A right way and a wrong way to protest

In May 2009, before the civil war in Sri Lanka came to a fiery end with Sri Lanka armed forces killing tens of thousands of unarmed Tamil civilians in what has been labelled as the "crime of the century," several thousand Canadian Tamils, in protest, blocked the busy Gardiner Expressway angering Canadian motorists, and drawing condemnation from politicians. Gillian Philipupillai, a second generation Canadian Tamil, in a research paper, explores the position of diasporic Tamils in the "white settler state" through a focus on colonialism, movement, violence and sovereignty, and concludes, "[b]y racializing Tamil protesters as an intrusive mob of illegal occupiers, the Canadian state normalized and further justified mass Tamil civilian deaths and casualties on their homelands in the state of Sri Lanka."

The Gardiner protest is used to "examine racialized boundaries of dissent and the implications of resistance through occupation on indigenous land," Gillian says in the abstract to her paper.

"A group of unwanted, marked, targeted and racialized bodies asserting sovereignty on colonized land is then a powerful act of resistance," she asserts, and then asks, "[b]ut what are the implications of Tamils petitioning the Canadian state to intervene against genocide and war crimes by the government of Sri Lanka while genocide and colonial occupation is ongoing in Canada against indigenous peoples and nations? Where do diasporic subjects locate themselves in relation to indigenous sovereignty and solidarity when occupying already occupied land or making political demands as citizens or potential citizens of a white settler state?"

In a classic demonstration of the increasing involvement of Tamil diaspora youths in Tamils struggle for justice by entering academic fields including political science, sociology and law, which the earlier Tamil generations shunned, Gillian, a sociology post-graduate, focuses on the responses by four public figures of the Canadian State.

"The statements indicate how the state of exception around the genocide of Tamils was justified and further legitimized in the face of Tamil resistance against it," she asserts.

Gillian, in her paper points out for analysis, the statements by (a) Dalton McGuinty (Premier of Ontario) “I understand the passions which are here. But having said that, there is a right way and a wrong way to protest," by (b) Mayor Miller, “Endangering public safety by occupying the Gardiner or other public highways is not the right way to make that statement," by (c) Police Chief Bill Blair, “I’m very concerned about the safety of children. I think it’s an extremely dangerous situation to put children on the front line of a protest in that way, I think it puts them at tremendous risk," and by (d) Councilor Rob Ford, "if I was mayor “they [Tamils] would have been immediately removed from the Gardiner…We can’t have this bleeding heart approach anymore because people’s and kid’s lives are in danger.”

Both McGuinty and Miller’s statements appeal to implicit and explicit norms of settler colonial logic. Namely that the landscape and infrastructure of settler colonialism are legitimate because they are inherently capitalistic and exist for the purpose of facilitating white mobility and settler domination, Gillian writes, and adds, "Miller, Blair and Ford directly employ the discourse of safety, which is ironic because the only probable and apparent threat to the protesters’ safety was from the armed police forces on the Gardiner, threatening to disperse tear gas."

"Ford bluntly engages with several themes in his statements, relying upon the criminalization of dissent, the notion that racialized peoples are unfit parents and endanger their children, and that Tamils do not qualify for subjecthood and citizenship because of their inherent “hoodlumism," Gillian further criticizes Ford.

In concluding, the author reminds the readers that "[f]or Tamils we resist by acknowledging complicity in white supremacy. By acknowledging that of course it is possible, and more importantly, it is particularly necessary, for Tamils to be complicit within capitalist hierarchies of domination and slaveability. We resist within white supremacy, by examining how as Tamils, even when fleeing and resisting genocide in the state of Sri Lanka, we are complicit within colonialism and genocide against indigenous peoples, communities, nations and ways of being on Turtle Island."

