மாவீரர் தினத்தைக் கொண்டாடிய யாழ் பல்கலைக்கழக மாணவர்கள் வெலிக்கந்த முகாமில் தடுத்து வைக்கப்பட்டுள்ளனர். இவர்கள் புனர்வாழ்வளிக்கப்பட்ட பின்னரே விடுதலை செய்யப்படுவர் என்று பாதுகாப்பு அமைச்சகச் செயலாளர் தெரிவித்துள்ளார்.
இது குறித்துப் பேசிய எதிர்க்கட்சித் தலைவர்கள், இலங்கை அதிபரின் தம்பி என்ற திமிருடன் செயல்படும் கோத்தபாயவுக்கே புனர்வாழ்வளிக்க வேண்டும். பல்கலை மாணவர்களை உடனடியாக விடுதலை செய்யுங்கள் என்று கூறியுள்ளனர்.

Jaffna University student J.Jenanarthanan who is also a Tamil National Alliance (TNA) councilor in the Eastern Provincial Council issued a statement condemning the attack on Jaffna university students by the State armed forces on the Heroes Day. Mr Jenanarthanan was one of the three councilors elected to the Eastern Provincial Council on the TNA ticket from the Trincomalee district. He has been studying in the Arts Faculty of the Jaffna University.

”The Government of Sri Lanka has proved again its suppressive rule with the attack carried out by its armed forces on Jaffna university students. The attack on Tamil students and journalists should be considered as an act against their basic human rights,” Janarthanan said in his statement.

“Under the guise of developing the Tamil areas the SL government is attempting to suppress the aspirations of the Tamil community in its own traditional land,” he further said in a statement issued on Friday.

“Tamil people are currently placed in a tragic situation that they cannot organize remembrance events of their loved ones. To suppress the power of youths could boomerang on the government force that is engaged in destroying it,” the statement issued by the young member of the EPC further said.

Citing unwillingness of Colombo in actually putting into action the much talked about re-activation of the Achchuveali Industrial Zone in the Jaffna Peninsula, the Chamber of Commerce in Jaffna said that development is only in the lip service to show account to the outside world, but it is carefully designed to stop only at certain ‘infrastructure development’ calculatedly aimed at converting Jaffna into a market for the South and to suck and transfer the capital in Jaffna to the South. All the banks mushroomed in Jaffna serve only this agenda of transferring capital and they don’t invest of provide loans to any substantial economic activity based on the land of Tamils, accused the local chamber members who were unsuccessful in their initiations and applications.

Despite tall claims by Colombo and its ‘reconciliation’ partners, unprecedentedly prodigious flow of money from various international monetary organisations and visits by an array of international personalities, no substantial economic programme based on Jaffna has been initiated so far, the chamber members pointed out.

On the Achchuveali Industrial Zone, which was actually conceived in the pre-war times but never took off, the chamber members said that there were only ‘visits’, but no action to help the locals who wanted to make it a reality.

Naïve visitors from the diaspora and others are disillusioned by seeing only the roads laid newly and think it is development, but they don’t realize the superficiality of the development designed only for the economic subservience of the locals, the chamber members were particularly addressing the diaspora.

Interestingly, the chamber came out with a good word about the USAID, compared to New Delhi’s bragging of billions invested to the benefit of Tamils.

The only local economic activities so far, despite their insignificance, were started with USAID, the chamber members said, citing activities like ice production for fisheries.

Commenting on the scenario, an academic of economics in Jaffna said that what is happening in the country of Eezham Tamils is a classic example for the farce of world imperialists, who want to keep people away from politics, claiming that development could resolve political questions. They want us to believe, and even intimidate us to believe or face dire consequences such as genocide, that placing oxen behind the cart is the right and sensible way.

[TamilNet, Monday, 30 July 2012, 17:26 GMT] The occupying Sri Lanka Army in Valikaamam North has recently started to block the people from accessing temples and churches within the High Security Zone. The SLA, which had in recent years allowed the uprooted people of Vasaavi'laan to visit their temple inside the occupied ‘HSZ’ with prior permission, has now blocked them from accessing the St. Joseph Church in the village, they said. People from other villagers also complain that access to temples and churches within the HSZ has now been restricted. The SLA is also busy setting up new bunds and barbed-wire fences in recent days.

70% of the uprooted people from Valikkaamam are denied access to their lands, which are being grabbed permanently by the SL military, even after clearing the mines from foreign aid in the name of resettlement.

Denied access to their houses and lands, more than 53,000 people are forced to live elsewhere.

People who went from Achchuveali, Thellippazhai, Point Pedro and Jaffna went in buses to their church in Vasaavi'lan with their parish priest from Achchuveali, who had secured permission from the military in advance to conduct the annual feast on Wednesday last week.

Despite the permission, the priest and the people were blocked at the “Forward Defence Line” by the occupying SLA. After arguing with the SL military officers for 4 hours, they had to return unable to enter the church.

TNA MP Appathurai Vinayakamoorthy, after witnessing the new fences being put up by the SLA said that the SL military was trying to create military zones following the Israeli model of the occupation of Gaza Strip.

