SL police disrupts elected councillors from conducting Mu'l'livaaykkaal Remembrance

The occupying Sinhala policemen of genocidal Sri Lanka on Friday desecrated a Mu’l’livaaykkaal memorial event in a disgusting manner in front of the Northern Provincial Council (NPC) Secretariat at Kaithadi, by tramping on the floral tribute and memorial lamps that were lit by the elected Tamil councillors of the NPC. The SL policemen blocked the elected representatives from entering the NPC Secretariat. When the Tamil councillors lit memorial lamps and conducted a floral tribute in remembrance of the people and their fighters, who faced the genocidal onslaught in Vanni 5 years ago, Sinhala policemen desecrated the memorial lamps and the flowers with their boots. However, the elected representatives resolved that they would proceed with Mu’l’ivaaykkaal Remembrance from Friday to Sunday throughout the country of Eezham Tamils.

Amidst threats and the harassment of the SL police, Tamil councillors M.K. Shivajilingam, Ananthy Sasitharan and Mary Kamala from Mullaiththeevu with a group of elected civic members and public paid their tribute by 2 minutes silence in front of the NPC secretariat.



S. Shageevan from Valikaamam North Divisional Council and N. Sathees from Valveddith-thu’rai Urban Council and several other Tamil political activists took part in the event.

Mr Shivajilingam, the former parliamentarian of the TNA, urged the public to exercise their democratic right together with their elected members. The international community should realise the plight of the nation of Eezham Tamils who are denied of their collective democratic rights, he said.

An uprooted elderly man paid an emotional tribute at the event amidst the suppression by the SL police.

TNA councillor Ananthy Sasitharan said the councillors paying tribute were exercising none other than a democratic right to honour those who perished in the war.

The occupying Sri Lankan State has stepped up threats and harassments against the students, academics, civil society and the elected representatives of Eezham Tamils this year.

The conduct of the SL police on Friday also comes a few days after the occupying Sinhala forces observed Buddhist Vesak with massive mobilisation as never before in all the districts of occupied country of Eezham Tamils on 13 May.

The University of Jaffna was shut down following the instructions and SL military intelligence intimidation against the student union and the teachers association that have been voicing for the collective right of remembering the kith and kin who perished in the genocidal war waged against them by the SL State and its external abettors

Conspiring acts of outgoing New Delhi government need investigation

The outgoing government of the New Delhi Establishment hurriedly coming out with a series of manoeuvrings just before its exit, particularly targeting the affairs of Eezham Tamils, needs a thorough investigation, commented Tamil activists for alternative politics in the island. They were citing the New Delhi government on Wednesday extending the ban on the LTTE and that too for an unusual term of five years; the fishermen talk held on Monday with the ‘supervision’ of the officials of New Delhi and Colombo, directed in such a way to bring in rift between Tamils on either side of the Palk Bay; and New Delhi’s reported compliance in the first week of May with Gotabhaya’s ban list of diaspora Tamil organizations and individuals.

The panic and priority behind the series of acts at this stage only show the magnitude of guilt and paranoia of the outgoing New Delhi government on the affairs of Eezham Tamils, political observers in Chennai commented.

If the acts have been planned by an extra-parliamentary junta in New Delhi, so that the course set by it should continue and should be binding whatever new government comes to power, such juntas and their policies are going stay unless they are brought to investigation and justice inside India itself, said Tamil activists for alternative politics in the island.

Investigation on the New Delhi governments of the last two terms of ten years, and especially their top officials involved in the affairs of Eezham Tamils, before the officials ‘lose their memory’, would not only help to change the course of affairs but also would make anyone in future to shun complicity in genocide. Working for such an investigation is of utmost priority for Tamil Nadu, the activists further said.

The occupying military of genocidal Sri Lanka has stepped up cordon and search operations targeting former LTTE members at various parts of Batticaloa district throughout the last 5 days. As Mu’l’livaaykkaal Remembrance is approaching on 17 and 18 May, the SL military soldiers, accompanied by military intelligence operatives summoned former LTTE members to the nearby camps and warned that they would be held personally responsible for any future forms of struggle and threatened them to fill in the forms to enlist for subordinate ‘jobs’ with the SL military. Following the cordon and search operations staged by the SL military, paramilitary operatives have been visiting the houses threatening the ex-LTTE members to join the SL military. The cordon, search operations and the follow-up harassments have been reported in Vaakarai and Paduvaankarai regions of the district.

