தமிழீழ விடுதலைப் புலிகள் 36-வது அகவையில் கால் பதிக்கிறது – தமிழினம் தலை நிமிர்ந்த தினம் தமிழீழ மக்களின் அடையாளமாகவும், தமிழர்களைத் தனிப் பெரும் சக்தியாக உலகிற்கு அடையாளப்படுத்திய அமைப்பாகவும் விளங்கும் தமிழீழ விடுதலைப்புலிகள் அமைப்பு இன்று மே 5-ம் தேதியன்று 36-வது அகவையில் கால் பதிக்கிறது. 1972-ம் ஆண்டின் மத்தியில் தனது 17-வது வயதில், “புதிய தமிழ்ப்புலிகள்” என்ற இயக்கத்தைத் தமிழ்த் தேசியத் தலைவர் பிரபாகரன் அவர்கள் தொடங்கினார்.
அதன்பின்னர் தமிழ்த் தேசியத் தலைவர் அவர்கள் “புதிய தமிழ்ப் புலிகள்” என்ற பெயரில் இருந்த இயக்கத்தை ஒரு பெரிய இராணுவமாக உருவாக்க முடிவெடுத்து, “தமிழீழ விடுதலைப்புலிகள்” அமைப்பை (எல்.டி.டி.ஈ) 1976-ம் ஆண்டு மே மாதம் 5-ந்தேதி தொடங்கினார். தமிழ்த் தேசியத் தலைவர் பிரபாகரன் அவர்கள் தமிழீழ விடுதலைப்புலிகள் என்ற இயக்கத்தை தனது சிறந்த கட்டுப்பாடான நெறிப்படுத்தலினாலும், தனது அயாரத உழைப்பாலும், தமிழ் மக்களின் ஆதரவாலும் மிகப் பெரிய அமைப்பாக மாற்றினார்.
தமிழர்களுக்கென தனியான ஒரு தேசத்தையும், அதற்கான அரச கட்டமைப்பும் திறம்பட வைத்து, உலகின் பார்வையைத் தம்மகத்தே மூன்றாவது ஈழப் போரின்போது திருப்பிய தமிழீழ விடுதலைப்புலிகள் உலக படை வரலாற்றில் பல நிகழ்வுகளிற்கு முன்னூதாரணமாகத் திகழ்ந்தார்கள். உலக வல்லரசுகளின் இராணுவப் படிமுறைகளிற்கும் வரையறைகளிற்கும் சவாலாக விளங்கிய பல சிறந்த தாக்குதல்களின் மூலம் உலகின் பார்வையைத் தம்மகத்தே திருப்பிய விடுதலைப்புலிகளின் போராட்ட வரலாற்றில் ஓயாத அலைகள் தாக்குதல்கள் போராட்டத் தந்திரோபாயங்களையெல்லாம் புரட்டிப் போட்ட மரபு வழித் தாக்குதலாக உலக வரலாற்றில் பதிவு செய்யப்பட்டது.
அத்தோடு எதிரி உச்சவிழிப்பில் இருந்து எதிர்பார்த்துக் காத்திருந்த ஆனையிறவு இராணுவத் தளம் மீதான முப்பரிமாணத் தாக்குதலை தமது திட்டமிடலின்படியே நடத்தி மூன்று மாத காலத்தில் படைகளை அகற்றி உலகில் தமக்கெனத் தனி அங்கீகாரம் பெற்றார்கள் விடுதலைப்புலிகள்.
அத்தோடு பல முறியடிப்புச் சமர்கள் குறிப்பாக யாழ். தேவி முறியடிப்புச் சமர், சூரியக்கிரன முறியடிப்புச் சமர், ஜெயசிக்குறு எதிர்ச்சமர், தீச்சுவாலை முறியடிப்புச் சமர் என பல முறியடிப்புச் சமர்களின் மூலம் தமது தற்காத்தல் போராட்ட முறையை உலகிற்குப் பாடவிதானமாக்கிய விடுதலைப்புலிகளின் ஜெயசிக்குறு எதிர்ச்சமர் 18 மாதங்களாக நீடித்த ஒரு பாரிய சமராக வரலாற்றில் பதிவு செய்யப்பட்டது.
முப்படைகளையும் அதற்கான சிறந்த ஒழுங்கமைக்கப்பட்ட கட்டுமாணத்தோடு உருவாக்கிய தமிழீழ விடுதலைப்புலிகள் அவற்றிற்கான தனிச்சீருடைகள், முகாம்கள் என அவற்றைப் பராமரித்ததோடு அவற்றின் சண்டையிடும் திறன் மூலம் இந்தியப் பிராந்தியத்திற்கே படைபல அச்சமேற்படுத்தும் படையணிகளாக அவற்றை சிறீலங்கா மற்றும் அவற்றின் நேச நாடுகள் நோக்குமளிவிற்குப் பேணிப் பாதுகாத்தனர்.
இராணுவப் படைக் கட்டுமாணத்தின் கீழ் பல சிறப்புப் படையணிகளைக் கொண்டிருந்த விடுதலைப்புலிகள் ஜெயந்தன் படையணி, சிறுத்தைப் படையணி, மகளீர் படையணி, சார்லஸ் அன்ரணிப் படையணி, மோட்டார்ப் படையணி, ஆட்லறிப் படையணி, டாங்கிப் படையணி என இன்னும் பல பிரிவுகளையும் திறம்படச் செயற்படுத்தி வந்தனர்.
குறிப்பாக ஈழப் போர் நான்கில் தமிழீழ தேசப் படையணிகள் முழுப் பரிமாணம் பெற்றதற்கான அடையாளமாக உலகை அதிர்ச்சிக்குள்ளாக்கிய வான்புலிகளின் தோற்றமும் அவற்றின் செயற்பாடும் மிக நேர்த்தியான தாக்குதல்கள், உச்ச இலக்குகள், இலாவகமாகத் திரும்பித் தளமடையும் செயற்திறன் என ஒரு வான்படைக்கான அங்கீகாரத்தை அதற்கு வழங்கியிருந்தது.
போராட்டத்தின் பெயர் சொல்லவல்ல 70-க்கும் மேற்பட்ட சிறந்த தளபதிகளைக் கொண்டிருந்தார்கள் தமிழீழ விடுலைப்புலிகள். பல வல்லாதிக்க சக்திகளின் ஆதரவு இன்றி சிங்கள இனவாத அரசை எதிர் கொண்டு போராடினார்கள்.
ஆயுதங்களை மௌனிப்பதாக முள்ளிவாய்க்கால் இறுதிச் சமரில் அறிவிக்கும்வரை கொண்ட கொள்கை மீதான பற்று உறுதியுடன் போராடிய தமிழர்களின் போராட்ட சக்தி தோற்றம் பெற்ற நாள் தமிழர்களின் வாழ்வில் ஒரு முக்கியமான நாளாகும். தமிழீழ விடுதலைப்புலிகள் அமைப்பின் நிர்வாகக் கட்டமைப்பின் கீழ் இயங்கியவை:

புலிக்கொடி பூச்சாண்டியைக் காட்டி மேலும் கொடுமைகளைச் செய்யும் தந்திரம்

சிங்கள க் கொடுங்கோல் அரசிற்கு அடிப்பொடிஆழ்வாராக உள்ள தமிழ் இரண்டகர்கள் அவர்களுடன் இணைந்து நடத்திய நிகழ்ச்சி. இதி்ல் சிங்கள உளவுப்படையின் தந்திரத்தால் புலிக்கொடி காண்பிக்கப்பட்டுள்ளது. புலிக்கொடி பூச்சாண்டியைக் காட்டி மேலும் கொடுமைகளைச் செய்யும் தந்திரமே இது.  எனினும் உரிமையைப் பறிகொடுத்து நூறாயிரவர் இன்னுயிர் இழந்து தவிக்கும் தமிழ் ஈழம் விடுதலைப்புலிகள் தலைமையில் தமிழ்த்தேசிய ஞாலத் தலைவர் மேதகு பிரபாகரன் நெறிகாட்டுதலில் மலர்ந்து சிறக்கும் என்பது உறுதி. தமிழ் ஈழ வாழ்த்துகளுடன் இலக்குவனார் திருவள்ளுவன் / தமிழே விழி! தமிழா விழி! எழுத்தைக் காப்போம்! மொழியைக் காப்போம்! இனத்தைக் காப்போம்! /