The occupying Sri Lanka Army (SLA) together with the SL Police on Thursday arrested former Tamil National Alliance parliamentarian and the political coordinator of the Tamil Eelam Liberation Organisation, a registered political party in the TNA alliance, for having put up posters remembering 54 Tamil political prisoners, including pioneer TELO leaders Kuddimani and Thangathurai, who were massacred inside the Welikade prison in Colombo in the SL state-sponsored pogrom against Eezham Tamils in July 1983. Mr. Sivajilingam was later released by the SL police at Nelliyadi, with the warning that he should not ‘antagonize’ the military officers of the SL military.

Despite the explanation given by the former parliamentarian, the SLA has been harassing the former Tamil parliamentarian and the political activists of TELO for the past three days.

The posters they had put up at various places of Jaffna district were removed by the military.

Mr Sivajilingam, as in his capacity of the political coordinator of the TELO, had explained to the SL military that it was unjust on the part of the SL military to block a political party from remembering its slain leaders. It is a violation on the freedom of expression, he argued when the SL military confronted him at Nelliyadi Thursday evening.

Eyewitnesses told TamilNet that the Sinhala soldiers assaulted the TELO activists who accompanied Mr Sivajilingam while instructing the SL police to arrest them all.

After detaining for a few hours, the SL police released Mr Sivajilingam and fellow activists, telling them that the military officers were angry and that they should go home avoiding activities that could ‘antagonize’ the SLA controlling the area.

The founder of the TELO, Thangathurai, and its senior leaders Kuddimani and Jegan were among the 54 Tamil political prisoners who were massacred in the Welikada prison during the violent pogrom against Tamils in July 1983. Thirty-five Tamil political prisoners were killed on 25 July and 19 on 27 July.

The occupying Sri Lanka Army in Jaffna has re-confiscated more than 250 acres of land in Kuppuzhaan North in Valikaamam South division of Jaffna district in recent days, evicting resettled families from their land, complain the uprooted families. The Sinhala Army has been putting up permanent concrete fences and has instructed people not to cross the fence. The news of the latest land grab by the SL military and the news of people being evicted again from the resettled areas of the former ‘High Security Zone’, on top of the news that the SL military planting land mines in de-mined areas of Maathakal, have slashed hopes of resettlement among the 40,000 people, who still remain as uprooted people after their eviction from Valikaamam HSZ.

Earlier, the commander of the occupying military in Jaffna Major General Mahinda Hathurusinghe, the then SL Government of Jaffna District Imelda Sugumar and the SL Minister and EPDP paramilitary leader Douglas Devananda gave much publicity in opening Kuppuzhaan North for resettlement. But, the same area has now been silently snatched away from the resettled people.

With the latest move of the SL military, more than 25% of the lands in Kuppuzhaan North, where uprooted people were allowed to resettle, have been re-confiscated.

Similar fencing and re-confiscation of released lands in the ‘HSZ’ have been reported in Oddakap-pulam near Vasaavi'laan and in Kurumpachiddi in Valikkaamam North.

Gotabhaya Rajapaksa, the SL defence secretary and presidential sibling has also refused to hand over the Palaali Teachers Training College and its 25 acres of land in the same area.

Informed sources say that a military enclave is being schemed, comprising a large tract of land belonging to 15 villages in their entirety and 8 villages partially in Valikaamam North as permanent cantonment of the three armed forces of Colombo.

This military enclave will also contain the Sinhala families from the South and the corporate workers of abetting powers, constituting an ‘Economic Zone’ in addition to the ‘High Security Zone’ and the ‘Sacred Sinhala Buddhist Zone’ in Maathakal.

Only 30 per cent of the ‘HSZ’ was earlier declared for resettlement and even that is now either re-occupied or made uninhabitable, civil groups representing the uprooted people say.

The Sri Lankan establishment, which has been projecting ‘resettlement’ along with its ‘LLRC’ hoodwink project, before the issue came up for discussion at the UNHRC sessions in Geneva, has now stepped up the land grab again.

Colombo has also sabotaged the work of independent mine clearing groups to enable slow-phased de-mining to facilitate its agenda of land grab.

Grassroot political activists in Jaffna say that the Tamil National Alliance (TNA) and the section of diaspora groups, that hurriedly welcomed the US-tabled resolution in Geneva, should now take the responsibility of facing the consequence of their fatal mistake of having extended uncritical support to the US agenda that has saved Colombo from the international investigation.

“Instead of giving false promises to our people that the powers would now open the door for the Eezham Tamils, the Tamil activists around the globe should realise that it is only a struggle-oriented leadership that could bring the necessary attitudinal change in the global establishments,” a student activist in Jaffna told TamilNet, questioning why the Tamil diaspora groups were not directing their protests at the gates of the powers that masterminded the UNHRC resolution and against the powers that continue to open ‘new doors’ to the oppressive Sri Lankan state.

United protests in Jaffna send messages to diaspora, Tamil Nadu

Protests against land grab by the occupying Sinhala military, initiated by the Tamil National Peoples’ Front (TNPF) and conducted in unison along with the Tamil National Alliance (TNA) and civil groups in Jaffna, send messages to Tamils in the diaspora and in Tamil Nadu, especially when such protests are met with oppression of the genocidal Sinhala State in Colombo and its ‘security’ and judicial arms, commented political observers in Jaffna. The scenario has to be understood in the light of Tamil civilians in Trincomalee protesting their villages grabbed for Sinhala military’s High Security Zone being converted into ‘Heavy Industry Zone’ funded by India, and the public opinion forcing even the EPDP members in the civic bodies of Jaffna to voice against land grab, the observers pointed out.

