SL intelligence steps up harassment on Tamils in Colombo

Officers claiming to be from the Sri Lankan Defence department, but carrying ID cards issued by SL Police Department, have been visiting selected houses in Kirulappane and Dehiwale suburbs of Colombo this week demanding new registration of household members, sources in Colombo said.

While the details of household members were registered already by the police officials and the GS officials of the given areas, a three-member team, carrying ID documents issued from the SL police headquarters in Colombo as CID officers, have been visiting selected houses without informing the local police.

When residents in Kirulappane area contacted the local police, the police in Kirulappane was not aware of any new registration project in the area.

However, the visiting team, when confronted by the residents documented that they were on a mission to register details of those who reside in the houses on the instruction of SL Defence Ministry. They were registering details of those who had come recently from North and East to Colombo's suburbs, the sources said.

ஆட்சியர் வளாகமாக மாறும் தஞ்சைத் தமிழ்ப் பல்கலைக்கழகம் உயர் நீதிமன்றத்தில் வழக்கு

 தமிழ்நாட்டில் தமிழுக்காக இருக்கும் ஒரே பல்கலைக் கழகமான தஞ்சைத் தமிழ்ப் பல்கலைக் கழகத்தைப் புறக்கணித்து, நலிவடையச் செய்து, அதன் நிலத்தை கூறு போட்டு விற்கும் வேலையில் தமிழக அரசு முனைப்பாக செயல்பட்டு வருகிறது. இப்பொழுது தஞ்சை மாவட்ட ஆட்சியர் அலுவலகம், காவல்துறைக் கண்காணிப்பாளர் அலுவலகம் முதலியவற்றைக் கட்ட பல்கலைக் கழகத்தின் முதன்மை வாயிலுக்கு அருகில், முதன்மை நிர்வாகக் கட்டங்களுக்கு அடுத்தாற்போல் 62 ஏக்கர் நிலத்தை தமிழக அரசு கையகப்படுத்தி வழங்கியுள்ளது. இதற்காக கடந்த 9.3.2012 அன்று தமிழக வருவாய்த் துறை அரசாணைப் பிறப்பித்தது  (அரசாணை எண்: GO-(MS) No 85)

இதனை எதிர்த்து தஞ்சை தமிழ்ப் பல்கலைக் கழகத்தை பாதுகாக்கும் நோக்கோடு பல்வேறு கட்சி களையும் தமிழ் அமைப்புகளையும் கொண்ட தமிழ்ப் பல்கலைக் கழகப் பாதுகாப்பு இயக்கம் என்ற அமைப்பு தொடங்கப்பட்டது.

தமிழக அரசின் இந்த நிலப்பறிப்பு முயற்சியை முறியடிக்கத் தொடர் போராட்டங்களுக்கு இவ்வியக்கம் திட்டமிட்டு வருகிறது. அதன் தொடக்க நிகழ்ச்சியாக கடந்த 15.6.2012 அன்று தஞ்சையில் மாபெரும் வேண்டுகோள் பொதுக்கூட்டம் நடைபெற்றது.

தமிழ்ப் பல்கலைக் கழக பாதுகாப்பு இயக்கத்தின் சார்பில் தோழர் பெ.மணியரசன் சென்னை உயர்நீதி மன்றத்தில் ஒரு பொது நல வழக்குத் தொடுத்தார்.( WP No : 17452 / 2012)

பல்கலைக் கழக நிலத்தை கையகப்படுத்தும் மேற்கண்ட  சட்ட விரோத அரசாணையை நீக்க வேண்டும் என்பதே வழக்கின் கோரிக்கை. இவ்வரசாணைக்கு உடனடி இடைக்காலத் தடை கோரப்பட்டது.

இவ்வழக்கு சென்னை உயர்நீதிமன்றத்தின் முதன்மை ஆயத்தில் 10.7.2012 அன்று விசாரணைக்கு வந்தது. தலைமை நீதிபதி  ஒய். இக்பால் நீதிபதி சிவஞானம் ஆகியோர் முன்னால் விசாரணை நடந்தது. பாதுகாப்பு இயக்கத்தின் சார்பில் வழக்குரைஞர் இரா. இராஜாராம் முன்னிலை ஆனார். மூத்த வழக்கறிஞர் இராதாகிருஷ்ணன் வாதிட்டார்.