கொழும்பு, மே 2: இலங்கையின் யாழ்ப்பாணம் நகரில் எதிர்க்கட்சியினர் செவ்வாய்க்கிழமை நடத்திய மே தினப் பேரணியில் சுமார் 5 இளைஞர்கள் விடுதலைப் புலிகளின் கொடியை காட்டியதாகக் கூறப்படுகிறது.  எதிர்கட்சியான ஐக்கிய தேசியக் கட்சியும், தமிழ் தேசியக் கூட்டமைப்பும் இணைந்து இந்தப் பேரணிக்கு ஏற்பாடு செய்திருந்தன.  இது தொடர்பாக போலீஸôர் விசாரணை நடத்தி வருவதாகவும், யாரும் கைது செய்யப்படவில்லை எனவும் "தினமணி' செய்தியாளரிடம் யாழ்ப்பாணத்திலுள்ள இலங்கை பாதுகாப்புப் படை தளபதி மகிந்த ஹதுரசிங்க தெரிவித்தார்.  ""பேரணி நடந்து கொண்டிருந்தபோது சில வினாடிகள் புலிக் கொடிகள் தென்பட்டன. கூட்டம் அதிகமாக இருந்ததால் கொடியைக் காட்டியவர்களை அடையாளம் காண்பது கடினமாகிவிட்டது. இந்தச் சம்பவத்தால் நாங்கள் கவலையடைந்துள்ளோம்'' என்றார் அவர்.  4000 விடுதலைப் புலிகள்? தமிழர்கள் அதிகம் வசிக்கும் வடக்கு மற்றும் கிழக்குப் பகுதிகளில் விடுதலைப் புலிகள் அமைப்பை மீண்டும் வலுப்படுத்துவதற்கான முயற்சிகள் நடப்பதாக இலங்கை அரசு கூறி வருகிறது. இதைக் காரணமாகக் கூறி திரிகோணமலை மாவட்டத்தில் அவ்வப்போது தேடுதல் நடவடிக்கைகள் நடத்தப்பட்டு வருகின்றன.  இலங்கையில் சுமார் 4 ஆயிரம் விடுதலைப்புலிகள் இன்னும் இருப்பதாக பாதுகாப்பு செயலர் கோத்தபய ராஜபட்ச தெரிவித்திருந்தார். விடுதலைப் புலிகளுடனான போர் நடந்த பகுதிகளில் இன்னமும் ஆயுதங்கள் தோண்டி எடுக்கப்பட்டு வருகின்றன என்றும் அவர் கூறினார்.  இந்தியாவில் 150 விடுதலைப் புலிகள்? இதனிடையே, இலங்கையில் போர் நடந்து கொண்டிருந்தபோது, சுமார் 150 விடுதலைப் புலிகள் இந்தியாவுக்கு தப்பிச் சென்றதாக சிங்கப்பூர் நாங்யங் தொழில்நுட்பப் பல்கலைக்கழக அரசியல் வன்முறை மற்றும் பயங்கரவாத ஆராய்ச்சித் துறைத் தலைவர் ரோகன் குணரத்ன தெரிவித்தார்.  இலங்கை ராணுவம் மறுப்பு: இந்தியாவில் விடுதலைப் புலிகள் இருக்கலாம் என்பதை இலங்கை ராணுவம் மறுத்திருக்கிறது. இந்தியாவில் விடுதலைப்புலிகள் முகாம் அமைப்பதற்கான சாத்தியங்கள் இப்போது இல்லை என்றும் கூறியிருக்கிறது.  திரிகோணமலையில் நடக்கும் தேடுதல் நடவடிக்கைகள் விடுதலைப் புலிகள் இயக்கத்தைச் சேர்ந்தவர்களை அடையாளம் காணும் வழக்கமான நடவடிக்கைதான் என்று ராணுவச் செய்தித் தொடர்பாளர் ஒருவர் தெரிவித்தார்.  தமிழ் தேசியக் கூட்டமைப்பு எதிர்ப்பு: சந்தேகத்தின் பேரில் இளைஞர்களைப் பாதுகாப்புப் படையினர் பிடித்துச் செல்வதற்கு தமிழ் தேசியக் கூட்டமைப்பு கடும் எதிர்ப்புத் தெரிவித்திருக்கிறது. இது தொடர்பாக அதிபர் ராஜபட்சவுக்கு கூட்டமைப்பின் தலைவர் ஆர்.சம்பந்தன் கடிதம் எழுதியிருக்கிறார்.

