Award winning Tamil journalist J.S. Tissainayagam who was incarcerated in Sri Lanka prison for his writing, refuted statement made by the former Attorney General of Sri Lanka, Mohan Peiris, to the UN's Committee Against Torture that Tissainayagam accepted complicity in the charged crime [of supporting terrorism] by expressing remorse in the letter requesting Sri Lanka's President for a pardon. Publishing the full text of the letter, Tissainayagam told a Colombo paper that "any allusion to my admitting complicity is completely false," and added that he only apologized for any embarrassment that his writing may have caused Mahinda Rajapakse or his Governement.

Full text of Tissainayagam's response published in Sunday Leader follows:
    It was brought to my notice that [a delegation led by] the former Attorney General and now Senior Advisor to the Cabinet on Legal Affairs, Mohan Peiris, had made reference to me in an official reply to the Committee Against Torture (CAT) in Geneva this month.

    This is what was said, “Concerning specific cases raised by the Committee, a delegate said he had been personally involved in the case of J. S. Tissainayagam. Mr. Tissainayagam personally wrote to the President asking for a pardon, saying he was remorseful for what he did. He had been convicted and sentenced, but his complicity in what he did was confirmed by his letter, which was sent through his lawyers. He did receive a pardon.”

    I wish to state that any allusion to my admitting complicity is completely false. I did write to the President, the letter which I now publish in full. Working as a journalist for over 20 years I never wrote to cause anyone personal embarrassment. I only wrote to highlight issues of public interest and in the hope the president and the government would take action to rectify the problems. If any of my writings had caused embarrassment to anyone (whether the president or anyone else) I had no qualms in apologizing as causing embarrassment has never been my intention.

    I am unaware that embarrassing the president or the government of Sri Lanka is a crime and that was not the crime I was accused of in the High Court of Sri Lanka in September 2008. I wish to state that I have never committed any crime. Therefore, admitting remorse or complicity to any crime, in this letter to the president or otherwise, does not arise.
Tissainayagam was convicted by the Colombo High Court in September 2008 for “causing communal disharmony” and was found guilty of funding his publication with LTTE money.

Tissainayagam was sentenced for 20 years, but was later released after international pressure including a statement issued by President Barack Obama in honor of World Press Freedom Day (2009), where he expressed concern for Tissainayagam and said his case was "emblematic of the hundreds of journalists who face intimidation, censorship, and arbitrary arrest." Tissainayagam and journalists like him are "guilty of nothing more than a passion for truth and a tenacious belief that a free society depends on an informed citizenry," Obama said in his statement.

Tissainayagam is currently a Fellow at Harvard's Weatherhead Center for International Affairs, after working as a Fellow at the Neiman Foundation for Journalism, Harvard University, in 2011.