The Dravidian Etymological Dictionary (DED) has two entries (549, 550) for the word Eezham and one of them means the island. This means Eezham is evaluated as a Dravidian word by the DED. Eezham and Chingka’lam are parallel allocations. While they have not derived from each other, Chingka’lam did not refer to an ethnie, the Sinhalas, but to the island as whole and to its demos, not to one ethnie. The demos could be Tamil and/or Sinhala speakers. Considering usage evidences, Seeha’la and Lamkaa are late comers compared to Eezham, writes Professor Peter Schalk in a further note sent to TamilNet, after criticising the Indian MEA demand to drop the word Eezham as “provocative” (TamilNet 13 August). On Saturday, an interview feature in BBC Tamil Service said that Eezham has no entry in the DED and Madras Tamil Lexicon traces its origin to Pali.

The DED has not only one, but two entries about ilam. That means that ilam is evaluated as a Dravidian word. Burrow and Emeneau followed a long lexicographical tradition that we already can see in the tivakaram, akarati nikantu, pinkala nikantu, cutamani nikantu, namtipa nikantu and tamil moliyakarati. The standard formula in them is like this: “Īlam: another word is cinkalam”. The entries reflect an alternating use of the words. Nowhere is said that ilam is derived from cinkalam, albeit the concept of derivation was well-known. The apidana kocam, Brito and Alvapillai Veluppillai also stand in that tradition. Already in the tivakaram in the 8th century we find this alternating use that I have characterised as parallel allocation of ilam and cinkalam. The tivakaram has been studied by Sinhala scholars who have projected Caldwell’s analysis into it without being aware of Caldwell. They referred to the Tamil Lexicon. Ilam is allegedly derived from sihala, they ascribe to the tivakaram anachronistically. This is bad historical scholarship, but it was and is politically “in”.

Again, before Robert Caldwell nobody, including scholars from Sinhala linguistics, has ever derived ilam from sihala, but after Caldwell, Hobsson-Jobson and Tamil Lexicon and Initirapala have taken it up. The derivation is linguistically (morphologically) and historically impossible. Today the derivation has become one of the pillars of anti-Tamil Simhalatva (Nalin de Silva, Gamani Iriyagolle, Susantha Goonetilleke). Iriyagolle’s view reveals a special “linguistic” theory. He thought that the relation between a signifier and its signified is organic, necessary and indissoluble. It is not conventional or arbitrary. Therefore, he thought that if the signifier is ilam and its signified is sihala, then there is no ilam. Everything is sihala. This kind of rudimentary thinking is characteristic for Simhalatva.

The interesting point in the DED is that it has two entries (549, 550), one for toddy and one for the island. They are treated as homonyms, but not as synonyms. Moreover, it also indicates that there are two different morphemes (stems) for ilam, one for toddy and one for the island. Usually ilam is taken as one word with several meanings, like the Tamil Lexicon does. I think that the DED is on the right track. We should treat ilam as word with at least two different stems. We should not let us be lured by homonymy. When we discuss ilam as toponym we need not to bring in toddy, gold, juice, etc. It only confuses. Let us treat ilam 1 and ilam 2 as separate words. We may find ilam 3 and ilam 4 also.

Another interesting theme in this connection is to study the Tamil use of the word cinkala(m). It did not refer to an ethnie, the Sinhalas, but to the island as whole and to its demos, not to one ethnie. The demos could be Tamil and/or Sinhala speakers. This was also the use by Samudragupta in the fourth century using Sanskrit. In Īlam, sihala appears first in the Dipavamsa from the fourth century together with lamka. Both are latecomers in relation to ilam. Throughout history, the Tamil use of cinkalam alternated with the use of ilankai and ilam. We can say that ilankai is derived from lamka, but we cannot defend the statement that ilam is derived from sihala.

The influence of Robert Caldwell’s analysis from the 1850s has been non-constructive. There is no reason for us today to continue that part of his work that has many constructive sides.

