SL military schemes Sinhala colony in Paduvaankarai, Batticaloa

Five years after seizing Paduvaankarai area from Eezham Tamils, the occupying Sri Lanka Army in Batticaloa has appropriated most of the rain-fed paddy lands and pasture-lands belonging to Tamil farmers in Paduvaankarai villages of Meeraan-kadavai, Nuraich-cheanai and Periya-ve'li claiming that it was ‘transforming’ and ‘developing’ the area into a tourist destination. The SLA has brought in Sinhala labourers from the South and has instructed the paramilitary groups to expel the uprooted Tamils, who refuse to hand over their lands to the military. The colonial SL Army Commander of the East, Major General Lal Perera is constructing roads with Colombo's ‘development’ money while the resettled Tamils are denied of water and other basic facilities.

The agricultural lands are being appropriated by genocidal Colombo that schemes Sinhalicisation and colonisation of the area.

The SLA had seized the area from the Tigers in 2007. After long time, some of the uprooted Tamils managed to ‘resettle’ last year, but they have not been provided with any humanitarian assistance. The NGOs that attempted to help them were also ‘barred’ from entering the area.

The Tamil people are still residing tin sheet-roofed huts under trees provided earlier by some non-governmental organizations.

Kudumpimalai is located 534 feet above the sea level and is surrounded by several thousand acres fertile lands for paddy cultivation, high land crops and pasture lands with a few minor tanks.

Hundreds of acres of lands have been appropriated in Meeraan-kadavai, Nuraich-cheanai and Periya-ve'li.

Five thousand acres of rain-fed paddy lands and more than one thousand acres of pasturelands are located in the area subjected to Sinhalicisation.

The ‘tourist project’ being carried out by the colonial Sinhala military is a sinister plan in the structural genocide being carried out by the Colombo government as the move not only appropriates Tamil lands, but also destroys the agriculture and weakens the economy of the Tamil people, Tamil activists blamed.

The genocidal commander of the SL military in the East, Major General Lal Perera, has gone on record vowing to complete the project before the end of July, Vinayagamoorthy Muralitharan alias Karuna, the paramilitary agent of SL military and SL deputy minister for ‘resettlement’ and ‘reconciliation’, has asked the Tamil people to ‘reconcile’ with the SL military, which, according to him was ‘developing’ the area.

The SL military commander is ‘developing’ roads. But, the native villagers are not allowed to use vehicles.

Without public transport, the uprooted Tamils have to travel by foot while officials and foreign tourists who travel to this area in heavy vehicles have to get prior permission from the army sentry point located in Welikanda.

Apart from the occupying military, only ‘developmental’ NGOs supporting Colombo's agenda are allowed to enter the area through Welikande military post in vehicles.

Two years ago, SL presidential sibling Basil Rajapaksa, under the guise of tourist development Economic Development Ministry, appropriated lands along the coast of Ezhuvaan-karai area in the district and destroyed several hundred acres of forest with valuable medicinal plants used in the preparation of Ayurveda medicine.

In the meantime, Sinhalese fishermen from the South with the backing of occupying SL Army and Navy have started fishing in the seas of Tamil territorial waters and are appropriating lands along coastal villages in Koa'ralaip-pattu North, Ea'raavoorpattu and Ma'nmunaip-pattu North DS divisions.

While the war-affected Eezham Tamils are still living as refugees in their own land, from where does the Colombo government get money for building Buddhist stupas and military-business enclaves in the occupied country, wonder Tamil activists. The IMF, World Bank, ADB and other ‘donors’ may have to answer.

At least 90 families in Oottuch-cheanai, a village situated 75 km north-west of Batticaloa city, have been displaced and sought asylum in a school following a mini-cyclone that hit Paduvaankarai area in the Koa'ra'laip-pattu South division of Batticaloa district on Monday. The villagers, who have displaced several times since 1990, each time following large-scale military operation by the Sri Lankan military, have been completely neglected throughout the years without proper humanitarian assistance, civil sources in Batticaloa said. International NGOs also face restrictions to visit the area while Colombo government has grabbed around 25 thousand acres of land in Vadamunai and Oottuch-cheanai, handing over the lands to Sinhala home guards.

350 Tamil families live in Vadamunai and Oottuch-cheanai without facilities.

The Sinhala ‘home guards’ (SL Civil Defence Force) who chase Tamils from Vadamunai are provided with housing facilities and other basic amenities.

The Tamils who have resettled on their own live in poverty without basic livelihood assistance and other relief.

After being chased out of their village in 1990, they were able to return to their lands in 2002 following the ceasefire agreement between the then Sri Lanka Government and the Tigers.

During that period too they were not provided with permanent houses.

The Tamil villagers were again uprooted in 2007 following attacks by the occupying Sri Lanka Army and the ‘home guards’.

They were resettled again in 2009 but were still residing there in temporary huts.

Several non-governmental organizations (NGO) have been functioning in Batticaloa district but not a single NGO has shown any interest in implementing a permanent housing scheme for these resettled villagers, civil sources said.

Now, there are also restrictions being imposed on visiting NGOs.

The Colombo government had been planning to take over Vadamunai-Ooththuchchenai villages since 1978.

Explosions take place frequently in resettled villages in Paduvaankarai region of Batticaloa district, declared by the occupying Sri Lanka Army as free of land-mines, civil sources in Batticaloa say. The latest victim is an under-age youth engaged in cattle grazing work. Explosions of unexploded ordnance in the region have seriously threatened the security and livelihood of poverty-stricken people who are subjected to structural genocide by the occupying Sri Lankan forces and its military-run civil administration.
15-year-old Arasaratnam Inbarajah was seriously injured in an explosion that took place at Yaanai-kaddiya-ve'li in Vellaave'li division of Batticaloa district while he was attempting to dig a pit.

Inbarajah, who suffered serious injuries to one of his hands, was immediately rushed to Ka'luvaagnchik-kudi Base Hospital. Later he was transferred to Batticaloa Teaching Hospital for further treatment, medical sources said.

People uprooted from Vellaave'li were allowed to resettle after being given clearance that the area is free of land mines by the occupying Sri Lanka Army.