 இலங்கையில், போருக்குப் பிறகு நிலவும் சூழ்நிலைகள் குறித்து அறிந்து வருவதற்காக, மத்திய அரசு அனுப்பவுள்ள அனைத்துக் கட்சிக் குழு கடும் சர்ச்சையில் சிக்கியுள்ளது.இலங்கை அரசு செய்யவுள்ள காரியத்தை, இந்திய அரசே செய்ய முன் வந்திருப்பது தான் ஆச்சர்யம்; அதிசயம்!போரினால் பாதிக்கப்பட்டவர்களின் மீள் குடியேற்றத்திற்காக, இந்தியா அளித்த, 500 கோடி ரூபாய் என்ன கதி ஆனது என்பது குறித்து ஆராய்வதே, அனைத்துக் கட்சிக் குழுவின் பிரதான நோக்கம்.ஆனால், குழுவினர் முள்வேலி முகாம்களில் உள்ள தமிழர்களை சந்திக்கக் கூடாது; சிங்களர்கள் தமிழ்ப் பகுதிகளில் குடியேறியுள்ளது குறித்து ஆராயக்கூடாது; தமிழர்கள் பகுதியில் நடக்கும் திடீர் தாக்குதல்கள் குறித்து விசாரிக்கக் கூடாது; அங்குள்ள அரசியல்கட்சிகள் எதையும் குழுவினர் சந்திக்கக் கூடாது என்று ஏகப்பட்ட "கூடாது'களை குழுவினரிடம் கூறி அனுப்பினால், அக்குழுவினர் இலங்கை சென்று எங்கு, யாரைச் சந்திப்பர்?ராஜபக்ஷேவையும், அவரின் சகோதர் களையும், அவரது குடும்பத்தினரையுமா?இதற்கு, 15 பேர் கொண்ட பார்லிமென்ட் உறுப்பினர்கள் குழு, இலங்கைக்குச் செல்ல வேண்டிய அவசியமே இல்லையே!மரியாதைக்குரிய பொருளாதார மேதை எம்.எம்.சிங்., ராஜபக்ஷேவிடம் தொலைபேசியில் பேசினால் போதுமே!இந்திய உதவியான, 500 கோடி ரூபாயில் கட்டப்பட்ட குடியிருப்புகள் குறித்தும், தமிழர்கள் அங்கு சந்தோஷச் சூறாவளியில் சிக்கி, ஆனந்த வெள்ளத்தில் நீந்திக் கொண்டிருப்பது போன்றும், அற்புதமான காட்சிகளை, "சிடி'யாக தயாரித்து அனுப்பி வைப்பாரே! நம் எம்.பி.,க்கள் அதை பார்லிமென்ட் நடுஹாலிலேயே கண்டு ரசிக்கலாமே!

The much anticipated ‘Pirapaharan – Tamizhar Ezhuchchiyin Vadivam’ (Pirapaharan - The Embodiment of Tamils’ Struggle) written by veteran Tamil Nadu political activist Pazha Nedumaran was released in Chennai on Friday at BT Thiyagaraja Hall. Published by Tamizhk-kulam Pathippaalayam, this book, of 1223 pages and illustrated with 32 photographs some of which are hitherto unpublished, contains handwritten letters of Mr. Pirapaharan and includes important personal conversations with the author, that throw light on the deep philosophy of the LTTE leader. Along with CPI stalwart Mahendran’s book ‘Veezhveanen’ru Ninaiththaayo’, this book written by a long time supporter of the Eezham Tamils’ struggle will join the series of must-read literature written by Tamil Nadu activists on the struggle for Tamil Eelam, for Tamils everywhere, Tamil literary circles in Chennai said.

Amidst a packed hall, the book release was attended by Vaiko, Kolathur Mani, Poet Kasi Anandan, CPI leader Nallakannu, Maniyarasan and others, along with the author.

Speaking at the meeting, Mr. Nedumaran hoped that ‘Pirapaharan’ would generate awareness among the Tamils living world over of the aspects of the struggle in the past, especially to youth.

Vaiko said that whether the Tamils will take up armed struggle again or not in the future will be decided by the world, and this book will be a guide towards it.

Nedumaran’s book moves in a chronological fashion, covering important incidents, political developments in the island and India, military manoeuvres of the Tigers, an idea of their political outlook, during the over 30 years of armed struggle, and stopping before 2009, roughly around the period of Brig. Balraj’s death. Providing important background information to the crucial periods of the 80’s and the 90’s when the Eezham Tamil struggle was at its greatest momentum, the author also provides insights into the functioning of Pirapaharan’s LTTE.

Delving into the changes and continuities in India’s foreign policy towards Sri Lanka and the Eezham Tamils, Nedumaran throws light on dynamics of Indian and Tamil Nadu politics that affected these. Details of what happened behind the scenes between the Indian government and the LTTE are discussed, from the initial ‘friendly’ period to the point when India did a complete U-turn.

Likewise, referring to books written by Indian bureaucrats involved in the island’s affairs and army commanders who participated in the IPKF fiasco, the author both analyses India’s policy shifts and provides evidence for his arguments.

The popular Eezham Tamil poet Kasi Anandan writes in his preface to ‘Pirapaharan’ that “Without being a mere eulogy to a leader, this book is a powerful piece of art that gives a solid shape to Pirapaharan’s ideology and goals.”

Norway ‘LLRC’ distributes blame, washes hands of victims after ‘victory’

A report on Norway’s failed peace process in Sri Lanka, “Pawns of Peace: Evaluation of Norwegian Peace Efforts in Sri Lanka, 1997-2009” was released in Oslo on Friday. Whether pawns of peace or ploys for genocide, Norway’s report distributed blame among all the actors. A deficiency the report finds in Norway was not its grave failure to warn the world about peace turning into genocide, but that Norway should have escaped from the scene at an earlier stage. The report admits that the peace process has only enhanced obstacles to peace now. But, even after the process facilitating internationally abetted genocide, the report subconsciously sees “victory” in the war and it now harps on “primacy of domestic politics,” to imply ways for solutions. Norway washes hands of its responsibilities to victims and the report now seeks lessons to learn for ’peacebuilding’ elsewhere.

