TID operatives harass Thinakkural journalists in Jaffna

The Chief Editor of Yarl Thinakkural, Mr Atputhananthan, has complained to the regional commissioner of the Sri Lankan Human Rights Commission in Jaffna on Monday that individuals claiming to be from the ‘Terrorist Investigation Division’ were intimidating two of the journalists in the paper, Mr Punitharuban Vinslow and Mr Tharmabalan Vinojith of the paper. “During the last two weeks the individuals claiming to be from the TID have been visiting this office and trying to collect personal data relating to above named two journalists. In the absence of of any official request and hence the inability to obtain any data, they are now engaged in collecting such information from the localities where they live,” the chief editor of Yarl Thinakkural has stated in his letter to the SL HRC.

The TID, which earlier functioned from Colombo is now operating district-wise interrogation offices and is engaged in issuing threats to political activists, student leaders, human rights activists and journalists.

Following the Northern Provincial Council elections, the TID operatives in Jaffna and Vanni have threatened activists who campaigned for the Tamil National Alliance (TNA).

The TID has also been targeting human rights activists who met UN Human Rights High Commissioner Navanetham Pillay during her recent visit to North and East.

The TID investigators have recently summoned the new student leaders from the Jaffna University Student Union by issuing unofficial invitations to their district office at Navalar Road and threatened them of abductions if they engaged in remembrance events or protests such as Pongku Thamizh.

The General Secretary of the Tamil National Peoples Front (TNPF) and former parliamentarian Selvarajah Kajendren was also ‘invited’ for investigations by the TID in Jaffna.

The TID, which operates under the direct command of SL presidential sibling and Defence Secreary Gotabhaya Rajapaksa, is said to have launched a fresh ‘counter insurgency’ styled operation targeting political activists, rights defenders and journalists.

There have also been reports of violent attacks launched on Tamil youth at Mallaakam where a hand grendae was lobbed at a place where the youth activists gather. The Tamil National Alliance (TNA) parliamentarian Suresh Premachandran has blamed that the SL military and its operatives have launched almost a war against the Tamil youth that rallied behind the TNA during the election campaign.

Two newspaper reporters in Mannaar have complained to Tamil Journalists Association in Vanni that ruling SLFP-men have issued death threats to them for their reporting on inciting violence at Koanthaip-piddi jetty on Friday. An armed Muslim gang incited a section of the Muslims after Jummah Prayer to join them in causing destruction to the boats of uprooted Tamil Catholics while the dispute between communities was being already addressed by the civil officials at divisional and district level.

Two journalists, S.R. Lambert and ASM Faszmi have complained that they have been issued death threats, Tamil media sources in Colombo said.

Meanwhile, informed sources in Mannaar told TamilNet that the men who have issued death threats are closely connected to SL minister of Industry & Commerce, Rishard Badurdeen,

The same gang that destroyed the boats on Friday, confronted one of the journalists, S.R. Lambert, while he was at the site of the incident witnessing the episode, the sources further said.

The other journalist, subjected to threat, is a Muslim journalist.

Two months ago, another Muslim journalist, 72-year-old MA Cader, who expressed solidarity with thousands of civilians who had gathered for a prayer expressing solidarity with Mannaar Bishop, was assaulted by a close-relative and an employee of Rsihard Badurdeen. The senior journalist was forcibly put into a pickup vehicle and attacked. The attack was reported after The SL Minister Badurdeen had issued veiled threats against Mannaar Bishop during a speech in the SL Parliament.

It also encourages a sense of impunity,” writes British journalist Joan Smith, criticizing the presence of Mahinda Rajapaksa at the Queen’s Diamond Jubilee celebrations last week. In an article published on The Independent on Sunday, Mr. Smith notes how a soft policy of Western governments in general, UK in particular, towards despots and war crimes accused leaders like Rajapaksa encouraged blood baths in countries like Syria. Emphasizing the need to send a strong message to rogue states, he stressed the need for UK to announce a boycott for the proposed CHOGM meeting in Sri Lanka in 2013 and to call for an independent inquiry into Sri Lanka’s war crimes.

