தமிழகத்தில், அனைத்து பள்ளி மாணவர்களின் விவரங்களையும், ஆன் -லைனில் பதிவேற்றம் செய்யும் பணி முடிவடைந்துள்ளது. இதில், 22 லட்சம் மாணவர்களின் விவரங்கள் விடுபட்டுள்ளன.

நகர்ப்புறங்களில்...: தமிழகத்தில், சமீப காலமாக, அரசு துவக்கப் பள்ளிகளில் சேரும் மாணவர்கள் எண்ணிக்கையில், கடும் சரிவு இருந்து வருகிறது. அதிலும், நகர்ப்புறங்களில் உள்ள அரசு துவக்க மற்றும் நடுநிலைப் பள்ளிகள், ஒற்றை இலக்கங்களில், மாணவர் எண்ணிக்கையை கொண்டு இயங்கும் நிலையில் உள்ளன. மாணவர் எண்ணிக்கை குறையும் பள்ளிகளில், மாணவர் - ஆசிரியர் விகிதத்தை கணக்கிட்டு, ஜூனியர் ஆசிரியர்கள், இடமாற்றம் செய்யப்படுகின்றனர். நகர்ப் பகுதிகளில் வசிக்கும் ஆசிரியர்கள், அதே பள்ளியில் நீடிக்கவே விரும்புகின்றனர். இதனால், மாணவர் எண்ணிக்கை குறைந்தாலும், அவற்றை, கணக்க ஏடுகளில் குறையாமல் பார்த்துக் கொள்கின்றனர். பள்ளி கணக்கேடுகளில், 30 மாணவர் இருந்தாலும், உண்மையில், அந்த பள்ளிக்கு, 15 மாணவர்கள் மட்டுமே, வந்து கொண்டிருப்பர். இந்த நிலை, பல அரசு பள்ளிகளில் காணப்படுகிறது. இப்படி கள்ளத்தனமாக காட்டப்படும் மாணவர்களுக்கான சலுகைகளை,

மற்றும் தகவல் தொகுப்புக்காக, அனைத்து பள்ளி ஆசிரியர்கள் மற்றும் சத்துணவு அமைப்பாளர்கள், பங்கிட்டுக் கொள்ளும் நிலை உள்ளது. கடந்த ஆண்டில், கல்வி தகவல் மேலாண்மை முறை மாணவர் விபரங்களையும், படிவங்களில் சேகரித்து, அவற்றை, ஆன்லைன் மூலம் பதிவேற்றம் செய்ய, உத்தரவிடப்பட்டது. இப்படிவத்தில், ஒவ்வொரு மாணவரின், ஜாதி, மதம், பிறந்த தேதி, ரத்த வகை, போட்டோ உள்ளிட்ட, 36 வகையான தகவல்கள் கேட்கப்பட்டிருந்தன.

39-year-old man reported missing in Jaffna

A 39-year-old man who was earlier abducted by a “white van” squad and released later, has been again reported missing since Sunday evening, according a complaint registered with the SL Human Rights Commission office in Jaffna.

The victim, P. Rajendran, from Kalviyang-kaadu situated in Valikaamam East in Jaffna peninsula, was last seen Sunday evening when he went out to buy groceries.

Rajendran's wife has lodged a complaint also with the Sri Lankan Police, news sources in Jaffna said.

Puzzling outcome of ‘missing’ doctor caring Tamil women under SL military

The fate of a Tamil doctor, E. Sivashankar, who voiced for the rights of Tamil women forcefully recruited and held against their will by the SL military, is not known after he was ‘arrested’ following a dispute with the occupying military at Kokkaavil in Vanni on Saturday, according to the family members and relatives. Informed sources in Ki'linochchi told TamilNet that the SL military operatives who have taken the Medical Officer attached to Anuradhapura Blood Bank, used a psychiatrist in Vanni to issue a false report that the ‘detained’ doctor was mentally ill. In the meantime, the wife of the missing doctor, J Thirumagal Sivashankar, who is also a medical officer, went in search of her husband to Maangku'lam Police station was told by the SL police that they had no information on the whereabouts of her husband.

The 52-year-old doctor, also known as Raj Sivashankar, was earlier in charge of the blood bank at the Jaffna Teaching Hospital. He was actively involved in sustaining public awareness on blood donation during the challenging times in the past.

Sivashankar, who had earned the ire of the colonial governor of North, Maj Gen (retd) G A Chandrasiri, was transferred from Jaffna Teaching Hospital and posted to Anuradhapura hospital.

The SL military governor interfering into the civil affairs was opposing Dr Sivashankar writing articles in the local press.

The medical officer was also working with international humanitarian agencies to improve the services of the blood bank at the hospital. He was also extending his support to the civil society initiatives in the peninsula.

Following his transfer to Anuradhapura hospital, he was staying in Anuradhapura town.

Recently, he was tasked to medically assist the Tamil women, who were forcefully recruited by the SL military.

As part of his medical assistance, he was also documenting the mental and health status of the girls.

