. Colombo and its Eastern Provincial Council are to formulate necessary legislation to appropriate lands above one-acre in 14 DS divisions in the Batticaloa district. More than one hundred acres of lands are to be appropriated under the Land Reform Laws of the Sinhala government.

Majority of residents possess one-acre permit only.

Apart from that, permits for lands had not been issued to majority of residents during the times of war in Poara-theevup-pattu, Paddip-pazhai, Vavu’natheevu, Koa’ra’laip-pattu South (Kiraan), Ea’raavoorpattu (Chengkaladi), Koa’ra’laip-pattu North (Vaakarai) divisions.

These lands are going to be appropriated for Sinhalicisation, civil sources said.

There was no evidence to show Sinhalese were living in Paduvaankarai area. But after the end of war in the eastern province in 2007, nearly thousand acres of lands belonging to Tamils in the area had been appropriated by the Sinhalese encroachers with the backing of the occupying Sri Lanka Army.

Those affected by the Land Reform Laws had placed their grievances before a workshop held in July in Batticaloa under the aegis of the National Peace Council.

The ‘objective’ of the workshop was to brief the ‘recommendations’ by the so-called Lessons Learnt and Reconciliation Commission (LLRC).

Prominent persons from all three communities, representatives of resettled persons and university lecturers had been invited to the NPC workshop.

When the affected people placed their grievances at the workshop, Batticaloa Mangalarama Viharathipathi Ambitiya Sumana Ratna Thera, who was present there, intervened. The organizers allowed him to speak and the Buddhist monk started shouting that lands were being given to Tamils and Muslims and not to Sinhalese.

The Buddhist monk also said that the workshop was being held with ‘wrong agenda’. Tension prevailed in the workshop following Thera’s speech. He later complained that he had been attacked when the organizers of workshop had asked him to stop his speech.

Tamil-speaking Muslims living in their village of Pulmoaddai, situated near the administrative border to the districts of Trincomalee in the East and Mullaiththeevu in the North, now face appropriation of their lands by Sinhala Buddhist monks who have come from Hambantota in the South, news sources in the East said. Local Muslim leaders fear that the Sri Lankan State and the occupying Sri Lanka Navy are planning to colonize their traditional Muslim village with Sinhalese, outnumbering them. Pulmoaddai is situated on the edge of strategic Ma'nal-Aa'ru, which has been recently carved out as a Sinhala division to wedge the North from the East. Pulmoddai also has one of the richest deposits of Titanium ore in the world. The sands in the area contain ilmenite and rutile, raw materials for manufacturing Titanium Dioxide.

Almost 95 percent of the population of Pulmoaddai village are Muslims.

Earlier, the SL Navy has appropriated several lands and houses belonging to Muslim residents along the coastal areas of Pulmoaddai, especially Ponmalai and other suburbs.

Recently, the SL Navy has constructed a Buddhist vihara and installed a statue of Lord Buddha in a land after forcibly evicting the Muslim residents from there.

Now Buddhist monks from the South invade and appropriate lands belonging to Muslims.

One Buddhist monk from Hambantota has appropriated around 500 acres of land allegedly for the construction of a Buddhist Vihara at Arisi Malai along the sea coast of Pulmoaddai. That monk had got the services of SL government surveyors to survey more lands.

Another Buddhist monk, from Dambulla, has appropriated one acre of land for the construction of a Buddhist religious hall. In addition to this, the monk has also appropriated ten more acres of paddy field belonging to Muslim farmers to construct another Vihara there, news sources in Pulmoaddai said.

Muslim residents in the area say they possess legal and other documents to prove their ownership of the lands taken over by the SL Navy and the Buddhist monk from South.

But, the SL Navy has been refusing to hand over these lands despite the repeated appeals made to them via the Trincomalee District Co-ordinating Committee by the Muslim parliamentarians.

The Colombo government is actively engaged in colonising around 6000 Sinhala families in the Mannaar district of the Northern Province, including its coastal areas, while it is not taking care of the resettlement of the Tamils and Muslims displaced by the war, accused Mr Selvam Adaikkalanathan, Tamil National Alliance (TNA) Parliamentarian for Mannaar. The TNA may have to seek judicial remedy if the government is bent on bringing in Sinhalese without resettling people affected by the war, he further said. The TNA parliamentarian should first have the guts to mobilise the people to ask the USA, Co-Chairs, India and the UN that have asked the people to come into the barbed-wire camps, commented Tamil activists for alternative politics in the island.

The Colombo government is deploying all sorts of tactics to colonise Sinhalese in Mannaar, while it shows lethargy in resettling Tamils and Muslims in their own land in the district, the TNA-MP said.

Genocidal Colombo is very systematic in colonising the Mannaar district, especially in snatching away the entire division Musali, bordering the North Central and North Western Provinces. The Sinhala colonisations are just parallel operations to Sinhala militarisation of the district, as in the case of the recent SL Naval enclave at Ma'richchukkaddi in the Mannaar district, political observers in the district said.

The Tamil politicians are not equally systematic in scientifically exposing what is happening in the region, in explaining to the masses what is happening, and in preparing the masses in knowing and facing the ultimate culprits, because they are forced to become the part of the agenda of the actual culprits, political observers in the district said.