நம் தரப்பில் முன்வைக்கப்பட்ட வாதங்களில் முக்கியமானவை வருமாறு:

தமிழ்மொழி, தமிழர்களின் கலை, இசை, நாடகம், ஓவியம், சிற்பம், கட்டிடக் கலை, தமிழ் இலக்கியம்,  இலக்கணம், மொழியியல், வரலாறு, புவியியல், மெய்யியல், கடலியல், சித்த மருத்துவம், கைவினைக் கலை, உள்ளிட்ட பல்வேறு துறைகளில் தமிழை மேம்படுத்த, தமிழர்களின் மரபுப் பெருமையைப் பரப்ப, 1981 இல் அன்று முதலமைச்சராகயிருந்த திரு.எம்.ஜி. இராமச்சந்திரன் முன் முயற்சியில்  தமிழக அரசால் தஞ்சைத் தமிழ்ப் பல்கலைக் கழகம் உருவாக்கப்பட்டது.

· முதலமைச்சர் எம்.ஜி.ஆர். தலைமையில் 13.6.1981 இல் நடைபெற்ற இதற்கான ஆய்வுக் கூட்டத்தில் இப்பல்கலைக்கழகத்தின் உடனடித் தேவைக்கும், எதிர்கால விரிவாக்கத்திற்கும் 1000 ஏக்கர் நிலம் தேவை என முடிவு செய்யப்பட்டது.

·  “தமிழ்ப் பல்கலைக் கழக அவசரச் சட்டம் 1981” தமிழக ஆளுநர் மூலம் 1981 ஆகஸ்ட் 1 ஆம் நாள் பிறப்பிக்கப்பட்டு தமிழ்ப் பல்கலைக் கழகம் நிறுவப்பட்டது. இதனைத் தொடர்ந்து இப்பல்கலைக் கழகத்திற்குத் தேவையான 1000 ஏக்கர் நிலம் தஞ்சை நகரத்திற்கு அருகில் கையகப்படுத்தப் பட்டது.

· மேற்சொன்ன அவசரச்சட்டத்திற்கு மாற்றீடாக தமிழ்ப் பல்கலைக் கழகச் சட்டம் 1982 தமிழ்நாடு சட்ட மன்றத்தில் நிறைவேற்றப்பட்டு 8.3.1982 ஆளுநரின் கையொப்பம் பெற்று செயலுக்கு வந்தது.

· இச்சட்டத்தின் படி தமிழ்ப் பல்கலைக் கழகம் தனித்த அதிகாரமுடைய நிறுவனம் (body corporate )  ஆகும்.

· பல்கலைக் கழகத்தின் ஆளவை மன்றத்திற்கு (சிண்டிகேட்) தமிழ்ப் பல்கலைக் கழகத்தின் சொத்துகள் மற்றும் நிதியை வைத்துக்கொள்ளவும், நிர்வாகம் செய்யவும் அதிகாரம் உண்டு என இச்சட்டத்தின் விதி 44 கூறுகிறது.

· இப்பல்கலைக் கழகம் உருவாக்கப்பட்டதன் குறிப்பான நோக்கத்திற்கு இசைய அதன் நிதியையும் நிலத்தையும் ஆளவை மன்றம் நிர்வாகம் செய்ய வேண்டும் என விதி 45 வரையறுக்கிறது.

· பல்கலைக் கழக பணிகளுக்காக நிலங்களையோ, கட்டிடங்களையோ கருவிகளையோ வாங்க விதி 51 ஆளவை மன்றத்திற்கு அதிகாரம் அளிக்கிறது.

