குடி மையங்களில் தொடு உணவு பரிமாறும் சிறுவர்கள் : எதிர்காலம் கேள்விக்குறி

குடி மையங்களில் தொடு உணவு பரிமாற சிறுவர்களை பணியில் ஈடுபடுத்து வருவது அதிகரித்து வருவதாக ஆய்வில் தெரியவந்துள்ளது.

சென்னையில், 600க்கும் மேற்பட்ட குடி மையங்கள் உள்ளன. இதில், 14 முதல் 16 வயதுக்குட்பட்டோர், வாடிக்கையாளர்களுக்கு மது வாங்கி கொடுத்தல், தொடு உணவு பரிமாறுதல் போன்ற பணிகளில் ஈடுபடுத்தப்படுகின்றனர். பெரும்பாலும், 8ம் வகுப்பை தாண்டாதவர்கள், 10ம் வகுப்பு பொதுத் தேர்வில் தேர்ச்சி பெறாதவர்களாகவே இவர்கள் உள்ளனர்.

குடி மையத்தில் தஞ்சம்:குடும்ப வறுமையால் தான் குடி மையத்தில் வேலை பார்க்க வேண்டிய நிலைக்கு தள்ளப்பட்டுள்ளோம் என, சிறுவர்கள் கூறுகின்றனர். இவர்களின் கூற்று ஏற்றுக் கொள்ளத்தக்கதாக இல்லை. அப்பா வருமானம் போதவில்லை; அதனால் ஊத்திக் கொடுக்கும் வேலைக்கு வந்து விட்டோம் என, பலர் தெரிவிக்கின்றனர். பள்ளிப் படிப்பை பாதியில் நிறுத்திவிட்டு முறையான கவனிப்பு இல்லாததால் பலர் குடி மையத்தில் தஞ்சம் அடைகின்றனர்.

குடிக்கு அடிமை:வேலை கிடைத்தால் போதும் என வரும் சிறுவர்கள் , பிறர் குடித்து வைத்துச் சென்ற பாட்டில்களை வடித்து ருசி பார்க்கின்றனர். ஒரு கட்டத்தில் போதைக்கு அடிமையாகி விடுகின்றனர். 24 மணி நேரமும் மிதமான போதையில் இருப்பவர்களும் உண்டு. எதிர்காலம் குறித்த எந்த கவலையும் கிடையாது.

குடி மையங்களில் பணியாற்றும் சிறுவர்கள் பற்றி ஆய்வு நடத்தும் அறிவழகன் கூறியதாவது:குடி மையங்களில் மீசை முளைத்திடும் பருவத்தில் உள்ள சிறுவர்கள் அதிகம் உள்ளனர். ஐந்துக்கும், 10க்கும் பிச்சைக்காரர்கள் போல் கையேந்தி நிற்கின்றனர். பழங்குடியினர், நரிக்குறவர்கள் வசிக்கும் பகுதிகளில் இருந்து வரும் சிறுவர்கள் அதிகமாக உள்ளனர்.இவ்வாறு அறிவழகன் கூறினார்.

* வீட்டை விட்டு வெளியேறி வழி தெரியாமல் தஞ்சம் அடைவோரும் உண்டு.
* குடும்ப வறுமையால் பணியாற்றும் சிறுவர்களும் உண்டு.
* பெற்றோரே குழந்தைகளை அடகு வைத்துள்ளதும் உண்டு.
* பெற்றோர் பிரிந்ததால் ஆதரவற்ற சிறுவர்களும் உள்ளனர்.
* பொய் சொல்லி விட்டு வேலை செய்யும் சிறுவர்கள் அதிகம்.

Chinese-helped new SL Naval base comes up in Vanni, targeting Palk Bay

Sri Lanka occupying the country of Eezham Tamils opened a new naval base in the western coast of Vanni at Naachchik-kudaa facing the Palk Bay in a commanding position to target movements from the Tamil Nadu coast of India. Construction of the new naval base received Chinese help. SL navy commander Somathilake Tissanayake inaugurated the base on Monday. Meanwhile, journalists who have gone for the annual church fete at the uninhabited islet Kachcha-theevu in the Palk Bay has noticed a permanently built SL naval base there. The construction material of this base and a newly coming up jetty there were found with Chinese markings. Two SL naval ships are always stationed near Kachcha-theevu. The attacks on Tamil Nadu fishermen deploying Sinhala gangs from the south are operated by SLN in Kachcha-theevu.

This week, petrol bombs thrown by a gang coming in a boat destroyed a Tamil Nadu fishing boat near Kachcha-theevu.