சிறைத்​ தண்டனை அனுபவித்து வந்த இலங்கைத் தமிழ் பத்திரிகையாளர் ஜாமீனில் விடுதலை



கொழும்பு, ​​ ஜன.​ 11: விடுதலைப்புலிகளுடன் தொடர்பு வைத்திருந்தார் என்ற குற்றச்சாட்டின்பேரில் சிறைத்தண்டனை அனுபவித்துவந்த இலங்கைத் தமிழரும் மூத்த பத்திரிகையாளருமான ஜே.எஸ்.திசைநாயகம் ​(46) ஜாமீனில் திங்கள்கிழமை விடுதலை ஆனார்.​ ​​ ​ கடந்த ஆண்டு ஆகஸ்ட் 31ம் தேதி ​ கொழும்பு உயர்நீதிமன்றம் திஸ்ஸநாயகத்துக்கு பயங்கரவாத தடுப்பு சட்டத்தின்கீழ் 20 ஆண்டு சிறைத்தண்டனை விதித்தது.​ இதை எதிர்த்து திசைநாயகம் உச்சநீதிமன்றத்தை அணுகினார்.​ இதை ஏற்றுக்கொண்ட முறையீட்டு நீதிமன்றம் அவரது உடல்நிலையை கருத்தில் கொண்டு ரூ.​ 50 ஆயிரம் ரொக்க ஜாமீனில் அவரை விடுதலை செய்ய உத்தரவிட்டது.​ இதையடுத்து அவர் ​ திங்கள்கிழமை விடுதலை செய்யப்பட்டார்.​ 2008ம் ஆண்டு மார்ச் 7ம் தேதி,​​ தமது அலுவலகம் வந்திருந்த திசைநாயகத்தை விடுதலைப்புலிகளுடன் உறவு வைத்துள்ளார் என்ற புகாரின் பேரில் பயங்கரவாத தடுப்பு புலன் விசாரணைப் பிரிவினர் கைது செய்தனர்.​ ​ 2008 ஆகஸ்ட்டில் இவர் மீது குற்றம்சாட்டப்பட்டது.​ செப்டம்பர் 9ம் தேதி விசாரணை தொடங்கியது.​ ​​ ​ திசைநாயகம் கைது செய்யப்பட்டதை அடுத்து உலக அளவில் கண்டனம் எழுந்தது.​ அமெரிக்க அதிபர் பராக் ஒபாமாவும் அவர் கைது செய்யப்பட்டது பற்றி வேதனை தெரிவித்தார்.​ 2006 மற்றும் 2007ம் ஆண்டில் நார்த் ஈஸ்டர்ன் ஹெரால்டு என்ற மாதாந்திர இதழில் இவர் எழுதிய கட்டுரைகள் வெளியாகின.​ இந்த கட்டுரைகள் வன்முறையைத் தூண்டுவதாகவும் இன,​​ வகுப்பு நல்லிணக்கத்தை சீர்குலைப்பதாக இருப்பதாகவும் குற்றம்சாட்டி போலீஸôர் வழக்குப்பதிவு செய்தனர்.​ கொழும்பு உயர்நீதிமன்றத்தில் இவர் மீதான புகார் உறுதி செய்யப்பட்டது.​ தமது பத்திரிகைக்காக வசூலித்த நன்கொடைகளை பயங்கரவாதத்தை ஊக்குவிக்க செலவிட்டார் என்றும் இவர் மீது புகார் சாட்டப்பட்டது என்று தி டெய்லி மிரர் என்ற செய்தி இணையதளம் தெரிவித்துள்ளது.கொழும்பு உயர் நீதிமன்றம் தனக்கு 20 ஆண்டு சிறைத்தண்டனை விதித்ததை ஆட்சேபித்து உச்சநீதிமன்றத்தில் திசைநாயகம் அடிப்படை உரிமை மீறப்பட்டதாக மனு தாக்கல் செய்திருந்தார்.​ ​​ இந்நிலையில் திசைநாயகத்தை உச்ச நீதிமன்றம் ஜாமீனில் விடுவித்தால் அரசு தலையிடாது என்று அரசு வழக்கறிஞர் உறுதி அளித்தார்.​ அரசியல் அறிவியல் பட்டதாரியான திசைநாயகம் சர்வதேச உறவில் முதுகலை பட்டம் பெற்றவர்.​ 2007லிருந்து சண்டே டைம்ஸ் பத்திரிகைக்கு தொடர்ந்து கட்டுரைகள் எழுதிவந்தார்.​ 2007 மே மாதத்தில் இலங்கைத் தமிழரை மையமாக வைத்து தனி இணையதளத்தை ஆரம்பித்தார்.விடுதலைப்புலிகளுடன் தனக்கு உறவு இருந்ததை திசைநாயகம் ஒப்புக்கொண்டார் என அரசுக்கு சொந்தமான டெய்லி நியூஸ் பத்திரிகை கடந்த மே மாதம் செய்தி வெளியிட்டது.​ அவரது ஒப்புதல் வாக்குமூலம் ஆதாரத்துடன் வழக்கு விசாரணையின்போது நிரூபிக்கப்பட்டது.

Boston Globe in a Monday editorial called an irony that Tissainayagam was thrown into prison for his writings that the Sri Lanka Government called have "creat[ed] communal disharmony" when "280,000 Tamil civilians displaced by the government’s victorious war against the separatist Tamil Tigers are currently suffering and dying in flooded, ill-provided camps" which is a real cause of disharmony," and appealed that "Obama should call for his [Tissainayagam's] release and for Sri Lanka’s uprooted civilians to be returned to their homes."

Journalists rarely set out to become like the proverbial canary in a coal mine. But in certain places, at certain times, they can’t help themselves. If they insist on doing their jobs and a government doesn’t like what they publish, they may be thrown in prison or killed by an assassin who goes unpunished. And usually, where reporters and editors are treated this way, a greater humanitarian catastrophe is at hand.