Referring to the continued appeasement of undemocratic regimes, he writes: “Last month, ministers did nothing as the Queen unwisely lunched with the King of Bahrain at Windsor Castle. Last week at a lunch in London she met the President of Sri Lanka, Mahinda Rajapaksa. He is accused of presiding over grotesque human rights abuses by government forces in the final days of Sri Lanka's civil war, including the discovery of bound and stripped female bodies, almost certainly rape victims. Protesters jeered Rajapaksa's car as it arrived in Pall Mall, and he was forced to cancel a keynote speech in the City of London for which guests had paid £795.”

“Downing Street swiftly released an account of Cameron's conversation with Rajapaksa, insisting that the Prime Minister had raised the question of human rights abuses, but the damage was done. “There's now a powerful argument for heads of government with poor human rights records to be ostracised, instead of invited to grand lunches and dinners. It's good news that British ministers will not attend the initial stages of Euro 2012 because of Ukraine's treatment of the jailed opposition leader, Yulia Tymoshenko, but the Government should announce a boycott of the 2013 Commonwealth Heads of Government meeting in Sri Lanka unless President Rajapaksa cooperates with an independent investigation into alleged war crimes in the country. Future leaders should be identified and helped to build an effective opposition inside or outside despotic regimes.”

Assad plans to kill as many opponents as possible, and the best hope may be that China and Russia realise he's fuelling a sectarian conflict and ditch him. “I told my [paramilitary] boys to beat up these journalists. But, the boys are not paying attention. It seems I have to go in person and do it to make these journalists behave,” was the newest controversial comment by SL Minister and EPDP paramilitary leader Douglas Devananda on Thursday evening at a meeting held at Jaffna District Secretariat, where he was talking to unemployed graduates who were demanding employment. The spontaneous comment by Mr. Devananda came when SL military governor's secretary informed him of a news item that appeared in the Jaffna edition of Thinakkural exposing the diversion of funds allocated to development of schools in Vanni to the highly showcased construction of swimming pool which was declared opened by SL President Mahinda Rajapaksa.

The threat against Tamil journalists comes following the recent comments against journalists by the visiting SL President Mahinda Rajapaksa himself, the journalists in Jaffna said.

L. Ilankovan, the secretary of SL Military Governor of Northern Province, gave the newsclip to Mr. Devananda who was having the meeting with unemployed graduates.

Five million rupees that had been allocated for the urgent reconstruction of schools in Vanni was diverted to the completion of the swimming pool at Jaffna Central College The swimming pool was supposed to be developed by the youth group of SL President Rajapaksa's son Namal Rajapaksa. But, the project which was marred corruption and misuse of the resources took several years and was not completed by the group.

The EPDP is earlier blamed to be involved in the slaying of Jaffna correspondent of BBC and TamilNet, Mr. Nimalarajan in year 2000.

Indian-organised international delegation visits Jaffna

Around 60 diplomats belonging to African, Latin American, West Asian and European countries, based in New Delhi were brought to Jaffna on Sunday to showcase them on ‘development’ and ‘reconciliation’ taking place in the country of Eezham Tamils occupied by genocidal Sri Lanka. The exercise was organised and fully backed by the Establishment in New Delhi with an aim of bailing out Rajapaksa regime from international investigation on war crimes, news sources in Jaffna said. While the demand of Tamil Nadu State Assembly was for international justice to Eezham Tamils and while the Communist Party of India (CPI) is mooting fresh resolutions in this regard, the New Delhi Establishment is keen in blunting any international efforts, political observers said.

Indian-orchestrated delegates visiting a ‘development’ site - a swimming pool constructed in a leading school in Jaffna by diverting funds allocated to schools in war-torn Vanni.

As the meeting of the diplomats, presided over by occupying Sri Lanka's colonial and military governor Maj. Gen. (retd.) Chandrasiri, neither the Tamil civil servants nor the media could able to interact with the diplomats openly and confidentially.

Yet, some intelligent diplomats among the delegates grasped the picture.

The diplomat from Uganda was wondering on the discrepancy between what the kith and kin of Eezham Tamils in the diaspora tell and what had been presented to him. He asked whether the diaspora is disturbing the resettlement in the island.