The new naval base, located in a cove at the fishing port Naachchik-kudaa in the Kariyaalai-Naakappaduvan division of the Ki’linochchi district, has been given with a Sinhala name Bhuvaneka.

From the location the base could monitor the fishing villages from Mannaar to the Devil’s Point coast in the Vanni, as well as movements from Rameswaram in Tamil Nadu and the Ira’nai-theevu and Kachcha-theevu islets.

SL defence secretary and presidential sibling Gotabhaya Rajapaksa put the naval division in this part of Vanni to operation in August last year. The new naval division will function under Sri Lanka’s North Central Command.

Apart from the KKS naval base, already there are three more major SL naval bases in the north at Kaarainakar, Veala’nai and Ma’ndai-theevu to conduct surveillance of movements in the Palk Bay from Tamil Nadu. Besides, there are many small naval detachments all along the coasts of the north.

Right from 1960s Colombo was systematically following a naval policy of choking the coasts of the north in the pretext of checking smuggling. A former Sinhala Government Agent of Jaffna has put it on record that this naval policy in the 1960s itself was actually in anticipation of checking Tamils in the island, because the Colombo government was very much conscious that its policies on Tamils would eventually bring in trouble.

Now the mushrooming naval bases directly target Tamil Nadu, strategic analysts said.

Sinhala school students attack visiting Tamil counterparts from Jaffna

Nations divided at the grassroot in the island despite machinations of global powers, reflected in an episode this week in which visiting students from leading schools of Jaffna were attacked by fellow Sinhala students in a cadet camp at Randamba in the Southern Province. The Sinhala military officials in the camp, rather than attending to complaints, chose to send the Jaffna school students back, with a warning not to tell anyone what had happened to them in the camp. During the decades of war, Colombo had stopped cadet programmes in the schools of Jaffna. Now as a part of its militarisation and structural genocide programme Colombo has conceived the idea of obligatory military training to all university entrants and reintroduction of cadet programme in the leading schools of Jaffna.

Accompanied by teachers, school cadets (or rather children as they are under 18) from St. John’s College, Jaffna Hindu College, Kokkuvil Hindu College and Central College of Jaffna were among those who were taken for the cadet training camp of both Sinhala and Tamil students at the Randamba SL military facility in the Southern Province.

During the camping, verbal exchanges between the two sections snowballed into an attack on visiting Tamil students by the Sinhala students, on Tuesday.

The accompanying Tamil teachers brought the matter to the notice of the military officials conducting the cadet camp. But no disciplinary action was initiated against the attackers.

Again on Wednesday, when the students of Jaffna Central College went to collect their food, they were attacked by the same group of Sinhala students in the locality of their hostel.

Jaffna Central College students returned on Thursday and principals of the other schools have asked for the safe return of their students.

Colombo restarted the cadet programme in the Jaffna schools with great fun-fare last year. The occupying Sinhala military has allocated a school building near Kaakkai-theevu in Jaffna for this purpose.

For advanced training the Jaffna students were taken to Randamba military facility.

School administrations and education officers in Jaffna are highly concerned of the indifferent attitude of the SL military towards the attack on Tamil students. In future they would resist sending their students for any training programme in the South, education circles in Jaffna said.

All the Jaffna institutions mentioned above became degraded into high schools long back, despite their ‘college’ nametags and more than a hundred years old history.

But as high schools they are monumental institutions of Jaffna society and all of them have alumni associations all over the world.

Genocidal Colombo nowadays has a particular sinister eye on the educational institutions of Eezham Tamils and their alumni associations in the diaspora.

As all school students in the island are under 18, they are children according to international reckoning.

The world establishments and international human rights organisations that are worried about child soldiers among non-state combatants never raise a finger to the cadet programme to the school children that is conducted all over the world by the Establishments to prepare and recruit soldiers.

Schools usually take in children for cadet training from 14 –15 years onwards.

The very idea of cadet programme that originates from British imperial and colonial schooling system, and that is now found pampered in the schools of India and the USA, has the motive of orientating the school children into militaristic thinking, exposing them to the military of the Establishment and luring them for recruitment.

MIA tweets on Channel-4, creates wide war-crimes publicity

Maya Arulpragasam (popularly known as MIA), the Jaffna born music phenom, created unexpected world-wide publicity for the Channel-4's recently released documentary on Sri Lanka's war-crimes when she entered a tweet debate with CNN's Anderson Cooper when she tweeted her followers suggesting "they also tune in," and then singled out Cooper, tweeting, "someone should make @andersoncooper watch it / film it and show the world what happens when respected journos get it wrong #killingfields." In her following tweet, she said that Cooper had called her "a terrorist for speaking out."