The report was commissioned by the Evaluation Department (EVAL) of the Norwegian government development agency NORAD. The Ministry of Foreign Affairs (MFA) of Norway was a main stakeholder in it.

According to the terms of reference of commissioning an independent panel to report, the sole purpose and objective of the evaluation and the intended use of the report were to “learn from the unique Norwegian experience as a facilitator in the peace process in Sri Lanka.”

The report attributed reasons for the failure of the peace process to the adherence of the SL government and the LTTE to their respective causes, nature of state structure in Sri Lanka, Karuna’s split from the LTTE, war on terror undermining Norway’s efforts, Sinhala nationalist reaction to internationalization of solution and Asian powers helping Rajapaksa regime.

The thrust of the report washes hands of the victims of the peace process turned genocide and harps on the importance of ‘domestic politics’ in the island.

The report implies Sri Lanka is a hopeless case for Norway’s soft power efforts as well as hard power exertions coming from outside as was in the case of the Indian Peace Keeping Force (IPKF).

The total frustration expressed in the report on outside initiatives finding peace within united Sri Lanka only implies that the ultimate solution is either secession or total subjugation of Eezham Tamils. Which one a failed peace facilitator should choose in such circumstances is not clear in the report.

The main body of the report has many contentious findings and observations on ISGA proposals, diaspora-LTTE relationship, “war, victory and human disaster,” etc., and biases in shielding Norway’s pressures and tactics on Tamils, choice of evidence, authenticity of evidence etc.

However, the report also has come out with some substantial conclusions that are fundamentally positive to bring in paradigm changes, if understood in right perspectives and put into effective practice by Norway. The frustration aired in the report itself is a very positive beginning.

Two observations in the report in this regard are of great significance to the continued international players in the island and to the Eezham Tamils organizing their polity, as much as they are to Norway or perhaps even more than that to Norway.

Those are observations on aid and the observations on Sri Lanka setting a dangerous paradigm of an “Asian model of conflict resolution.”

The report categorically says, “Aid cannot be a substitute for politics.”

It is significant that the analysis comes from a country, the international perspectives and interests of which are entirely placed on aid and development for its leverage.

“Aid may play a supportive role in peace process, but cannot short-circuit complex political processes,” the report said, after perusal of Norway’s involvement in the island.

Between 1997 and 2009, Norway’s ‘development cooperation in the island amounted to around 2500 million NOK.

Of which only 100 million NOK, just 4 per cent of the total, was directly spent on facilitating the peace process, including on the expenditures of the Sri Lanka Monitoring Mission (SLMM) and the peace secretariats.

Norwegian NGOs and SL government received the bulk.

Among the other 240 partners, Milinda Moragoda’s institution received more than 60 million NOK. The amount that went to the LTTE peace secretariat was a small fraction.

Norway at times had to ‘buy peace’ through aid, the report says and it advises “more modest but conflict sensitive role for aid in the context of peace processes” in future.

But even after the war, Norway was acting contrary to what is now said in the report. With no sight of political freedom, using the lure of funds Norway tried to persuade the diaspora to collaborate with chauvinistic Sinhala NGOs to work in the North and East. Norwegian Tamil diaspora resisted to it. But even in 2010, Norway provided funds to a Sinhala NGO of chauvinistic polity to work in the North and East, bringing some diaspora individuals from elsewhere to work under it in order to simulate participation of Tamil diaspora.

Whether Norway, other international donors and Tamil groups that think of development would learn from the report to give priority to the political cause is the question.

The other pertinent point of universal importance the report brings in is the possibility of global order following the Sri Lanka example.

“The Sri Lankan peace process reflects broader global changes. It began as an experiment in liberal peacebuilding and ended as a result of a very different ‘Asian model’ of conflict resolution,” the report says.

Building on Westphalian notions of sovereignty [by which the European nation states were formed and inspired the world of nationalism since 1648 AD] and non-interference, a strong developmental state, the military crushing of the ‘terrorism’, and the prevalence of order over dissent or political change are the features the report identifies as the problem.

“This global ‘eastward’ shift may have far-reaching implications for the possibilities of Norwegian-style mediation in the future,” the report cautions Norway.

The report tries to paint a “Clash of Civilization” picture.

But whether the Sri Lanka model is really ‘Asian’ or has it originated elsewhere for global implementation after experimenting it in Sri Lanka is the question of humanity watching events.