The villages of Kudumpi-malai, Poolaak-kaadu, Koozhaavadi, Thikiliveddai, Pe’ndukal-cheanai in Koa’ralaip-pattu South and Kathirave’li, Vaakarai, Paal-cheanai, Vammi-veddavaan, Panichchang-keani and Vaakarai Central in Koa’ralaip-pattu North have been subjected to cordon and search operations.

In Koa’ralaip-patu South, SL soldiers accompanied by military intelligence operatives, distributed forms in Sinhala language and collected details of every member of the families having a former LTTE cadre. Details such as where the family members work and their travel routes were also registered.

In Vaakarai region, only 26 ex-LTTE members were present at Panichchang-kea’ni SLA camp while the SL military had expected at least 250 of them to be present after their house-to-house instructions during the cordon and search operations.

During the cordon and search operations, the SL soldiers first ‘arrest’ the former LTTE members and interrogate them repeatedly posing same questions.

When rural society leaders questioned the SL military officers on the purpose of registering details targeting selected families, the SL military officers have said they were collecting details in order to ‘offer’ jobs to them.

அதிமுகவில் இருந்து மலைச்சாமி நீக்கம் ஏன்?

முன்னாள்  நா.உ.(எம்,.பி.) மலைச்சாமி, இன்று அதிமுகவில் இருந்து திடீரென நீக்கப்பட்டுள்ளார். இதுகுறித்து வெளியான தகவல்களின்படி,

மத்தியில் பாசக தலைமையிலான தே.ச.கூட்டணி, ஆட்சி அமைப்பதற்குத் தேவையான பெரும்பான்மையைப் பெறவில்லை என்றால், அதிமுக., பிசு சனதா தளம்  முதலான கட்சிகளின் ஆதரவைப் பெறும் என்று கூறப்பட்டு வந்தது.

இந்நிலையில், இது குறித்து அதிமுக பொதுச் செயலரும் தமிழக முதல்வருமான  செயலலிதா, செய்தியாளர்களிடம் பேசியபோது, உங்களைப் போலவே நானும் தேர்தல் முடிவுகளுக்காகக் காத்திருக்கிறேன்.. அதன் பின்னரே எந்த வித முடிவையும் எடுக்க முடியும் என்று கூறியிருந்தார்.

இந்நிலையில், அதிமுகவின் முன்னாள்  நா.உ.(எம்.பி.) மலைச்சாமி நேற்று பேட்டி அளித்த போது, ''நரேந்திர மோடி, தமிழக முதல்வர் செயலலிதாவுக்கு நல்ல நண்பர்; இருவரும் அரசியலால் பிரிந்திருந்தாலும், நட்பு முறையில் நெருக்கமாகத்தான் உள்ளனர். மோடி  தலைமையர் ஆனால், அவருடன் நல்ல நட்புறவை முதல்வர் வளர்த்துக் கொள்வார்'' என்று கூறியிருந்தார்.

இந்தத் தகவல், அதிமுக., தே.ச.கூட்டணிக்கு ஆதரவை அளிக்கும் என்ற கருத்தை வெளியில் பரப்ப விட்டது.

மேலும், அதிமுக பொதுச் செயலர் செயலலிதாவுக்கு தேசிய அரசியலில் ஆர்வம் உள்ளது என்ற கருத்தையும் ஊடகங்களில் கசியவிட்டது. இதுபோன்ற ஒரு வாய்ப்பு வந்தால், அதிமுக பொதுச் செயலர் செயலலிதா, தான் ஒரு சிறந்த அனைத்திந்தியத் தேசியத் தலைவர் என்ற நிலையை  மெய்ப்பித்துக் காட்டுவார் என்றும் அவர் கூறியிருந்தார்.

