Murder coverup of Tamil youth by SL Police OIC alleged

A Sinhala Police Officer-in-Charge, Chintaka Bandara, who is currently the head of SL Police at Chavakachcheari, was responsible for targeting a 26-year-old Tamil youth, who was later subjected to torture and murder in his custody in 2011, after two SL military intelligence officers took photos and video of an event during the Tamil Heroes Remembrance week in 2011. A white van squad abducted two young activists after the Tamil Heroes Day related event attended by two TNA parliamentarians S Sritharan, E. Saravanapavan and Emmanual Arnold (who later became NPC councillor). The two youths were handed over to the OIC at Chunnaakam. A few days later, the body of one of the victims, Sumanan Sriskandarajah, was recovered from Ira'nai-madu tank in Ki'linochchi district. SL police explained that the victim had drowned while escaping from custody during a field investigation.

Recent evidence reveal that after the abduction, the SL police had implicated the two in connection with an unrelated crime, and had severely assaulted the victims asking whether they wanted Tamil Eelam. Sumanan subsequently died due to injuries sustained from the Police attacks and his body was dumped into Ira'nai-madu Tank.

The two youths were behind organising the distribution of books at Aayak-kadavai School in Punnaalaik-kadduvan on the occasion of Tamil Heroes Day Remembrance in November 2011.

After they were abducted by the white van squad operated by the SL military intelligence and subjected to torture, they were at the custody of Chintaka Bandara, who was the OIC of Chunnaakam Police Station at that time.

The SL police implicated the two youth in a theft case in which three other criminals were involved.

The slain youth, Sumanan Sriskandarajah, was the 5th suspect.

Torture continued under the custody of SL Police at Chunnaakam, according to the survivor, who was the 4th suspect in the fabricated case by the SL Police.

The fourth suspect, who has survived the torture, is a relative of the late S. Puleedevan, the director of LTTE's Peace Secretariat. Puleedevan was assassinated by the SL military after he walked into SL military and surrendered at Mu'l'livaaykkaal on 18 May 2009 carrying white flags along with LTTE's Political Head B. Nadesan and 40 others on the advice of Norwegian Peace Envoy Erik Solheim and UN officials.

The details of the torture, murder and the cover-up of the case of Sumanan Sriskandarajah have surfaced after the latest hearing of the case on the theft issue on 25th July at Mallaakam Magistrates’ Court, where the case was pending for the last 5 years.

During the Rajapaksa regime, there was a drive to recruit subservient Tamil police constables into the SL police and the EPDP was providing such recruits. Two such ‘Tamil police constables’, known by their first names Mayooran and Thayalan, were also working under the SL Police OIC Chintaka Bandara at Chunnaakam during the time of Sumanan's abduction and murder.

Today, the same squad is reportedly operating at Chavakachcheari Police Station under the same Sinhala OIC who was earlier at Chunnaakam.

The relatives of the survivors and those who represent the slain victim are seriously concerned of the security of the eyewitnesses as the alleged murderers are still in charge of police affairs in the occupied country of Eezham Tamils.

In the meantime, the Magistrates’ Court has instructed the same SL Police Department to produce a comprehensive report within the next three months, informed sources said.