Last week, an Indian Company, Gateway Industries signed a 4 billion dollar direct foreign investment deal with genocidal Colombo to create a special industrial zone for heavy industries in Trincomalee in the land grabbed earlier for the High Security Zone by the Sinhala military.

Residents of Champoor, in the Trincomalee District have filed a Fundamental Rights (FR) petition in the Supreme Court on Friday 15 June 2012, challenging the demarcation of a Special Zone for Heavy Industries (SZHI) through Gazette Extraordinary No. 1758/26 issued on 17 May 2012, Colombo media reports said.

According to the petitioners, on numerous earlier occasions also they were displaced from their land due to the hostilities but were able to return to their property, rebuild their lives and re-cultivate their lands. But now they are prevented from entering their villages by the military and officials of Colombo and at the same time permanent arrangements are made to legalize the appropriation of their lands.

Under a master plan, a series of constructions, including a deep water jetty, a bulk commodities terminal, a power plant, and a host of facilities for heavy industries and complementary industries are going to be built in the appropriated zone, said Chinese news agency Xinhua.

Colombo’s direct investment target for 2012 was 2 billion dollar. But India alone has doubly fulfilled Colombo’s expectation by its $4 billion investment.

The Sinhala Army has occupied a large tract of land including several villages in the Jaffna Peninsula too, for the High Security Zone around the KKS harbour and the Palaali airport. With the given attitude and master plans of India in collaboration with genocidal Colombo, the lands are not going to come back to the people.

When the ‘heroic’ Sinhala military is doing such a great service to India, China and the so-called international community, and benefits through it materially and in fulfilling the genocidal agenda, which of them will want the military to be removed, war crimes investigation against it genuinely undertaken or at least check the on-going structural genocide, unless a struggle is directly addressed against them, political observers in Jaffna commented.

Where can the military go, asks the commander of the occupying Sinhala military, Maj. Gen. Hathurusinghe in defending the appropriation of more than 1000 private properties amidst densely populated localities in Jaffna for the permanent use of the occupying military.

A vast majority of politicians in the Sinhala nation and its military firmly believe that demographic genocide of Tamils in the North is the only way of achieving ‘permanent’ solution to have a ‘united’ island under the permanent majority rule of the Sinhalese. They also think that they have already achieved it in the East, and what remains is only the North. To achieve this wish they are prepared to give anything to anybody for the time being.

The actions of India and the US have so far never contradicted this basic genocidal wish of the Sinhala nation. On the contrary, they have always been facilitating ground for the fulfillment of this wish, theoretically and practically.

The current trend in the escalation of structural genocide has actually been set by the US enacting an escape route resolution at the UNHRC, and India making it further easier for Colombo. One doesn’t need any serious research to tell this. Just a glance of the catalogue of events in the last few months is enough.

But India is now occupying the slot at the UNHRC in passing judgement at the catalogue. Tamil Nadu has to take a special note of it in scrutinizing New Delhi’s activities in the island and in addressing the struggle.

Tamils may have to be prepared to expose both the US and India when Sri Lanka’s catalogue is taken up next time at the UNHRC.

Meanwhile, Sri Lanka’s judiciary now curbs democratic protests of the Tamil public on military’s land grab. The veiled threat is that violent intruders will foil such protests. Police action has prevented demonstrators on Tuesday.

The SL president doesn’t like protests, says collaborating minister Douglas Devananda in a threatening tone, addressing demonstrating teachers from Vanni.

After the ‘Grease Devils’, the civil society now faces ‘Oil Devils’ as seen from a recent incidents in Jaffna. The devils of genocide will take new avatars from time to time.

Despite a gravely oppressive situation, the ground realities have impelled all the shades of non-collaborating Tamil polity to come together in protesting the occupying military and its land grab.

With all their limitations and gagged conditions, Eezham Tamils in the island have tried to tell what they wanted to tell. They have said that in the island but protests against those who protect this regime should be stepped up in the West and in India.

The diaspora and Tamil Nadu should get the cue. Addressing the matter in appropriate ways to the establishments in Washington and New Delhi is in their hands respectively.

The diaspora especially should learn from the so-called Oslo Declaration that was conceived by the West and joined by India to take Eezham Tamils to Mu’l’livaaykkaal. It is time for the struggle to be democratically addressed directly at the ultimate culprits, Tamil political observers in the island said.

Riot control commandos of the Sri Lankan Police were deployed in large numbers Tuesday morning confronting hundreds of peaceful protesters, who objected the land grab being undertaken by the occupying SL military inside the so-called High Security Zone. The protesters were demanding immediate resettlement in Valikaamam North. Parking several vehicles across the road and deploying armed riot commandos, the officers of the SL police told the protesters that they would not be allowed to march on the KKS Road to hand over a petition at the Divisional Secretariat in Thellippazhai. The protestors have given one month for the SL authorities to respond and have warned to step up the protest campaign unless there was no favorable response by the SL government to their demands.

