SL military governor declares NPC's inaugural budget null and void

While the elected members of the Northern Provincial Council (NPC) on Thursday passed the inaugural budget of the NPC after 3 days of sittings at their secretariat in Kaithadi, Colombo's military governor of North, Major General (retd) G.A. Chandrasiri on Friday hastily summoned the officials and secretaries of various ministries to a conference at Koappaay College of Education and told the officials that the budget was not valid until he approved particular sections of the budget. The TNA was not abiding by the Sri Lankan Constitution in preparing the budget, he has told the officials.

Giving a ‘lecture’ on the powers of the governor in the Northern Provincial Council administration, the ex-commander of the occupying SL military warned the officials not to cooperate with the councillors whom, according to him, don't respect the Constitution of the Sri Lankan State.

The officials told media they were under heavy pressure from the SL Governor not to listen to what the elected councillors tell them.

In the meantime, the NPC has passed a resolution urging the SL President Mahinda Rajapaksa to appoint a civil governor of non-military background. Another resolution has demanded the withdrawal of SL military from North.

However, the occupying Colombo has dismissed the demands and the term of the SL military governor has been reportedly extended by the SL president.

Demonstrating the consolidation of power in the Sri Lankan unitary and military system, the colonial governor in North, Major General (retd) GA Chandrasiri is continuing to demonstrate his executive powers including the cadre management of the Northern Provincial Council (NPC) without giving room for the elected NPC to have any say in the affairs of the NPC.

The Chief Secretary of the NPC, Ms Viyaluxmy Ramesh, is continuing to receive instructions from the SL governor and she doesn’t cooperate with the elected representatives of the NPC.

The chief minister of the NPC has also gone on record stating that the chief secretary was not cooperating with him.

The SL governor would be running the show on cadre creation for the NPC.

A meeting scheduled to take place on Monday on the matter is also be chaired by him alone. The ruling party of the NPC has not been consulted.

Recent district coordinating committee meetings for Jaffna district and Ki’linochchi district have also been conducted according to the instructions of the SL governor, even after the NPC elections were won by the TNA.

When the elected representatives who form the governance of the NPC have no power to decide the administrative cadre of their own council, how are they going to use the PC system as a platform to serve the people in the North, political observers in Jaffna commented.

Anti-Eezham fanaticism in India cites NPC to save Colombo on CHOGM

On Monday, writing a letter to DMK chief Karunanidhi, requesting him to persuade Thoazhar Thiyagu to call off his fast unto death campaign, New Delhi Establishment’s Prime Minister Manmohan Singh said that “ a decision on the issue of my participation in the CHOGM conference will be taken only after considering all relevant factors, including the sentiments of your party and the Tamil people.” On Tuesday, Chennai-based V. Suryanarayan, who has spent a lifetime in serving New Delhi’s security–intelligence outfits and in opposing independence of Eezham Tamils, wrote that if New Delhi boycotts CHOGM it will harm the NPC ‘experiment’ and “it would be playing into the hands of the fanatical sections among the Tamil diaspora.”

Tamils in the island, in Tamil Nadu and in the diaspora have to carefully peruse how the NPC ploy is now used to save the genocidal culprits in Colombo and their perpetrators in the outside Establishments.

It should also be clear why C.V. Wigneswaran, installed by New Delhi by ingenious manipulation of the opportunity of voting, was condemning CHOGM boycott call, even before his election.

The worst blow to the self-respect of Tamils all over the world is the thinking in the Establishments and in their decades-long ‘advisory’ sections that the Stateless nation of Tamils that was led into genocide by deceit and by keeping the world blind by engineering information, could easily be deceived in politics too, without conceding anything fundamental.

“What could you do about it if we all in the Establishments have decided for it,” is the attitude that is shown to Tamils and that is systematically orchestrated in the psy-op campaigns.

Tamils could do a lot if they could realise the ultimate adversaries in the Establishments and the illusions created by them.

As a beginning, elected NPC members in the North could take a stand on the CHOGM, ignoring Wigneswaran, so that Manmohan Singh and the world will know what Tamils in the island think. Eezham Tamils who have voted in the NPC election also will know about the candidates they have voted in the New Delhi-engineered election.