The Norwegian peace effort has started in the very year (1997), the USA notified the LTTE as a banned terrorist organization.

The report now discusses war on terrorism undermining Norway’s peace initiative, its doubt whether Norway could pursue peace facilitation anymore by aligning with war on terror and at the same time talking peace with ‘terrorists’ and the report advises that Norway in future should undertake peace facilitation by aligning with powers of leverage to the context. These can be interpreted in many ways.

Whatever the case may be, a serious lacuna in the report is its poor understanding of the old nations and the nature of their conflicts in Asia, especially even after seeing the peace process to keep the island united contributing to a genocidal blood feud of eternal memory.

In denouncing the Westphalian model the thinking in the West, coming from its new nations and the EU-model incorporations of the old nations of Europe, is not sensitive enough to the boundaries arbitrarily created in the former European colonies and the symbolic importance of sovereignty to such old nations. Sovereignty in this context is perceived in an altogether different sense compared to how it is perceived by today’s imperialists.

By thinking ‘development’ could do all the wonders in contemporary times, and orientating their international approach on it, even Norwegians have forgotten their secession from Sweden.

The report sees the conflict in the island only as a result of incomplete state formation (a phrase Sinhala elite often use to ‘complete’ it), exclusivist identity politics, dynastic rivalries, uneven development patterns and flawed mediation efforts.

The report also acknowledges that the Norwegian peace facilitation model was just mediating between state and non-state actors in conflicts. The model itself upholds existing states and ignores the aspirations of nations by harping on luring or coercing ‘actors’.

The report reveals that as early as in 1999, the Norwegian team concurred that a separate state for Tamils is ‘out of the question’.

Norway’s involvement in peace building ranged to 16 countries across the world. It went as the Lead Facilitator or one of the Lead Facilitators in the instances of Timor Leste, Sudan, Sri Lanka, Haiti/ Dominican Republic, Guatemala and Philippines.

East Timor and Sudan were successful cases as they ended up with the logical solution of secession.

But of all the cases, Sri Lanka is the most pertinent and chronic case of ancient nations needing separation. But, Norway failed to perceive it.

Those who steered Norway’s peace process, especially in the last stages, were either in a dream world or miscalculated on bringing in ‘peace’ of their perception by making one of the two nations surrender to the other. They not only failed the peace efforts but have also endangered the world order and Norway’s future prospects.

If Norway really worries about the dangers of ‘Asian model’ of conflict resolution, it is time for Norway to think of fresh strategies of peace building initiatives for its development paradigm by upholding the quest of nations without state to get their states. Norway could even inspire the entire west in this regard, and the independence of Eezham Tamils is a good beginning to set the record right.

Findings as summarized by TamilNet from the Executive Summary of the report:

The peace process failed because:

  1. Both the SL government and the LTTE entered into the peace process while staying committed to their cause
  2. Peace efforts were constrained by structural features of the Sri Lankan State and politics. Conflicts over territory are particularly resistant to negotiated settlements
  3. Window of opportunity was short, and even that was lost by the 2004 split in the LTTE (Karuna factor) and by policies of war on terror that without caring for the specifications of the Sri Lankan case undermined the process.
  4. The internationalization of the peace process by the UNF government (Ranil’s efforts) sparked Sinhala-nationalist backlash, used by Mahinda government to go for military solution with the help of Asian powers.


The failure of Norway could have been mitigated by:

  1. Better understanding of the domestic context, particularly about material symbolic effects of external intervention.
  2. By placing stronger parameters and minimal conditions on Norwegian involvement, rather than taking up a passive ownership-based model.
  3. By withdrawing from its roles as mediator and monitor at an earlier stage. Careful monitoring should have led to this.


Lessons learnt for peace-building elsewhere:

  1. Unforeseen and unintended consequences can come. Consequentialist ethics and precautionary principles are required.
  2. Norway as a soft power mediator, should avoid situations where it is weak and isolated. Need to think about the balance between hard and soft power. Sri Lanka is a weak case for peace where even hard power by external actors cannot override domestic political dynamics (reference to the IPKF of India).
  3. Mediators should attach firm conditions to their involvement, such as right to engage with all parties, preserve public communication to speak about malpractices and to have leverage in relation to the parties.
  4. Aid may play a supportive role in peace processes, but cannot short-circuit complex political processes. Aid cannot be a substitute for politics.
  5. Robust coordination needed in playing multiple roles. Norway was diplomatic broker, arbiter of the ceasefire and humanitarian cum development funder in Sri Lanka.
  6. In the context of war on terror, making a united front with the international players countering terrorism and simultaneously talking to ‘terrorists’ in order to bring in peace may not be possible for Norway that is used to the model of mediating between state and non-state actors.
  7. Sri Lanka outcome reflects broader global changes and it has far reaching implications for the future possibilities of Norwegian-style mediation, as the end was Asian model of conflict resolution and this model may serve as an inspiration for other countries in the region.