While the protesters were blocked on KKS Road in front of Thurkkai Amman temple, another group of protesters coming from Vadamaraadchi in a bus to attend the protest were attacked at Punnaalaikkadduvan. The bus, carrying uprooted civilians from Valikaamam North residing in Vadamaraadchi East and Vadamaraadchi North, was attacked on Punnaalaikkadduvan - Chunnaakam Road.

At Thellippazhai, more than one hundred civilians and activists, led by Mavai Senathirajah of the TNA, took part in the peaceful protest march after conducting prayers at Thurkkai Amman Temple Tuesday morning around 10:00.

The SL police blocked the protesters when they began to march towards the Divisional Secretariat in Thellippazhai through the KKS Road.

After verbal confrontations that ensued between the SL police and the demonstrators, the SL police said it could only allow five persons to walk towards the Divisional Secretariat to hand over their appeal on behalf of the demonstrators.

A four member delegation that included Mavai Senathirajah MP, the chairman of the civic body in Valikaamam North, Mr. Sugirthan, and the deputy chairman, went to the DS to hand over the appeal.

Mr Mavai Senathirajah said his house had also remained occupied inside the HSZ and that he is yet to resettle in Maaviddapuram.

While waiting for the delegation to come back, Kajendren of the TNPF and Sivajilingam of TELO, led the protest shouting slogans against land grab.

Later, Mavai Senathirajah MP, Kajendren and Law faculty lecturer and civil activist Guruparan Kumaravadivel addressed the demonstrators.

The demonstration staged by the TNA on Tuesday, was supported by the Tamil National Peoples Front (TNPF), which launched the protest campaign on Monday, by Mano Ganesan's Democratic Peoples Front (DPF) from the Western Province the representatives of trade unions and civil society representatives.

Speaking in line with the SL courts in Jaffna on Monday, EPDP paramilitary leader Douglas Devananda, who is a minister in Mahinda Rajapaksa's cabinet, threatened protesting volunteer teachers from Vanni, declaring that if he uttered the word ‘postpone’ to the SL authorities, their appointments would be put on hold forever. Seating besides Maj. Gen. (retd) GA Chandrasiri, the colonial military governor of North, Mr Devananda, in a discriminating tone, said that the SL president doesn't like those who protest. The volunteer teachers, who have served for more than 12 years without SL government salary in Ki'linochchi and Mullaiththeevu districts, have been promised permanent employment each time they were staging protests, but find them discriminated on every occasion. On Monday, they were protesting outside the provincial education ministry situated in Nalloor, Jaffna.

The volunteer teachers from Vanni have been demanding permanent employment for a long time. Throughout the last three years after the genocidal war on Vanni, they were staging their protests in Ki'linochchi and Jaffna.

The volunteer teachers have been serving the schools in the districts of Ki’linochchi and Mullaiththeevu throughout the difficult times for more than 12 years, have been systematically excluded from permanent employment while teachers who served as volunteers in Jaffna and Vavuniyaa districts have been provided permanent employment.

Sri Lanka government which had been appointing the volunteer teachers in all parts of the country permanent in a systematic procedure had completely ignored the volunteer teachers in Vanni saying that Vanni was not in their control.

The Tamil civil administration in Vanni under the LTTE appointed the teachers to the vacancies, and was paying their salaries as there was no appointments made by the SL government.

Many of the teachers have lost their family members in the genocidal onslaught on Vanni and are struggling without proper assistance.

The performance by Devananda on Monday also had a gender discrimination connotation, in complete contrast to what his group claimed to have achieved, before it became a paramilitary group, ex-militant sources in Jaffna said.

The Sri Lankan Police in Jaffna on Monday blocked a protest that gained momentum receiving wider participation against the occupying SL military's land grab in the peninsula. As hundreds of activists gathered in front of the Jaffna Bus Stand, the SL Police appealed to the Judge of the District Court stating that the Police had information that 'destructive elements' were about to use the protest to disturb normalcy in the city and blocked the protest at last minute. The protest, initiated by the Tamil National Peoples Front (TNPF) and attended by the Tamil National Alliance (TNA), Mano Ganesan's Democratic Peoples Front (DPF) and the leftist parties from the South as well the support it received from the Jaffna University Students Union (JUSU) and the trade unions including the teachers trade union, marked the protest as first of its kind in the post-war scenario in the peninsula.

Following the 'sabotage' move by the SL Police, using the legal system of the unitary Sri Lanka, a court order was issued banning the specific protest.

The SL police obtained ‘legal’ permission to cancel the protest and disperse the crowd at the last minute, based on its own report submitted to Jaffna District Judge M. Ganesarajah.

While the public was pushing for the protest to be carried on as planned, the organisers cancelled it, saying that their next move would expose the legal system as they would seek to secure permission from the same court before staging the next protest.

The protest had been announced in front of the Jaffna Central Bus Stand.

Mr Selvaraja Kajendren, the general secretary of the TNPF, said that the ‘legal move’ by the SL Police to curb the protestors against the land grab, only indicated that the forces behind land grab in the peninsula have been severely disturbed by the emerging trend to stage protest against the illegal appropriations of land.

The leading participants addressed the media and the public at a press conference held in front of the TNPF office situated on 3rd Cross Street.

Mr Kajendren came with three key messages, specifically addressed to the global community, to the TNA and to the diaspora of the Eezham Tamils.