This is not a domestic question. This is an international question. If the Tamil parliamentarians elected by the people are not going to project it in the proper way, who else are going to do it, ask the political observers.

The Tamil parliamentarians vaguely come out with statements accusing Colombo. It is a joke to harp on Sri Lanka’s judiciary on such matters. Everybody knows the interest taken by the genocidal State’s judiciary in politically delinking the geographically contiguous north and east of the territory of Eezham Tamils in the island, the observers said.

Rather than coming out with empty press statements, the Tamil parliamentarians could contribute better and produce better results, by mobilising the people to tell the message in no uncertain terms to the forces that are using the Colombo government as an agent, the observers further said.

Sinhalicisation of the Mullaith-theevu district of the Northern Province and demographically wedging it from the adjacent Trincomalee district of the Eastern Province in the country of Eezham Tamils, is structuralised in an accelerated way by the occupying genocidal Sri Lanka through recent activities in the newly created division called ‘Weli-oya.’ The name of the division itself is Sinhalicisation of its Tamil name Ma’nal-aa’ru. At the end of the war the Establishments of the USA, India, several other stooges and the UN were in complicity in sending the Eezham Tamils into barbed-wire camps. While their resettlement is stalled in many ways, every structural effort is now being made with full financial and material support to bring in Sinhalese into the land of Tamils.

For conceiving the genocide in war and ‘peace’ the full blame go to the USA and India more than anybody else, Tamil activists in Vanni said.

On the orders of Colombo’s colonial governor in the North, Maj. Gen. G.A. Chandrasri, separate divisional education office and other divisional offices are opened at the so-called Weli-oya to carryout the Sinhalicisation programme.

While only 15 schools are functioning, and less than 10 students attend some of them, the colonial governor has ordered to build and fully facilitate 42 schools in the division under Sinhala colonisation, to attract the Sinhalese to come and settle in the land of Tamils.

Building roads and providing electricity take place with a wartime effort in Sinhalicising the territory.

The most blatant act of the genocidal colonisation is the Sinhala State providing ‘military training’ to the Sinhala colonisers in the division.

Such military-trained genocidal colonisers are now paid a monthly ‘salary’ by the ‘defence’ ministry of Colombo headed by presidential sibling Gotabhaya Rajapaksa.

Colombo now provides various ‘government’ appointments also to the colonisers in the division.

Colombo has been aiming to Sinhalicise the division in the last several decades, as that would wedge the contiguity of the Northern and Eastern provinces of the country of Eezham Tamils, and would defy the claim of the Eezham Tamils for their homeland of contiguity in the island.

For three decades the militant struggle of Eezham Tamils stalled the geographic genocide and protected the contiguity of their country.

Colombo now shows all lures such as government appointments, to attract and bring in Sinhala men and women to Sinhalicise the division.

Chandrasri has ordered the provincial officials to provide all privileges at a priority basis to the Sinhala settlers in the Tamil district.

All ‘construction’ activities in the Northern Province now take place only in the Sinhalicised divisions such as Weli-oya and Vavuniya South, says SL Chief Secretary of the Northern Province, Ms. R. Vijayalakshmi.

As the entire money allocated to the Northern Province is diverted to the ‘development’ of the Sinhalicised divisions, there won’t be money left to build even sheds to the war-affected Tamil school students in the other parts of the province, in the next five years, she further said.

As the ‘Five Year’ plan money is already allocated in this way for the Sinhalicisation of the Northern Province, before the so-called Provincial Election expected to come in September, even if the Tamil side ‘captures’ the PC, they could neither alter it nor could have money for their programme, said an official fearing any citation of his name.

Sinhalicisation of Chu’ndik-ku’lam to permanently choke Jaffna Peninsula

The Eezham Tamil fishermen’s efforts to reconstruct their war-torn lives face fresh threats from the occupying Sri Lanka’s rampant Sinhalicisation of the North. During the last two weeks, hundreds of Sinhala fishermen are being settled at Chu’ndikku’lam, a coastal village situated in Vadamaraadchi East of the Jaffna district. By employing banned methods of fishing, the invading Sinhala fishermen have been posing a grave threat not only to the resettlement of the uprooted Tamils in the village, but also to the livelihood of the Tamil fishermen of Vadamaraadchi East. However, the worst threat is Sinhala military and fishermen permanently choking the one and only natural entry point into the Jaffna Peninsula, as Chu’ndik-ku’lam is the sandbar that links the peninsula with the main island. 1000 houses are planned for colonizing Sinhala fishermen at this location, says TNA-MP Sritharan.

Though the Sinhala fishermen initially made an advent from Kokku’laay to Puthumaaththa’lan in Mullaiththeevu district of Vanni, they have now been advancing into Jaffna district.

Immediately after the war ended, the Sinhala fishermen were brought down to Chu’ndikku’lam during fishing seasons. But, now the SL military forces are scheming permanent settlement of Sinhala fishermen families.

Reports suggest that steps are being taken for a massive Sinhalicisation around the mangroves of Chu’ndik-kul’am, which is adjacent to Elephant Pass, the entrance into the Jaffna Peninsula.