So it is with J. S. Tissainayagam, the Tamil editor of a defunct monthly magazine in Sri Lanka who was sentenced a week ago to 20 years in prison under a law that criminalizes writings intended to create communal disharmony. The terrible irony is that 280,000 Tamil civilians displaced by the government’s victorious war against the separatist Tamil Tigers are currently suffering and dying in flooded, ill-provided camps. This is a real source of communal disharmony. This is what makes Tissainayagam a canary in a coal mine.

On World Press Freedom day, President Obama cited Tissainayagam’s case as an example of what can happen to journalists who displease governments intolerant of criticism. Obama should call for his release and for Sri Lanka’s uprooted civilians to be returned to their homes.

J. S. Tissainayagam, a Tamil reporter sentenced Monday to 20 years in prison, has been named the first winner of the Peter Mackler Award for Courageous and Ethical Journalism. Tissainayagam was selected for the awrd, by the US branch of RSF and Global Media Forum (GMF), a company founded by Mackler to train journalists and non-profit organizations to use the media as a tool for social change. The Peter Mackler Award, named for a 30-year veteran of Agence France-Presse (AFP) who died last year, rewards journalists who fight courageously and ethically to report the news in countries where freedom of the press is either not guaranteed or not recognized.

Tissainayagam will be formally awarded the Peter Mackler prize at a ceremony at the National Press Club in Washington on October 2. Marcus Brauchli, executive editor of The Washington Post, will be the keynote speaker.

"We are happy to reward J.S. Tissainayagam in 2009, a terrible year for Sri Lanka," AFP quoted Jean-Francois Julliard, secretary-general of the Paris-based press rights group Reporters Without Borders (RSF), as saying.

"This country needs journalists who are determined and concerned with finding the truth," Julliard said in a statement issued hours after Tissainayagam was jailed for 20 years on charges of supporting terrorism.

"J.S. Tissainayagam is one of those and should never have been imprisoned," Julliard said.

"Sri Lanka will never know peace if the press is not free to play its role of fourth power," Julliard said. "Sri Lankans have the right to be informed about what is happening on their island.

"They have the right to read words written by men like J. S. Tissainayagam."

Tissainayagam, who has been cited by US President Barack Obama as an "emblematic example" of a persecuted journalist, was sentenced to 20 years of hard labor.

He was found guilty on charges of receiving money from the rebel Liberation Tigers of Tamil Eelam (LTTE) and causing racial hatred through his writings about Tamils affected by the LTTE war for a separate homeland.

Tissainayagam contributed to Sri Lanka's Sunday Times and ran a website, Outreachsl.com, that focused on the island's Tamils.

RSF condemned the "extremely severe" sentence imposed on Tissainayagam saying it "suggests that some Sri Lanka judges confuse justice with revenge.

"With the help of confessions extracted by force and information that was false or distorted, the court has used an anti-terrorism law that was intended for terrorists, not for journalists and human rights activists," it said.

The Peter Mackler Award for Courageous and Ethical Journalism was founded in June 2008 to honor the memory of Mackler, who died of a heart attack that month at the age of 58.

Mackler covered wars, elections and other notable events around the world during his career at AFP and was key in transforming the agency's English language service into the international competitor it is today.

If Tissainayagam is sentenced to 20 years imprisonment for 'inciting communal feelings' by editing, printing or distributing North Eastern Herald Monthly, what should be the punishment to Sarath Fonseka, who as commander of the armed forces publicly said Sri Lanka belongs to the Sinhalese, mutilating the constitution and inciting genocide in the island, asks a senior journalist in Colombo. Unfortunately there are governments and diplomats who deceive humanity by projecting Sri Lanka as a ‘democratically elected government', besides multi national corporations, who don’t care freedom of people but grabbing opportunities in the island and there are also media such as The Hindu in India and a host of others in the international community praising Colombo on its ‘successes’ in ethnic totalitarianism, the journalist said.

“While on one hand verbally urging Colombo to curb impunity in human rights, the international community on the other hand rationalises the impunity of state terrorism and illegitimate sovereignty of Sri Lanka in the island."

"India and the powers diluting the national question in the island as minority issue will never address the crisis in the island but will only contribute to the escalation of state terrorism in all its forms. Tissainayagam case is a classic example,” the journalist commented.