The concepts of Tamil Nation, its own sovereignty and the Right to Self-Determination, were not just political slogans, he said. The Sri Lankan State aiming at a demographic change, depriving the Tamil Nation of its own territory.

Tamil Sovereignty, nationhood and the Right to Self-Determination are all connected to the territory. It is by giving the recognition to these core principles, one could address the burning issues of Sinhalicisation, Buddhisisation, Colonisation and a political solution founded on equality of the historic nations in the island, he said.

Kajendren further said it is the responsibility of the TNA, which had sent letters to 43 foreign missions and canvassed support to the US tabled resolution at the UNHRC that had failed to recognise the fundamentals, to clarify the above reality to the same missions on the core principles.

He also urged the diaspora to enlighten the IC on how these core principles are coupled to the Sinhalicisation, colonisation and the land grab taking place in the North and East.



Reiterating unity across parties opposing the land grab by the SL State, the organisers urged the masses to take part in the protest announced by the TNA in Valikaamam demanding Colombo to demilitarise the so-called High Security Zone.

The mobilisation against land grab, initiated in the form of civil protest, has become a success as it had threatened the Colombo establishment and as it had created a trend in bringing all the actors to stand united against the land grab, independent observers in Jaffna told TamilNet.

In the meantime, protests are being planned against land grab in Thirumu'rika'ndi in Ki'linochchi and in Mullaiththeevu in the coming days.

A collection of writings on the antiquity and traditions of Eezham Tamils written by Mayilangkoodaloor P. Nadarajan was launched at I’nuvil in Jaffna on last Sunday. 76-year-old Mr. Nadarajan has spent a lifetime in Eezham Tamil studies, editing old texts and in bringing out valuable publications. He is regarded as a symbol of selfless service to Tamil studies, benefitting school children to university academics. Generations of writers, researchers and publishers were benefitted by his editing skills in Tamil.

The present book of him is published to honour an intellectual tradition that gives importance to society than self, said the publishers, Parani Pathippakam, Koa’ndaavil.

The book launch event was presided by Professor of Tamil of the University of Jaffna, S. Sivalingarajah, while Mr Kuzhanthai M. Shanmugalingam and Mr. A. Sabaratnam received the first copies.

Mr Nadarajan has earlier brought out error-free publications of many historiographical texts.

He long served as a teacher at Mahajana College, Thellippazhai.

An unidentified gang wearing masks entered the residence of Cancer specialist at the Jaffna Teaching Hospital, Dr Jeyakumar, in Kantharmadam Wednesday midnight and attacked Jeyakumar and his family, sources from Jaffna said. While all members of Jeyakumar family escaped with minor injuries, the intruders ransacked the house, destroyed the windows, poured waste-oil inside the rooms and fled when the family switched the lights on and screamed to awaken the neighbours.

The Jaffna Police arrived at the scene after several hours of delay, neighbours told the media.

The attack taking place near the long standing Sri Lanka Army camp located at Kantharmadam junction has shocked Kantharmadam residents and has caused fear among other medical staff at the Jaffna Hospital.

Hospital staff have started a boycott campaign protesting the incident and to highlight the threats to their lives.

Residents said that while the suspicion for the attacks centers around the parties affected by the recently exposed corruption at the hospital, the mode of the attacks was similar to those carried out by Sri Lanka military intelligence.

A hand-written note with nondescript spelling errors left-behind by the intruders further attested to the hand of Sinhala military, neighbours who saw the note said.

"Dr Jeyakumar's leading participation in recent civil activities may have also irked the military establishment governing Jaffna, and after the threats on Mannaar Bishop Raayappu Joseph, this attack was likely intended to further warn other activists," a noted Jaffna civil society activist said.

1033 lands, houses to be permanently appropriated for SL military in Jaffna

After appropriating thousands of acres of land in Mullaiththeevu, Ki'linochchi, Mannaar and Vavuniyaa districts of the Northern Province, the SL military establishment in the North has accelerated its drive of appropriating 1033 properties, most of them privately owned lands and buildings, for the three SL armed forces outside the already seized ‘High Security Zone’ in the peninsula, civil officials in Jaffna told TamilNet, giving statistical breakdown of figures from the internal records of the occupying military. Colombo has passed the responsibility of land appropriation in Jaffna to its colonial military governor Maj. Gen. (retd) GA Chandrasri, according to the informed officials. In the meantime, the commander of the occupying SL military in Jaffna, Maj. Gen. Hathurusinghe, has defended the military move to maintain permanent camps in areas outside the so-called High Security Zones.

Maj. Gen. Hathurusinghe has given articulation to Colombo's interpretation that what it means with ‘reconciliation’ is a process of familiarising the gagged Tamil people with the militarisation of the occupying Sinhala military.

In parallel to the land grab in the North, the SL military, has been conquering the interior lands of the Eastern province bordering the Sinhala districts and its coastal stretch, through paramilitary-run provincial council in the East.

In an interview to a local newspaper in Jaffna, Maj. Gen. Hathurusinghe, the Gucci peace prize awarded commander of the genocidal Colombo, has justified the SL militarization as being carried out for the ‘security’ of the civilians at their request. He blatantly refused the accusation that the SL military was intervening in the civil affairs of the people.

The interpretation of Hathurusinghe is that de-militarisation doesn't mean removal of bases. Until the SL military builds up its permanent bases, the military needs places to stay, where can they go, asked Hathurusinghe.