Permanently choking the entry points into the Jaffna Peninsula not only by the Sinhala military cantonments but also demographically by Sinhala settlements is the agenda behind the move.

Already, hundreds of Sinhala fishermen have settled in the area with their fishing merchandise with the presence of the occupying SL military.

Tamil National Alliance (TNA) parliamentarian S. Sritharan alleges that Colombo was setting out a plan of constructing around 1000 houses for the Sinhala occupants at Chu’ndikku’lam.

Sometime back, three companies from the South had visited Chu’ndik-ku’lam after obtaining ‘official permission’ for fishing sea cucumber. However, following the protests by the Tamil fishermen, the SL military was forced to assure them that the companies would fish for sea cucumber only on the touching sandbar of Chu’ndikku’lam. The people had also given up the protests following the assurance.

But, now the SL military is providing security to the Sinhalicisation and is scheming a permanent colonization of the coastal village.

Besides, the Sinhala fishermen have been using dynamite – a legally prohibited method – to kill fish and scoop the dead fish floating on the surface of the sea.

Though legally banned, the occupying SL military, which has brought in the Sinhala fishermen, turns a blind eye to the blatant violation.

The illegal practice of dynamite-explosion induced fishing poses a huge threat to marine life and the livelihood of the Tamil fishermen.

The excesses committed by the fishermen from South in Chu’ndikku’lam are largely seen as a continuing process that follows similar excesses in the nearby villages including Mukaththuvaaram and Katkova’lam.

It is also reported that the Sinhala fishermen have been indulging in excesses in the neighbouring Tamil fishing hamlets of Thaazhaiyadi and Kaddaik-kaadu.

Tamil fishermen express concerns over the lack of action on their complaints about such illegal methods to the officials of the Sri Lankan Department of Fisheries and Aquatic Resources (DFAR), which comes under the SL Ministry of Fisheries and Aquatic Resources Development.

While the Tamil fishermen have desisted from using such illegal methods of fishing, the encroaching Sinhala fishermen’s activities have instilled fears about endangered livelihood of the fishermen in the country of Eezham Tamils.

In the meantime, the Eezham Tamil fishermen seeking to resettle in Chu’ndikku’lam have been consistently refused access to their village. The refusal has adversely affected the fishermen from Jaffna and Vadamaraadchi East.

Meanwhile, a BJP-RSS-Shiv Sena journalist Swapan Dasgupta, who recently visited Jaffna, defended the presence of the Sinhala military in Jaffna to the readers in India and the world that the military “operates well below the radar.”

“Logistically, the army wants to insulate itself in the security zones, build strategically located cantonments and operate as a rapid response force just in case insurgency resurfaces,” Swapan Dasgupta said.

Swapan Dasgupta is criminally shielding the structural and demographic genocide the Sinhala military actively conducts in Jaffna itself. The BJP-RSS-Shiv Sena lot is answerable to this genocidal interference in the affairs of Eezham Tamils, commented political activists in Jaffna.

Batticaloa district Tamil National Alliance parliamentarian Mr P Selvarasa has warned that the occupying Colombo government has planned to grab several houses allocated under the Indian aid for war-affected Tamil families in the Eastern Province especially in Batticaloa district to be handed over to Sinhalese who are being brought down to the Batticaloa district from the South. The ultimate culprit that makes the housing meaningless is the Indian policy of not recognising or freeing the land of Eezham Tamils for them. If the policy is tacit support to demographic genocide, the result will be a Palestinian crisis for Eezham Tamils in the island. What has to be primarily addressed is the policy of New Delhi, commented activists of alternative politics in the East.

The TNA parliamentarian Selvarasa, briefing the media this week, said that the TNA would not allow such illegal handing over of houses under the Indian-aid to Sinhalese encroachers.

“We will not allow the Indian house aid scheme to be used for housing the newly settled Sinhalese families in the district. We have brought this situation to the notice of the district Government Agent”, Mr Selvarasa said.

Under the 50-thousand Indian housing scheme for the war-affected families, four thousand houses are allocated for the Eastern Province.

Two thousand houses would be constructed in Batticaloa district, one thousand houses in Trincomalee district and the balance 1000 houses in the Ampaa'rai district.

Now, the Colombo authorities are diverting a section of these houses to colonisers from the South.

India building houses without recognising the right of Eezham Tamils to their land and home, and without recognising the sovereignty of their nation, would be meaningless like what is now happening in the East. It would only lead to Palestinisation and perpetual crisis, commented activists of alternative politics in the East.

The TNA, rather than telling that they would not allow Indian houses going to Sinhalese, should be able to tell India itself to its face to first change its policies towards the nation of Eezham Tamils and make their land free, so that they could live in their houses in peace, the activists further said.

Sri Lanka’s Sinhala military occupying the famous archaeological site Maanthai in Mannaar, where the historically pivotal sacred Tamil-Saiva temple Thirukkeatheesvaram is located in the country of Eezham Tamils, has embarked upon building a Buddhist temple at a forcefully confiscated private land, just 200 metres away from the Saiva temple. Sometimes back, the New Delhi Establishment gave much publicity for the money it gave to preserve the Thirukkeatheesvaram sacred site. But the money is now used by genocidal Sri Lanka to build a Sinhala-Buddhist ‘pilgrim’ centre at the site in order to Sinhalicise the cultural landscape in the way Kathirkaamam was Sinhalicised and is now lost to the Eezham Tamils. The temple management that has now fallen into Colombo-centric hands is silent on the issue.

