Evidence presented against Sri Lanka at Genocide Tribunal in Germany

During the Second Session of the Peoples’ Tribunal on Sri Lanka which opened Saturday in Bremen, Germany, a panel of eleven eminent judges heard the "Prosecution outline its case that the crime of genocide has been and is being committed against the Tamil people in Sri Lanka," the press release issued by the sponsoring organizations, Permanent Peoples Tribunal (PPT) and Internationaler Menschenrechtsverein Bremen e.V. said. Eleven direct witnesses gave evidence to the panel during the first day. The judges, many of whom are legal scholars on genocide, will apply the principles enshrined in the 1948 Genocide Convention to the evidence presented, and announce their legal determination this Tuesday, December 10th.
Excerpts from the press release follows:
    This Second Session in Bremen was convened in response to the determination by the First Session, held in January 2010 in Dublin, Ireland, that War Crimes and Crimes against Humanity had taken place on the Eelam Tamil population during the final months of the war in Sri Lanka in early 2009, and that further investigation be undertaken regarding the question of genocide.

    These two sessions of the Permanent Peoples’ Tribunal on Sri Lanka have been established in response to a submission made by the International Human Rights Association Bremen (IMRV) and the Irish Forum for Peace in Sri Lanka (IFPSL). As in the First Session, here in Bremen a panel of judges consisting of experts in genocide studies, former UN officials, experts in international law and renowned peace and human rights activists (see attachment) will hear the evidence that is presented and will announce their judgment on Tuesday 10 December 2013 (Human Rights Day).
The spokesperson for Tamils Against Genocide (TAG), a US-based activist group which seeks legal redress to Tamil victims of war, said that the the hearings of the Sri Lanka tribunal is a land-mark event that the Tamil diaspora should use to further shape future legal efforts to ensnare Colombo into a sustainable genocide legal net in the Western Courts.

TAG added, "Parsing the population in the safe zone during the last months of the war into the categories of combatant and civilian is consistent with a laws-of-war analysis of Mu'l'livaaykkaal. However, the combatant-civilian distinction is not appropriate for analyzing Mu'l'livaaykkaal as a case of genocide. A genocide analysis in brief has three prongs. It identifies whether a group existed that was targeted for extermination, whether an actor took demonstrable steps to further this extermination, and whether the actor took those steps with the specific intent to exterminate that group. As such, in Mu'll'ivaaykkaal, combatant and civilians categories are not relevant to a genocide analysis. Both communities of combatants and civilians fall into the unitary group of ethnic Tamil.

"The genocide legal inquiry and the evidence presented, therefore, should remain focused on whether the government's military operations are cognizable as acts of genocide within the aforementioned framework, viewing combatant and civilians as not separate groupings, but part of one unitary group of ethnic Tamils targeted for extermination. Arguments that contemplate laws-of-war factors, such as proportionality or distinction, are not relevant to the genocide framework, TAG said.

"Also, in the determination of whether the GoSL conducted its military operations with genocidal intent, post-Mu'l'livaaykkaal colonization is a significant factor which should be considered in the inference of intent from the facts. When viewed in light of Sri Lankan military operations, the state-sponsored Sinhala colonization of Tamil areas after Mu'l'livaaykkaal, as widely highlighted by International actors, including UN's Special Rapporteur Chaloka Beyani, provide an additional circumstantial factual basis to infer a specific intent to exterminate the ethnic Tamil group," TAG said.

While the proceedings are broadcast alive, the Tribunal has provided private, off-camera facility to witnesses, who fear danger to their lives or to the lives of relatives, to present the evidence.

Article 2 of the Geneva Convention states: Genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:
  1. Killing members of the group;
  2. Causing serious bodily or mental harm to members of the group;
  3. Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;
  4. Imposing measures intended to prevent births within the group;
  5. Forcibly transferring children of the group to another group.

Kurdish grassroot federation in Germany shows solidarity with Jaffna University students

YEK-KOM, a German based federation of numerous Kurdish organizations, condemned the genocidal policies of the Sri Lankan government and the repression of the Eezham Tamil students in Jaffna, conveying its solidarity with the protesting students in the Tamil homeland. In a statement in German released on Friday, it said “The oppressed Tamil people for over 60 years have been facing the extinction of their culture, language, religion and homeland. Overlooking this oppression means active support to the decades of genocide of the Tamils.” The statement further urged “the international humanitarian and democratic forces to collectively voice and demonstrate their support with the demands of the Tamil people in solidarity.”