While merely reiterating the rhetoric of closing down the camps in the suburbs of the Jaffna city, Maj. Gen. Hathurusinghe is keeping mum on the existence of 51-2 brigade headquarters at the heart of the city of Jaffna, the civil officials, who did not wish to be named due to security reasons, told TamilNet.

Of 1,033 properties to be appropriated by the three forces of the occupying SL military, 1,004 are owned by private persons. Only 29 lands come under so-called State-ownership, the sources said.

The SL military has illegally appropriated the lands with houses, as enclaves of groups of houses, in densely populated areas among the civilians. Now, the occupying military wants to legalise these appropriations. Normally, when the military occupies an enclave in a crowded area, people vacate even the neighbouring houses fearing the military. Thus each enclave has an undeclared no-man's territory.

Almost all of the properties are situated in residential areas, except Choanappu village Hindu cremation grounds in Vadamaraadchi South West (Karaveddi) Piratheasa Chapai (PS). The chairman of the civic body, K. Viyakesu, has turned down the request by the SL military to hand over the cremation grounds to them.

Sometimes back, the chairman of Kaarainakar PS had to sign on the papers at gunpoint. However, the civic bodies have unanimously refused to entertain the request from the military.

According to recent reports, the SL governor in North has instructed his officials to appropriate 61 acres of lands from the civic bodies in the district for military purposes.

The SL military, since 1996 when it seized the control of Jaffna, had begun to illegally appropriate most of the 1033 properties.

The figures do not include the properties in the already military-seized ‘High Security Zone’.

716 private properties are already in the possession of the SLA. Of these, 371 lands are with houses, 283 are plain lands and 46 lands contain buildings of businesses. The SLA has also seized 9 public lands for its use outside the HSZ.

Now, the SL military is seeking to legalise the seizure to enable itself to establish permanent cantonments in Jaffna.

Further 253 lands are under the control of the Sri Lanka Navy, 123 of these are with houses, 104 plain lands, 7 lands with commercial buildings and 19 public lands.

64 lands are under the control of the SL Police. 57 of these lands are with houses, 5 plain lands and at least one with a commercial building.

The SL military has not dismantled the HSZ. The lands of HSZ are not handed over to the owners. Colombo initiated large propaganda drives promising resettlement in the occupied lands of HSZ, each time during the presidential and civic elections. But still most of the properties have not been handed over to the people.

“The Sinhala military will indefinitely stay as leeches on Tamils in Jaffna,” a grassroot political activist in Jaffna told TamilNet adding that the SL military's land grab, especially in the aftermath of the UNHRC resolution in Geneva, only testified that the so-called domestic mechanisms were deemed to fail.”

“Likewise, how could a provincial council, resist the land grab, when the occupying military could proceed with occupying lands despite the resistance shown by the civic bodies,” the activist asked.

“Only an international mechanism, which recognises historical, earned and remedial realities of Tamil sovereignty and the right of Tamil Nation to exercise its Right to Self-Determination as a nation in parity with that of the Sinhala nation in the island, could address the situation,” he further said.

“However, the global outfits, promoting the implementation of the genocidal LLRC recommendations, talk of Sinhalicisation, Buddhisisation and land grab, omit addressing the national question only seeking a regime change favourable to their geopolitical outlook,” he said adding that the continued injustice on the part of the global establishments was the real hurdle in resolving the national question of Eezham Tamils.

“The counter-insurgency establishments want us Tamils to toil with the day-to-day issues like land grab, instead of allowing us to focus on addressing the root cause. After allowing unchecked colonisation, structural genocide and the change of 'facts on the ground', they would tell us that the ground realities have changed and that we should accommodate ourselves to the ‘changed’ realities,” he said urging global Tamils to give highest priority in attending the root cause than getting waylaid by the Establishments that seek to exploit the plight of the Eezham Tamils.

A four-member squad on Friday morning attacked the secretary of the Jaffna University Student Union (JUSU) using iron-rods near a Sri Lanka Army camp at Kaladdi in Jaffna with causing serious injuries to the 25-year-old student leader, who was on his way to the University in a bicycle to observe Mu'l'livaaykkaal Remembrance. Despite the threats by the Sri Lanka military intelligence, the students of Jaffna University went ahead with the memorial event stating that it was their democratic right to mark the remembrance day and protested against the military operated administration of civil affairs in the peninsula. Tension prevails at the University of Jaffna where students have gathered in thousands.

The brutal attack on the student leader has come while he was making arrangements to observe Mu'l'livaaykkaal Remembrance event at the University of Jaffna on Friday.

The student leader has been rushed to Jaffna Teaching Hospital with serious injuries to his head.

K. Tharshananth is a third year student at the Art Faculty of the Jaffna University.

After observing Mu'l'livaaykkaal Remembrance, the students gathered at the university protested against the attack on the student leader and criticized the University administration for failing to voice for the rights of the students.

The students burnt the caricature of the Vice Chancellor of the Jaffna University Vasanthay Arasaratnam blaming her as a puppet of the SL military led administration and the EPDP paramilitary.

