Following an independent commission report that Norway police could have prevented all or part of a bombing and shooting spree by Anders Behring Breivik last year that killed 77, most of whom were teenagers, the Norwegian police chief Øystein Mæland resigned on Thursday, Reuters said. Norwegian government has also appointed an independent commission to investigate the failure of Norway’s peace facilitation in Sri Lanka that ended in genocide of Eezham Tamils. The commission report found fault with the peace facilitators for not withdrawing from the facilitation to tell the truth to the world, despite anticipations of the outcome. Mr. Erik Solheim, a leading facilitator didn’t resign, but was removed by his party ‘to give room to younger talents’. There was neither penitence nor any changes in Norway’s policy towards the question of Eezham Tamils.

The independent commission on the massacre case in Norway has said that intelligence services could have learned about Breivik's plans months before the attack when he purchased bomb-making components, and that police had enough information to stop him as he made his way from the bombing scene to the youth camp.

Breivik insists that he is not insane as argued by prosecutors and that he committed the massacre of the youngsters participating the Labour Party youth camp, as young as 14, since he considered them as fair targets to drive in his point of political ideology, i.e., Norwegian ethnic purity, news reports said.

Sri Lanka’s president Mahinda Rajapaksa, abetted by India and the International Community of Establishments, committed a well-planned genocide without witnesses to achieve Sri Lanka belonging to the Sinhalese. The concerned outside establishments considered Eezham Tamils as a fair as well as an easy target to set precedents, political observers say.

The Norwegian government upholds multiculturalism and denounces the massacre in its country. But the multicultural outlook facilitated genocide in the island of Sri Lanka and it is still not accepted as genocide by Norway.

Women’s conference in Tamil Nadu terms oppression of Eezham Tamils as genocide

Asserting that “Systematic sexual violence against Tamil women by the Sri Lankan military forces, police, paramilitaries during the war on the Tamil people constitute an act of genocide” and that “The question of systematic oppression of Tamil women is directly connected to the national question of the Tamils in the North-East of the island of Sri Lanka”, the 19th conference of the National Federation of Indian Women (NFIW) held at Chennai on Thursday passed resolutions calling for an independent international investigation into the war crimes of the Sri Lankan state and a just political solution for the Eezham Tamils through a referendum. The conference, presided over by Magsaysay award winner, NFIW president and prominent civil rights activist Aruna Roy, further urged India and the IC to take measures to end militarization and colonization of the Tamil homeland.

NFIW, the women’s wing of the Communist Party of India (CPI), was established in 1954 by several leaders who were stalwarts in the Indian independence struggle.

The NFIW national conference held from August 8th to 11th had an exclusive session on ‘Opposing violence on Eelam Tamil Women’ on the 9th of August. Speakers at the session included Kavitha Senthil Murugan from the NCCT, All India General Secretary of the NFIW Annie Raja, Pathmavathi Nisha Satyan from the NFIW, and lawyer Angaiyarkanni.

An exhibition of photographs detailing the protracted genocide of the Eezham Tamils and the oppression faced by Tamil women was also on display at the conference.

The full text of the resolution passed by the NFIW conference follows:

Resolution for Eelam Tamil women who suffered by Sri Lankan Army

During the Mullivaikaal massacre and brutal military suppression of the Tamil national liberation struggle in 2009 there were reports of widespread sexual abuse of Tamil women by Sri Lankan armed forces. Rape, molestation, torture and other forms of physical and mental humiliation of Tamil women in the island of Sri Lanka by Sinhala government forces, paramilitaries and other groups has a longer history. Owing to various reports, including the UN Panel report and Permanent People’s Tribunal report, and documentaries focusing on the phases of war leading to May 2009 many cases of sexual violence came to the forefront. But it is an undeniable fact that even after the war was claimed by the government to have ended, various forms of violence are still perpetrated on the minds and the bodies of the Eelam Tamil women.

Over 80,000 Tamil women who have been widowed in the traditional Tamil homeland in the North and East of the island country live under miserable conditions, without adequate aid and facing frequent harassment by the Sinhala military. Former LTTE women members face routine intimidations and psychological tortures. There has been a steady increase in prostitution and human trafficking in these regions. Likewise, other reports suggest that child abuse and teenage pregnancies is also increasing.

It is of utmost necessity now to highlight these occurrences not just as aberrations during a war but as a systemic process of genocide committed by the Sri Lankan state against the Eelam Tamil nation.