“We as YEK-KOM - Federation of Kurdish Associations in Germany, want to make clear that we are also not complicit by silence and we thus stand in solidarity with the demands of the Tamil people,” the statement said.

“The oppressed Tamil people for over 60 years have been facing the extinction of their culture, language, religion and homeland. Overlooking this oppression means active support to the decades of genocide of the Tamils.”

Drawing parallels between the racisms of the government of Sri Lanka and the Turkish regime, the statement released by YEK-KOM stressed that the genocidal policies of both states can neither be accepted nor be justified by any political motives or ethical maxim.

“Identities must be protected and promoted. With the assimilation of culture and language a people and its many generations lose their uniqueness and self-esteem. Remaining aloof in this case means the endorsement of destruction and human rights abuses, which is a crime against humanity,” the statement said.

“We condemn in the strongest terms the arrests of students, as well as the oppression exercised by the Government of Sri Lanka on the Tamil people, and protest them to recognize the demands of the Tamils. We also call the international humanitarian and democratic forces to collectively voice and demonstrate their support with the demands of the Tamil people in solidarity.”

Several Kurdish activists in Germany had also taken part in protests organized by Eezham Tamils in Dusseldorf on 7 December, in solidarity with the Jaffna students.

A culture of reciprocal solidarity is being cultivated among grassroots Eezham Tamil and Kurdish activists in Germany, with one actively participating in political events of the other.

எழுபது வயதில் அன்டர் வாட்டர் போட்டோகிராபி கற்றுக்கொண்டு 101 வயது வரை புகைப்படம் எடுத்தவர்.1902-ம் ஆண்டு ஆகஸ்ட் 22 ம்தேதி ஜெர்மனியின் பெர்லின் நகரில் பிறந்தார். ஒவியராக ,நடனக்கலைஞராக, நடிகையாக, ஒளிப்பதிவாளராக, தயாரிப்பாளராக படிப்படியாக எழுச்சி பெற்றவர்.
அதிலும் 1936ம் ஆண்டு ஜெர்மனியின் பெர்லினில் நடைபெற்ற ஒலிம்பிக் போட்டியை முதன் முதலாக ஆவணப்படமாக தொகுத்தவர் இவரே. இவர் இந்த ஒலிம்பிக் போட்டிக்காக அறுபதிற்கும் மேற்பட்ட ஒளிப்பதிவு கலைஞர்களை இயக்கினார். ஸ்லோ மோஷன், பனோராமிக் வியூ, பிஷ் ஐ என்று இன்றைய காலகட்டத்தில் பயன்படுத்தக் கூடிய அனைத்துவித தொழில்நுட்பத்தையும் அப்போதே செயல்படுத்திக்காட்டியவர்.
ஜெர்மனியின் சர்வாதிகாரி ஹிட்லரை உலகிற்கு படமாக அறிமுகப்படுத்தியவர். அவருக்காக அவர் நடத்திய நாஜிகட்சியின் மாநாடு மற்றும் பிரம்மாண்டமான பேரணியை ஆவணப்படுத்தியவர். பின்னர் ஆட்சி மாறியதும் ஹிட்லரின் ஆதரவாளர் என்ற நோக்கில் கைது செய்யப்பட்டவர். ஆனால் இவர் கைது செய்யப்பட்டதில் எந்தவித நியாயமும் இல்லை, இவர் ஒளிப்பதிவாளராக தனது கடமையைச் செய்ததை தவிர வேறு எவ்வித தவறும் செய்ததற்காக முகாந்திரம் இல்லை என்று சொல்லி நீதிபதியால் விடுதலை செய்யப்பட்டவர்.

இப்படி நடனமாதுவாக, நடிகையாக, சினிமா தயாரிப்பாளராக, ஒளிப்பதிவாளராக பல்வேறு பரிணாமங்களை எடுத்திருந்தாலும் கடைசியில் இவரது மனது மையம் கொண்ட இடம் புகைப்படத்துறையே ஆகும்.