· ஆனால் தமிழ்ப் பல்கலைக் கழகச் சட்டத்தின் எந்த ஒரு விதியும்  பல்கலைக் கழகத்தின் நிலத்தை விற்கவோ, கைமாற்றிக் கொடுக்கவோ  பிறருக்கு வழங்கவோ ஆளவை மன்றத்திற்கு அதிகாரம் அளிக்கவில்லை.

· ஆண்டு வரவு செலவு அறிக்கையை அணியப்படுத்தி  தமிழக அரசுக்கு அளிக்குமாறு ஆளவையை இச்சட்டத்தின் விதி 24  பணிக்கிறது. அவ்வறிக்கையை தமிழக அரசு சட்டமன்றத்தில் முன்வைக்க வேண்டும். அதாவது தமிழகச் சட்ட மன்றத்தின் இறுதி அதிகாரத்தின் கீழ் பல்கலைக் கழகத்தின் வரவு செலவுகள் வைக்கப்படுகின்றன.

· இந்நிலையில் 9.3.2012 நாளிட்ட வருவாய்த் துறை அரசாணையின் மூலம்  மாவட்ட ஆட்சியர் வளாகம் கட்டுவதற்குப் பல்கலைக் கழகத்திற்குச் சொந்தமான 61.42 ஏக்கர் நிலத்தைக் கையகப் படுத்தியது சட்ட விரோதமானது. ஏனெனில் சட்ட மன்றத்தில் இயற்றப்பட்ட சட்டத்தின் மூலம் நிறுவப்பட்ட ஒரு தனித்த நிறுவனமான தமிழ்ப் பல்கலைக் கழகத்தை வெறும் அரசாணை கட்டுப்படுத்தாது.

· இவ்வரசாணையில் வருவாய் வாரிய நிலையாணை 24-ன் படி இந்நிலம் கையகப்படுத்தப் படுவதாகக் கூறப்படுகிறது. 1982 தமிழ்ப் பல்கலைக் கழகச் சட்டத்தின் கீழ் கையகப்படுத்தி பல்கலைக் கழகத்திடம் ஒப்படைக்கப்பட்ட நிலத்தை எடுக்க நிலையாணை 24ன் கீழ் எந்த அதிகாரமும் வருவாய்த் துறைக்கு வழங்கப்படவில்லை.

· சென்னையில் தமிழ்நாடு தலைமைச் செயலகத்தில் 3.9.2011 அன்று பல்கலைக் கழக ஆளவை மன்றம் நிலத்தை கையளிக்கக் கூடியதாக வருவாய்த்துறை கூறுகிறது. ஆனால் இக்கூட்டத்தில் பல்கலைக் கழகத் துணை வேந்தர் கலந்து கொள்ள வில்லை. இக்கூட்டத்தில் கலந்து கொண்ட தமிழ் வளர்ச்சித்துறை செயலாளர் தமிழ்ப் பல்கலைக் கழக சட்டம் 1982ன் படி இக்கூட்டத்தில் பங்கேற்க தகுதியுடையவர் அல்லர். இக்கூட்டத்தில் கலந்து கொண்ட 3 பேராசிரியர்களும் ஆளவை மன்றத்தின் நியமன உறுப்பினர் கூட அல்லர். இவ்வாறானக் கூட்டத்தில் தான் பல்கலைக் கழக நிலத்தை வருவாய்த் துறையிடம் ஒப்படைக்க தீர்மானிக் கப்பட்டதாக அரசு கூறுகிறது.  இது சட்டத்திற்குப் புறம்பானது.

· ஏற்கெனவே தென்னகப் பண்பாட்டு மையத்திற்கும், தமிழ்நாடு வீட்டு வசதி வாரியத்திற்கும் நிலம் அளிக்கப்பட்டதை இப்போதைய செயலுக்கு முன்னுதாரணமாகக் காட்ட முடியாது. ஏனெனில் ஏற்கெனவே கொடுக்கப்பட்டதே சட்ட விரோதமானது. ஒரு சட்ட விரோதச் செயலுக்கு இன்னொரு சட்ட விரோதச் செயலை முன்னுதாரணமாகக் காட்டி ஞாயப்படுத்தி விட முடியாது.

