மதுரை:மதுரை அருகே தேர்தல் பணியின்போது, விபத்துக்குள்ளாகி, மூளைச்சாவு ஏற்பட்ட ஆசிரியையின் உடல் உறுப்புகள், தானம் கொடுக்க முடியாத நிலையில், கண்கள் தானம் செய்யப்பட்டன.

மதுரை மாவட்டம் செக்கானூரணியைச் சேர்ந்தவர் பத்மநாபன்; பலசரக்கு கடை நடத்துகிறார். இவரது மனைவி மணிமொழி, 42; உசிலம்பட்டி நாடார் சரஸ்வதி ஆரம்பப்பள்ளி ஆசிரியை. ஒரு மகன், ஒரு மகள் உண்டு. இரண்டாம் கட்ட உ<ள்ளாட்சித் தேர்தல்(அக்., 19) பணிக்காக, அக்., 18ல், உத்தப்புரம் கச்சப்பட்டி சென்றார். இரவு சாப்பிட, நண்பரின் டூவீலரில் உத்தப்புரம் சென்றார். டூவீலர் விபத்துக்குள்ளானதில், தவறி விழுந்த மணிமொழி, கோமா நிலையை அடைந்தார். மதுரை தனியார் மருத்துவமனையில் ஆபரேஷன் செய்தும், முன்னேற்றமில்லை. கலெக்டர் சகாயம் அறிவுரையின்படி, அரசு மருத்துவமனையில் சிகிச்சை அளிக்கப்பட்டது.

நேற்று மூளைச்சாவு ஏற்பட்ட மணிமொழியின் உடல் உறுப்புகளை தானமாக கொடுக்க குடும்பத்தினர் முன்வந்தனர். ஆனால், "அது காலம் கடந்த முடிவு. தானமாக பெறும் வகையில் உறுப்புகள் இல்லை' என, டாக்டர்கள் கூறினர். இதைதொடர்ந்து, அவரது கண்கள் மட்டும் தானமாக பெறப்பட்டன.

சேலம் மாவட்டம், கொளத்தூர் பேரூராட்சி தலைவர் பதவி, ஆதி திராவிடருக்கு ஒதுக்கீடு செய்யப்பட்டுள்ளது. கடந்த மாதம் நடந்த உள்ளாட்சித் தேர்தலில், கொளத்தூர் பேரூராட்சி தலைவர் பதவிக்கு, 16 பேர் போட்டியிட்டனர். இதில், அ.தி.மு.க., சார்பில் போட்டியிட்ட சின்னக்கண்ணு (எ) பழனிச்சாமி வெற்றி பெற்று தலைவரானார்.கொளத்தூரில் வாரந்தோறும் வெள்ளிக்கிழமை சந்தையில் சின்னக்கண்ணு கடை போட்டு, காலணி வியாபாரம் செய்வது வழக்கம். பேரூராட்சி தலைவரான பின்பும் சந்தையில் சின்னக்கண்ணு காலணி வியாபாரம் செய்கிறார்.

அவர் கூறியதாவது:கடந்த, 20 ஆண்டுகளாக, காலணி வியாபாரம் செய்கிறேன். அந்தியூர், மேச்சேரி, மேட்டூர் ஆர்.எஸ்., மற்றும் கொளத்தூர் வாரச்சந்தைகளில் கடை போடுவேன். காலணி வியாபாரத்தின் மூலமே கொளத்தூர் பேரூராட்சியின் பெரும்பாலான மக்கள் எனக்கு அறிமுகம் ஆகினர்.தற்போது கொளத்தூர் பேரூராட்சி தலைவராக இருந்தபோதிலும், 20 ஆண்டாக காப்பற்றிய தொழிலை விட மனமில்லை. தலைவரான பின், வெளிசந்தைகளில் கடை போடுவதை நிறுத்திவிட்டு, கொளத்தூர் சந்தையில் மட்டும் கடை போட்டு காலணி விற்பனை செய்கிறேன்.இவ்வாறு சின்னக்கண்ணு கூறினார்.