நடக்கவே தள்ளாடும் எழுபது வயதில்தான் அவர் அண்டர் வாட்டர் போட்டோகிராபியை (நீருக்குள் முழ்கி புகைப்படம் எடுக்கும் கலை) கற்றுக்கொள்ள ஆரம்பித்தார். அதன்பிறகு அந்த துறையில் மூன்று புத்தகங்கள் போடுமளவிற்கு தேர்ச்சி பெற்றவரானார்.
ஆப்ரிக்கா நாடுகளில் ஒன்றான சூடானுக்கு சென்று அங்குள்ள பழங்குடிகள் பற்றி இவர் எடுத்த படங்கள் ஏõராளம், இதை வைத்தும் பல புத்தகங்கள் போட்டுள்ளார். அவை ஒவ்வொன்றும் பழங்குடிகள் பற்றிய பாடபுத்தகங்கள் என்றே இன்றும் கருதப்படுகிறது.

இவர் இறக்கும் போது இவருக்கு வயது 101. இறப்பதற்கு முதல் நாள் கூட ஒரு புகைப்படம் எடுப்பது தொடர்பான கலந்தாய்வில் கலந்து கொண்டவர்.
தான் ஏற்றுக்கொண்ட துறையில் புதுமையை புகுத்தியதும், சமுதாய நலனுடன் கடினமாக உழைத்ததும் இவருக்கு இறவா புகழை தேடித்தந்துள்ளது.

Condemning the attempts by establishments to compel Eezham Tamils to accept the genocidal development model of Colombo in the Tamil homeland, second generation Eezham Tamil youth in Germany resolved “to raise awareness and educate Tamils and non-Tamils about the ongoing-internationally abetted-genocide of the Tamil nation” and to educate the IC about the legitimacy of the Tamil struggle for sovereignty at the ‘Tamil Eelam Sovereignty conference’ organized by TYO-Germany at Landau, on Sunday. Speaking to TamilNet, Vibisanan Rajasingam of the TYO said that it was important for the second generation youth in the diaspora to understand the need for a sovereign state of Tamil Eelam as the only solution to check the genocide of the Eelam Tamils, referring to the three types of sovereignty of the Eelam Tamils as mentioned in the Tamil sovereignty cognition declaration.

The conference was held on Sunday as a conclusion of discussions at a prior conference organized in Dusseldorf by the TYO-Germany and Country Council of Eezham Tamils in Germany, also involving the participation of Viraj Mendis and Fr. Koolen.

Speaking at the Tamil Eelam Sovereignty conference, Mr. Mendis spoke about the role played by geopolitical interests of international powers in the island in breaking the peace process between the GoSL and the LTTE, attributing the reason for the genocidal massacre at Mu’l’livaaykkaal to this ‘crimes against peace’.

Mr. Rajasingam spoke about the need for the youth in the diaspora and the homeland to get a firm grasp of the concepts of self-determination and the historical, earned and remedial aspects of Tamil sovereignty in order to get a better understanding of the struggle in the future.

The following resolutions, placed by Sinega Puvaneswaran from TYO-Germany, were passed unanimously at the conference.

  1. Awareness of Eelam Tamil identity and the promotion of the same among the mainstream German polity and society is vital for our authentic cultural life in Germany as well as for the restoration of our sovereignty in the occupied homeland of the Eelam Tamils.

  2. We welcome the Tamil Sovereignty Cognition as a principled approach to resolving the national question of Eelam Tamils in the island of Ceylon and recognize the declaration as a milestone following the Vaddukkoaddai Resolution of 1976, the Thimpu principles of 1985 and the reaffirmation of the Vaddukkoaddai Resolution amongst the Tamil Diaspora in 2009.

  3. It is due to the global injustice that the genocidal war was made possible on the Eelam Tamils. The same global injustice prevails, politically privileging the perpetrators in the Sri Lankan establishment. Addressing this is a step to restore the lost power of balance.

  4. The struggle of the Eelam Tamils, who are subjected in their homelands to a protracted, intended genocide carried out in various ways and kept under a system of colonization, militarization and Sinhalicisation, has been internationalized with over a million of them in the diaspora, and thus, a solution from a purely local approach is not only impossible but also unproductive.

  5. We uncompromisingly uphold the legacy of the Tamil Eelam liberation struggle and its martyrs of over 60 years of resistance and shall endeavour to promote its political and cultural symbols, the Tamil Eelam national flag, national festivals, national culture to both local and global audiences and what we shall promote the ideals of the resistance and the freedom fighters in all spheres of Tamil life.

  6. We reject the territorial integrity of the Sri Lankan state that occupies Tamil Eelam and we reject the imposition of the ‘Sri Lankan’ identity, politically and culturally on the Eelam Tamils

  7. We will boycott any Tamil Diaspora organization that compromise the principles of Homeland, Nation and Self Determination and therefore lends legitimacy to the unitary state of Sri Lanka.