· தொல்பொருள் துறையின் அகழ்வாய்வில் தமிழ்ப் பல்கலைக் கழக பகுதியில் பண்டைகால குடியிருப்புகள் இருந்தது கண்டுபிடிக்கப்பட்டது. தொல்லியல் முக்கியத்துவம் வாய்ந்த அப்பகுதியில் நிலத்தை எடுப்பது வருவாய் வாரிய நிலையாணை எண்: 24(6)க்கு எதிரானது.

· அரசாணையில் கூறியிருப்பது போல் நிலக் கையகப்படுத்தல் தொடர்பாக எந்த முதன்மை நாளேட்டிலும் முன்னறிவிப்பு வெளியாக வில்லை. மக்கள் கருத்தும் கேட்கப்பட வில்லை. எனவே மக்களிடமிருந்து எந்த எதிர்ப்பும் எழவில்லை என அரசாணையில் குறிபிட்டிருப்பது தவறானது, பொய்யானது.

· எனவே எந்த வகையில் பார்த்தாலும் 9.3.2012 நாளிட்ட அரசாணை எண் 85 சட்ட விரோதமானது.

· இச்சட்ட விரோத ஆணைக்கிணங்க மாவட்ட ஆட்சியர் பெருந்திட்ட வளாகம் கட்டுவதற்கு எல்லா ஏற்பாடுகளும் நடந்து வருகின்றன. ஒரு வேளை இச்சட்ட விரோத ஆணைப்படி மாவட்ட ஆட்சியர் வளாகம் நிறுவப்பட்டுவிடுமானால் பிறகு அதை இடிப்பது கடினமாகி விடும்

· எனவே மாண்பமை நீதிமன்றம் மேற்கண்ட சட்ட விரோத அரசாணைக்கு இடைக்காலத் தடை பிறப்பிக்க வேண்டும்.

மேற்கண்டவாறு வாதங்கள் முன்வைக்கப்பட்டன.

தமிழக அரசின் வருவாய்த் துறை முதன்மைச் செயலாளருக்கும், தஞ்சைத் தமிழ்ப் பல்கலைக் கழக பதிவாளருக்கும்  இரண்டு வாரத்திற்குள் பதில் அளிக்குமாறு நீதிபதிகள் உத்தரவிட்டு வழக்கை ஒத்தி வைத்தனர். அவர்கள் பதில் அளித்த பிறகு இரு தரப்பு வாதங்கள் தொடரும. இடைக்காலத் தடைபற்றி அதன் பிறகு நீதிமன்றம் முடிவு அறிவிக்கும்.

சண்முகம். சிறுவயதிலேயே தந்தையை இழந்தவர்; தாயின் அன்பு மற்றும் அரவணைப்புடன் திருச்சி முசிறியில் வளர்ந்தவர். ஒவியம் மீதான ஆர்வம் காரணமாக சென்னை ராய் ஸ்கூல் ஆப் ஆர்ட்ஸில் படித்தவர். இதன் காரணமாக 1939-ல் ஒவிய ஆசிரியராக குன்னூரில் வேலைக்கு சேர்ந்தார்.

இங்கேதான் புகைப்படக்கலைஞர் சொக்கலிங்கம் என்பவரை சந்தித்த பிறகு அவரது வாழ்க்கையில் ஒரு திருப்புமுனை ஏற்பட்டது. அவரையே குருவாகக்கொண்டு புகைப்படக் கலையை கற்றார். அங்குள்ள ஆபிசர் டிரெய்னிங் காலேஜில் உள்ள ஒரு கர்னலுக்கு இவர் எடுத்த படம் பிடித்துப்போக போட்டோகிராபி தொடர்பான நிறைய புத்தகங்களை தருவித்து கொடுத்தார்.