When the local people vacated Maanthai during war in the 1990s, the occupying Sinhala military confiscated a plot of land measuring 40 perches, belonging to Gnanapirakasam Mariyaseelan and was lying close to the Saiva temple to plant a Bo tree and to build a Buddhist shrine. The occupying soldiers were said to patronize the shrine. Later it was abandoned.

Recently, even the adjacent land of another 40 perches, belonging to Kanapathipillai Vijayakumar is forcefully confiscated by the occupying military to build a larger Buddhist temple in 80 perches of land.

A bronze statue of Buddha has already been placed at the site.

A group of Sinhala-Buddhist monks, who have come from the south, are engaged in the building activities with the full support of the Sinhala military stationed at the locality.

The whole area of nearly 3 km circumference is an extensive archaeological site, dating from prehistoric times to c. 16th century. The site has the remains of an ancient, walled city.

Six months back, Colombo’s Archaeology Department has declared the entire area as an archaeological site. But current building activities of Sinhala-Buddhists have started there with SL military support.

While the genocidal SL Government is silently carrying out its agenda, the Saiva temple management, now based in Colombo is also gagged from protesting.

Initially a 250 million rupees grant was made available jointly by New Delhi and Colombo for ‘infrastructure’ development of the sacred place. This was used for building roads etc around the place, which is thoroughly militarised due to its strategic importance of controlling the entry into Thalai Mannaar Island and controlling the junction of two highways, A32 and A14.

The Sinhala-Buddhist ‘pilgrim’ centre, north of the Saiva temple was built on this money.

Later, New Delhi has now made another 300 million rupees grant.

The New Delhi Establishment that is not willing to recognize the identity of the Eezham Tamil nation in the island is playing a historical deceit in architecting and promoting structural genocide of the Tamil nation in the island, for the strategic and commercial benefits it tries to barter from the genocidal Sinhala state.

The entire process is a continuity of the strategic partnership between New Delhi and Colombo commenced in coursing the war to the genocide of Eezham Tamils and nothing has changed.

Sections of media, intelligence-operated academics, business corporates and Stalinist political parties in India back the process by negating the right to protection and right to self-determination of the nation of Eezham Tamils.

While the emerging esoteric state in New Delhi, shaped by the Congress regime in the style of KGB-operated former USSR, tries to hoodwink political opinion in Tamil Nadu and tries to lure Eezham Tamils that the saviours are nothing but in India, so far New Delhi has not proved an iota of its ability to stop the structural genocide. On the contrary it gives all diplomatic, logistical and material support to the process.

Thirukkeatheesvaram, facing the Palk Bay, is one of the two Tamil-Saiva temples in the island that was consecrated by the Theavaaram canon of the 7th century AD Tamil devotional movement. The other temple is at Thirukoa’namalai (Trincomalee) on the eastern coast, facing the Indian Ocean.

Two Tamil-Saiva saints of 7th century AD, Sampanthar and Suntharar have composed hymns on the Thirukkeatheesvaram temple.

The ancient city Maanthai or Maa-thoaddam, meaning the ‘great harbour’ where Thirukkeatheesvaram is located, was a meeting ground of the maritime routes of the East and West that were passing through the Gulf of Mannaar and Palk Bay in the ancient and medieval times from the Roman world to the Chinese Far East.

The harbour was located at the passage between the Gulf of Mannaar and the Palk Bay. The ancient commercial importance of the harbour was pearls and chunks the waters were producing.

Diving for pearls and chunks was entirely an activity of Tamil coastal communities on either side of the waters, from very early times to recent colonial times.

The Sinhalese were never engaged in pearl and conch fishing.

Even the sections of the communities that are found today as Sinhala-speaking in the South were Sinhalicised only in very recent times.

Maanthai, the trading activities of which reached their peak during the medieval Chola-Arab-Chinese trade, declined afterwards.

Maanthai and Mannaar were parts of the Tamil-Saivaite, Kingdom of Jaffna, when the Portuguese captured it.

The Portuguese destroyed two Saiva temples, Thirukkeatheesvaram and Tho’ndesvaram located at the place. They also built a church there, which was later abandoned.

Due to silting the harbour became not usable in Portuguese and Dutch times and activities shifted to Mannaar Island.

Later, with the advent of steam vessels, the entire sea route in the shallow waters became unusable.

Abandoned and forested, and with a small Tamil Catholic population from the descendants of the pearl-conch divers in the neighbourhood, the Maanthai archaeological site was ‘Crown Land’ coming under the Government Agent of Jaffna, during early British times.

The champion of Tamil-Saiva reformer Arumuga Navalar of Jaffna wanted to rebuild the Saiva temple Thirukkeatheesvaram of Theavaaram fame, and in 1872 he made appeals to the British government to give land at the site.