The evaluation project contract advertised by NORAD (Norwegian Agency for Development Cooperation, which is a directorate under the Ministry of Foreign affairs), was awarded to Christian Michelsen Institute (CMI) in Bergen, Norway, and to the School of Oriental and African Studies (SOAS), London.

US, India deploy ‘entry-refusal’ weapon against Tamil solidarity

Tamil Nadu film director and leader of the Naam Thamizhar Movement that upholds the cause of Eezham Tamils, Mr. Seeman, was refused of landing permission in the USA when he went to participate in a Tamil conference organized by three US-based diaspora associations of both Tamil Nadu and Eezham Tamils. Mr. Seeman was given with a valid visa to visit the USA but was refused entry at the New York airport on Saturday. Last month, the President of the Global Tamil Forum (GTF), the diaspora-based umbrella organisation of Eezham Tamils, Rev. Fr. S J. Emmanuel, was refused entry at Chennai airport when he travelled from Europe, despite having valid multiple entry visa to India. Whether the USA and India, long known for the misuse of visa by the Establishments, cooperate or compete in capturing Tamil polity for their agendas is the emerging question.

The US Tamil conference “Thamizhar Changkamam 2011” (the Tamil confluence) on Saturday was organized by three US-based diaspora associations, World Tamil Organization, US Tamil Political Action Council (USTPAC) and Ilangkai Thamil Sangam (Sangam) at Crown Plaza in New Jersey.

The conference was scheduled to discuss, improving lives of Tamils, war crimes investigations and coordination of activities.

According to the programme of the conference, Mr. Seeman was to deliver the keynote address besides speeches by the visiting TNA parliamentarians.

Mr. Seeman was refused entry at the New York airport on Saturday early hours.

When asked for reasons, Mr. Seeman was told that his connections with the LTTE would be a security threat to the USA, said a press statement from Naam Thamizhar, asking why then the US embassy in India had given him the visa.

The press statement said that Mr. Seeman was invited by the World Tamil Organization and accused that the deportation was at the behest of elements working against the Tamil nation.

While selectively deport war-torn Tamils engaged in socio-political organisation, both the USA and India on the other hand competitively build their own ‘networks’ and NGO blocs among Eezham Tamils.

Meanwhile, internationally accused war criminals of Sri Lanka travel freely to both the countries.

Writing in Guardian on 30 September 2011, about States abusing visa to counter righteous struggles of peoples, Arundhati Roy said: “Our lungs are gradually being depleted of oxygen. Perhaps it's time use whatever breath remains in our bodies to say: Open the bloody gates."

In September this year, veteran US journalist and author, David Barsamian, founder and director of Alternative Radio, and a person having cultural contacts with India for well over 45 years, was refused landing permission in New Delhi. His entry was refused for reasons not revealed to him.

In last November, a US Professor of Anthropology, Richard Shapiro, who has his family in India, was stopped from entering India and he was not even replied to his queries when he could again return to India.

The complaint against David Barasamian according to "official sources" is that he had reported on events in Jammu and Kashmir during his last visit to India and that these reports were "not based on facts," Arundhati cited Indian officials.

“Who decides which "facts" are correct and which are not? Would Barsamian have been deported if the conversations he recorded had been in praise of the impressive turnouts in Kashmir's elections, instead of about daily life in the densest military occupation in the world (an estimated 600,000 actively deployed armed personnel for a population of 10 million people),” asks Arundhati. [The intensity of SL military occupation of the country of Eezham Tamils is worse than that of Kashmir cited by Arundhati]

The deportation of Prof Shapiro “was probably a way of punishing his partner, Angana Chatterji, who is a co-convenor of the international peoples' tribunal on human rights and justice which first chronicled the existence of unmarked mass graves in Kashmir, Arundhati said.

More than 60 prominent intellectuals, academics, journalists and writers, including Prof. Noam Chomsky, who condemned the deportations in September 2011 said that “We are dismayed that this power to send people back from the airport is slowly becoming a weapon, used to discipline and silence people who draw any kind of attention to uncomfortable truths about India.”

“We demand that the right to travel and the right to free exchange of ideas between scholars, journalists, artists, and human rights defenders be respected and protected, and that government agents not authorize the denial of entry and eviction of visitors to India, or monitor their movement. Free exchange of ideas is one of the most basic human rights and values in free democratic societies. Freedom of travel is one of the most important avenues for furthering such exchange among peoples. Recognizing this, the International Covenant on Civil and Political Rights, which India has ratified, protects freedom of expression, right to travel and scientific exchange,” said the September statement of Indian academics and journalists.