On Saturday, when the SL military did not allow one of the girls who decided to go home after sitting for the GCE O/L exam, the doctor defended the girl. The Sinhala military officers who stopped the girl from returning home assaulted the doctor when the doctor argued on behalf of the girl.

Following this dispute, the SL military allegedly ‘arrested’ the doctor, and his whereabouts are not known.

A psychiatrist who has been recently collaborating with the occupying SL military, was allegedly used by the military to ‘diagnose’ the doctor as having ‘mental illness’.

Informed sources further said that the SL military, after inspecting the laptop of the doctor, was attempting to hand him over to the notorious ‘Terrorist’ Investigation Department (TID).

During middle part of December, 21 of around 100 Tamil girls, conscripted for the SL military, were admitted to Ki'linochchi hospital in a mentally affected state.

The girls have now been transferred from Paarathipuram to Maangku'lam and are not allowed by the SL military to talk to their parents through cell phones. They are only allowed to talk to their parents through monitored phone booths at the camp, informed sources in Ki'linochchi told TamilNet.

Honest intellectual discourse missing in Tamil Nadu: Thirumurugan

Lack of honest intellectual discussion in Tamil Nadu is the reason why the Tamil Eezham cause has not been taken up for intense intellectual discussion at a larger All-India level, said Thirumurugan Gandhi, coordinator of May 17 civil society movement of TamilNadu in an interview to TamilNet earlier this month. Such intellectual discourses usually dominated by Marxist Communists and Brahmanistic sections in Tamil Nadu failed the Eezham Tamils. But the biased sections that theoretically opposed Tamil Eezham, opposed the LTTE, pushed back the cause and contributed favourably to the Sri Lankan state now find themselves sidelined in Tamil Nadu due to civil society awakening, Thirumurugan said, adding an appreciating note on the support of Muslim civil society in Tamil Nadu.



Visiting London for the British Tamil Forum conference, Thirumurugan was interviewed by V. Kohulan for the Palaka’ni programme of TamilNet.

Rejecting ‘step-by-step’ approach for solution to Eezham Tamils, Thirumurugan said that it would have worked in the 1960s when the question was in the initial stages, but not now in the context of genocide and after Tamils paying a high price. He cited at the creation of Israel within a couple of years of the WWII pogrom.

Step-by-step after genocide is suicidal, he said.

In his opinion, the talk of the steps that war crimes investigation would lead to prove genocide and would pave way for independence is a fraud, as there is no commitment or guarantee of political nature for the goal of the steps.

When the International Community has explicitly precluded that it would oppose Eezham Tamil independence why should the Tamils be guided by that International Community, he asked.

Keeping the island as a whole, they want a mercenary state there. They want to treat the entire island as a real property estate.

But they also need the Tamil support. Patch-up and delay are the tactics to handle Tamils. What the IC wants is to deceive Tamils.

It is not that there should be no war crimes investigations. War crimes will cover only the small fry. War crime was only one of the crimes committed. Punishment for the crimes and justice to the victims are two different things. Both have to be together in the delivery of justice.

Tamils have to be clear in their demand. Ask straight to the face.

Only a society that has the guts to tell the IC that we would be with you only when you give us what we ask, will be successful. This is what the Sinhalese did, saying that take our country, take our resources, but make it a Sinhala island.

Eezham Tamils should not think that they are weak and compromise with the fundamentals. People who are weak and fluctuating need not come into the scene of politics.

The IC cannot abandon a de facto state it created by an internationally backed peace process.

Tamils do not realize their international potentiality, Thirumurugan said.

On LLRC he said that LLRC implementation, seeking solutions within unitary Sri Lanka has to be rejected in toto. SL constitution being anti-Tamil is a proven fact. Reconciliation is a tactic to destroy a struggle. Reconciliation is meaningful only when there is parity. Those who have committed the crimes can’t be judges. LLRC recommendations come from a panel headed by an internationally discredited Chief Justice. The IC is corrupt and has no credibility in this regard.

Genuine reconciliation will take place only when Sinhalese and Tamils have their own governments.

When asked on the stand of media in India on the question of Eezham Tamils, Thirumurugan said that the mainstream media in India are either in the clutches of intelligence agencies or are purchased by the Sri Lankan government.

He came hard on The Hindu.

The Hindu received many benefits from governments in Colombo, he said, adding The Hindu was instrumental in finding connections for Colombo with China and higher-ups in New Delhi.

Posing a progressive image, such a media finds recognition even from people like Chomsky, he cited.

The Hindu has agreements with The Guardian in London for news exchanges. The Hindu did not take up the cables on Sri Lanka when the Wikileak cables became available through The Guardian, Thirumurugan said. He urged the Londoners to handle such matters with The Guardian.

Thirumurugan also commented negatively on the stands of Times of India and Deccan Chronicle. The Economic and Political Weekly never discussed Tamil Eelam as a serious issue, he said.

On Indian foreign policy, India lost its grip on the island of Sri Lanka long back, is the opinion of Thirumurugan.