Even though having a lot of respect for Navalar, the Government Agent of Jaffna at that time, Sir William Twynham, was a bit angry with Navalar for the latter organising public protests against the colonial administration’s failure in providing relief to epidemic-famine victims of 1877.

The result was that Navalar was not getting the land until his death in 1879. When he died, Twynham, who showed his respect by announcing holiday to the Kachcheri to attend to the funeral, later gave the land to a follower of Navalar, Pasupathi Cheddiyaar who re-built the temple. Pasupathi Cheddiyaar also was one of the founders of Jaffna Hindu College.

The temple became a centre of inspiration in the Tamil-Saiva revival of Eezham Tamils. Many of the elites of the nation were involved in doing charity to the place. A bigger temple in stone was built in the early 1970s.

With the shift of a section of the Tamil elite to Colombo, the Temple management also became dominated by Colombo Tamils of Jaffna origin.

Sir Kandiah Vaidyanathan who was close to the Sinhala ruling families of Colombo and a Colombo-based lawyer, Mr. Namasivayam who recently passed away at the age of 100, were long contributing to the management and in protecting the temple from all kinds of threats that were coming from time to time.

Mr and Mrs Kailasapillai, based in Colombo, play major roles in the current management.

Colombo-based Tamil organisations, either due to fear or due to compulsions for collaborative politics, are ‘flexible’ in compromising the interests of Eezham Tamils, complain grassroot civil society activists.

A similar tendency is seen in sections of the diaspora too that have interests in the Colombo-centric system.

For instance, the owner of the 40 perches of land, recently confiscated by the genocidal military for the construction of the Buddhist temple close to the Thirukkeatheesvaram temple is living in the diaspora. He is reportedly hesitant to make international level protests, due to his fear that his visits to Colombo would be affected.

The West that tries to prod Eezham Tamils to engage in ‘collaborative’ development has never done anything for the protection of the diaspora from this kind of intimidation the genocidal state has become an adept of. Nor they concede, even in the recently enacted US-resolution at Geneva, that their model of implementing anything within a united or unitary Sri Lanka is not workable.

Archaeological excavations were carried out at the temple surroundings at Maanthai since 1950s.

In the first series of excavations conducted by Shanmuganathan in the 1950s the structure of an old Saiva temple and a Sivalingam were unearthed close to the present temple. Another special feature was a megalithic burial of extended inhumation excavated by him.

In the 1960s and 70s, Colombo department’s Raja de Silva conducted some excavations which revealed lot of material, but the reports were not published.

Between 1980 and 1984, Chicago Oriental Institute’s Prof John Carswell, in collaboration with the SL Archaeology Department conducted three seasons of excavations. The Ford Foundation provided the fund for the extensive excavation in 1984.

The excavation revealed the massiveness of East – West trade carried out through the port as well as its prehistoric origins going back to microlithic times.

The excavation that involved the participation of British, American and Indian excavators along with local ones, and the participation of Sinhala and Tamil university students, ended abruptly with that season in 1984, when the SL military stationed at Tha’l’laadi burning the Mannaar city and killing local people at Maanthai marked the beginning of war.

The SL government always had the habit of taking excavated material of Maanthai to Anuradhapura in the Sinhala south.

The heritage of the Tamil land thus transported to the south is beyond reach to Tamils, and often material of identity significance may go ‘missing’.

Prof John Carswell could not able to compile the report of the excavations for 27 years since their abrupt end.

It is now said that a monograph, jointly edited by Prof Carswell and Dr. Siran Deraniyagala is ready for release shortly.

Last month, sending a short review and wishing well Dr. Thiagaraja’s publication released in London, Prof Carswell now in his 80s, said Maanthai “was never the prerogative of any ethnic or religious group.”

“It was a city built on a collaboration of commercial and political interests, coming from east and west, north and south,” Carswell said, adding that ancient cities like Maanthai were “windows on a large, complex, and above all ‘dynamic’ system.”

Carswell’s universal approach to an archaeological site of ancient entrepot heritage may be right, and may be in synchronisation to the ‘globalisation’ of contemporary affairs based on current collaboration of commercial and political interests.

But to what extent the approach brings in justice to the heritage and identity of the people, whose pearl and conch were the footing to the “window”, and who now face structural genocide and annihilation of their nation, is the question.

Already the genocidal state has converted the northwest tip of the Jaffna Peninsula, Thiruvadinilai, located at the closest distance to the Tamil Nadu coast as a Sinhala-Buddhist sacred place, saying that it was the landing place of Buddhism to the island.

While the early Buddhist chronicles like Dipavamsa and Mahavamsa themselves give a Tamil name for the landing place, and while the later Buddhist pilgrim literatures like Nampota used call the entire region as Demala Ratta (the country of Tamils), the present Sinhala-Buddhist state has militarily confiscated the traditional villages and lands of Tamils there.

Local Tamils are not even allowed to enter the area while Sinhala-Buddhist ‘pilgrims’ from the south throng to the place.

A Sinhala military cantonment is also now being built there.