  8. As a practical next step to the Tamil Sovereignty Cognition declaration, we call on a new generation of Tamil leaders from Tamil Nadu, Tamil Eelam, and the Diaspora to challenge the international community to revaluate its approach to self-determination for unrecognized nations and peoples and to build solidarity with other peoples living under occupation to challenge the present geo political order.

  9. We condemn attempts by certain establishments and organizations to compel the Eelam Tamils to accept Colombo's development model in the Tamil homeland which operates as a military-corporate nexus and facilitates the systematic erasure of Eelam Tamil socio-economic and cultural life.

  10. We resolve to raise awareness and educate Tamils and non-Tamils about the ongoing-internationally abetted- genocide of the Tamil nation. We will educate the international community about the legitimacy of the Tamil liberation struggle.

Conveying solidarity with the Eezham Tamil refugees illegally detained in the Chengalpet ‘special camp’, Tamils in Germany demonstrated in front of the Indian Embassy in Berlin today, demanding India to close “such inhuman detention facilities and treat the genocide affected Eelam Tamil refugees like others who have entered its territory for sanctuary from persecution” and urging the UN to compel India to adhere to the standards of the UNHCR. Speaking at the demonstration Vithya Jeyasangar, a democratically elected Eezham Tamil representative from Berlin now working with the VETD, said “After assisting the Sri Lankan government with the structural genocide of the Eelam Tamils, and bartering with the Mahinda regime for economic slices in the Tamil homeland, India is showing its naked contempt for world Tamils through its inhuman treatment of Tamil refugees.”

The demonstration, organized by the Country Council of Eezham Tamils in Germany (VETD), raised slogans and placards calling for the closure of the Chengalpet camp, comparing it with Guantanamo Bay, and for India to immediately release the 29 Tamil detainees at Chengalpet.

A petition was given to Indian embassy with the above demands and also urging India to stop criminalizing the Eezham Tamil nation and to keep the other refugee camps open to access by NGO’s and independent human rights organizations.

Sources in Berlin told TamilNet that German security guards from the Indian embassy dissuaded native Germans, who were showing solidarity with the demonstrators, not to participate as the protesters were doing propaganda against the Indian government.

Employees in the embassy also took photos of the demonstrators.

“After losing everything except life due to Sri Lankan government’s genocidal war on the Eezham Tamil nation, they have entered Tamil Nadu, home of 70 million Tamils, hoping to at least live there. If even there they are going to be treated as subhumans, what is the message India is trying to send to the Tamils?” Ms. Jeyasangar asked at the demonstration.

A demonstration involving various Tamil Nadu political organisations and civil groups is scheduled to take place at Chengalpet on Saturday, and a protest outside the Indian Embassy in London is called for by the TCC-UK on Tuesday.

Likewise, a press release dated 29 June by civil society organizations in Karnataka has also called for the closure of the Chengalpet prison camp, and for improvement of conditions in all other refugee camps.

"Overall, the Chengalpattu refugee camp is neither functioning as a prison run in accordance with human rights laws nor as a refugee camp where rights are guaranteed. Rather it’s clear that it is functioning as a illegal detention camp. These refugees are neither treated by the international Refugee law (UNHCR) nor by the Indian Penal Code," the release said.

Addressing a huge gathering of Eezham Tamils who had gathered to remember those massacred in May 2009, speakers at the Mu'l'livaaykkaal Remembrance at Dusseldorf highlighted the role the powers in the International Community played in abetting the genocide of the Eezham Tamils, besides emphasising the need to remain faithful to the fundamentals of the struggle for Tamil Eelam, on Friday. While Dr. Andrew Higginbottom, lecturer at Kingston University, London spoke about how the US-UK axis provided the necessary background for the Mu’l’livaaykkaal massacre to happen, Ninthujah Sutharshan, research scholar and Deputy Chief of Eezham Tamils’ Country Council in Germany, said that the ideals of the Tamils’ struggle “was defined in Mullivaikkal by the people who died defending that cause and cannot be redefined in Berlin or London or Paris or New York to match our comfort and convenience.”

Criticizing the recent US-backed resolution at Geneva that seeks to limit Tamils’ aspirations within a unitary Sri Lankan state, Dr. Higginbottom said “we have the travesty of the UN Human Rights Council two months ago where all states accepted either with the mildest criticism or none at all the Sri Lankan government’s LLRC which all international NGOs rightly condemn as a huge and blatant cover up of the massacre.”