Knowing how the DMK chief was deceived, or allowed himself and along with him took the entire Tamil Nadu to get deceived by New Delhi during the genocidal war, Tamil Nadu should be prepared for a struggle of proving geopolitical strength not only to New Delhi but also to Washington and London.

Tamil Nadu Chief Minister Ms. Jayalalithaa has passed a unanimous resolution in the State Assembly in 2011, calling for New Delhi to facilitate indictment of Sri Lanka for war crimes and crimes against humanity at the UN. The resolution also called for economic sanctions by India against Sri Lanka.

In 2013, initiated by the Chief Minister, the State Assembly once again passed a unanimous resolution, this time calling for an UN-conducted referendum among Eezham Tamils in the island as well as in the diaspora on the question of a separate Eezham. The resolution also reiterated the earlier resolutions, specifying that the investigation should be on the crime of genocide along with war crimes.

As none of the resolutions by the representatives of Tamil people has been honoured by New Delhi, and as the ultimate outcome is a bold hoodwink in the name of ‘experimenting’ with an already existing NPC under a unitary constitution, Tamil Nadu should get a cue that the genocide investigations have to be first carried out in India itself.

Perhaps, conducting such an investigation in India on the decades-long facilitators of Eezham Tamil genocide will almost be like conducting an international investigation, and this could effectively arrest all further plans of genocide, now unrestrictedly designed and carried out by all sort of extra-parliamentary elements in India. Demand for such an investigation could be in the manifesto of Tamil Nadu parities thinking of next coalition at New Delhi.

The diaspora may have to come out of its ‘articulators’ who virtually serve the Establishments by hijacking and sitting on any international struggle of Eezham Tamils.

Aspiring for Tamil Eelam is a righteous right of every Eezham Tamil coming from a long genocide-affected nation.

While the demand for international investigation on Sri Lanka's genocide and the right of the diaspora to have a say in the referendum on a separate Tamil Eelam are matters unanimously resolved in the State Assembly by the people’s representatives in Tamil Nadu, whom Suryanarayan is referring to as “fanatical sections among the Tamil diaspora?”

Either by advising the security-intelligence outfits of New Delhi or by relaying their views to engineer opinion, a mandate-less esoteric group, fanatically opposed to the independence of Eezham Tamils, was long contributing and is contributing to genocide. This itself is a matter for political as well as academic investigation in India.

The Chennai-based, retired Senior Professor V. Suryanarayan’s advice for India to not boycott CHOGM in order to facilitate the NPC “experiment” under the “highly respected Chief Minister Wigneswaran,” and to not “play into the hands of the fanatical sections among the Tamil diaspora,” appeared in the website of the Institute of Peace and Conflict Studies (IPCS) in New Delhi, directed by Dr. D. Suba Chandran.

Colombo plans District ‘Development’ Ministers to undermine NPC

In a move to sideline the Northern Provincial Council, the occupying Colombo is to appoint new ‘district-level development ministers’ under its central command by SL presidential sibling and ‘Economic Development’ Minister Basil Rajapaksa, informed circles in Colombo said. Colombo plans to offer the portfolio to a Tamil parliamentarian of UNP who has recently joined the UPFA, although the SL minister Douglas Devananda was promised the ministry earlier, the sources further said. A paramilitary operative, Uthayarasa, of the so-called Sri-TELO is seeking the portfolio in Vavuniyaa where the paramilitary served Colombo earlier. A Sinhala person would be appointed to Mullaiththeevu and a Muslim minister in UPFA is vying for the portfolio in Mannaar, the sources said.

According to the ‘recommendation’ of the LLRC, which is Sri Lanka’s blueprint for securing international recognition to the ongoing structural genocide, districts should be the units and there should be no ethnic-districts.

The Colombo government, which seeks to undermine even the meager powers ‘vested’ with the provincial councils is attempting to recreate the saga of failed District Development Councils, the sources said citing Colombo’s attempt to bring in Amendments and new bills.

The appointment of district-level ministers is expected to take place on 24 October 2013.

Sri Lanka, having at least 66 ministers, would again be described as having a jumbo cabinet when it announces further 25 district level ministers.