இத்தகைய கருத்துகள், கட்சியின் கொள்கைக்கு முரணாக இருப்பதாகக் கூறி, மலைச்சாமி அதிமுகவில் இருந்து நீக்கப்படக் காரணமாக அமைந்துவிட்டது என்று கூறப்படுகிறது.

மலைச்சாமி இ.ஆ.ப.(ஐ.ஏ.எஸ்.,) தமிழகத் தேர்தல் ஆணையராக இருந்தவர். அதிமுகவில் இணைந்து மாநிலங்களவை உறுப்பினராகவும்ம்  தேர்ந்தெடுக்கப்பட்டவர் என்பது குறிப்பிடத்தக்கது. \

தமிழைப் பயிற்று மொழியாக்கச் சட்டம் இயற்ற வேண்டும்:இராமதாசு

 

 பா.ம.க. நிறுவனர்  மரு.இராமதாசு தமிழ்ப்பயிற்றுமொாழியை வலியுறுத்திப் பின்வருமாறு அறிக்கை வெளியிட்டுள்ளார்:-
 

கருநாடகத்தில் உள்ள தொடக்கப் பள்ளிகளில் கன்னடத்தை கட்டாயப் பயிற்று மொழியாக அறிவித்து அம்மாநில அரசு பிறப்பித்த அரசாணை செல்லாது என்று கடந்த வாரம் உச்சநீதிமன்றம் தீர்ப்பளித்தது. தாய்மொழி கல்வி ஆதரவான எண்ணம் கொண்ட அனைவருக்கும் இத்தீர்ப்பு பேரதிர்ச்சி அளித்தது.

எனினும், தாய்மொழி வழிக்கல்வியை நடைமுறைப்படுத்துவதில் உறுதியாக இருக்கும் கருநாடக அரசு அதற்கான நடவடிக்கைகளை மேற்கொண்டுள்ளது. உச்சநீதிமன்றத்தின் தீர்ப்பை மறுஆய்வு செய்யக் கோரி மனுத் தாக்கல் செய்யவிருக்கும் கருநாடக அரசு, அதில் நீதி கிடைக்கவில்லை என்றால், கன்னடத்தைக் கட்டாயப் பயிற்று மொழியாக்க,  சட்டப்பேரவையில் சட்டம் கொண்டு வந்து நிறைவேற்ற முடிவு செய்திருக்கிறது.

அதுமட்டுமின்றி, மற்ற மாநில முதலமைச்சர்களுடன் இது குறித்து விவாதிப்பதுடன், தேசிய வளர்ச்சிக்குழு கூட்டத்திலும் வலியுறுத்தப் போவதாக கருநாடக முதல்–அமைச்சர் சித்தராமய்யா கூறியுள்ளார். மேலும், தாய்மொழி வழிக்கல்வியை கட்டாயமாக்கி அரசியல் சட்டத்தை திருத்தும்படி மத்திய அரசுக்கு நெருக்கடி கொடுக்கப் போவதாகவும் அவர் அறிவித்துள்ளார். கருநாடக அரசின் இம்முடிவுக்கு அங்குள்ள அனைத்துக் கட்சித் தலைவர்களும் ஆதரவு தெரிவித்திருக்கின்றனர்.
தாய்மொழி வழிக் கல்விக்காக கருநாடக அரசு எடுத்துவரும் நடவடிக்கைகள் உண்மையாகவே பாராட்டத்தக்கவை. அதேநேரத்தில் தமிழகத்தின் நிலைமையோ தலைகீழாக உள்ளது. தமிழ்நாட்டை,  கடந்த 47 ஆண்டுகளாக ஆட்சி செய்து வரும் அ.தி.மு.க.வும், தி.மு.க.வும் தமிழ்வழிக் கல்வியைத் திட்டமிட்டு அழித்து வருகின்றன. 1975 ஆம் ஆண்டு வரை சென்னை பல்கலைக்கழகம்,  மதுரை பல்கலைக்கழகம் ஆகியவற்றுக்குட்பட்ட சில பள்ளிகளில் மட்டுமே நடைமுறையில் இருந்த பதின்நிலை (மெட்ரிக்) கல்வி முறையை தமிழகத்தின் அனைத்து பகுதிகளுக்கும் விரிவுபடுத்தி கல்வியை வணிக மயமாக்கியதுடன், ஆங்கில வழிக் கல்வி தான் சாலச் சிறந்தது என்ற நச்சு எண்ணத்தை தமிழ்நாட்டு மக்கள் மனதில் ஆழமாக விதைத்த பாவம் இரு திராவிடக் கட்சிகளின் அரசுகளைத்தான் சாரும்.