Sri Lankan military intelligence resorts to liquidate Tamil youths it suspect by using different means in recent times, human rights activists in Jaffna said, citing a brutal killing that took place on Tuesday this week at Vathiri Junction of Nelliyadi in Vadamaraadchi. The killer squad followed 28-year-old Sivarooban Sivagnanam, who had returned from Qatar six months ago when he was on his way to Manthikai hospital from his house in Koththiya-kaadu in Tho'ndaimaanaa'ru, taking food to his hospitalised father. The squad that followed Sivaraoopan in motorbike, knifed him to death in broad daylight near a Sri Lanka Army camp located near the Vathiri junction, residents said.

The pattern of the killer squads nowadays is to use swords and knives so that it will look as acts of ‘normal crimes’. The squads avoid deploying guns.

Meanwhile, Sri Lanka's former Attorney General and present advisor to the SL cabinet, Mohan Peiris, who was also a key member of SL government's delegation to Geneva in March was cited saying two weeks back that the return of criminal activity to Jaffna is a sign that things are back to normal.

The incident on Tuesday also shows the monitoring carried out by SL military intelligence on people coming back from abroad.

The killing comes in the wake of a youth, 18-year-old Sivalingam Sivakumaran, a student from Kerudaavil village in Vadamaraadchi North of Jaffna district, who was reported missing since 13 April, was found slain inside a bush on 18 April, 2 km away from his house.

Giving an interview to Colombo media Lakbimanews on 12 April, Sri Lanka's former Attorney General Mohan Peiris came out with the following observation on crimes in Jaffna:

"For 29 years there was no crime in Jaffna because it was heavily militarized and there was no room for criminal activity by civilians. The indication that there is criminal activity is indicative of the restoration of peace. The amateur robber, the thief is back at work. The pickpocket is back at work, there are rapes, murders. In other words, civilian misdemeanours inclusive of criminal wrongs are taking place. The extra security that Jaffna has enjoyed to make it a sterile place today is no longer there. In other words, there is a complete restoration of civil life and behaviour of civilians includes criminal behaviour which was hitherto suppressed because of regimentation. That is for the community to set up its own mechanisms and the local police to deal with like in any other part of the country. Today Jaffna is like any other part of the country where people are living, laughing and dying."

The former Attorney General, like he defends the genocide carried out by the Sinhala state in the international forums, sets stage for getting excuses to the criminality of the occupying military, civil activists in Jaffna said.

Two children playing in front of their house at Mullaiyadi of Pazhai in Jaffna peninsula part of the Ki'linochchi district were killed Wednesday, when they found an unexploded ordnance and started playing with it. 4-year-old Thamilmaran Mukunthan and his younger brother 2-year-old Thanujan Mukunthan were the victims of the tragic incident. The family has resettled in their village recently when Pazhai and Ma'niyanthoaddam areas were declared free of landmines and were opened for resettlement. In the meantime, a leading de-mining group on Tuesday said that it was winding up its activities in Jaffna district and limiting its work in Ki'linochchi district. Independent de-mining groups, supported by international community are forced to close down services at a crucial time due to lack of funds while the SL military apparatus is seeking to dominate the agenda of the entire de-mining process.

Both the parents of the children killed in Pazhai, dependent on daily wage income to run the family were preparing for their work, while their kids were playing in front of their house. The children had found a metal item near the house and included it in their play, while the attention of their parents was away from them for a short while, news sources said.

One of the children was killed on the spot and the other succumbed to his injuries while being taken to hospital.

Land mines are deadly attraction for children whose innate curiosity and need for play often lure them directly into harms way.

The explosion has come a day after Danish De-mining Group (DDG) told its employees in Jaffna that it was winding up its activities in the district while keeping their office operating there for some time and that it was limiting its work in Ki'linochchi district. 250 DDG workers are losing their jobs in Jaffna district alone as a consequence of the decision. The group has also decided to wind up the activities by sending the staff attached to Jeyapuram and Vavuniyaa offices in Vanni.

Civil groups in Jaffna and Vanni complain that the NGOs, specialized in de-mining, are being forced to closed down their services at a time when their services are required most and appealed to the international community to back the organisations at this crucial juncture.

The civil groups complained that the Sri Lankan government, despite the end of war, was still refusing to sign the Mine Ban Treaty.

The groups also complain slow progress in de-mining.

Sri Lanka Army and its hierarchy in Colombo envisage the slow progress as compatible with their land-grab and Sinahalicisation of strategic locations, they further said.

9 days ago, on 16 April, two boys who were plucking coconuts in Ketpali in Thenmaraadchi sustained serious injuries when a land mine exploded in a palm grove.

In the meantime, De-mining Coordinating Office attached to the District Secretariat of Jaffna, last Friday said that it estimated around 800,000 pieces of unexploded ordnance (UXO) as remaining in the former Forward Defence Line along Naakarkoayil, Mukamaalai and Ki'laali in Thenmaraadchi.