Among living scholars who have discussed the concept ilam deeply is professor (emer.) Alvappillai Veluppillai. His views together with other scholarly views can be studied in the book, ilam-sihala? Comments from an Eezham Tamil academic in the diaspora:

Professor Peter Schalk has aptly brought out the point that Eezham, listed as a Dravidian word by the Dravidian Etymological Dictionary, is a parallel toponym for the island, which as far as available evidences go, was in use much earlier than Seeha’la and Lanka.

He has also pointed out to the morphological and historical linguistic impossibility of Eezham deriving from Seeha’la and how the 19th century scholar Caldwell misled some followers including the Madras Tamil Lexicon, to pave way for ‘Simhalatva’ interpretations.

However, the Dravidian Etymological Dictionary itself is not completely free from the influence of Caldwell, when it presents the second entry (550) cited by Schalk in which it considers the derivation of Eezham from Sanskrit Simhala and Prakrit Seehala, by the direction of an arrow mark and a question mark added in the entry. There could be no second word that Eezham, as a toponym, has to be treated independently from the homonyms meaning toddy, gold or metal etc. But an inquiry into etymology, with the help of historical linguistic usage examples and etymology of parallel terms, is needed even to answer the question whether the morphemes are independent or related. Avoiding investigation just because it causes confusion is not deep academic approach.

Even the DED has found it appropriate to note under its entry on Eezham meaning toddy (DED 549, see image), about the legend ascribing the origin of the toddy-tapper caste of Kerala (Eezhavar) to Ceylon (Eezham).

The seemingly ignorant provocation coming from the Indian Ministry of External Affairs, where the minister is from Karnataka and the foreign secretary is from Kerala, is not concerned about historical linguistic parallels of Eezham and Chingka’lam. Now the involved terms are Eezham and Sri Lanka. Imperialism vilifying the former and upholding the latter is rather sociolinguistic abuse or engineering, aimed at erasing parallels in the island in complicity with the genocidal state of Sri Lanka.

Eezham Tamils in the UK gathered outside the UK Prime Minister's residence at 10 Downing Street on Saturday demanding withdrawal of an invitation extended to Mahinda Rajapaksa for the upcoming Diamond Jubilee celebrations of Queen Elizabeth. A petition given to the authorities by the Tamil Coordinating Committee UK (TCC-UK) which had organised the event underscored the significance of Britain recognizing the protracted nature of the genocide of the Tamils in the island stating that “given its colonial history on the island, the UK, more than any other international power, is aware that the Eelam Tamils are a nation of people with their traditional homeland in the north and east of the island. Eelam Tamils expect the UK government to recognise this truth which can go a long way in helping halt the genocide.”



The long regnum of Queen Elizabeth II is almost contemporaneous to the post-colonial genocidal plight of the nation of Eezham Tamils, resulting from the legacy of the British rule.

Before the Sinhala-Buddhist State in the island severed its last token relations with the British monarch in 1972, the ultimate appeals of the helpless Tamil leaders on many occasions in their democratic struggle used to be directed to the Queen in the form of ‘telegrams.’ And the leaders, including SJV Chelvanayakam, were often ridiculed for the practice by the Sinhalese as well as the so-called ‘leftist’ Tamils, many of whom now sitting in the capitals of the West have forgotten their duties, commented an old generation participant of the London demonstration to TamilNet.

“The ‘telegrams’ have to be answered at least now, if the Conservative Establishment in London cares for not leaving the Queen’s long rule marked with a blot on the question of Eezham Tamils that has now become global,” the participant further commented. He was happy that at least now the British Tamils have gathered guts to address the issue directly to the perpetrators rather than beating around the bush with the agent state.

Meanwhile, the petition of the TCC-UK further said: “Given that the UK is privy to several reports by reputable human rights groups on the nature and scale of international crimes committed by the Sri Lankan armed forces, of which Mr Rajapaksa is the Commander in Chief, Eelam Tamils are puzzled by apparent lapse in the vetting procedure.”