Tamil witnessess who gave evidence at the sittings of the Sri Lanka’s Lessons learnt and Reconciliation Commission (LLRC) and whose evidence was taken under the oath of secrecy have now been singled out for interrogation by the Sri Lanka's Criminal Investigation Department, sources in Colombo said. The LLRC, in contravention to the agreement with the witnesses, has allegedly disclosed the witness details to law enforcement authorities, placing lives of witnesses in danger, as revealed by the summons issued by the CID to 45-year old Ratnam Poongoothai, to appear before the CID in Colombo, legal sources said.

Details of alleged violation of witness privacy by the LLRC, emerged the CID issued summon through the Kalmunai Police to Poongoothai, mother of four children of Kalmunai in Ampaarai district to appear on November 25 before by the Criminal Investigation Department (CID) of Sri Lanka Police in Colombo.

LLRC directed Poongkoathai to appear at the Kalmunai Police Station instead of travelling to Colombo following her inability to travel to Colombo and meet the CID due to fear of her security and her dire fianancial situation. She said that she is thinking of making a statement to Kalmunai Police accompanied by human rights commission officials and with a lawyer to avoid further harassment.

Poongkoathai gave evidence before the LLRC and pleaded to locate her sister, mother of three children, who had been abducted by Iniyapaarathi, a cadre of the Karuna para military group.

Iniyapaarathi now holds the post of Ampaarai district coordinating officer of Sri Lanka President Mahinda Rajapakse.

Poongoothai also was abducted along with her sister but she fortunately escaped after ten days.

Poongkoathai recalled an incident that took place under the then UNP regime in which her sister was subjected to sexual assault by ten persons. Since then her sister has been in mentally deranged state. She added that her husband and two brothers also suffered in that incident.

Poongkoathai further revealed that after 2007 Iniyapaarathy came to her house and attacked her mother and three sisters and dragged them out of their house and kept them in their custody for ten days. She and members of her family underwent untold hardships, Poongkoathai said.

While releasing the evaluation report on Norway’s failed peace process in Sri Lanka on Friday, the team leader of the evaluation panel, Gunnar M. Sørbø, outlining the main findings of the report said “The collapse of talks and the subsequent military victory were as much a story of the LTTE ‘losing’, as of the government ‘winning’, or the Norwegians ‘failing’. The social anthropologist also came out with a profound reality the nation of Eezham Tamils were encountering for ages but hardly realized by the outsiders, when he said that apart from the other factors that failed the peace facilitation, “there were also patterns and structures and some of them were ‘old tricks in the Sri Lankan book’, so there was no excuse for not anticipating them, or for lacking a strategy to deal with them.”

“I think there is a difference though between the unfolding of unpredictable events that could not be foreseen, and, on the other hand, long-term features of the Sri Lankan political system, or the economy, or the role of NGOs in Sri Lankan society, for example, where knowledge is and was available and where we would expect that a facilitator or anybody else intervening in Sri Lankan affairs would command such knowledge as the basis for making hopefully sound judgments,” Sørbø said.

He was arguing in favour of Norway withdrawing from the peace process at an earlier stage.

“Norwegian withdrawal as official facilitator would not have changed events in any major way. But it would have clarified the situation and sent a clear signal to domestic and international parties,” he said.

Sørbø cited a statement of Erik Solheim that was not followed in practice.

In April 2001, Erik Solheim pronounced that “If one day we become convinced that one side or both are not serious and only use our efforts as a cover for fooling the world, we will discontinue our efforts.”

Erik Solheim was the minister in charge of Sri Lanka peace process in 2009.

Sørbø said that ethical issues should have been in the forefront of a Norwegian discussion on withdrawal, as peace efforts are about life and death.

“The Ministry has communicated to us that such issues were indeed on the table continuously, but this is not much reflected in the (rich) archives nor from the interviews we held,” the evaluation team leader said.

Mr. Erik Solheim has also often gone on record in the post-war times in saying that there was a political solution on the table but the LTTE missed it.