Chandrasiri said that there is no problem from the diaspora. Nobody could prevent it since the SL government has undertaken the resettlement, he said.

However, speaking to journalists later, the Ugandan diplomat said that as his country too had seen a genocide 17 years back, he understands the genocides that have taken place in the other parts of the world and that he understands the plight of Tamils in the island. He also elucidated on the challenges his country was facing in this regard.

Another diplomat wondered about seeing semblance of normalcy without political solution.

Some other representatives raised questions on the delays in mine-clearance and on the ‘development’ programmes.

They also questioned why the government of Sri Lanka was yet to conduct the elections for Northern Provincial council, a pet theme of New Delhi establishment in luring Tamil politics in the island to accept subordination and structural genocide.

The meeting of the diplomats with the SL colonial governor Chandrasiri, on showcasing ‘development’ in the North, took place in the auditorium of the Jaffna Public Library. Civil servants, military officers and journalists were invited to observe the meeting.

As former commander of the Sri Lanka Army in Jaffna, Chandrasiri is alleged of war crimes. More than 2,000 people disappeared in the peninsula during his command.

SL minister Mr. Douglas Devananda has also met the delegates in the pretext of taking them around to see a ‘swimming pool’ SL president Mahinda Rajapaksa will be inaugurating at Jaffna Central College on Monday.

The delegates who came were the ones serving in the diplomatic missions of their countries in New Delhi, such as Alegeria, Benin, Brunai and Cyprus.

Sometimes back, New Delhi's Congress politician Mr. Natchiappan also brought a delegation like this to Jaffna, commented media circles in Jaffna that smelled similarities.

Last year, retiring Indian foreign secretary and current India's Ambassador in the USA, Ms. Nirupama Menon Rao, said on the eve of her retirement that India had to be directly involved in resolving the situation in the island, keeping it within the region and avoiding any third party’s involvement.

However, so far, the Indian Establishment, especially the post-Indira Gandhi Congress Establishment has never earned any credibility either with Eezham Tamils or with the Tamils of Tamil Nadu in resolving the national crisis in the island.

In hiding its own crimes against humanity inside and outside (one sixth of humanity is well within India), the New Delhi Establishment misleads many of the small countries in the world and conspires behind the back of the Tamils of Tamil Nadu and Eezham Tamils, progressive sections of Tamil Nadu politicians said.

The case of Eezham Tamils is the worst ever treacherous mission undertaken by the New Delhi Establishment, they pointed out.

The Tamil Nadu committee of the Communist Party of India on Friday urged the Tamil Nadu Chief Minister Ms. Jayalalithaa to pass a resolution in the Assembly demanding New Delhi to vote against Rajapaksa regime in the March session of the UN Human Rights Council in Geneva to bring justice to Eezham Tamils and to regain Kachchatheevu from Sri Lanka to save the Tamil Nadu fisherhmen from Sri Lanka's Military.

New Delhi sabotages both, the militant as well as democratic struggle of Eezham Tamils against their geonocide, is the feeling in that Nation, both in the island and in the diaspora.

When a leader of them such as Fr. Immanuel, engaged in democratic means of struggle, is not permitted to visit India, how could a former Indian president Abdul Kalam and delegations brought by India could visit Jaffna in forging opinion, political circles in Jaffna asked.

To what extent India recognises the freedom of democracy of Eezham Tamils in exchanging opinion with their brethren in Tamil Nadu as well as with the rest of India, before India expects Eezham Tamils to respect it as a leader of global affairs, they further asked.