தமிழ் வழிக் கல்வியைக் கட்டாயமாக்கக் கோரி கடந்த 30 ஆண்டுகளாக தமிழறிஞர்களும், தமிழ் உணர்வாளர்களும் பல்வேறு போராட்டங்களை நடத்திய போதிலும், தமிழால் ஆட்சிக்கு வந்த திராவிடக் கட்சிகள் அவற்றைக் கண்டு கொள்ளவில்லை. மாறாக, ஆங்கிலப் பள்ளிகளுக்குப் போட்டியாக அரசு பள்ளிகளிலும் ஆங்கில வழிக் கல்வியைத் தொடங்குவதில் தான் முந்தைய தி.மு.க. அரசும், இப்போதைய அ.தி.மு.க. அரசும் போட்டி போடுகின்றன.
 

ஒரு காலில் கட்டி ஏற்பட்டால் அதை அறுவை சிகிச்சை மூலம் அகற்றுவதே சரியான தீர்வாக இருக்கும். மாறாக, ஒரு காலில் ஏற்பட்ட கட்டியைப் போலவே, இன்னொரு காலிலும் கட்டியை உருவாக்குவது எப்படிப்பட்டதாக இருக்குமோ, அதேபோல்தான் பதின்நிலைப் பள்ளிகளை ஒழிப்பதை விடுத்து, அதற்குப் போட்டியாக அரசுப் பள்ளிகளில் ஆங்கில வழிக் கல்வியைத் தொடங்குவதும் அமையும் என்பதை தமிழக ஆட்சியாளர்கள் உணர்ந்து கொள்ள வேண்டும்.
கருநாடகம், கேரளம், மராட்டியம் போன்ற மாநிலங்களில் மொழி, கல்வி தொடர்பானவற்றில் அந்தந்த மாநிலங்களின் எழுத்தாளர்கள், மொழி அறிஞர்கள், கல்வியாளர்கள் ஆகியோரைக் கொண்ட அமைப்புகள்தாம் அரசுக்கு வழி காட்டுகின்றன. ஆனால், தமிழகத்தில் அத்தகைய அமைப்புகள் இல்லாமையும், இருக்கும் தமிழறிஞர்கள் அரசியல் வழியில் பிரிந்து கிடப்பதும் நல்வாய்ப்புக் கேடானதாகும்.
 

ஆங்கில வழிக் கல்வி கவர்ச்சிகரமானதாக இருக்கலாம்; ஆனால், தமிழ் வழிக் கல்விதான் அறிவார்ந்ததாகவும், சிந்தனைத் திறனைத் தூண்டுவதாகவும் இருக்கும். எனவே, தமிழ்நாட்டில் தமிழ் வழிக் கல்வியைக் கட்டாயமாக்கி,  தமிழகச் சட்டப்பேரவையில் சட்டம் கொண்டு வந்து நிறைவேற்றுவதுடன், அதற்கு அரசியல் சட்டப் பாதுகாப்பையும் பெற நடவடிக்கை எடுக்க வேண்டும். அதுமட்டுமின்றி, மொழி, கல்வி பற்றிய செய்திகளில் அரசுக்கு  அறிவுரை வழங்க, தமிழறிஞர்கள், கல்வியாளர்களைக் கொண்ட  தன்னுரிமையுடன் செயல்படும் அமைப்பையும் தமிழக அரசு உருவாக்கி ஊக்குவிக்க வேண்டும்.