Genocidal Sri Lanka, which poses Thiruvadi-nilai area of Maathakal, the north-western tip of the Jaffna Peninsula as a ‘Sacred Zone’ of the Sinhala-Buddhists, is now engaged in constructing permanent quarters for the occupying Sri Lanka Navy in the lands of uprooted Tamils who are denied access to their land that had gone under SL military declared High Security Zone 20 years back, news sources in Jaffna said. The families of SL Navy personnel will be provided these quarters, establishing a permanent Sinhala military colony 200 meters from Thiruvadi-nilai in the close vicinity of the Buddhist Stupa erected in 2009. The way the structural genocide is escalating, especially after the Geneva resolution, has made many Eezham Tamils to lose faith in the intentions of the USA and India that have never done anything to check the post-war crimes of the Sri Lankan state.

The state oppression has become heavier and Colombo is in a hurry to achieve irreversible results of structural genocide in recent weeks.

The public anger more and more turns towards the failing powers, political observers in Jaffna said.

The construction of Sinhala cantonment at Maathakal has been going on for 8 months without the knowledge of the public. Last year, a new naval base was established in the area.

This year, on 06th February, the SL President Mahinda Rajapaksa secretly inaugurated a controversial solar-panel and windmills farm in the lands appropriated from the uprooted Tamils of the coastal stretch between Thiruvadi-nilai and KKS, leasing the lands for 20 years to a Malaysian corporate of Chinese connections.

The entire coastal stretch, between Punnaalai and Maathakal, is kept occupied by the Sri Lankan military for the establishment of the ‘Sacred Zone’.

Thiruvadi-nilai Kengkaatheavi Cooperative Society of fishermen, has complained that the fishermen who were earlier fishing in the area using the local method of ‘ka'langkaddi’ fishing, are now barred from fishing in the waters close to the ‘Sacred Zone’. The families of the fishermen are now deprived of livelihood, the fishermen society further said.

The SL military has earlier attempted to convince the owners of the lands to sell their land deeds to southerners. But, the uprooted Tamil people had refused to sell their lands and were insisting on resettlement.

The cantonment comprises a large coastal area including Thiruvadi-nilai, Kaaddup-pulam, Nelliyaan and Chuzhipuram East. SL Navy personnel deployed in Punnaalai have been promised quarters to settle there, bringing their families from South, informed sources said.

Thiruvadi-nilai is one of the two closest spots of communication between the island of Sri Lanka and Tamil Nadu. While Thalai Mannaar in Mannaar district is the closest to Rameasvaram, Maathakal in Jaffna Peninsula is the closest to Koadikkarai (Point Calimere) in Tamil Nadu.

Colombo’s archaeologists claim Thiruvadinilai as the landing place of Sinhala-Buddhism to the island in 3rd century BC, and are building modern Buddhist establishments there, while the very name of the place "Ko'la-patuna" (Kozhu-paddinam: the harbour at the tip) mentioned in the Pali chronicles themselves is of Tamil etymology.

Shiranthi Rajapaksa, the wife of Mr. Mahinda Rajapaksa and her son Namal Rajapaksa brought a statue of Sanghamita, Emperor Aoska’s daughter and the first woman Buddhist missionary to the island, to be enshrined in the newly built Buddhist Stupa in Maathakal in October 2009.

Following the opening of the Buddhist Stupa, Colombo establishment encouraged Sinhala ‘pilgrims’ to visit the place in large numbers.

In June 2011, the Rajapaksa regime in Colombo started to proclaim that Thiruvadi-nilai in Maathakal was to become a ‘sacred’ zone.

Since 1992, the SL military has occupied many parts of the Maathakal village and private lands of Tamils. After the end of war in Vanni, there was an announcement that people would be permitted to resettle in Maathakal. But, when the people wanted to resettle, the SL military came with excuses saying de-mining was yet to be completed.

In December 2011, the uprooted Tamil people of Maathakal protested against Sri Lanka Navy building an extensive naval base confiscating private lands of Eezham Tamils.

Maathakal is just one of the military-Buddhist enclaves the state in Sri Lanka is building in the country of Eezham Tamils it occupies.

In the process of building a Sinhala cantonment at Thiruvadinilai in Maathakal, the local people are never permitted to even see their lands and houses.

In the meantime, the SL military has begun to hurriedly construct a Buddhist Stupa at Jaffna harbour, between Jaffna Fort and Kurunakar, last week. This new Stupa will be the new ‘cultural landmark’ of Jaffna city for vessels coming towards its harbour.

Large tracts of lands adjoining in vicinity of an ancient stupa site in Thiriyaay and newly installed Buddist monks in at least three places in Kuchchave'li Divisional Secretariat division of Trincomalee district are behind grabbing lands of Tamils and blocking Tamils from re-settlement, civil officials in Kuchchave'li division said. A systematic programme of Sinhalicisation has been taking place, begun after the area was captured by the SL military from the LTTE, is now being accelerated by the Colombo establishment, according to Tamil civil officials in the division.

A Buddhist monk at Thiriyaay in Kuchchave'li Divsional Secretariat of Trincomalee district has been pressurizing the civil administrative authorities to grab 3,000 acres of land to an ancient stupa called Girihandu Saya.

The name of the stupa is now being used to the entire village and the Tamil name Thiriyaay is being erased in the name boards.