விடுதலை பெற்று நாட்டின் அரசாங்கத்தை அமைக்கத் தேவைப்படும் அரசமைப்புச் சட்டம், அந்த நாட்டு மக்களின் அடிப்படை உரிமைகளைப் பாதுகாக்க வேண்டிய விதிமுறைகளைத் தெளிவுபட வரையறுப்பதுடன், அவற்றை நேர்மையாக, திறமையாக, நிறைவேற்றுவதற்கான முறையில் அந்த நாட்டின் சட்ட - நீதிமன்ற - நிர்வாக அமைப்புகள் செயல்பட வேண்டும்.அடிப்படை உரிமைகள் என்று கூறும்பொழுது, முதலாவதாக, கருத்து உரிமை, மற்றவர்களுடைய உரிமைகளைப் பாதிக்காத அளவுக்கு தனது கருத்துகளை வெளியிடும் உரிமை, ஒவ்வொரு குடிமகனுக்கும் இருக்கிறது. மேலும் மற்றவர்களுடைய கருத்துகளை - அறிக்கைகளைச் சேகரித்து எழுத்தின் மூலம் பொதுமக்களுக்குத் தருவதற்கான பணியைப் பத்திரிகையாளர்கள் மேற்கொண்டுள்ளனர்.இந்தியாவின் அரசமைப்புச் சட்டத்தின் மூன்றாவது பகுதியில், அடிப்படை உரிமைகள் பற்றிய தொகுப்புத் தரப்பட்டுள்ளது. அதில் 19-வது பிரிவின் கீழ், "பேச்சு - கருத்து வெளியிடும், உரிமை' என்பதற்கு முதலிடம் தரப்பட்டுள்ளது. இந்த அடிப்படை உரிமைகள் பற்றிய பட்டியலில், பத்திரிகைச் சுதந்திரம் பற்றிய குறிப்பு வெளிப்படையாகத் தரப்படவில்லை.இதுபற்றிய கேள்வி இந்திய அரசியல் நிர்ணய சபையில் 1948 டிசம்பர் 2-ம் நாள் அன்று எழுந்தபொழுது, டாக்டர் அம்பேத்கர் பதிலளித்தார்: ""ஒவ்வொரு குடிமகனுக்கும் உள்ள "பேச்சு - கருத்து வெளியிடும், உரிமை' செய்தியாளர்களுக்கும், பத்திரிகை ஆசிரியர்களுக்கும், நிச்சயமாக இருக்கிறது. அதனால், தனிப்பட்ட பத்திரிகைச் சுதந்திரம் பற்றிய குறிப்பு தரவேண்டிய அவசியம் இல்லை''.இந்த வகையில், மக்களாட்சி முறையில் உள்ள பல்வேறு நாடுகளுடன், இந்தியாவிலும், செய்தி வெளியிடும் சுதந்திரம் இருக்கிறது.2011, ஜூன் 11-ம் நாள் அன்று மும்பை நகரின் மத்திய வணிக வளாகம் ஒன்றில், ஜோதிர்மய தேவ் என்னும் பிரபல செய்தியாளர் பட்டப்பகலில் நான்கு தீவிரவாதிகளால் சுடப்பட்டு உயிரிழந்தார். "மிட்-டே' என்ற நாளிதழின் தலைமைச் செய்தியாளராகக் கடந்த 20 ஆண்டுகளாகத் திறம்படப் பணியாற்றிய இவர், கொலை, கொள்ளை, ஆள் கடத்தல் ஆகிய பல்வேறு பாதக வன்முறைச் செயல்களை நடத்திவரும் தீவிரவாதிகள் கூட்டம் பற்றிய விவரங்களை அவர் சேகரித்து வந்தார் என்பதால், அவர் சுட்டுக்கொல்லப்பட்டார் என்று தெரிய வருகிறது.நாட்டின் சுதந்திரத்தையும், சட்டம் - அமைதி நிலைமைகளையும் பாதுகாக்க, தனது உயிரையே பணயம் வைக்கும் போர்வீரனைப்போல செய்தியாளர் ஜோதிர்மய தேவ், தமது உயிரையே நாட்டின் நலனுக்காகப் பணயம் வைத்த மாவீரர் ஆவார். அவருக்கு அஞ்சலி செலுத்த நாட்டு மக்களும், அரசாங்கத்தினரும் கடமைப்பட்டுள்ளனர்.