Keeping this is mind, we, the participants of the national level conference of the National Federation of Indian Women, place the following resolutions

  1. Systematic sexual violence against Tamil women by the Sri Lankan military forces, police, paramilitaries during the war on the Tamil people constitute an act of genocide and there should be an independent international investigation to probe abuses on Tamil women committed by the Sri Lankan state.
  2. The rehabilitation of ex-LTTE cadres, women and men, should be left to the Tamil people and not in the hands of the war crimes accused Sri Lankan state.
  3. Sri Lanka should be pressurized to provide international NGO’s and Tamil welfare organizations from Tamil Nadu and the diaspora free and safe access to assist Tamil women who have been affected by the war, widows, and the women who have been physically and psychologically injured.
  4. Militarization and Sinhala colonization of the Tamil homeland in the North and East of the island has increased vulnerability of Tamil women and India and the International Community should take immediate measures to put an end to it.
  5. The question of systematic oppression of Tamil women is directly connected to the national question of the Tamils in the North-East of the island of Sri Lanka and therefore, India and the International Community should take appropriate steps to ensure a just political solution through a referendum among the Eelam Tamil people.

During the Vanni War, every visit of New Delhi operatives to Colombo was followed by escalation in genocide. The pattern continues unabated after the war that every Indian visit would follow with further economic inroads into the island, exchanged for Colombo’s bailout and confirmation of its militarisation and structural genocide of the country of Eezham Tamils. The latest example is the ‘economic’ mission of Anand Sharma followed by the visit of Shiv Shankar Menon. While New Delhi deceives gullible Tamils that ‘economic integration’ would resolve the national question, genocidal Colombo prioritises the annihilation of the nation of Eezham Tamils, to outsmart India later. As only a collective Tamil Nadu could blast the vicious circle, TESO has to be orientated and accommodated appropriately by all concerned, said Tamil activists in the island.

The recent months have seen massive inflow of Indian money and investments into the island. When genocidal Colombo was targeting for 2000 million dollars of direct foreign investment for this year, New Delhi came out with 4000 million dollars to get an enclave at Trincomalee in the occupied country of Eezham Tamils.

India to set up a ‘dedicated’ economic zone in Trincomalee, Indian private sector would invest in ports in Sri Lanka, India to modernise textile mills in Sri Lanka, Indian Oil to set refinery for SLR 20,000 crores (20 billion), Indian mantra for merry ties, first bi-lateral forum of CEOs, agreement on customs, relaxation on employment visa to India, Indian investors make a beeline for Sri Lanka, ball rolling on doubling bi-lateral trade, Sri Lanka is a land of ‘limitless opportunities’ for India– these were in the headlines of Colombo-New Delhi orchestrated media, during the visit of New Delhi establishment’s minister of commerce, Anand Sharma.

The minister didn’t forget to come out with the rhetoric that all are done for the benefit of the war-torn people. But so far, not a single project of substantial local industry is permitted to the local people, accuses the Jaffna Chamber of Commerce.

Just a week before the Indian minister’s visit, the occupying Sinhala military in Vanni entered into 30 schools in the Poonakari region in Vanni, stopped the school exams of around 3000 students and forcefully took them in military vehicles to participate in a ‘sports meet’ the military was organising at Thu’nukkaay to entertain dignitaries from the South. This is only a small example showing the extent of the subjugation of Eezham Tamils by the occupying genocidal military.

New Delhi’s direct patronage to the genocidal military, with which it has ‘military to military’ relationship, is not a secret.

Nothing of what takes place in the country of Eezham Tamils is unknown to the New Delhi establishment, but peoples of India largely don’t know and are even misled. A media such as The Hindu in India that brings out issues of peoples all over the world is venomous when it comes to the question of Eezham Tamils.

A few days ago, IPKF intelligence chief Col. Hariharan wrote a feature in The Hindu, comparing India’s missions in Bangladesh and in Sri Lanka.

The comparison and contrast misses a point. There is no precedent for what New Delhi is now doing with Eezham Tamils. At no time before, India has planned its economic expansion over the genocide of a people in any of the neighbouring countries or elsewhere.

The blatantly unholy experiment of India is for the first time tried only with the Eezham Tamils. Tamil Nadu as well as the entire global Tamils should comprehend the utter contempt for Tamils with which the bunch of elements steering policy in New Delhi is dared to carryout this experiment.