Meanwhile, another Tamil village, Ilanthaik-ku'lam, in the same division has been changed to “Mahanga wewa” in Sinhala and 320 acres of lands have been appropriated by a Buddist monk, who has been behind blocking Tamils from resettling there, the sources further said.

The occupying SL military has been backing the Buddhist monks in the Sinhalicisation project, which has been stepped up in the ancient villages in the East of the Tamil country.

Recent revelations on Norwegian foreign ministry’s deployment of funds have shown that Norway had allocated major funds to Sinhala institutions in Sri Lanka even in the year 2011 to carryout activities in the country of Eezham Tamils, which Tamils see as ‘Sinhalicisation of development’. Following a controversy about handling of funds by Norway’s foreign minister allegedly favouring one of his friend’s foundations, Mr. Torry Pedersen, the chief editor of VG, Norway’s largest newspaper, came out with an open call to the public on Thursday to assist journalists in the investigation on the spending of all ministries. It was unusual for Norwegian media to investigate the country’s ‘foreign spending’, but when it happened this time it also exposed Norway’s controversial role played on the affairs of Eezham Tamils facing structural genocide.

After ending the war in genocide of Eezham Tamils in 2009, the Sri Lankan state systematically carries out a programme of structural genocide through militarisation, colonisation and Sinhalicisation of the country of Eezham Tamils, eventually to annihilate the identity of their nation in the island.

Even organizations like the International Crisis Group (ICG) that have earlier contributed to an opinion milieu that led to the course of events in the island have now started accepting the crisis resulting from Sinhala militarisation, colonisation and Sinhalicisation in the island, even though they are impractical in coming out with appropriate solutions to the crux of the crisis.

Sinhalicisation and structural genocide of the nation of Eezham Tamils are not merely carried out by the occupying Sinhala military and Sinhala colonisation changing the demography.

Sinhalicisation of ‘development’ – leaving rehabilitation of Eezham Tamils and the development of their country in the hands of the genocidal state, its military and in the hands of the Sinhala NGOs, alienating Tamils and their diaspora from independently carrying out their own development – is the worst of the crime leading to structural genocide.

Eezham Tamil diaspora in Norway has been repeatedly cautioning about Norway funding Sinhala NGOs and advising Tamils to work under them in the Tamil country. There were occasions when diaspora development activists in Norway refused to accept such offers.

But the recent revelations show the continuity as well as the extent of funds that were allocated by the Norwegian foreign ministry to controversial Sinhala NGOs active in the country of Eezham Tamils.

Milinda Morogoda Institute, Sewalanka and Sarvodaya are some of the Sinhala NGOs that were receiving major allocations of Norway foreign ministry funds in 2009–2011.

Milinda Morogoda Institute receiving an un-proportionally high amount of funds meant for any single institution during the peace process has been questioned even by Norway’s report on the failed peace process.

Norway’s association with the activities of the Buddhist NGO Sewalanka in the post-war period came under criticism when Norwegian Professor of Anthropology Øivind Fuglerud pointed it out it as an example in November 2009 for the abuse of Norwegian taxpayer’s money spent on programmes pricking the sentiments of Tamils.

Quiet recently in February 2012, veteran Sinhala Anthropologist Prof Gananath Obeyesekere took up the example of Sarvodaya and its ‘Buddhist version of socio-economic and political development’ to condemn the kind of NGO ‘development’ envisaged in the West.

Jehan Perera’s National Peace Council of Sri Lanka and Sinhala-Tamil Rural Women’s Network are some other major recipients of Norway foreign ministry funds in 2009-2011.

Two Buddhist institutions received funds in 2009.

The funds were also spent on Sri Lanka Department of External Resources, Sri Lanka Rupavahini Corporation (SL government-controlled TV), Sri Lanka Media Resource and Training Centre, Sri Lanka Press Institute and Symphony Orchestra of Sri Lanka.

Interestingly, the controversial Galle Literary Festival that was boycotted by many human rights-conscious writers also received Norway foreign ministry funds in both the years 2010 and 2011.

Besides spending funds on NGO activities that erode the national question of Eezham Tamils in the island, Norway’s foreign ministry funds were also spent on some international organisations that work on diaspora engineering and on negating the independence of Eezham Tamils.

The International Crisis Group (ICG), International Alert, One Text Initiative Ltd. Lanka were regular recipients of the Norway foreign ministry funds (2009-2011), where the International Working Group on Sri Lanka received funds in 2009.

Former International Development Minister of Norway, Mr. Erik Solheim, who was also handling Norway’s peace facilitation in different parts of the world, was deploying most of Norway foreign ministry’s development funds during 2009-2011.

Norwegian media generally do not allocate resources to investigate on Norway’s foreign policy related activities and funds utilization as they fall under the national interests of Norway. However, following the latest controversies related to the foreign ministry, the journalists have begun focusing their investigative eyes on the funds spent by the ministry outside of Norway.

Meanwhile, Audun Lysbakken, the leader of the Socialist Left (SV) party in Norway, has gone on record in Norwegian media for saying that Norway doesn't need to follow the footsteps of the USA.