Explaining the title of the report, “Pawns of Peace,” which paints a picture of Norway as a victim, Sørbø said the metaphor of the chess piece could be interpreted in two ways: first that external interveners are never neutral referees but active players in a peace process and second, pawns tend to be minor (rather than game changing players), but they can also become significant players at certain moments in the game, when power is evenly balanced – they can tip the game in one direction or another.

“Another meaning of the term is someone being used to further the purposes of others,” Sørbø said.

Earlier in his speech, Sørbø said, “Norway became increasingly exposed, used as a pawn in domestic politics but also by external players who found it convenient for Norway to continue its role while silently accepting that the Sri Lankan government pursued “war for peace”.

Sørbø concluded saying, “peace must be made primarily by domestic actors who take the risks and bear the costs of peacemaking.”

Is it a new strategy for washing hands of the responsibilities to Eezham Tamils victimized by Norway’s peace facilitation, for normalizing relationship with genocidal Sri Lanka and for providing silent abetment to Sri Lanka’s furtherance of structural genocide or is it a naive way of accepting the fact that ‘peace’ in united Sri Lanka is not possible, wonder Eezham Tamils.

Gold Coast, located in the eastern shores of Southern Queensland, Australia, a popular tourist destination, leveraging its experience in hosting large-scale sporting events and the well-developed infrastructure facilities, beat Sri Lanka to host the 2018 Commonwealth games Friday. Colombo furiously pursuing its goal of erasing memory of the massacre of 40,000 Tamil civilians in 2009, went after the bid to transform Sri Lankan President's home electorate, Hambantota, as a "sports city," but was voted down 27 to 43 by the voting members of the Commonwealth, according to reports.

The 71 members of the Commonwealth Games Federation met in the Caribbean nation of Basseterre, St. Kitts, on Friday and voted. Commonwealth Games President Michael Fennell of Jamaica was not required to exercise his casting vote.

Sri Lanka sent a team of 60, including cricket legend Muralitharan, in a last minute effort to lobby the voting nations in St Kitts.

The Gold Coast's bid was built around the tagline 'It's our time to shine' and the hope of being 'the greenest games ever held'.

Queensland Premier Anna Bligh and Gold Coast Mayor Ron Clarke, a former Olympian and Commonwealth Games athlete, played major parts in the campaign to bring the game to Gold Coast.

"We are thrilled that our adopted home has won the bid. The Gold Coast has always stood out as the better venue for many reasons but it is also likely that the war crimes past of Sri Lanka would have played on the conscience of the Commonwealth Federation. Given the overwhelming margin of victory we are grateful that the more deserving city was recognized in this instance," Dr Sam Pari, spokesperson for Australian Tamil Congress, commented on Gold Coast win.

The Gold Coast will be the fifth Australian city and the first of Australia's regional cities to host the games. Sydney was the first to have that honour, hosting the then British Empire Games in 1938, followed by Perth (in 1962), Brisbane (1982) and Melbourne (2006).

The only consolation for Colombo arises from the questions being asked in Australia on the economic benefits such large-scale games are to bring to the local economy.

Sports economist at the Royal Melbourne Institute of Technology (RMIT), Mark Stewart, said extensive research on major sporting events, including the Sydney Olympics, showed such spectacles "very rarely" reaped economic benefits across a whole economy, The Australian reported.

"So why do cities bid for them? There is research that shows major events result in a great amount of happiness, so politicians are probably seizing on this potential for their political ends," the paper added quoting Prof Stewart.

The Commonwealth Games primarily features nations that were formerly part of the British Empire and is held every four years.

University students in Jaffna still face death threat from SLA intelligence

Representatives of the Jaffna University Students Union (JUSU) are continuously being threatened with death and intimidation by the Sri Lanka Army intelligence operatives. Some members of the JUSU on Tuesday narrowly escaped from the hands of the SLA intelligence division personnel when they were returning from Puththoor in Ki'linochchi district after making arrangements for holding free special classes for G.C.E.O/L students of Vanni who are to sit for the forthcoming examinations scheduled to commence in the first week of December.

JUSU members returning from Puththoor in motor bicycles were followed by a group of SLA intelligence unit men in motor bikes from the nearby SLA camp. JUSU representatives escaped from the chasing SL operatives near Ki'linochchi town by leaving their motor bicycles in the protection of some TNA parliamentarians and got in to a passenger transporting bus to Jaffna, according to an escaped JUSU representative.