அன்றைய சூழ்நிலையில் புகைப்படம் எடுப்பது என்றால் காலை அல்லது மாலை வெளிச்சத்தில் அவுட்டோரில் மட்டுமே எடுக்கமுடியும், "பிளாஷ் லைட் 'எல்லாம் அப்போது கிடையாது. இதன் காரணமாக 1948-ல் 1000 டபிள்யோ விளக்குகள் பொருத்தி படம் எடுக்கும் சண்முகா ஸ்டூடியோவை துவக்கினார். மின்சார பல்புகளை உபயோகித்து போட்டோ எடுக்கும் முதல் ஸ்டூடியோ இது என்பதால் "எலக்ட்ரிக் ஸ்டூடியோ' என்றே அழைக்கப்பட்டது.

குன்னூரின் முதல் எலக்ட்ரிக் ஸ்டூடியோவை ஆரம்பித்த சண்முகம் துறுதுறுப்பானவர்; மிகவும் கனமான "வெயிட் லேண்டர்' கேமிராவை தூக்கிக்கொண்டு நிறைய இடங்களில் இவர் படம் எடுத்துள்ளார். இவர் எடுத்த ஊட்டி ரயிலுக்காக கட்டிய பாலங்கள் தொடர்பான படங்கள் இன்றும் லண்டனில் உள்ள புகைப்பட அருங்காட்சியகத்தில் பாதுகாக்கப்பட்டு வருகிறது.

குன்னூரை மூழ்கடிக்கும் வகையில் ஏற்பட்ட வெள்ளப் பெருக்கு தொடர்பாக இவர் எடுத்த படங்கள் இப்போது பார்த்தாலும் அதிர்ச்சியையும்,ஆச்சர்யத்தையும் ஏற்படுத்தும். அந்தக்கால பிரிட்டிஷ் ராயல் போட்டோகிராபி பத்திரிகைகளில் இவர் எடுத்த படங்கள் பல வெளிவந்துள்ளன. குன்னூரின் அழகை வெளிப்படுத்தும் வகையில் இவர் எடுத்த படங்கள் இப்போதும் பல இடங்களில் அலங்கரித்துக் கொண்டுதான் இருக்கின்றது.

போட்டோ எடுப்பதற்காக இவரே உருவாக்கிய " ஸ்டேண்டு' உள்ளிட்ட பல சாதனங்கள் நேற்று செய்தது போல பள, பளவென்று இருக்கிறது. ஒவ்வொரு பொருளையும் அந்த அளவிற்கு பாதுகாத்து,பராமரித்து வருகிறார். இவரது மகன், மற்றும் பேரன்கள் இவரது ஸ்டூடியோவை நிர்வகித்து வந்தாலும் இன்றைக்கும் காலையில் எழுந்தது முதல் இரவு உறங்கப்போவது வரை போட்டோகிராபி தொடர்பான விஷயங்களில் இவர் காட்டும் ஆர்வமே தனி. இன்னமும் கண்ணாடி போடவில்லை; காதுகேட்கும் சக்தி குறைவு என்றாலும் அதற்கான கருவி மாட்டிக்கொள்ளவில்லை.

வயதானவராயிற்றே என்று யாரும் இவர் நடக்கும்போது கையை பிடித்துவிடக்கூடாது, உடனே உதறிவிடுவார். என் எல்லா காரியத்தையும் நானே செய்துக்குவேன், ஏன்னா எனக்கு வயது 95 தான் என்று காரணமும் சொல்வார்.