The Colombo government has been engaged in creating new villages for Sinhalese who are being brought down from the south to the Eastern Province. The SL government authorities have set aside around 25,000 acres of land in Vavu'natheevu in Batticaloa district under the pretext of allowing members of the so-called Sri Lanka Civil Defence Force, who are Sinhala home guards trained to colonise Tamil land by the Sri Lankan military, to do cultivation. Hundred percent of the paramilitary home guards in the unit receiving the lands in Batticaloa are Sinhalese.

The Eastern Provincial Council led by a leader of a paramilitary group as its Chief Minister has started fencing the land for the exclusive use of the SL Home Guards, according to Batticaloa district Tamil National Alliance (TNA) parliamentarian Mr.P.Selvarasa.

The TNA MP revealed the hidden agenda of the Colombo government while addressing a meeting at Vellave'li Kalaimaka'l Viththiyaalayam (school) in Poaratheevuppattu education zone of the Batticaloa district.

Mr. Selvarasa further said that the Tamil people are struggling to restore their lost rights and traditional lands. But the Tamil ministers in the Mahinda Rajapakse government are engaged in making speeches to divert the attention of Tamil people from this goal.

“We will not stop our struggle until we reach the goal to fulfill the political aspirations of Tamil people” Mr.Selvarasa declared.

Venerable Ambitiya Sumanarathna Thera, the head of the Buddhist temple in Batticaloa, who conducted a fast-unto-death campaign in the year 2010 demanding Colombo to post Sinhala officers to all government departments in the predominantly Tamil-speaking district, has been waging a new fast-unto-death campaign from Tuesday this week. The new campaign is targeted against Tamils, who have been demanding resettlement in their occupied lands by documenting their land deeds. The monk, putting forward a false claim that officials in Batticaloa were issuing false land deeds to Tamils, claimed that the lands belonged to Sinhalese. He ended the fast-unto-death campaign after Colombo's paramilitary operative and a deputy minister in Rajpaksa's cabinet, Vinayagamoorthy Muralitharan, met the prelate and promised to forward his appeal to SL President on Wednesday.

Following the 2010 campaign by the monk of the Mangala Raja Maha Vihara in Batticaloa, Sinhala officials have been deployed in almost all the key government institutions of the district.

The monk had demanded Sinhala officiers to be appointed to the Courts, District Secretariat, and Divisional Secretariats in 2010 and had called of his hunger strike in that instant on the promise by the Colombo government to implement his demands in due course.

Since then top-level Sinhala officers are appointed to the Eastern University and to all government institutions. Minor grade employees from south are also being posted to the district.

The monk launched the new campaign following the request of SL authorities in Colombo, Tamil officials in the district alleged.

The prelate is widely considered as a mouthpiece of the Colombo government in Batticaloa, making unjust demands to the authorities and creating dissension among communities. He has also been projecting “Mahinda Chindana” of the SL president in the district.

Archaeological traces of heritage, preserved in 25 acres of land in Chuvaami-malai and Kevu'liya-madu villages in Paddippazhai DS division of Batticaloa district, are being destroyed by Sinhala encroachers, who are attempting to construct a Buddhist vihara at the occupied lands, civil sources Paddippazhai said. Condemning the move, Eastern Provincial Council (EPC) member R. Thurairatnam, said the destructive trend is opposed to any future ethnic harmony in the East. The historical evidences in the area were well preserved even during the times of war, Mr. Thurairatnam observed.

The occupying Sri Lanka Army and SL Police are assisting the encroachers to carry out the destruction, civil sources in the area said.

140 Sinhala families had encroached lands that belonged to Tamils in the villages of Kevu'liya-madu and Chuvaami-malai four years ago, after the war ended. Now the encroachers claim that the area belong to them.

The act of destruction of archaeological traces of heritage in the lands confirm that the traces belong to Eezham Tamil heritage, a young Tamil politician in Batticaloa said.

The trend also indicates why the Sri Lankan government, aiming total demographic change in the East, has not been interested in giving land and police powers to Eezham Tamils, he added.

Depriving the livelihood of resettled Tamils at 35th Colony, the Sri Lankan government authorities in Colombo have taken charge of the Tamil area, which comes under the Batticaloa district and the Eastern Provincial Council, aiming Sinhalicisation of the border village between the Batticaloa and Ampaa'rai district. The Tamil fishermen, who have been fishing in Navakkiri tank have now been denied access to the tank and only Sinhalese are allowed by the SL authorities to engage in fishing in the tank situated in the 35th Colony. The provincial minister responsible for fisheries affairs, Mr. Navaratnam, has also confirmed that the civil affairs at 35th Colony are being directly controlled from Colombo.

Affected Tamils also complain that the encroached Sinhala families are now threatening them to leave the village for good.

The Tamil residents of 35th colony didn't have difficulties in fishing at the Navakkiri tank even during the times of war, the villagers said.

Tamil residents have been fishing in Navakkiri tank for a long time.

After the war, the SL government in Colombo has taken the responsibility of administering the area into its hands, as it has targeted the area for Sinhalicisation, affected Tamil villagers further said.

The fishermen are now facing untold hardship for their survival without any livelihood facilities.