“That Sri Lankan troops under the direct command of Mr Rajapaksa, his brother the Defense Secretary, Gothabaya Rajapaksa, and the Army Chief, Sarath Fonseka, murdered more than 40, 000 Eelam Tamil civilians and made disappear more then 147, 000 is widely acknowledged in international circles, including the March 2011 report of a United Nations Experts Panel.”

“In this backdrop, the decision of the UK government to allow such an individual to join the celebrations raises fresh questions on the UK’s commitment to human rights.”

“Mr Rajapaksa is only the latest of several Sinhala-Buddhist leaders who have been directing a protracted campaign of genocide against Eelam Tamils. This long process had been set in motion by the decision of the last British colonial rulers to hand over complete control of the island, including the Tamil homeland to the north and east, to the Sinhalese.”

“Given its unique contribution to the protracted campaign of genocide, the UK, Eelam Tamils believe, should take a lead role in prosecuting perpetrators of war crimes, crimes against humanity and genocide on the island. Further, given its colonial history on the island, the UK, more than any other international power, is aware that the Eelam Tamils are a nation of people with their traditional homeland in the north and east of the island; Eelam Tamils expect the UK government to recognise this truth which can go a long way in helping halt the genocide.”

Speaking to TamilNet, Dr. Andrew Higginbottom, lecturer in Politics and Human Rights at Kingston University, who has also joined the Tamil demonstrators at 10 Downing, said that the invitation to Rajapaksa was a political decision and thus, was the responsibility of British PM David Cameron.

He added that the Conservative government was being duplicitous because it knows that Rajapaksa was responsible for the genocidal attack on the Tamil people, but for their own reasons they don’t hold him responsible.

The UK, tagged behind the USA and India, doesn’t recognize at all that there was a genocide and there is an on-going structural genocide, The evil basically stems from the Nelson’s Eye of the erstwhile empire, and who else could take care of it if the British Tamils are not, commented the old generation Tamil participant in the demonstration.

Regarding the views of reader Tamil Nesan, let's appreciate it. it is true LTTE is almost not in existence but some wrong elements in the Congress Government of India will continue to extend the ban on LTTE until the end of this world. Their sole aim behind closed doors- to wipe out LTTE at any cost without any regard for the civilians in Eelam. To assist, enable Singhalese there to live as a single strong nation. These they feel, will be beneficial for future India. What they have failed to see in future - the reawakening of Tamils once they come to know the truth.

ஈழத் தமிழர்களுக்கு ஐ நா சபை, ஸ்வீடன், நோர்வே போன்ற நாடுகள் உதவி செய்தால்தான் உண்டு என்று நினைத்து நம்பிக்கையிழக்க வேண்டாம். தமிழகத்து ஒட்டு மொத்தத் தமிழர்கள் ஒரு மனத்தோடு உறுதி- யோடு செயல்பட்டால், சாமி சத்தியமாக, நிச்சயமாக ஈழம் உருவாகும். அதை எப்படி என்பதை சரியான நேரத்தில் இறைவன் நமக்கு அருளுவான்;நம்புங்கள்.

இங்கு ஈழத் தமிழர்களை எதிர்த்து எழுதுபவர்கள் யார் தெரியுமா? தமிழினத்தைக் காட்டிகொடுத்து அழித்த இலங்கை முஸ்லீம்களும், அவரது ரத்த சொந்தங்களும்தான்! குள்ளநரித்தனமாக அவர்களை 'நீங்கள் தமிழர்களே அல்ல! வியாபாரத்திற்க்காக தமிழ் கற்றுக்கொண்டு அதனை வீட்டில் பேசும் இந்தோனேசியர்கள்'எனப் பிரித்தாண்டான் சிங்களவன்!அதனை நம்பி தமிழனை கைவிட்டு,இனத்தைவிட மதத்திற்கு முழு முக்கியத்துவம் தந்து, காட்டிக்கொடுத்தனர் பல புல்லுருவிகள்!அந்த எட்டப்பன் கூட்டத்தை முழுமையாக அழிக்காமல் விட்டது இமாலயத் தவறே! அந்த எட்டப்பன்களே சொந்த சகோதரர்களைக் கடைசிவரை காட்டிக்கொடுத்தனர்!சில யாழ் தமிழர்கள் தலைக்கனம் படித்து அலைந்தது ஒரு காலம். ஆனால் தாழ்த்தப்பட்ட மீனவர்குலத்தில் பிறந்து தன்னலம் பாராமல் தமிழனுக்காக போரிட்ட பிரபாகரனைத் தூற்றுவது மிக மோசமானது! சொந்த சகோதரர் சிறிது தவறு செய்தாலும் அதனைப் பெரிதாக்கி அவரது தியாகங்களைக் கொச்சைப் படுத்துவது இழிபிறவிகள் மட்டுமே செய்யும் செயல்!