என் சொந்த ஊர் கும்பகோணம். ஏழு குழந்தைகள் இருந்த வீட்டில், நான் தான் மூத்தவள். ஜெயில் வார்டனான அப்பாவின் பணி மாறுதல் காரணமாக, சென்னைக்கு வந்தோம். எம்.ஏ., தமிழ் முடித்ததும், எனக்கு மணம் முடித்தனர். பத்திரிகைகளில் நிறைய கதைகள் எழுதினேன். ஆனால், குடும்பம், குழந்தை என்று ஓடிய ஓட்டத்தில், பேனாவிற்கு மை ஊற்ற நேரமில்லாமல் அதில் கவனம் செலுத்த இயலவில்லை. வீட்டிற்கு அருகில் இருந்த பள்ளியில், தமிழ் ஆசிரியரானேன்.இந்நிலையில், 23 ஆண்டுகளுக்கு முன், நாங்கள் கட்டிக் கொண்டிருந்த வீட்டின் இரண்டாவது மாடியிலிருந்து, எதிர்பாராதவிதமாக கீழே விழுந்தேன். இடுப்பிற்கு கீழே உணர்வே இல்லாமல், வீல் சேரில் அமரும் நிலைக்கு ஆளா னேன். மன வேதனைகளை விட, என் மேல் பிறர் காட்டிய பரிதாபப் பார்வைகளைச் சகிக்க முடியவில்லை. கணவர் தான், முழு துணையாக இருந்து என்னை மீட்டார். மீண்டும் பள்ளியில் வகுப்பெடுக்கும் அளவிற்கு, என்னை தேற்றினார்.என் உறவினர் ஒருவரின் தூண்டுதலால், மீண்டும் என் எழுத்தார்வம் தலை தூக்கியது. கிடைக்கும் நேரங்களில் எழுத ஆரம்பித்தேன். குழந்தைகளுக்கான புத்தகம், பெண்களுக்கான சமையல் மற்றும் வீட்டுக் குறிப்புகள், சுய தொழில் வழிகாட்டி புத்தகங்கள் என, நிறைய எழுதினேன். என் எழுத்து, பல மனிதர்களின் நட்பையும், அன்பையும் இருந்த இடத்தில் இருந்தே எனக்கு ஏற்படுத்திக் கொடுத்தது.விதிக்கும், வேதனைக்கும் உதாரணமாகச் சொன்னவர்கள், இன்று தன்னம்பிக்கைக்கு என்னை மேற்கோள் காட்டுகின்றனர். கணவருக்கும், என் ஒரே மகளுக்கும், என்னைப் பற்றிய வருத்தத்தை விட, பெருமையை, சந்தோஷத்தைத் தந்த தருணங்களே அதிகம். நான் எழுதிச் சம்பாதிக்கும் பணத் தை, மாற்றுத் திறனா ளிகள் அமைப்பிற்காக, கொடுத்து வருகி றேன். இப்போது, என் வயது 56; விரல்களில் பேனா பிடிக்கும் தெம்பிருக்கும் வரை, எழுதிக் கொண்டே இருப்பேன்.

Unemployed graduates protest in Jaffna, UPFA dominates public sector employment

SL President Mahinda Rajapaksa's Colombo government is widely blamed for handling new and temporary appointments in the Northern province for electoral political purposes. Recent temporary appointments have been provided with the condition that the employees should extend support the UPFA government in the provincial elections, unemployed graduates demanding justice said. On Thursday, a section of unemployed graduates, who have been sidelined in such appointments, demonstrated in front of the District Secretariat in Jaffna amidst harassment from the SL military intelligence and police commandos.

Sri Lankan riot control police commandos were deployed at the site and the SL police and the SL military intelligence threatened the demonstrators to cancel their protest. However, the unemployed graduates who began their protest at 8:30 a.m. continued the demonstration till 12:30 p.m.

Colombo has given temporary employments to a section of unemployed graduates for 6 months both in North and East. Most of the newly appointed graduates in the government sector have been asked to work with collecting statistics without any permanent assurance on employment on a 10,000 rupee salary per person. EPDP and UPFA politicians have decided the candidates for such appointments.

When the protestors attempted to hand over an appeal to the SL Governor of North, Maj Gen (retd) GA Chandrasiri, the officials at his secretariat declined to allow the protestors to meet the colonial SL governor.

TNA parliamentarian E. Saravanapavan visited the protesting graduates and discussed legal ways to challenge the injustice in the appointments.

Meanwhile, informed civil sources in Jaffna said that the SL minister and EPDP paramilitary leader Douglas Devananda has been competing with SLFP's Jaffna District Organiser R. Angayan to win permanent appointments to those who have been working with them.