If unchecked, the dangerous experiment of powers in the island, setting an ugly precedence in contemporary history, is going to be a serious challenge to the free world, the journalist further said.

The sentence to Tissainayagam is seen in the Tamil circles as a response of Colombo to the leak of a video clip allegedly showing extra-judicial killings of Sri Lanka army. The video clip was released last Tuesday by a group of Sinhala and Tamil journalists called Journalists for Democracy in Sri Lanka.

Describing Sri Lanka as a country where "democracy [is] in chains," Journalists for Democracy (JDS), a Germany-based advocacy group consisting of a multi-racial members exiled from Sri Lanka, condemned the 20-year jail sentence as "flagrant violation of media freedom," and added that, "every political party that has been involved in the creation and perpetuation of the PTA [Prevention of Terrorism Act] is complicit in the judgment against Tissainayagam."

Democracy in chains in Sri Lanka

Journalists for Democracy in Sri Lanka condemns the sentencing of journalist J.S. Tissainayagam to twenty years rigorous imprisonment under the Prevention of Terrorism Act (PTA) on August 31, 2009.

The sentence is based on a ‘confession’ that he has refuted and two articles written and published by him in 2006. The judgment also states that the two articles written by Tissainayagam that are the subject of this investigation contain material that causes ‘communal disharmony’, and this too is considered a basis for his sentence. Tissainayagam has never engaged in, or promoted, violence of any kind, and we have always known him to be committed to co-existence and inter-ethnic justice.

Since Tissainayagam was first taken into custody in March 2008, we have continuously appealed for his release on the basis that the allegations against him were unfounded. In addition, we protested against his conditions of detention and the failure to comply with minimum humanitarian standards including providing Tissainayagam with the medical treatment that he needs.

As a community of Sri Lankan journalists and media persons in exile, we express our solidarity with our colleague Tissa on this occasion and commit ourselves to appeal against this sentence and draw the attention of the world to this flagrant violation of the freedom of thought, opinion and expression in Sri Lanka.

In addition, having followed the developments in this case with grave concern, we wish to highlight the following issues with regard to the Prevention of Terrorism Act which defies principles of natural justice and is in violation of established human rights norms.

According to the judgment, writing or publishing any article that can be defined as being against the Prevention of Terrorism Act can merit a sentence of twenty years rigorous imprisonment under the terms of this Act. No journalist in Sri Lanka has ever received this type of sentence, which is a flagrant violation of media freedom. Thus, this judgment once again highlights the need to repeal the Prevention of Terrorism Act which violates human rights including the rights of the freedom of expression and opinion.

Journalists for Democracy in Sri Lanka consider this judgment to represent a critical turning point in terms of restriction of media freedom through the law in Sri Lanka. We call on all democratic forces in Sri Lanka and outside to take all possible steps to ensure a reversal of this decision.

We feel that initiating a campaign for the repeal of the PTA in Sri Lanka must be a first step in this direction. We call on all democratic nations that enter into bilateral agreements with the government of Sri Lanka and on all donors to ensure that the repeal of the PTA is placed high on their list of critical concerns in negotiations with the government.

We wish to point out that every political party that has been involved in the creation and perpetuation of the PTA is complicit in the judgment against Tissainayagam. We appeal to all political parties and organizations committed to democratic principles to come forward to build the broadest possible platform to challenge the PTA. The repeal of the PTA is essential if we are to move towards disarmament in Sri Lanka.

We commit ourselves to work for the release of Tissainayagam and his colleagues V.Jesiharan and Valarmathy in the interests of justice and peace in Sri Lanka.


Sentence to Tissainayagam extra-judicial: HR lawyer

The sentence of 20-year rigorous imprisonment to J.S. Tissanayagam on Monday mark a sad day for journalists and those who believe in the ’freedom of expression’ all over the world, says Deputy Chairperson of Northeast Secretariat on Human Rights (NESoHR), K Sivapalan, an Atterney-at-Law from Trincomalee, in whose opinion this is an extra-judicial way to punish people. ”The provisions of the PTA are not in conformity with the International Criminal Law especially the ’confession’ being admitted in evidence agaist the accused and with regard to the burden of proof.UNHRC requested the GoSL to repeal or amend many of the provisions which were not in conformity. However this was not followed by them on the basis that it was an erosion of the sovereignty of Sri Lanka,” Mr. Sivapalan, now exiled in Norway, said.