The British lecturer asserted that “the killing fields of Mu'l'livaaykkaal were not only made possible but were the predictable result of the coordinated breaking of the peace process by the US administration that torpedoed talks and the UK government insisting on the banning of the LTTE.”

“These two interventions criminalised one of the two main parties in the peace talks, while at the same time the US, Britain, Israel, China and others equipped the Sri Lankan state with the military means to carry out its genocidal final assault on the Tamils. This was a crime against peace, and the crucial point here is the alliance between Sri Lanka and states of the so-called international community who backed and provided impunity for genocide: before, during and after May 2009.”

In an evocative speech, Ms. Sutharshan talked about the protracted nature of the genocide of the Eezham Tamils, “Mullivaikkal did not mark an end to the genocidal brutality unleashed against Tamils by the Sri Lankan state. It in fact became a starting point to a renewed cycle of genocidal acts… More than ever, tens of thousands of Sri Lankan troops occupy the lands and the lives of our people. They rob, rape, and kill the survivors while desecrating our dead. They imprison and torture and plunder and pillage… When the criminals rule, the crimes become rules. Their genocidal brutality lies behind us and their genocidal intention lies ahead of us.”

Hinting at how the establishments were ‘persuading’ the diaspora to accept the unitary Sri Lankan state and live with the genocide, she added that “The genocidal intentions can go well beyond the national frontiers of Sri Lanka as long as it’s protected and backed by powerful accomplices. Therefore it has now reached our own door steps. It threatens us to back down and to subjugate ourselves to limitless brutality and vicious arrogance of the Sri Lankan state.”

“That’s called as the way to reconcile with the oppressor. The mass murderers walk around us with immunity while our own brethren languish in prisons. A state that has at least killed over 40,000 civilians is still treated as a respected member of the global ruling club while the surviving victims are being branded as terrorists and thrown into prisons.”

In a special address, former TNA parliamentarian Jeyanandamoorthy said that “without falling into the trap of the world powers, we must follow the deep philosophy of our leader in fighting without compromise for Tamil Eelam.”

On behalf of the Tamil Women’s Organization, Suya Senthil talked about the various forms of atrocities that Tamil women in the homeland were being subject to.

Leftist activists Frank Kemper and Umit Kosan also conveyed their solidarity at the event.

Referring to the Channel-4 documentary Sri Lanka's Killing Fields, journalists, Dirk Maxeiner and Michael Miersch, in an opinion column that appeared in German weekly Die Zeit said that the massacre of Tamil civilians in Sri Lanka by the State military is five times the killings from Srebrenica genocide, and 80 times the numbers killed in the Mai Lai massacre. "Colombo successfully covered up the killings by sending away the UN observers on the grounds that the State will not be able to ensure their safety, and then began the mass murder," Die Zeit said.

Die Zeit, a popular German weekly with a circulation around half a million copies and an estimated readership of 2 million people, is respected for its high quality journalism in Germany.

Noting that internet technology has given the world audience unprecedented access to information occurring anywhere in the world, the article said, "this week our daily mood was affected as we watched in horror the British documentary uncovering the brutal mass murder in Sri Lanka where 40,000 civilians died in 2009, 80 times more than those killed in Vietnam's My Lai."

Information reaching us in the early months of 2009, said thousands of civilians were fleeing from the combat zone between the army and the terrorist Tigers of Tamil Eelam (LTTE), but "now it has been established that 40,000 of them fell victim to a massacre."

The "Sri Lanka's Killing Fields" documented by a British Television crew has created a storm of indignation on the massacre, the paper said. "The documentary shows how the Sri Lanka Army in the final battle against the "terrorist" organization Tamil Tigers in the north of the island, lured hundreds of thousands of people using the insidious strategy of leadership to safe protection zones, and relentlessly shelled the area. This was deliberately planned, and about 40,000 civilians lost their lives by the shelling," the paper said.

For two years, covering up the war crimes

The mass murder in My Lai Vietnam where American soldiers killed 503 villagers, women, children, and old people, created a storm of protest in Germany. Aaduka'lam 2011, an international dance competition hosted by the Tamil Youth Network in Munich, Germany on October 22 drew spectacular performances from Diaspora teams vying for the top prize. Staged in the Theater Leo 17, one of the city’s most prestigious venues, the event was organised by the Global Tamil Youth League, and had as its theme, ‘In pursuit of Global Peace’. Interpreting this, the performances depicted how all forms of oppression, as well as hunger, poverty and greed, needed to be confronted if this aspiration is to be realised. The competition was won by a British team which also won best prize for technical execution, while teams from Switzerland and Canada won prizes for choreography and costume.

