After keeping the Muslim residents of K'andal-kaadu village in Ki'n'niyaa division of Trincomalee district as uprooted people since 1990 and sabotaging their resettlement efforts after the war, the occupying SL military and Police are now blocking the villagers even from entering their village. The entire village and its paddy fields overgrown with bushes, is now being appropriated to construct a Sinhala settlement, complain the Muslim villagers who possess legal documents provided to them under the British rule. The Eastern Province Chief Minister, who is a Muslim from Ki'n'niyaa, has also failed to secure their village back to them, they say.

The entire Muslim population of around two thousand people were uprooted from their century old village in 1990 and fled to safety elsewhere leaving their lands and other properties.

The uprooted people were not allowed to resettle permanently in their lands thereafter.

But, huts were erected by a non-governmental organization.

In 2010, the Sri Lankan Police burned down these huts. The resettled people had left the village once again.

Now the occupying Sri Lanka Army and Police are not allowing uprooted people to resettle in the village.

The Sri Lankan military has also destroyed the mosque in the village.

Sinhala Buddhist extremist elements have seized 50 acres of land to construct a Buddhist vihara in Chelvaa-nakar GS division at Thoappoor Akkarai village, known as Neena village, which is a Muslim village, according to former parliamentarian M Mouroof.

There are no Buddhists in the village where Muslims have been living for generations.

The divisional secretary of Seruwila has instructed the village (GS) officer to hand over the lands claiming that there was a vihara in that locality in the past.

The Muslims tolerated the move when 6 acres of lands were initially allocated. But, later the appropriation seems to be much larger in dimension, the Muslims say.

Around 60 Muslim families living in the said land would also be affected by the move.

The occupying Colombo, through its Land Acquisition Officer attached to the District Secretariat in Jaffna, has issued a notice dated 27 April 2013, claiming that the owners of lands for 6,381 acres and 38.91 perches in 11 GS divisions in two DS divisions, Valikaamam North (Thellippazhai) and Valikaamam East (Koappaay), have not been identified and that the officials who come under the Sri Lankan Ministry of Land and Land Development are being given necessary rights to enter the lands, survey them and to define how to take over these lands for ‘public purpose’ and for ‘planned activity’. The purpose for the land acquisition is also stated as ‘to orderly hand over the lands where Defence Battalion Head Quarters (Jaffna) High Security Zone (Palaali and Kaangkeasanthu’rai) is situated’.

Kaangkeasanthu’rai (KKS) harbour and Palaali airport, which were the linking points of Eezham Tamils with the outside world, before the war, have been ‘developed’ with the assistance of India during and after the war.

The latest move of land acquisition, aims to make the entire area, that had earlier been illegally seized by the SL military as ‘High Security Zone’ for the past 23 years, as a legally confirmed permanent property of the occupying Sinhala military.

The so-called HSZ had uprooted thousands of Eezham Tamils away from their houses and fertile lands of cultivation. The entire area has been fenced by the SL military, denying the people the right to even see their lands and properties.

Mr Sivasamy claims that the notice is being issued under Section 2 of the Land Acquisition Act (Chapter 460), Sub Section 1.