Today is a sad day for the journalists and those who believe in the ’freedom of expression’ all over the world. Journalist J.S.Tissanayagam, Editor of Northeastern Herald Monthly and the online magazine ’outreach.com , has bee found guilty under the draconian Prevention of Terrorism Act (PTA) by the Colombo High Court and sentenced to 20 years rigorous imprisonment.

This has come as a shock hot on the heels of the Video clipping published by the ’Journalists for Democracy in Sri Lanka’of the extra- judicial killing of Tamils in Sri Lanka during the war said to be by the Sri Lankan Army personnel.

Tissanayagam was not arrested on the basis of any ongoing investigation against him. He was arrested at the Police station when he went to find out as to why his Printers Jaseetharan and his wife Valarmathy were taken to the Police Station. It has been held in the case of , Pathmanathan-Vs-Officer-In-Charge of TID Vavuniya, by the Sri Lankan Courts, that it is wrong to arrest a person and then search for evidence to indict him. This seems to be exactly the case here.

Tissanayagam was indicted in Court after holding him in detention under the Emergency Regulations (EMR) /PTA for well over six months. It is pertinent to mention here that in many cases persons are detained without indicting them or releasing them for long period, upto 18 months using the powers under the EMR/PTA said to be on suspicion and are freed later when a Fundamental Rights Application is filed in the Supreme Court under Article 126 of the Constitution of the Democratic Socialist Republic of Sri Lanka. This is used as an extra-judicial way to punish people.

Seldom one gets any ’redress’ from the government / Police as the applicants, who are often the kith and kin of the detained persons are satisfied once the detainee is released without any further action. Further in 99 percent of these cases the detainees are tortured in order to obtain a ’confession’ from them, which is admissible in evidence in cases filed under EMR/PTA.

The Members of the United Nations Human Rights Committee(UNHRC) in the matter of Nallaratnam Singarasa on a communication by him against the Government of Sri Lanka (GOSL) expressed the view that many of the provisions of the PTA are not in conformity with the International Criminal Law especially the ’confession’ being admitted in evidence agaist the accused and with regard to the burden of proof.UNHRC requested the GOSL to repeal or amend many of the provisions which were not in conformity.

However this was not followed by them on the basis that it was an erosion of the sovereignty of Sri Lanka. Later on an application filed on behalf of Nallaratnam Singarasa, in the Supreme Court, S.C.Spl (L.A) No: 182/99,the then Chief Justice of Sri Lanka, Sarath N de Silva held that the accession to the Optional Protocol to the International Covenant on Civil and Political Rights (ICCPR) which enabled individuals from Sri Lanka to take their cases to the UNHRC was in itself in excess of the powers conferred on the President of Sri Lanka under Article 33 (f)of the Constitution. That was the end of the matter.

In the case of Mariyadas, on an appeal, Learned Justice Hector Seneviratne Yapa held that the standard of proof required of an accused in a Preliminary Inquiry (Voire Dire Examination) held to decide upon the admissibility of the so called confession of the accused is lesser than ,’beyond all reasonable doubt’ expected of a prosecution in a criminal case. Mere doubt created in the mind of the Judge as to whether ’confession’ was voluntary, was enough in order not to admit the so called confession in evidence.

It would seem that this has not been followed in this case against Tissanayagam. Further, it is to be noted that Tissa has been assisting the Sinhala suspects belonging to JVP when they were being viciously targeted and killed by the S.L.Army and police. What he has written in the columns of Northeastern Herald Monthly was not considered to be material fit enough to bring disharmony between the communities for a very long time but was culled out now in order to find something to indict him.

In the same vein the poisonous racism spit out by many of the Sinhla politicians in their speeches would entail all of them to be found guilty if brought before court for creating disharmony between the communities.

In any event ’rigorous imprisonment’ is something for murderers and hardcore criminals and certainly not for journalists of the like of Tissainayagam without previous conviction of any sort.

Leader of an Independent group contesting the Jaffna Municipality Elections recently said in an Interview that people in Jaffna open their mouths only to eat.

With this sentence meted out to Tissanayagam only people of the calibre of Lasantha Wickramatunga may venture to put their pen to paper. In fact those who brought this prosecution against Tissainayagam might have put to rest freedom of the press and democracy in the Democratic Socialist Republic of Sri Lanka.