The JUSU representatives were followed by army intelligence personnel in a planned way to cause harm to them, he added.

On October 16, the Student Union leader S. Thavapalasingam was severely attacked by alleged SL military intelligence personnel. Another student activist of the Jaffna University was attacked in Paranthan in Vanni 7 days later on 23 October.

The SL police and SLA intelligence operatives were monitoring and videotaping the protests organized by the students and were using the video and photos to identify key activists of the JUSU, the students further say.

The students allege that certain key personalities within the Jaffna University who are backed by EPDP leader and SL Minister Douglas Devananda were also supplying information about the activities of JUSU to SLA intelligence.

JUSU sources citied a recent incident in which the SL Police in Jaffna were allowed to enter the student hostel intimidating students over a complaint of assault between two students and a warden of the hostel while the student representatives had been taking steps to sort out the dispute between students and academic staff, a group of police officials for the first time in the university history  had entered the premises of the institution in two vehicles.

In the meantime, the Vice Chancellor of Jaffna University, Ms Vasanthy Arasaratnam, is reported to have admonished varsity security staff for allowing journalists to attend a media briefing held by the JUSU at the university. The VC had warned that security officials who were on duty at that time would be sent home.

Under the current circumstances the movement of suspicious persons inside the varsity premises is reported to have increased and the Vice Chancellor and relevant persons for the administration had failed to prevent such movements, the JUSU representatives allege.

SLMM tilted balance in favour of Sri Lanka, against LTTE: Gajendrakumar

Sri Lanka Monitoring Mission (SLMM), the peace keeping arm of the Norway facilitated peace process in the island, tilted the balance in favour of the Sri Lankan state and against the LTTE, wrote Gajendrakumar Ponnampalam in 2007, in an unpublished research paper on the 2002 Ceasefire Agreement (CFA) he submitted to a foundation in the West. The IC could have used the CFA to pursue conflict resolution by maintaining the balance of power between the parties, but to the contrary it had used the CFA as a ‘counterinsurgency’ tool to reinforce the state and weaken the de facto state, so that the state could pursue yet another military solution to the conflict, he further wrote. The unpublished paper that reveals how the very idea of Norway’s peace facilitation was to ‘fail the peace facilitation’ in favour of state, is documented here for historical purposes.

The CFA came as a result of a “military stalemate,” according to the then SL Prime Minister Ranil Wickremasinghe, but according to D. Sivaram (Taraki) it came about as a result of the strategic balance of forces tilting against the Sri Lankan state, in favour of the LTTE, Gajendrakumar cites.

The IC that was militarily, financially and politically backing Sri Lanka’s “war for peace” realized the incapacity of SL military at the wake of the LTTE victories and wanted to stop the fighting to save the state.

The SLMM created through the CFA had the “final authority” in interpreting the provisions of the agreement. The parties agreed to surrender full authority in complete confidence to the SLMM in maintaining the balance of power, thus paving way for the CFA to have the potential of altering the strategic balance of power, Gajendrakumar’s study said.

The paper discussed how the SLMM, in areas such as sea and air space, military and non-military supplies, movement of military material, disarming paramilitary, resettlement of IDPs, High Security Zones, return of public places, fishing restrictions and in the interpretation of child recruitment, acted in tilting the balance in favour of the Sri Lankan state and against the LTTE.

“Whatever may have been the motivations of the SLMM, the cumulative effect of its rulings was to tilt the balance of forces in favour of the Sri Lankan State and against the LTTE.”

“The result was that, the Sri Lanka State that prior to the CFA was struggling to prevent the balance of power tiling against it, suddenly found the balance tilting in its favor. The LTTE for its part found that hard won realities on the battlefield were systematically being denied to it through the CFA,” the paper said.

Whatever the intentions of the international actors in Sri Lanka may have been, the ultimate effect of their role was ensuring Sri Lankan state to pursue a military solution rather than resolving the conflict through balance of power between the parties, the paper concluded.