தனி ஈழமே தீர்வு என்று சொன்னால் மட்டும் போதாது. அதில் நம் பங்கு இனிமேல் என்ன என்பதை அறிந்து செயலில் இறங்க வேண்டும். அந் நடவடிக்கைகளை ஐ நா வும் உலக நாடுகளும் தொடங்க வேண்டும் என்று சொல்லிக் கொண்டிருந்- தால், நம் தலைமுறையிலும் தனி ஈழம் உருவாகாது இனிமேல் நம் பங்கு என்ன என்பதை ஆராய்ந்து அதையும் தமிழர்கள் முதன் முதலாக தொடங்க வேண்டும். நம் பங்கை செலுத்துவதற்கு முன் நம்மை நாம் முதலில் சரிபடுத்திக் கொள்வோம். முதலாக நல்ல தமிழர்களாக வாழக் கற்றுக்கொள்- வோம். கடல் கடந்தத் தமிழர்கள் அப்படித்தான் வாழ்கின்றார்கள்

இந்த மாதிரி இலங்கை தமிழர்களை உசுப்பேத்தி விட்டு அவர்களின் எதிர்பார்ப்பை தூண்டி விட்டு கடைசியில் கை கழுவி விட்டது போதும்! அந்த அப்பாவி மக்களுக்கு நார்வே. சுவீடன் அல்லது ஐநா சபை என்று யாராவது உதவி செய்தால் தான் உண்டு! இலங்கை தமிழர்களை உள்ளூர் அரசியலுக்கு பகடை காய்களாக பயன் படுத்தி அதில் ஆதாயம் தேடிய தமிழக அரசியல்வாதிகள் இனிமேல் பேசுவதை இங்கிருக்கும் தமிழர்களோ அல்லது புலம் பெயர்ந்த தமிழர்களோ யாரும் நம்பப்போவதில்லை! போய் அன்புமணிக்கு நடுவண் அரசில் எப்படி பதவி வாங்கிக்கொடுக்கலாம் என்பதை பற்றி யோசியுங்கள் மருத்துவரே! திமுகவை விட மக்களுக்கு உங்கள் மீது இருக்கும் விசேஷ வெறுப்பை புரிந்து கொண்டு சற்று அமைதியாக இருங்கள்!! மே 13 க்கு அதிக நாட்கள் இல்லை

தமிழர் பிரச்சனை , வன்னியர் முதல்வர் , முற்போக்கு கொள்கை, ஊழல் எதிர்ப்பு என்று எப்படி தனித்தனியே timetable போட்டு உங்களால் பேச முடிகிறது. நல்ல வேலை தேர்தல் முடிந்து விட்டது இனிமேல் நீங்கள் தமிழ் ஈழம் ,ஊழல் எதிர்ப்பு எல்லாம் பேசலாம்.

Dear Sir, I appreciate your views. Start to prove this, please start public meetings and tell to people about the attrocities and the plight of Tamils. Tell them not to be afraid of LTTE any more because they are not in existence. Please help for a meaningful solutions.