“It was up to competitors to interpret the theme we set - ‘In pursuit of Global Peace’,” GTYL spokesperson Braveen Nagendram told TamilNet.

“But the messages the teams took up are ones most people understand and sympathise with – that a peaceful world is held back by various forms of exploitation, racism, and oppression; and that producing a just and fair world means resisting and overcoming these.”

“There are many struggles that are all part of this global goal, such as those of the ‘Arab Spring’, and even the ‘Occupy’ protests in various cities. The Tamil people’s [struggle] is of course part of this.”

Canadian entrants, the ‘Huskies’, won second overall prize with their brightly coloured and energetic performance. Depicting the effects of hunger, poverty and greed on global peace, and set to African music, Hip Hop, Bhangra and Gaana, their performance also earned them the best choreography award.

The Huskies were also the winners of Canadian national dance competition Thaa'lam 2011 earlier this year.

Team Switzerland won the awards for best costume and best promotion video. The troupe, winners of Swiss national competition Akkinith Thaa'ndavam 2011, themed their performance on ‘good and evil’. Set to instrumental music, it depicted the Tamil struggle for freedom from oppression.

The British team, ‘Movement’, won the overall ‘Aaduka'lam’ Champions 2011 prize. Movement, the TYO-UK’s dance group, also picked up awards for best expression and best technical execution.

Their performance focused on student-led resistance to oppression and discrimination. The central message was that for there to be global peace, all oppression must be confronted and defeated.

The performances were judged by an international panel which comprised of Wallice King, Docas Huber and Nigetha Vijayakumar.

“It was a great show. The participants have shown great passion and good performances. I am looking forward to being a part of Aaduka'lam 2012," said King, a native South African and performer in many international musicals including ‘The Lion King’ and ‘Africa! Africa!’

“[Movement’s] dance performance was very tight and within the short time they had the liveliness and power left the audience wanting more,” he added, in reference to the judges’ decision.

The competition was interspersed with song performances and comedy acts, including a stand-up routine by Tamil Rapper MC Sai, which drew rapturous applause.

A fast rising Diaspora star, MC Sai made the audience erupt with a rendition of hit Pulika'lukkea Chavaalaa, with some members of the audience leaping on stage to dance.

The event began with the release of balloons outside the venue, with attached messages of hope for global peace by the audience and dancers. The traditional lighting of the oil lamp, by the Project Coordinator Viulan Kulasegaram, followed inside the venue.

Bairavi Ratnabal, UK team leader said: "An international stage ensured greater visibility, talent recognition and awareness. It also allowed Tamil youths to recognize and represent [our] similarities in terms of hopes we have, despite being [from] different countries.”

Veenagaran Rajalingam, one of the Aaduka'lam coordinators said in his concluding speech: "Through this competition, we achieved [our goal] to see participants engage in an art they love, while simultaneously representing their aspirations for global peace."

Global Tamil Youth League was initiated by Diaspora youth groups from different countries in order to “reach, unite and empower Tamil youth to excel as leaders and architects of our nation.”

இதில் பல்வேறு குழுக்கள் தீவிரமாக பணியாற்றி வருகிறது. இந்த நிலையில் போக்குவரத்து சிக்னல்களை கண் காணித்து இயங்கும் வகையில் கம்ப்யூட்டர் மற்றும் எலெக்ட்ரானிக்ஸ் தொழில் நுட்பங்கள் பயன்படுத்தப்பட்டுள்ளன. மேலும் காரின் முன் பகுதியில் காமிரா மற்றும் லேசர் ஸ்கேனிங் கருவிகள் போன்றவை பொருத்தப்பட்டுள்ளன.
 
சோதனை ஓட்டத்தின் மூலம் இந்த காரின் செயல்பாடு பெர்லின் நகர வீதியில் நடத்தப்பட்டது. எதிர் காலத்தில் இக்கார் வீதிகளில் உலாவரும் என பெர்லின் பல்கலைக்கழக ஆராய்ச்சி குழு தலைவர் ராவுல் ரொஜாஸ் தெரிவித்தார்.