குடாநாட்டிலுள்ள கிராமப்புறங்களிலும் வீதிகளிலும் மாலை வேளைகளில் கூடி நிற்கின்ற இளைஞர்கள் அவ்விடங்களில் வைத்தே மது அருந்திவிட்டு நிறை போதையில் நின்று பொது மக்களுக்கு சிரமங்களை ஏற்படுத்துகின்றனர்.
மேலும் இரவு வேளைகளில் பெரும் சத்தத்துடன் பாடல்களை ஒலிக்க விடுகின்ற இந்த இளைஞர்கள் பாடல்களுக்கு ஏற்ப குத்தாட்டங்களிலும் ஈடுபடுகின்றனர். இதனால் அயல் வீடுகளில் கல்வி கற்கின்ற மாணவர்கள் பெரும்பாதிப்புக்களை எதிர்நோக்குகின்றனர்.
கிராமங்களில் உள்ள சில நலன்விரும்பிகள் இந்தச் செயல் குறித்து சிறிலங்கா பொலிஸாருக்கு தெரியப்படுத்துகின்ற போதிலும் முறைப்பாட்டை பதிவு செய்தால் மட்டுமே இவ்வாறான செயல்களைக் கட்டுப்படுத்த முடியுமென்று  பொலிஸார் தெரிவிப்பதாக மேற்படி நலன்விரும்பிகள் தெரிவிக்கின்றனர்.
ஒருவர் தனிப்பட்ட ரீதியில் தனக்குப் பாதிப்பை ஏற்படுத்தும் சம்பவங்களுக்கு பொலிஸ் நிலையம் சென்று முறையிட முடியும். ஆனால் பொதுவாக மக்கள் பாதிக்கும் சம்பவங்களுக்கு தனிப்பட்ட ஒருவர்  எவ்வாறு முறையிட முடியும்? என்று கேள்வியெழுப்பியுள்ள மேற்படி நலன்விரும்பிகள் தனிப்பட்ட ஒருவர் முறையிட்டமை தொடர்பில் வெளியே தகவல் தெரிந்தால் தாங்கள் தாக்கப்படக்கூடிய அச்சத்தையும் வெளியிட்டுள்ளனர்.
இதேவேளை நேரடியாகச்சென்று முறைப்பாடுகள் செய்தால் கூட பொலிஸார் நடவடிக்கை எடுக்காமல் அலட்சியம் செய்வதாகவும் மக்கள் குற்றஞ்சாட்டுகின்றனர். குறிப்பாக வட்டுக்கோட்டைப் பொலிஸாரின் அசமந்தப் போக்குக் குறித்து இந்தப்பொலிஸ் பிரிவுக்குட்பட்ட மக்கள் கடும் அதிருப்தியை வெளியிட்டுள்ளனர்.
அண்மையில் மேற்படி பொலிஸ் பிரிவிற்குட்பட்ட மூளாய் வேரம் என்ற இடத்திலுள்ள வீடொன்றினுள் நள்ளிரவு வேளை புகுந்த குழுவொன்று பொருட்களை அடித்து நொருக்கி சேதப்படுத்தியதுடன் வீட்டிலுள்ளோரையும் அச்சுறுத்தியுள்ளது. அதே ஊரைச் சேர்ந்த இளைஞர் குழுவொன்றே இந்தத் தாக்குதலை மேற்கொண்டதாக பாதிக்கப்பட்ட தரப்பினர் தெரிவித்தனர்.
மறுநாள் மேற்படி வீட்டுக்கு நேரடியாகச் சென்று பார்வையிட்ட மூளாய் கிராம சேவையாளர் சேத விபரங்களை உறுதிப்படுத்தியதுடன் பொலிஸ் நிலையத்திற்குச் செல்லுமாறு கடிதமும்  வழங்கியுள்ளார்.
பாதிக்கப்பட்ட தரப்பினர் கடிதத்துடன் சென்று வட்டுக்கோட்டைப் பொலிஸ் நிலையத்தில் முறைப்பாடு பதிவு செய்த போதிலும் பொலிஸ் சம்பவ இடத்திற்கு வரவில்லையென்றும் மேற்படி பிரதேச மக்கள் தெரிவித்தனர்.
மேலும் யாழ் மாவட்டத்திலுள்ள பொலிஸ் நிலையங்களில் பணியாற்றும் பொலிஸார் வீதிகளில் நின்று இலஞ்சம் வாங்கும் செயற்பாட்டிலும் ஈடுபடுகின்றனர். இதேவேளை திருட்டுக்கள் அடிதடி போன்ற குற்றச்செயல்களில் ஈடுபடுகின்றவர்களை பொது மக்கள் மடக்கிப் பிடித்து பொலிஸ் நிலையத்தில் ஒப்படைத்தால் அவர்களிடம் இலஞ்சம் பெறு;று விட்டு சில மணி நேரத்திலேயே பொலிஸார் அவர்களை விடுதலை செய்வதாகவும் மக்கள் கூறுகின்றனர்.
தமிழீழ விடுதலைப் புலிகளின்; காவல்துறையினர் இருந்த காலத்தில் தாங்கள் இவ்வாறான நிலையை எதிர்நோக்கியிருக்கவில்லையென்று கூறுகின்ற மக்கள் தற்போது பெரும் சிரமங்களை எதிர்கொள்வதாக கவலை வெளியிட்டுள்ளனர்.
யாழ.;மாவட்டத்தில் சிவில் நிர்வாகம் நடைபெறுவதாக அரசாங்கமும் பொலிஸ் திணைக்களமும் அவ்வப்போது கூறி வருகின்ற போதிலும் இங்கு பொலிஸாரின் செயலில் மக்கள் அதிருப்தியை வெளியிட்டிருக்கின்றனர் என்பது குறிப்பிடத்தக்கது.