Another minister in Mahinda Rajapksa's cabinet, Rishard Badurdeen from Mannaar, has been dominating the agenda of government sector appointments in Mannaar, Mullaiththeevu and Vavuniyaa districts to those who have been supporting him.

Only around 500 of the temporarily employed would be given permanent employment in the first step and the politicians of SLFP and EPDP in the UPFA alliance have been influencing the public administration ministry to provide the permanent employment to their supporters. TNPF files revision application against Jaffna Magistrate for prohibiting protest

Tamil National People’s Front Tuesday filed a revision application in the Jaffna High Court seeking to revoke the order of the Jaffna Magistrate, who banned the demonstration, which was scheduled to be held on June 18, against land appropriation in the district.

The Jaffna Magistrate has given his reasons on June 26 for his order prohibiting the demonstration as that the demonstration was threatening the national security, creating dissension among communities, attempts to lead the people to the dark era again for political gain over the suffering of people and that it seeks once again to deny democratic rights of people and to introduce armed culture to come to power making the people as political pawns.

The revision application by the TNPF have countered the reasons given by the Magistrate as having no legal basis. “There are no legal grounds for such allegations. The orders issued by the Magistrate on June 18 and June 27 are based on unfounded allegations,” the TNPF said.

The plaintiff says that reasons given by the Magistrate in his order should be considered as irrelevant considerations.

The Magistrate Court has no jurisdiction to ban a demonstration or a get together according to the Criminal Procedure Code.

The Magistrate has pointed out that he has been legally entitled to prevent a tense situation. But he has taken such stand citing an event by the police without basis.

The Magistrate has failed to provide material facts for his stand that he expects a riot or a revolt at that time of making ban order, the TNPF has said in its revision application.

Colombo destroys education of Tamil youth in North, teachers complain

More than 11% of the schools in the Northern Province remain closed due to Sri Lanka military occupation, say teachers in Jaffna citing statistics from the Northern provincial ministry of education. Colombo has been systematically depriving the Eezham Tamil educational institutions in North and East from receiving external aid, both from foreign NGOs and the Tamil diaspora. In addition, the SL military-run civil administration has been diverting the funds already allocated in the provincial budget for the education sector. As a result, the Northern Province has ranked last in the latest GCE A/L examinations, the teachers said adding that such decline was not reported before, even during the height of the war.

Three years have elapsed after the end of war. However, 109 of 1033 schools remain closed in the Northern province.

Many of the schools that remain closed, lie inside the so-called High Security Zone of the SL military or in the areas where Forward Defence Lines were located earlier.

Further, the SL military has recently begun appropriating more lands, seriously affecting all walks of civilian life in the country of Eezham Tamils.

67 of 491 schools in Jaffna district, 14 of 107 schools in Vavuniyaa district, 18 of 112 in Ki'linochchi district, 7 of 126 in Mullaiththeevu district and 3 of 197 schools in Mannaar district remain closed, the sources said.

The Sri Lankan State has also been blocking outside aid from reaching the schools in the country of Eezham Tamils. The SL Presidential Task Force and the SL Defence Ministry were institutionally managing the discrimination.

In the meantime, many alumni organisations, especially in the diapora, were providing assistance to rehabilitate the damaged infrastructure and to construct new buildings for several schools.

However, a recent instruction from the colonial military governor of North, Maj Gen (retd) GA Chandrasiri, has restricted independent alumni run projects.

According to the latest instructions, the school administrations should seek permission from the SL governor in advance to carry out such projects.

This move has also enabled the SL governor to project the construction of new buildings as government-run ‘development’ projects and to divert the funds away from the budget allocation.

As earlier reported, 5 million rupees of funds allocated to repair the school buildings in Vanni this year was diverted to complete the swimming pool which was begun by Namal Rajapaksa, the son of SL president, at the premises of Jaffna Central College.

In the meantime, the SL military is also alleged of scheming psyop programmes that divert the focus of Tamil youth away from education, the sources further say, pointing at the activities that have mushroomed in the environs of the educational institutions of Eezham Tamils including the introduction of narcotics from South.