Huffington Post which covered the "lively debate," said, "MIA was seemingly referring to a 2009 incident when the blog associated with Anderson Cooper's CNN show linked to an article published in the Charleston Mercury News titled, "Lady Tamil Tiger Gives Pop Culture A Bang." The article discussed MIA's hit record, "Paper Planes," and the work of her father who is widely known as a Tamil activist. The article includes the line, "To some, M.I.A. is a peaceful revolutionary artist who has shed light on a desperate situation in Sri Lanka. To others she is a LTTE propagandist rousting international support for a terrorist organization.""

Huffington Post said of the "debate" that the "two seemed to make up in the end, when Cooper said he understood MIA's frustrations that the Sri Lankan war that has not gotten enough coverage in the U.S. Cooper also told MIA to "check her facts" since he also defended her finger pointing at the Super Bowl.

"@andersoncooper p.s thank you for defending my finger , please watch Channel4 #killingfields by @jonsnowC4," MIA responded.

Eezham Tamils demonstrate outside US Embassy in London

Targeting the US draft resolution to be tabled in Geneva later this month, hundreds of Tamils gathered outside the US Embassy in London on Friday demanding that an independent international investigation into the genocide of Eezham Tamils in their homeland be included in the resolution at the 19th session of the UN Human Rights Council. Arranged at short notice by the Tamil Coordinating Committee UK (TCCUK), the demonstration drew a cross section of Eezham Tamils in the UK, including significant number of youth. Demonstrators held placards that identified Eezham Tamils as a nation and asked the international community to initiate a UN-sponsored referendum to resolve their national question.

This is the first time in recent years that Eezham Tamils have held a demonstration in front of a US diplomatic mission.

Resolution by 12 diaspora Organisations

Demonstrators spoke to passersby and took time to explain the protracted nature of genocide, war crimes and crimes against humanity that had been committed by the Sri Lankan state against Eezham Tamils ever since its so-called independence in 1948. They also asked for justice to be placed above geo-politics in dealing with Eezham Tamils and the Sri Lankan State.

Slogans emphasised need for immediate withdrawal of Sinhala armed forces from the Tamil homeland, unconditional release of all Eezham Tamils detained by Sri Lanka and a UN-sponsored referendum with independent and sovereign state of Tamil Eelam as an explicit option.

Event organisers handed over to the Sri Lanka section of the embassy a copy of the joint statement and resolution released by a coalition of 12 grassroot Tamil organisations from around the world on 13 March 2012.

கடற்பாசியில் இருந்து " மின்சாரம்': தமிழக அரசு கவனம் செலுத்துமா

தமிழகத்தில் 10 மணி நேரம் முதல் 12 மணி நேரம் வரை ஏற்படும் மின்வெட்டு மக்களையும், தொழில்களையும் பெரிதும் பாதித்துள்ளது. மாநிலத்தில் தற்போதுள்ள 16,990 மெகாவாட் உற்பத்தியில் 6,761 மெகாவாட் மரபுசாரா எரிசக்தி. இதில் காற்றாலை, சூரியமின்சக்தி மற்றும் பயோமாஸ் மின்சக்தியும் அடங்கும்.

காற்றாலை மின்சக்தி தமிழகத்தில் 40 சதவீதத்திற்கும் குறைவாக கிடைக்கிறது. ஆண்டிற்கு 8 மாதங்கள் தான் தேவையான காற்றின் வேகம் உள்ளது. இதனால் காற்றாலை மின்உற்பத்தி திறன் 13,000 மெகாவாட் மாத்திரமே உள்ளது. மின்விநியோகத்தில் நஷ்டம் மற்றும் இயந்திரக்கோளாறு, அணைகளில் குறைந்த அளவு நீர் போன்ற காரணங்களால், சுமார் 8,500 முதல் 9,000 மெகாவாட் மின்சாரம் மட்டுமே உற்பத்தி செய்ய முடிகிறது. தற்போது சுமார் 2,500 மெகாவாட் பற்றாக்குறையாக உள்ளது. மாநிலம் முழுதும் ஆண்டிற்கு 8 சதவீத மின் தேவை அதிகரித்து வருகிறது. இதனால் ஆண்டிற்கு 750 மெகாவாட் மின் தேவை கூடும். தற்போது நிறுவப்படும் மற்றும் புதிதாக அறிவிக்கப்பட்டுள்ள மின்நிலையங்களால் ஆண்டு தோறும் அதிகரித்து வரும் மின்தேவையை ஈடு கட்ட முடியாது.