While denying Eezham Tamils their collective right to commemorate their war-dead and the victims of genocidal onslaught, the colonial governor of the occupying Sri Lankan State in North, Major General (retd) G.A. Chandrasiri has used the funds allocated to Northern Provincial Council (NPC) to conduct a Sri Lankan military ceremony to ‘mark’ the so-called victory of the Sri Lankan State and to honour the soldiers of the occupying military perished in the war. The SL governor also instructed the employees of the NPC, including the secretaries and top officials of the provincial council to accompany him to the military function held at Nanthik-kadal to mark the genocidal victory of the SL military on Monday. Tamil children in Mullaiththeevu were forced to attend the event. The elected Tamil councillors of the NPC have opposed the move.

The only elected Tamil representative to be present at the event was Mayor of Jaffna Municipal Council (JMC) Yogeswary Patkunam belonging to the EPDP.

While the US-trained Sri Lankan military commander in Jaffna Major General Udaya Perera, who was denying Eezham Tamils to honour their kith and kin who faced the genocidal onslaught on Vanni, has almost declared a war against the students and academics at the Universtiy of Jaffna against marking Mu’l’livaaykkaal Day, hundreds of school children in Mullaiththeevu were picked up from the schools and forced to welcome the Sri Lankan military commanders to the military staged event near Nanthik-kadal lagoon.

Sinhala students at the University of Jaffna are also under pressure from the SL military establishment to spy against the Eezham Tamil students, news sources in Jaffna said.

Amidst all the prevailing harassments, the University Teachers Association has reieterated the democratic right to remember the victims of genocidal onslaught.

The occupying military of genocidal Sri Lanka is seizing further 186 acres of coastal lands for the militarisation of the resourceful coastal stretch in the Jaffna peninsula, reveal notices issued by the Divisional Secretary of Valikaamam North. In the meantime, informed sources in Colombo told TamilNet on Monday that the SLFP parliamentarian Namal Rajapaksas, who is the son of the SL president Mahinda Rajapaksa, has also taken over a large area for corporate exploitation between KKS and Keerimalai. All ‘official’ exchanges have taken place secretely in Colombo for the transfer of lands. The gencoidal land grab is accelerated at the strategic coastal locations in North and East as there was no international condemnation on the structural genocide taking place in the North and East of the island.

At the same time, ‘Patali’ Champika Ranawaka, the extremist Buddhist Monk Party (JHU) minister of ‘Technolology, Research and Atomic Energy’ has also been involved in acquiring the coastal stretch from Sinhalicised ‘Sacred Zone’ of Thiruvadi-nilai towards KKS Harbour, the sources in Colombo told TamilNet.

The SL military and the military-run civil apparatus in both the North and East are also suppressing the voices against genocidal land grab in Valikaamam North and in Champoor in the East.

The divisional secretary of Valikaamam North DS division has issued two notices, consisting 183 acres and 3 acres each at Nakuleasvaram (J226 GS area) in Keerimalai where the SL Navy is expanding its cantonment.

Earlier, there have also been reports of Sinhala traders acquiring quarry lands near KKS Harbour. The quarrying of limestone has already portended the possibility of seawater coming inside and polluting the entire groundwater table of the peninsula.

More than 6,300 acres of lands have been already seized in Valikaamam North for the transformation of former High Security Zone.

The Tamil National Alliance and legal experts of the civil society in Jaffna have filed legal suits against the approrpriation of the lands in Jaffna and Trincomalee. The TNA has again vowed to approach the SL courts on the latest land grab in Keeri-malai.

There will be no justice through the SL judiciary which has already been used to divide the North and East by the SL State. The SL judiciary has also been further compromised by the ruling Rajapaksa government.

Eezham Tamil refugee commits suicide in Tamil Nadu

As a direct consequence of the inhumane conditions Eezham Tamil refugees are subjected to in India, an Eezham Tamil Refugee committed suicide on the morning hours of 09th of May inside his cell in the notorious Thiruchchi (Tiruchi) special detention camp, news sources in Tamil Nadu said. The refugee had on the 06th of May been admitted to a hospital and the doctor at the hospital had urged the authorities to allow the victim, identified as Devarooban, to receive treatment as he had been found to have strong suicide tendencies. However, the officials refused and brought him back to the detention. Mr Devarooban had for a number of years been held inside the detention camp without trial or legal assistance.

Special detention camps are specifically devised by the Indian Establishment to unlawfully detain Eezham Tamil refugees in India. It is an extra judicial mechanism, which collectively targets the Eezham Tamil refugees.