புலிகளின் வெளியீடுகளுக்கு நிதி சேகரிப்பதில் அவர் முக்கிய பங்காற்றியதாகவும், புலிகளின் முக்கிய தலைவர்களுடன் அவருக்கு தொடர்பிருந்ததாகவும் அரசு நடத்தும் நாளிதழ் கடந்த மே மாதம் செய்தி வெளியிட்டது.
அரசுக்கு எதிராகத் தொடர்ந்து எழுதி வந்த லசந்தா விக்ரமதுங்க கடந்த ஜனவரியில் அவரது பத்திரிகை அலுவலகத்துக்கு முன் சுட்டுக் கொல்லப்பட்டார்.
கடந்த 3 ஆண்டுகளில் இலங்கையில் 9 பத்திரிகையாளர்கள் கொல்லப்பட்டுள்ளனர். 27 பேர் தாக்கப்பட்டுள்ளனர்.
இலங்கையின் திசைநாயகம் போன்றவர்கள் கைது செய்யப்பட்டது பத்திரிகை சுதந்திரத்தின் மீதான அச்சுறுத்தலுக்கு வருந்தத்தக்க உதாரணம் என அமெரிக்க அதிபர் ஒபாமா உலக பத்திரிகைச் சுதந்திர நாளான மே 3-ம் தேதி உரையாற்றுகையில் கூறியது குறிப்பிடத்தக்கது.

கடந்த 2008 ஆம் ஆண்டு மார்ச் மாதம் 6 ஆம் திகதியிலிருந்து, பயங்கரவாதத் தடுப்புப் பிரிவினால் திஸ்ஸநாயகம் மொத்தமாக 425 நாட்கள் தடுத்து வைக்கப்பட்டுள்ளார் என்பது குறிப்பிடத்தக்கது. இந்த வழக்கின் தீர்ர்பு இன்று திங்கட்கிழமை கூறப்பட்டுள்ளது.

நாட்டிற்கு அவ கீர்த்தியை ஏற்படுத்தியிருக்கிறார் என்ற போர்வையில் இலங்கை நீதிமன்றமானது 20 வருட சிறைத் தண்டணையை இவருக்கு வழங்கி தீர்ப்பளித்துள்ளது. இது ஜனநாயகத்தையும் ஊடக சுதந்திரத்தையும் அப்பட்டமாக குழிதோண்டிப் புதைக்கும் நடவடிக்கையாகும்.

ஒரு ஊடகவியலாளர் என்ற வகையில் அவர் கருத்துச் சுதந்திரம் மிக்கவர். மக்கள் என்ன நடக்கிறது என்பதை அறிய உரிமையுடையவர்கள், திசநாயகம் அவர்கள் ஒன்றும் இராணுவ இரகசியங்களை வெளியிடவில்லை. இருப்பினும் ஒரு கொலைக் குற்றவாளிக்கு வழங்கும் தண்டணை இவருக்கு வழங்கப்பட்டுள்ளதை அதிர்வு இணையம் வன்மையாகக் கண்டிக்கிறது. மேல்முறையீடு செய்து அவரை விடுவிக்க ஆவன செய்யுமாறு மக்களை வேண்டி நிற்கிறது.


Sri Lankan court imprisons Tamil journalist for 20 years

J.S. Tissainayagam, a senior journalist and Sunday Times columnist, was sentenced to twenty-year rigorous imprisonment by Colombo High Court judge Deepali Wijesundara on Monday. Mr. Tissanayagam has been indicted under the notorious Prevention of Terrorism Act (PTA) and Emergency Regulations (ER), and was charged on three counts including printing and distributing the publication North Eastern Herald Monthly magazine.

According to the indictment, the veteran journalist had committed an 'offence' on two counts under the PTA and has committed 'acts of violence by inciting communal feelings by editing, printing or distributing the North Eastern Monthly magazine'.

Tissainayagam was also charged under the Emergency Regulations for collecting money for the furtherance of terrorism or specified terrorist activities.

Journalist Tissainayagam was detained on March 7, 2008 when he went to the Sri Lanka's Terrorist Investigation Division (TID) to look for his colleagues Jasikaran and Valarmathy. He was detained for almost six months without charges.

On August 25th he was charged with writing to incite 'ethnic dishar