There are alternative ways for New Delhi to concede righteous solutions to genocide-facing Eezham Tamils and at the same time address its insatiable economic greed, but it doesn’t care to explore.

Tamil Nadu Chief Minister Ms. Jayalalithaa and the State Assembly should carefully note the point that policy designers in New Delhi act totally opposite to what the State Assembly has resolved.

When the Assembly has resolved for economic sanctions against Colombo, unprecedentedly massive amount of Indian money is spent in buttressing the regime in Colombo.

Another development that followed Shiv Shankar Menon’s recent visit is Colombo agreeing to the UNHRC procedures. New Delhi will use it and its monitoring position at the UNHRC to save the Rajapaksa regime from any international investigation, demanded by the Tamil Nadu Assembly.

The Tamil Nadu Chief Minister should now seriously think about the next step. What is needed is collective action.

Leaving aside the personal agenda or party agenda and issues related to the modus operandi of Mr. Karunanidhi, when a mainstream party such as the DMK comes out with a programme like the TESO conference, it has to be approached with an attitude of improving it to become more positive. Mr. Karunanidhi has historically tilt from his duties at a crucial point of time, but he is not an enemy to the cause. A Prodigal Son shouldn’t be denied of chance.

News reports show that TESO is finding pressure from New Delhi to compromise with fundamentals so that the ‘economic integration’ approach in the island will not be affected. Pressure and discouraging tactics were also applied on prospective participants.

As the unrealistic pressure is not much effective, and fearing foreign participants inspiring the course of the conference, New Delhi now sabotages the participation of Eezham Tamils by cheap tactics of avoiding the issue of visa.

After keeping the participants waiting for days, the Indian foreign ministry came out with a clearance letter of further hitches timed for Thursday, when the following three days would be holidays. Besides, the MEA clearance came with an inflammatory demand to drop the word “Eelam” from the identity of the Eelam Tamils.

According to informed sources, the other pressure faced by TESO and personally by Mr. Karunanidhi is internal. This comes from those who argue against asserting to fundamentals. They want discussions and resolutions to confine to current and day-to-day issues faced by Eezham Tamils. This is in fact the agenda of New Delhi as well as some of the crisis managers of the International Community of Establishments (ICE) as well.

If the conference is deviated to talk about day-to-day issues faced by Eezham Tamils, then there are hundreds of them and the list is inexhaustible. It will be like counting the trees in the wood.

Besides, anyone who has experience in dealing with genocidal Sri Lanka knows well that this state is capable of coming out with new and new devils and evils, when issues are raised individually. The US Asst. Secretary of State Robert Blake had the experience of talking about ‘grease devils’ in Jaffna, as though he has the reins, but only to find new forms of devils coming up later.

If TESO wants to contribute anything substantial, it should fundamentally set the line of thinking in India as well as in the international arena.

The LLRC implementation approach of Washington-led ICE and the 13th Amendment approach of New Delhi are currently the two curses that muffle righteous solutions to Eezham Tamils and encourage Colombo in the path of structural genocide and annihilation of the nation of Eezham Tamils.

Both the approaches have to be rejected outright, in order to impel the two powers to come out with alternatives and also to ‘release’ sections of Tamil politicians in the island and sections of activists in the diaspora who are at the moment ‘political captives’ of the two powers for various reasons ranging from funds and leadership offers to institutional affiliations and intimidation.

TESO will be doing a great service if it could come out with an independent voice of mass backing in this matter, for the structural liberation of Eezham Tamil polity that is currently facing a heavy pressure to play treachery to the cause of its own people.

Therefore, any noble and universal fundamental in the context of the genocide-affected, military-less nation of Eezham Tamils could be nothing less than calling for a mass struggle for liberation and freedom to exercise the democratic right to self-determination.

The DMK chief has already come out with a call for an internationally supervised referendum to be conducted among Eezham Tamils and the TESO concept paper has a brief reference on it. This has to be made into the pivotal point setting a global agenda.

Internationally guaranteed solution to the question of Eezham Tamils is now inevitable, as India by its own actions in the last six decades and abuse of opportunities particularly in the last 30 years has lost the chance of resolving it in its backyard.

As the phase of the struggle has become international as well as addressing the world powers, credibility for any move from Tamil Nadu would come only when it is mass-oriented, kept above party politics and becomes a global movement.