NPC culture deviating from secularism of Vaddukkoaddai Resolution questioned

The Vaddukkoaddai Resolution (VR) of 1976, mandated by Tamil speaking people of the North and East in the 1977 general elections, calling for the creation of a secular State of Tamil Eelam is well known. Whether the overwhelming mandate by the people of the North to the TNA in 2013, hijacked by the Sampanthan-Sumanthiran-Wigneswaran trio to interpret it as something that has superseded the VR, is also hijacked to supersede the secular outlook in the polity of the nation of Eezham Tamils, asked Tamil activists for alternative politics in Jaffna. They were cautioning on certain politico-cultural expressions surfacing with the Wigneswaran administration and said that Tamils have to rise above the culture of the genocidal State in Colombo than imitating it.

The comments of the Tamil activists for alternative politics have come in the wake of certain symbolic expressions and stage presentations brought out by the TNA and the NPC under the chief-minister-ship of Mr C.V. Wigneswaran.

The Colombo-centric State and its outside partners playing with Buddhism in their genocidal approach to imperialism cum agent-imperialism in the island, is well known.

Tamils should not ape the Sinhala-Buddhist State to prove their nationalism, because the Tamil identity, based on language, is something unparalleled in South Asia as it is the only language that served as medium to all the religions of past and present in the region.

It is not only the Sinhala-Buddhist State but also its outside partners and their visiting dignitaries, who try to engineer currents and counter currents by their chosen dealings and competitive deployment of religious symbols–all ultimately to manipulate and facilitate a course of crime against humanity in the pursuit of imperialism.

Tamils have to carefully watch the already unfolding scenario in South Asia and elsewhere in the world. If Tamils are not different, showing justice to their long civilisation, they cannot withstand the onslaught of the designs of the genocidal forces of imperialism that are operating against them.

It is with great understanding the Eezham Tamils had opted for secular Tamil Eelam in 1977. The Tamil militancy was neither practising nor showing symbols of any religion.

If any quarters, inside or outside, attempt insinuation into Tamil polity using any religious symbolism – even as a reaction to what the Sinhala-Buddhist State is doing in the country of Eezham Tamils – that has to be nipped in the bud by enlightened public vigilance and consensus. Otherwise, it will prove dangerous in the long run, said Tamil activists for alternative politics in Jaffna.

NPC members take oath in Jaffna after honouring fallen Tamil Heroes

Twenty members of the Tamil National Alliance (TNA) elected to the Northern Provincial Council took oaths in Jaffna after visiting the memorial site of SJV Chelvanayakam and after observing honour to fallen Tamil Heroes (Maaveerar) and the people perished in the war, at Jaffna Veerasingham Hall Friday 9:00 a.m. EPRLF-leader Suresh Premachandran and five of the six EPRLF's elected members, TELO's M.K.Sivajilingam and an elected TELO member, PLOTE leader Tharmalingam Siththarthan and one elected PLOTE member were absent at the event. Ms Ananthi Sasitharan was present marking her independency between the ITAK and the portfolio-seekers. The ceremonial event took place without any celebrations and the members declined to wear traditional garlands at the function.

After reading a common oath, individual members signed their document in front of TNA Parliamentary Group Leader R. Sampanthan and handed their documents to the Chief Minister CV Wigneswaran, who had taken his oath as CM in front of Sri Lanka's President Mahinda Rajapaksa in Colombo.

Apart from the religious leaders were present at the function, a notable visitor to the event was the Consul General of India Mr V. Mahalaingam.

@As the details of portfolios and other roles of elected members were released to the media, it became clear that all the key functions, including the revenue generating areas, have come under the CM's portfolio, political observers in Jaffna said.

Informed sources within the ITAK also said the controversial appointment of Mr Aingaranesan was a decision taken by Mr R. Sampanthan on the request by India.

A press note coming from the ITAK, the main party in the TNA, on Thursday, has announced the list of chairperson and deputy chairperson of the council and the provincial ministers to function under Chief Minister C.V. Wigneswaran. But EPRLF, the party next in line in terms of number of seats in the council, challenged the list, saying that it was highhandedly decided by a few in the ITAK. In a hastily convened press conference in Jaffna on Thursday, Mr. Suresh Premachandran of the EPRLF, denouncing the list, blamed Mr R. Sampanthan for creating internal dissension within TNA. He also condemned the act of C.V. Wigneswaran taking his oath before Mahinda Rajapaksa.