செய்திகளைச் சேகரிக்கவும், வெளியிடுவதற்கும் ஆன சுதந்திரமான உரிமை இருந்தபோதிலும், அவ்வாறு சேகரிக்கும், செய்தியாளர் உயிரோடு வாழ்வதற்குமான பாதுகாப்பும் இருக்க வேண்டும் என்ற நிலைமை இந்தியாவில் ஏற்பட்டு இருக்கிறது.மும்பை மாநகரில், மும்முரமான வணிக வளாகத்தில், செய்தியாளர் ஜோதிர்மயதேவை நான்கு தீவிரவாதிகள் சூழ்ந்துகொண்டு சுட்டுத் தள்ளியதுடன், உடனடியாகத் தப்பிவிட்டார்கள் என்று கூறப்படுகிறது.அந்தப் பயங்கரவாதிகள் பற்றிய விவரங்களை மும்பைப் போலீஸôர் இதுவரை கண்டுபிடிக்கவில்லை என்று கூறப்படுகிறது.சட்டத்துக்கும், அரசாங்கத்துக்கும் விரோதமாக உள்ள தீவிரவாதிகளின் செயல்பாட்டு முறைகளை ஒரு செய்தியாளர் அறிந்து வைத்திருந்தார் என்பதற்காக ஜோதிர்மய தேவ் சுடப்பட்டார் என்றால், அத்தகைய நிலைமைகளை மத்திய - மாநில அரசுகளின் காவல்துறையினரும், புலனாய்வுக் குழுவினரும் இதுவரை அறியாமல் இருக்கின்றனர் என்பது ஆச்சரியப்படத்தக்க பலவீனமாகும். தனிப்பட்ட ஒரு செய்தியாளருக்கு இருந்த திறமைகூட மத்திய - மாநில அரசுகளுக்கு இல்லை என்பது வெளிப்படுகிறது.பொதுவாக, மும்பை நகரில், பாகிஸ்தானைச் சேர்ந்த தீவிரவாதிகளின் படையெடுப்புகள் அடிக்கடி நிகழ்ந்தவண்ணம் இருக்கின்றன. 2008 நவம்பர் மாதத்தில் பாகிஸ்தான் பயங்கரவாதிகளின் தாக்குதலால், தாஜ் ஹோட்டல் உள்பட பல மையங்களில் வெடிகுண்டுகள் வீசப்பட்டு, மும்பை நகரம் ரணகளமாக ஆக்கப்பட்டது. ஆனால், சம்பந்தப்பட்ட பாகிஸ்தான் பயங்கரவாதிகள், இன்னமும் நீதி முறைப்படி தண்டிக்கப்படவில்லை. அதேபோன்ற நிலைமை மீண்டும் ஏற்பட்டுவிடக் கூடாது.மக்களின் குறைபாடுகளை அறிந்து அவர்களின் விருப்பு, வெறுப்புகளை அரசாங்கத்துக்குத் தெரிவிப்பதற்கு, செய்தித்துறை முக்கியத் தொடர்பாக இருக்கிறது.அதேபோன்று, அரசாங்கத்தில் நிகழும் குறைபாடுகளை, ஊழல் - ஊதாரித்தனங்களை மக்களுக்குத் தெரிவிக்கப் பத்திரிகைகள் முன்வருகின்றன. இதனால் ஏற்படும் சங்கடங்களை வைத்து பத்திரிகைகளே தேவையில்லை என்று ஒரு சர்வாதிகார ஆட்சி திட்டமிட்டுவிடும்.அமெரிக்க ஐக்கிய நாடுகளின் சுதந்திர அறிவிப்பை 1776-ல் எழுதிய அரசியல் மேதை தாமஸ் ஜெபர்ஸன், ஒரு நாட்டின் வளர்ச்சிக்குச் செய்தித்தாள்கள் மிகவும் தேவை என்பதை உணர்ந்திருந்தார். அவருடைய அயராத முயற்சிகளின் விளைவாகத்தான், அந்த நாட்டின் அரசமைப்புச் சட்டத்தில், அடிப்படை உரிமைகளை வலியுறுத்தும் 10 பிரிவுகளைச் சேர்ப்பதில் வெற்றிபெற்றார். அந்த உரிமைகளின் பட்டியலில் வைக்கப்பட்ட முதலாவது பிரிவு கூறுவதாவது: ""மக்களின் குறைபாடுகளை வெளிப்படுத்துவதற்கோ, தங்கள் உரிமைகளை அவர்கள் நிலைநாட்ட அமைதியாகக் கூடுவதற்கோ, சுதந்திரமான முறையில் பேசவோ - செய்திகளைத் தரவோ, தேவைப்படும் வழிமுறைகள் எதனையும் கட்டுப்படுத்தும் வகையில் நாட்டின் அரசாங்கம் முற்படக் கூடாது''.