Whatever said to India is also applicable to the USA, perhaps in a more underlined way, because of the latter’s international involvements.

But, what one wonders is that how many in the USA, and how many among the ‘All India’ Indians will voice against what their Establishments are doing to Eezham Tamils in intimidating and hijacking their efforts to come out from genocide and annihilation of their nation.

More than 40,000 acres of fertile lands that are located in border villages that come under the DS division of Koa'ralaippattu North, Vavu'natheevu, Ea'raavoorpattu, Chengkaladi, Koa'ralaippattu South and Paddippazhai in the Batticaloa district belonging to Tamil speaking people are under alienation to Sinhalese without the permission of the District Land Alienation Committee, the District Government Agent and Divisional Secretary and is undermining the Provincial Land Ordinance, says Eastern Provincial Council (EPC) member R. Thurairatnam. The EPC has not taken any action against the illegal encroachments Mr. Thurairatnam says in a memorandum to the Chief Minister of the EPC, Sivanesathurai Chandrakanthan.

The EPC member has also sent a copy of the memorandum to SL Deputy Minister for Resettlement Vinayagamoorthy Muralitharan.

Sivanesathurai Chandrakanthan and Vinayagamoorthy Muralitharan are leaders of two paramilitary groups operated by the Sri Lanka military in the East and are aligned with SL President Mahinda Rajapaksa.

Thurairatnam asked the chief minister Chandrakanthan to take immediate steps to stop such encroachments. All three communities are living in the border villages of the district. But the Colombo government has been adopting a covert plan to settle illegally Sinhalese people from the South with the motive of Sinhalacising the Tamil villages, he added.

LTTE not "terrorist"

The Hague district court, by refusing to brand Liberation Tigers as a "terrorist" organization, defied the current European Union policy, but convicted five Tamil naturalized dutch citizens to prison terms for using "nonviolent threats to force Tamil exiles to donate to the Tigers." The Dutch decision, in addition to being a "significant public relations victory for the Tigers" will also be critical to the on-going case in the European Court of Justice to overturn the 2006 decision by the EU to put the Tamil Tigers on the terror list, the Washington Post said. Victor Koppe, attorney for one of the defendants, said he would appeal the convictions.

The prison terms ranged from 2 years to 6 years. Selliah, the book keeper of collected funds outside Sri Lanka, received the longest prison term, according to reports.

The court said the Tigers’ 26-year battle for an independent Tamil state, which cost an estimated 100,000 lives, was a “non-international armed conflict.” That means that any atrocities committed by either side should be classified as war crimes or crimes against humanity, and not terror attacks, according to the Washington Post.

“For the LTTE, this is a very good judgment,” Koppe told The Associated Press after the verdict. “It will be Exhibit A in the LTTE procedure in Luxembourg [EU Court of Justice].”

Tamil cirlces said that the Dutch decision also vindicated the then Senator Hilary Clinton's statement on Tigers to the British Guardian where she said, "I believe that terrorism is a tool that has been utilized throughout history to achieve certain objectives. Some have been ideological, others territorial. There are personality-driven terroristic objectives. The bottom line is, you can't lump all terrorists together. And I think we've got to do a much better job of clarifying what are the motivations, the raisons d'être of terrorists. I mean, what the Tamil Tigers are fighting for in Sri Lanka, or the Basque separatists in Spain, or the insurgents in al-Anbar province may only be connected by tactics. They may not share all that much in terms of what is the philosophical or ideological underpinning. And I think one of our mistakes has been painting with such a broad brush, which has not been particularly helpful in understanding what it is we were up against when it comes to those who pursue terrorism for whichever ends they're seeking."

A spokesperson for Tamils Against Genocide (TAG), a US-based activist group, said: "If the Dutch case is a harbinger of future legal decisions, the post-9/11 cloud of terrorism which mischaracterized the aim and objectives of the thirty-year old Tamil national liberation struggle is receding.

"The Dutch Court's legal classification of the war as a non-international armed conflict, and not part of the Global War on Terror, raises far-reaching questions concerning the legality of counter-terrorism efforts taken by actors in the international community in Sri Lanka on a broad range of issues, from terrorism-based detentions in New York to war crimes in Mullivaikaal to Tamil asylum claims in Japan and Thailand.

"A continuation of earlier rulings in Australia and the United Kingdom sympathetic to Tamil defendants, and which also questioned the State violence, the Dutch ruling provides a basis with the force of customary international law to reject Sri Lankan justifications for war crimes and crimes against humanity that arise from domestic counter-terrorism instruments," TAG said of the Dutch Court decision.