• Press statement by ITAK

There are no provisions in the SL constitution, forcing the Chief Minister of any province to take oath in front of the SL president. We boycotted taking part at the event as we found it morally wrong to do that after campaigning against the war-crime accused Rajapaksas, Suresh Premachandran said.

The ITAK list has announced the names of Mr. P. Ainkaranesan of the EPRLF from Jaffna district for the portfolio of agriculture, animal husbandry, irrigation and environment; Mr. T. Kurukularajah of the ITAK from Ki'linochchi district for education and culture; Dr. P. Sathiyalingam of the ITAK from the Vavuniyaa district for health and Mr Deneesvaran of TELO from the Mannaar district for fisheries, transport and village development.

Mr. C.V.K. Sivagnanam of the ITAK and Mr. Anton Jeyanathan of the ITAK were announced as chair and deputy chair of the council.

Condemning the way the list was made, an irate Suresh Premachandran said at the press meet, “This is a unilateral decision by the ITAK and we, as constituting parties of the TNA, were not informed or consulted on the appointment of ministerial positions.”

He particularly blamed Mr Sampanthan for creating internal divisions among the constituting parties of the TNA.

The final list seems to have been decided singlehandedly by the ITAK, at a meeting held on Wednesday evening by R Sampanthan, CV Wigneswaran, Mavai Senathiraja, MA Sumanthiran and E Saravanapavan.

“We were not invited to the meet. I have talked to both Sivajilingam and Sitharthan and their parties too were neither invited nor consulted on this crucial matter,” Suresh Premachandran told the journalists in Jaffna. The press statement issued by the ITAK states that a portfolio had been assigned to one EPRLF member in Jaffna. Even this has not been consulted with the EPRLF party, Mr Premachandran told journalists.

“I was not informed or consulted on the appointment of one EPRLF member as minister. It is not a EPRLF decision. Next to ITAK, we are the party having large number of seats,” he said.

6 EPRLF members have been elected in the provincil council, two in Jaffna, two in Mullaiththeevu and two in Vavuniyaa, while the ITAK has secured 14.

The ITAK list has no minister coming from the Mullaiththeevu district.

Tamil national political activists in the island were sad at the way the TNA was bickering on the shallow and hollow NPC, while there are important fundamental issues to address at the detractors of Eezham Tamil cause inside and especially outside of the island.

Ms. Ananthi Sasitharan, who had secured the largest number of votes next to the CM candidate, has announced that she would not aspire for any position of power in the NPC.

Arguing that the Northern Provincial Council elections was not conducted for the interests of the Eezham Tamil nation but rather was coordinated by the US-Indian establishments for diverting the attention of the world from the genocide taking place, Umar, activist with the May 17 Movement, stated that the vote of the Eezham Tamils for the TNA was cast against the genocidal Sri Lankan state. Without considering this, some are interpreting the vote as being against the demand of Tamil Eelam and a legitimation of unitary Sri Lanka. In an interview to TamilNet, he further said a political solution can be arrived at only through a referendum amongst the Eezham Tamils in the island, in Tamil Nadu and the diaspora, referring to the overwhelming mandate for the Vaddukkoaddai resolution given by the diaspora in 2010.

Umar from May 17 Movement in Tamil Nadu

Tamil Eelam was the fundamental demand of the Eezham Tamils in the homeland, the refugees in Tamil Nadu and the diaspora, who should be considered as one national entity.

The number of votes in the diaspora in favour of the Vaddukkoaddai resolution almost equals the number of votes given for the TNA in the NPC.

This NPC election has nothing to affect the demand for Tamil Eelam.

Any election conducted within the Sri Lankan constitution and the 6th amendment cannot provide a solution for the Eezham Tamils. Only an extra-constitutional solution can do that, he opined.

TNA providing legitimacy to the US resolution of March and working within its paradigms shows that it has been caught in the web of US-Indian game plan.

Commenting on the current situation in Indian politics, he was of the view that there would be no difference whether BJP or Congress was in power, referring to several instances where in the previous BJP rule, India provided extensive help to the GoSL.

He called on the Tamils to extend their support only for the alternative forces.