இதனை வலியுறுத்தும் வகையில் அவர் ஒருமுறை கூறினார்: ""ஒரு நாட்டில் செய்தித்தாள்கள்'' இல்லாமல் அரசாங்கம் இருக்கலாமா? அல்லது அரசாங்கம் இல்லாமல் செய்தித்தாள்கள் இருக்கலாமா? என்ற கேள்வி எழுந்தால், அரசாங்கம் இல்லாவிட்டாலும் செய்தித்தாள்கள்தான் தேவை என்ற முடிவுக்குத் தயக்கம் எதுவும் இல்லாமல் நான் வருவேன்''.இங்கிலாந்து நாட்டின் நாடாளுமன்ற அமைப்பில் பிரபுக்கள் சபை, மக்கள் சபை என்ற இரு பிரிவுகள் இருக்கின்றன. பிரபுக்கள் சபையில், பாரம்பரியமாக இருக்கும் பிரபுக்கள், அவர்களுடன் மத குருமார்களாக உள்ளவர்கள் இடம்பெற்றனர்.இந்த இரு பிரிவினரைத் தவிர, மக்களால் தேர்ந்தெடுக்கப்பட்ட பிரதிநிதிகள் மக்கள் சபையில் இருந்தனர். இந்த மூன்று பிரிவினரைத் தவிர, அந்த நாட்டின் அரசாங்கம் செம்மையாகச் செயல்பட செய்தியாளர்கள் உதவினர்.அனைவராலும் பாராட்டப்படும் அரசியல் மேதையாக, நாடாளுமன்ற உறுப்பினராக, ஆற்றல்மிக்க பேச்சாளராக விளங்கிய எட்மண்ட் பர்க், இங்கிலாந்து நாடாளுமன்றத்தில் ஒருமுறை சொன்னார்: ""அரசாங்கத்தைக் கண்காணிக்கப் பிரபுக்கள் சபையில் இருவகைப் பிரிவினரும், மக்கள் சபையில் மூன்றாவது பிரிவினரும் இருக்கின்றனர். ஆனால், இந்த மூன்று பிரிவினர்களைவிட மிகவும் முக்கியமாக நான்காவது பிரிவினர் இருக்கின்றனர். அவர்கள்தான், அதோ மேல் மாடத்தில் அமர்ந்திருக்கும் செய்தியாளர்கள்!'' இவ்வாறு அவர் பேசிய பிறகுதான், அரசாங்கம் செம்மையாக நடைபெற, செய்தித்துறை நான்காவது அடிப்படை என்ற தத்துவம் ஏற்பட்டது.இவ்வாறு மக்களாட்சி முறையில் சிறந்து விளங்கும், நாடுகளில் பத்திரிகையாளர்களுக்குத் தரப்படும், மதிப்பும், முக்கியத்துவமும் இந்தியாவில் ஏற்பட வேண்டும்.குற்றம் கண்டவிடத்து எடுத்துக் கூறுபவர்கள்தாம் ஆட்சியாளர்களுக்கு நல்ல நண்பர்கள். அத்தகைய நண்பர்களை ஏற்றுக்கொள்ளும் பண்புடையவர்களாக இருக்கும் ஆட்சியாளர்களை யாராலும் வென்றுவிட முடியாது! இதைத் திருவள்ளுவர் செம்மைப்பட எழுதி வைத்தார்:""இடிக்கும் துணையாரை ஆள்வாரை யாரேகெடுக்கும் தகைமை யவர்'' மக்களின் உரிமைகளுக்கும், அரசாங்கத்தின் நல்லாட்சிக்கும், நாட்டின் மேலான வளர்ச்சிக்கும், அடிப்படையாக இருக்கும் பத்திரிகையாளர்களுக்குத் தக்க பாதுகாப்பையும், மதிப்பையும் இந்தியா தரவேண்டும்.