From its side, TESO has to lay foundations especially for taking the cause above party politics and this has to be reciprocated by the other mainstream parties and grassroot organisations as well.

A constructive criticism against the current TESO move is that it should improve in its rigours of professionalism needed for an international struggle and international presentation, to match the onslaught of the adversaries, their institutions and media. Given the resources and experience of the constituent bodies of TESO, it shouldn’t be a problem.

A Muslim gang, carrying guns, stormed the fishing village of Koanthaip-piddi in Mannaar Town division on Friday and destroyed 23 fishing huts and two fiberglass boats with axes, causing ethnic tension between Tami Catholics and Muslims. Rishard Badurdeen, a politician from Mannaar, who has become SL minister of Industry & Commerce in Mahinda Rajapaksa’s cabinet after defecting the Sri Lanka Muslim Congress (SLMC), is alleged of inciting ethnic violence in Mannaar attempting to woo Muslim voters in favour of Rajapaksa's ruling SLFP.

About 800 of 3,200 fisher families, most of them Catholics, who had displaced from Vidaththal-theevu village in 1999 following a military operation by the occupying Sri Lankan forces, sought refuge and later settled down in ‘Joseph Vaas Nakar’ village in Mannaar DS division.

A fisheries jetty was constructed at Koanthaip-piddi to facilitate the livelihood of the Catholic fishermen settled in Joseph Vaas village.

In the meantime, Muslims, who were evicted by the LTTE in 1990 and who have begun to resettle in recent years, have been claiming that the jetty of Koanthaip-piddi belonged to Muslims, who lived in Uppuk-ku'lam.

The dispute was being resolved through civil sources at the divisional and district level.

According to a decision taken at a conference held on 26 June 2012 by the civil officials, new lands were allocated at 2nd Mile Post along Mannaar main road for the 800 fisher families from Vidaththal-theevu.

But, the newly allocated lands were already subjected to a legal dispute. An interim injunction order restricting settlement was issued on 29 June.

As a result, the Catholic fisher families were deprived from residing in Joseph Vaas Nakar and also in the new land located along Mannaar main road as the said land is in legal dispute.

The fisher families, undergoing hardship to earn for their day to day survival, resumed their usual fishing activities using the jetty at Koanthaip-piddi as earlier.

It is at this juncture, the armed gang, allegedly operated by the SL minister Rishard Badurdeen triggered a section of Muslims, numbering around 300, who concluded Jumma Prayer on Friday noon to walk with them to threaten the Catholic fishermen.

The latest episode of deploying armed Muslim gang and inciting violence is reported while the SL minister was staying in Mannaar.

Rishard Badurdeen, engaged in land grab and exploitation, has also gone on record threatening Rt. Rev. Dr. Rayappu Joseph, the Catholic Bishop of Mannaar, in a public address in the Sri Lankan Parliament.

Tamil, Muslim farmers in Trincomalee file writ application against land appropriation

Two member bench of the Sri Lanka’s Court of Appeal on Wednesday fixed the inquiry for August 28 into the writ application filed by a group of Tamil and Muslim farmers against the appropriation of their fertile paddy fields for the construction of a high way by the Sri Lanka Air Force (SLAF) in Thampalakaamam of Trincomalee district.

The petitioners A.M.A Fareed of Ki'n'niyaa, Seenithamby Sathiyanathan, Sinnarasa Theivanayagi and Kurukulapoopalasingham Thilakaretnam, all are from Thampalakamam have cited the Commander of the Sri Lanka Air Force, SLAF captain in Choorankal, officers of the Road Construction Authority and Village officers (GS) of the respective division where the paddy fields are located.

The writ application was taken up for inquiry on Wednesday. The bench comprised Justice S.Sriskandarajah, President of the Court of Appeal and Justice Deepali Wijesundera.

Counsel M.A.Sumanthiran with Counsels Ms. Bavani Fonseka and Ms. J.Arulanandam appeared for the petitioners and submitted to court that several acres of fertile paddy fields have been appropriated by the Sri Lanka Air Force, without the consent of the landowners, to construct a highway to connect the Air Force base in the area with Colombo.

Owners of the paddy fields have not been informed of such land acquisition. Lands have been appropriated without legal basis, the counsels argued.

The SL Appeal Court directed its Registrar to issue notice on the respondents returnable on August 28 and allowed the petitioners to file application seeking injunction against the land appropriation by the Sri Lanka Air Force if they feel such injunction is necessary.