இப்பற்றாகுறையை தீர்க்க தமிழகஅரசு நிபுணர் குழு ஒன்றை அமைக்க வேண்டும் என்கிறார் வேதியியல் பொறியாளர் என்.எஸ். வெங்கட்ராமன். அவர் கூறிய ஆலோசனைகள் வருமாறு:

* கூடங்குளம் அணுமின்நிலையம் உடனே துவங்கப்பட்டு, அங்கும் கல்பாக்கம் அணுமின்நிலையத்திலும் இரு மடங்காவது உற்பத்தி திறனை அதிகரிக்க நடவடிக்கை எடுக்க வேண்டும்.

* வடமாநிலத்தில் உள்ள தனியார் நிறுவனங்கள் தங்கள் தேவைக்காக ஆப்ரிக்கா, ஆஸ்திரேலியா, இந்தோனேஷியா போன்ற நாடுகளில் உள்ள நிலக்கரி சுரங்கங்களை வாங்குவது போல், தமிழக அரசு வாங்க வேண்டும். அல்லது இங்கு உள்ள நிறுவனங்கள் வாங்க ஊக்குவிக்க வேண்டும்.

* தமிழகத்தில் நீண்ட அளவு கடற்பரப்பு உள்ளது. இங்குள்ள சீதோஷ்ணநிலையை பயன்படுத்தி கடற்பாசி உற்பத்தியை பெருக்கலாம். அதிலிருந்து எரிஎண்ணெய் (ஆல்கே பயோபியூயல்) தயாரிக்கலாம். பிற தாவரவிதைகளில் இருந்து கிடைக்கும் எண்ணெய்யை விட கடற்பாசியில் 50 சதவீதம் வரை அதிகம் கிடைக்கிறது. தமிழகஅரசு இதற்கு ஒரு அமைப்பை ஏற்படுத்தி கடற்பாசி எரிஎண்ணெயை வைத்து மிகப்பெரிய மின்நிலையங்கள் அமைக்க முடியும்.

*கடல் அலைகளில் இருந்து மின்உற்பத்தி செய்வதற்கான தொழில்நுட்பங்களை வெளிநாடுகளில் இருந்து பெறலாம்.

* தொழிற்சாலைகள் தாங்களே கூடுதல் மின்சாரம் தயாரிக்க ஊக்கத்தொகையும், வரிச்சலுகைகளையும் அரசு அளிக்கலாம். இங்குள்ள சுற்றுச்சூழலை பயன்படுத்தி பல்வேறு திட்டங்களை தமிழகஅரசு உடனடியாக மேற்கொண்டால் மின்பிரச்னையை சமாளிக்கலாம் என்கிறார் என்.எஸ்.வெங்கட்ராமன்.

வனக் காவலன்!

வன உயிர்களிடத்தில் பிரியமுடன் பழகும் வனசுந்தரபாண்டியன்: என் சொந்த ஊர் தேனி மாவட்டத்திலுள்ள கூடலூர். என் அப்பா, போலீஸ்காரர் என்பதால், எனக்கும் துணிச்சல் அதிகம். வீட்டிற்கு அருகிலேயே மலை இருப்பதால், சிறு வயதிலிருந்தே பள்ளிக்குச் செல்லும் நாட்கள் தவிர, மற்ற நாட்களில் காட்டுப் பகுதியிலேயே சுற்றிக் கொண்டிருப்பேன். இதனால், காட்டில் வசிக்கும் பல விலங்குகள், பறவைகளின் நடவடிக்கைகளும், குணாதிசயங்களும் எனக்கு அத்துப்படி.

கூடலூர் வனப்பகுதியில், யானை, மான் போன்ற விலங்குகள் அதிகமென்பதால், அவை வாகனங்கள் செல்லும் வழியில் அடிபட்டுக் கிடக்கும். அவற்றுக்கு சிகிச்சை அளிக்கச் செல்லும் மருத்துவர்களுடன் நானும் சென்று, மருந்தளிக்கும் வழிகளை ஆர்வமுடன் கற்றுக் கொண்டேன்.நான், 10 ஆண்டுகளாக வன விலங்குகளைப் பாதுகாத்து வருகிறேன். குமுளி செல்லும் வழியில், பறவைகள் மயங்கிக் கிடப்பதாக ஒரு முறை எனக்கு தகவல் வந்தது. உடனே, அங்கு சென்றேன்.