Foreign policy of India cannot be a monopoly of the Congress and the BJP. The other parties have a say, but they don’t exercise it.

The DMK and the AIADMK never asserted them to have a say in the foreign policy.

But there are political parties in India, prepared for it. North Indian politicians like Ram Vilas Paswan proved that non-Congress and non-BJP parties could come to speak for Eezham Tamils and influence India’s foreign policy.

Mass-based parties have a say in India’s foreign policy. Border states in India have a say. States have to assert themselves to that responsibility. May 17 movement will move towards to work on it, Thirumurugan said.

India is basically imperial. Oppression is a common problem for Eezham Tamils as well as Tamils in Tamil Nadu, he said.

Tamils in their long history have never faced genocide before, but they face a planned one now.

Never think the mainstream parties will do anything for Tamils. Only the grassroot could do it. There is progress now.

The mainstream political parties in Tamil Nadu, both the DMK and AIADMK were forced to respond only when there was a civil society awakening after May 2009, and when the question of Eezham Tamils has become an inevitable election issue, Thirumurugan said.

Tamil reported missing found in coma after Vavuniyaa prison raid

28-year-old Tamil man, Dilrukshan Muthurasa from Iluppaikkadavai, in Maanthai West of Mannaar district in Vanni, was one of the prisoners in Vavuniyaa prison, which was raided by the Sri Lankan Special Task Force commandos on 29 June. Dilrukshan, seriously attacked and allegedly subjected to torture at Vavuniyaa and Anuradhapura prisons, is currently in coma and is fighting for his life at Mahara prison. His mother, Reeza Muthurasa, who didn't know about the whereabouts of her son, has identified him after visiting her son at Mahara hospital, following press reports. According to Ms Reeza, her son, who had gone on employment in Middle East in 2006 had returned just before the war intensified in Vanni and was caught by the SL Navy when he tried to escape the war zone in a boat in 2009.

Legal sources in Colombo said there has been allegations of discrimination in medical treatment to the prisoner who needs proper medical care.

Dilrukshan's condition has deteriorated at Mahara hospital, according to his mother who said bad odour was emanating from the victim, who is struggling for his life at the hospital.

Ms Reeza further said Dilukshan was the only able son to take care of their family and rejected the claim of the Sri Lankan military that her son was a commander of the LTTE. How could Dilukshan, who had just come back from abroad and was trying escape the war zone, be described as a commander in the LTTE, she asked.

Another 28-year-old Tamil prisoner, Ganesan Nimalarooban from Nelukku'lam in Vavuniyaa, had succumbed to his injuries at Mahara hospital a few days ago.

Nimalarooban had been taken away from his house long after the end of war, alleging that he was associated to the LTTE.

The Judicial Medical Officer in Mahara was attempting to produce a document that falsely suggested that Nimalarooban had died of heart attack, the parents, who had refused to sign the papers said.

78-year-old father and 60-year-old mother of the slain victim have said that their son lost his life after severe torture. They have been demanding that the body should be handed over to them for final rites and cremation according to Saiva tradition.

In the meantime, the Sri Lankan police has been pushing for burial in Mahara prison without allowing the family of Nimalarooban to take his body to Nelukku'lam in Vavuniyaa.

The SL police has argued at the SL court in Mahara that violence could erupt in Vavuniyaa if the body was handed over to the family.

Following this, the SL Court had given permission for the burial at Mahara hospital. But, the parents of the slain victim have opposed the move.

Missing ITAK representative in Jaffna under ‘investigation’ in Colombo

The organizer of Ilangkai Thamizh Arasuk Kadchi (ITAK) in Jaffna city and a former representative of Jaffna University Student Union, Mr. Arnold, has been reported missing after being invited to Colombo by a person yet to be identified. Arnold has been allegedly abducted and subjected to investigations by the Criminal Investigation Department of the Sri Lankan Police in Colombo, informed circles in Jaffna said.

The family of Mr. Arnold has not been informed by the Sri Lankan Police. The last message the family had after losing contact with him was that he had been invited by authorities in Colombo.

The TNA circles remain tight-lipped on the alleged abduction and investigations on their representative in Jaffna.

Sri Lankan authorities have recently been harassing TNA members elected to the civic bodies in the peninsula.

Mr. Arnold has been employed in an insurance company, according to his friends who complain that the TNA or ITAK have failed raising the issue with the authorities in Colombo.

Recently, a TNA representative of Valikaamam North Pirathesa Chapai was subjected to attack at Cheanthaan-ku'lam by the Sri Lanka Navy.

The house of the representative of Valveddiththu'rai (VVT) Town Council was subjected to attack by unknown persons and the electricity link to the house was cut off.

The president of Kaarainakar Piratheasa Chapai was also attacked while he was on duty.

The young members elected to the civic bodies in Jaffna on TNA tickets complain that the TNA hierarchy engaged in “talks” with the Sri Lankan government fails to voice for the rights of their members.