Moreover, Eezham Tamil refugees constitute the single largest refugee community in India numbering over 120 000.

In stark contrast to Tibetan refugees, Eezham Tamils are deprived of basic human rights and are collectively criminalized by the Indian authorities. Besides being economically marginalized and often stagnated with no venues for social mobility, they are also legally deprived of the right to work or hold property, the news sources further said.

The Tamil refugees are collectively rendered as informal day labourers, as many find their livelihood through informal employment with no security for the labour involved. The criminalization of the refugees has also rendered them unable to pursue their life without police harassment, extortion and they are being subjected to police surveillance.

It is in addition to such deplorable conditions of existence that the Eezham Tamil refugees have to face the workings of the notorious special detention camps spread within and around the state.

Escaping the persecution and the structural genocide committed on them by the SL State and its occupation military, the Tamil refugees are unable to return back to their homeland. Many of them have been in India since the 1980s and 90’s.

The special detention camps exist only for the Eezham refugees. It facilitates the Indian authorities to arrest the refugees under false charges and imprison them indefinitely and without trial.

On numerous instances, the refugees incarcerated in these camps have undertaken hunger strikes to protest their unbearable existence. More than two-dozen refugees in the same special detention camp in Tiruchy held the most recent hunger strike earlier this year.

The Indian authorities also exercise tight control of information pertaining to the Eezham Tamil refugees, which have made public and media attention difficult. Nevertheless, they have in general been neglected.

Commenting, activists from Tamil Nadu told TamilNet that there is not enough awareness on the burning issue among the Tamil diaspora and the international, national or non-governmental organizations who, claim to represent refugee rights. It is up to the Tamil diaspora to create as all the Establishments have utterly failed in their tasks of addressing such a large refugee community, the activists further said.

The current situation in Sri Lanka is not structural genocide and the Tamil diaspora was “pushing too hard” with this terminology, claimed ICG's former President Gareth Evans at a workshop on crises, at the University of Essex, UK on Saturday. Continuing his response to a question raised from the audience on the total failure of the R2P in the island, Gareth Evans was of the opinion that the GoSL “was not behaving well” and that continued “international pressure” was required to make the government more accountable. However, when questioned by TamilNet on the applicability of the third pillar of the R2P to protect the nation of Eezham Tamils in the future from the on-going structural genocide, he was of the opinion that though it is possible that the situation might deteriorate it was “premature to be talking about Responsibility to Protect right now.”

The US-led Establishments that directed the Vanni War, refuse to accept the war ending in genocide. The International Crisis Group (ICG) that was opinion-making in the lines of the US-led mobilisation, before and during the Vanni War, came out with a challenge to Eezham Tamils in 2012 that it was up to the victims to prove the genocide. This was told by ICG’s Alan Keenan in answering a question by TamilNet. Now, the ICG’s former chief Gareth Evans, who was directing the organisation at the time of the Vanni War, denies even the ongoing genocide or the structural genocide of the post-war times.

Gareth Evans who pioneered the R2P concept, when it suited the needs of a system, now says that the atrocity situation to evoke R2P doesn’t exist at the moment in the island. When questioned, he didn't say ‘yes or no’ on the existence of such a situation before. Whether the series of these stands are stages of an agenda of seeing the completion of the structural geoncide, silencing all voices and claiming in future that there is no conflict anymore, so that a world paradigm could be engineered in this regard by sheer denial, bulldozing even the need for investigation, responded ICG Watchers in the diaspora.

Obviously, this will be the course of affairs when any investigation is hijacked by the very perpetrators, whether in the island or in the international arena. This has to be carefully perceived by sections that argue for coursing the struggle of Eezham Tamils by expecting justice from the perpetrators or by compromising with them, without appropriately meeting the challenges posed by them. By doing so, they not only misdirect the struggle, but also lose a historic opportunity of universalising the dialectical values behind the struggle to the benefit of entire humanity, political observers of the struggle of Eezham Tamils commented.

Gareth Evans

Gareth Evans was the former CEO and President Emeritus of the ICG. He is also a former Foreign Minister of Australia. In June 2009, he joined the University of Melbourne as an Honorary Professorial Fellow in the School of Social and Political Sciences.

As one of the theorists of the West, who has contributed to the development of R2P as it stands today, Gareth Evans was invited to the University of Essex as a speaker at a workshop on crises, where he presented on the history of the R2P and the debates around it.

There are three pillars of the R2P. The first pillar is the responsibility of the State to protect its own citizens. The second pillar is the responsibility of international actors to aid the State to protect its citizens, should it be unable to do so by itself. The third pillar, which is very contentious, is the responsibility of the international actors to intervene to prevent genocide or other mass atrocities.

Evans was of the opinion that the third pillar had to be sparingly used, considering the costs and benefits of a military intervention.

A member from the audience referred to “The United States and R2P” report by Madeleine Albright and Richard Williamson that called on the US to take a more proactive role in implementing R2P but implied only on applying the first and second pillars to Sri Lanka. The member also referred to the Bremen-PPT report that indicted the GoSL of genocide and ongoing genocide, and the US-UK for complicity.

Referring to the above, the member questioned Gareth Evans if R2P as a whole failed as regards to the Tamils in the island and if so, what should the International Community do to compensate.

Gareth Evans did not give a “yes or no” answer as regards the failure of the R2P in the island of Sri Lanka.

He only responded that though the Sri Lankan military “behaved disgracefully” towards the end of the war, the Sri Lankan government got away with it as their narrative of “terrorist insurgency” was accepted by the international community.

He added that the willingness to support Sri Lanka was fast evaporating, especially among the US and the UK, and that Australia’s ties with Sri Lanka were “disgraceful”.

However, he was of the opinion that the argument of “structural genocide” does not apply to Sri Lanka, further stating that the Tamil diaspora was “pushing too hard” with this claim. The Sri Lankan government was “not behaving well” owing to its repression in Tamil areas, but it was not genocide. He concluded that continued “international pressure” was needed to make the Sri Lankan government accountable.

When asked by TamilNet if he envisages a situation in the future where the third pillar of R2P could be applied to protect the Eezham Tamils in the island of Sri Lanka, he opined that it was “premature to be talking about Responsibility to Protect right now” reasoning that an “atrocity situation at the moment” does not exist in Sri Lanka. But it was “perfectly possible that the moment would deteriorate if the political aspirations of the Tamil people are not recognized by the government of Sri Lanka.”

He refused to speculate on a “deterioration” of the situation which would call for an invoking of the third pillar of the R2P.

Likewise, he also refused to speculate a timeframe for the application of Remedial Sovereignty for the Tamils in the island.

His emphasis again was more on the international community making the Sri Lankan government more accountable.

In a striking contrast, in the course of the conference, he admitted the failure of the R2P in Syria.

He recognized that keeping the option of military intervention aside, the failure to impose other measures like arms embargoes and economic sanctions had given Assad a sense of impunity.

40ஆண்டுகாலமாக நிலுவையில் இருந்த இது தொடர்பான வழக்கில் பாத்துவே, உத்பத்து ஆகிய குடும்பங்களின் உரிமையை விலக்கும் வகையில்  இவ்வாண்டின் தொடக்கமான சனவரியிலேயே தீர்ப்பு அளிக்கப்பட்டது.  இதன் தொடர்ச்சியாக, இப்பொழுது  தாழ்த்தப்பட்டவர்களும் பிற்படுத்தப்பட்டடவர்களும் பெய்ண்களும் அருச்சகராகலாம் எனத் தீர்ப்பு வழங்கப்பட்டுள்ளது. .

சோலாப்பூர் - பந்தர்பூர் கோயில் தொடர்பாக உச்ச நீதிமன்றம் அளித்த தீர்ப்பின் அடிப்படையின் வெளிச்சத்தில், உச்சநீதிமன்றத்தில் நிலுவையில் இருக்கும் தமிழக அரசின் அருச்சகர் சட்ட வழக்கின் மீதான தீர்ப்பை நாடே எதிர்ப்பார்க்கிறது என விடுதலை ஆசிரியர் வீரமணி தெரிவித்துள்ளார்.
